    2023年度は、当初の研究計画に従い、「脱西洋化させたグローバル立憲主義に基づく秩序構想」を探求するために、以下のように研究計画を遂行した。第一は、全体研究会の開催であり、研究分担者・協力者が参加する全体研究会を8月以降4回開催し、上記探求に係る諸論点につき、毎回メンバーの報告を基礎に討議を進めた。特に9月には一泊二日の研究合宿として開催し、人権条約機関・人権裁判所等につき集中的に議論するとともに、代表者・分担者間で問題意識の統一を図ることがてきた。第二に、非西洋の研究者との協力を強化するために、前期合宿で決定したウズベキスタンでのワークショップ開催を準備するために、ウズベキスタンへの出張を予定する分担者を中心に研究会を12月以降3回開催し、ウズベキスタンの憲法状況、上海協力機構を中心とするウズベキスタンの対外関係を検討し、その上で2024年3月、現地でワークショップを開催し、ウズベキスタンの研究者と議論するとともに憲法裁判所を始め関係者と意見交換を行った。第三に、イタリア・メッシーナ大学のDonato教授と協力して、2024年1月、日本国憲法に関するオンラインセミナーを開催し、西洋の研究者とも立憲主義をめぐる議論を深めた。第四に、秩序構想を練り上げるためには、グローバル秩序の理論的検討も強化する必要がある。そこで代表者と一部の分担者で、12月に一泊二日の研究合宿を開催し、グローバル法秩序につきユニークな主張を提示する、オランダのLindahl教授の業績を検討した。第五に、研究成果公表の媒体として新たな英語雑誌の公刊の準備を、ポルトガル、カトリック・グローバル・ロースクールのMaduro教授と開始し、第一回の編集委員会を、2024年2月に開催した。第六に、研究代表者も、11月に北京大学で、2024年3月に、韓国研究者とのワークショップで各報告し考察を深めることができた。
