    <jats:title>ABSTRACT</jats:title>
    <jats:p>This article introduces a revised and updated version of the Financial Reform Database, which is widely used by economists and political economists. In this revision, country coverage is extended from 91 to 100 economies. Also, the time period covered is extended from 1973–2005 to 1973–2013. Furthermore, the coding rule relating to the enhancement of banking supervision is revised to enhance the clarity of the coding criteria used to measure the independence of a banking supervisory agency, taking into account the concepts of institutional independence and supervisory independence. In addition, in order to systematically compare policy changes across time and countries, seven dimensions of financial policies are further divided into 20 financial policy subdimensions, and each of these subdimensional policy scores is separately coded in this revision. This allows researchers to utilize each subdimension depending on their interests. The detailed policy description of each subdimensional policy reform for all countries and all years is made publicly available. In this article, an overview of the updated Financial Reform Database is provided.</jats:p>

  • Faculty as reflective practitioners in emergency online teaching: an autoethnography

    <jats:title>Abstract</jats:title><jats:p>This study aimed to chronicle and understand the emergency online teaching experience of five faculty members in a liberal arts college located in Tokyo, Japan during the COVID-19 pandemic of 2020, adopting the autoethnographic method. It explored the nature and dimensions of problems the faculty members faced, resources used to make sense of problems encountered, and actions they took to solve the problems as reflective practitioners in emergency online teaching. It also examined differences between faculty members over time. Analysis of seven weeks of autobiographic reflective journals during a 10-week academic term revealed that the faculty members encountered a range of problems during the classes, especially student-related and technology-related issues. When encountering problems, faculty members utilized references such as their past experience in face-to-face classroom teaching. Faculty members with more online teaching experience were more adaptable and flexible in mobilizing other references to solve problems. Overall, all members worked as reflective learners and practitioners who continued to reflect on the problems they faced and find solutions. These findings suggest that engaging in reflection-in-action and reflection-on-action can be effective ways for faculty members to develop their competencies to solve problems in emergency online teaching situations when responding to unprecedented challenges and issues is continuously needed.</jats:p>

    Building on the models developed by Boix, Acemoglu, and Robinson on the relationship between economic structures and regime change, we develop a theory that emphasises structural characteristics of societies and the effects of policy change in such circumstances. We posit that significant policy change in an unequal or asset-specific society induces coups against the incumbent political leader by the losing faction of the elites seeking to prevent or cut losses associated with the policy shifts. Our empirical analysis indicates that the risk of a coup rises considerably during a period of a significant policy change in a society with a skewed distribution of income and one dominated by asset-specific production, such as oil, mining, and agriculture.

    What explains the propensities of countries to experience coups d'état? This article tests various, at times competing, theories of coups using event history analysis by modeling coups as repeatable events. We highlight the different roles that political regimes play in inducing or deterring coups, and argue that political regimes that are not clearly democratic or autocratic are the most vulnerable to coups. Features of hybrid regimes increase their underlying coup vulnerability and the impact of coup-triggering events. While existing literature has noted higher coup frequency in nondemocratic regimes than in democratic regimes, we note the impact of differences within the nondemocratic regimes, with particular emphasis on the timing of a coup event. Contributing to growing research on variations in nondemocratic regimes and their consequences, our analysis of global coup data in 152 countries indicates that very autocratic regimes are much less vulnerable to coups than hybrid regimes. © The Policy Studies Organization.

    Parliamentary systems are generally regarded as superior to presidential ones in democratic sustenance. This article contributes to the debate on the relationship between systems of government and the survival of democracy by bringing in a new perspective and analysing the experiences of 131 democracies during 1960-2006. We argue that systems of government do matter, but their effects are indirect; they exert their influence through societies&apos; prior democratic records. Confirming the conventional argument, our data analysis shows that uninterrupted parliamentary democracies face significantly lower risks of a first breakdown than their presidential counterparts. Contrary to the common understanding, however, we find that the risk of a democratic breakdown can be higher for parliamentary regimes than for presidential regimes among the countries whose democracy has collapsed in the past. Furthermore, the risk of a previously failed democracy falling again grows as ( the risk of) government crises increase(s). Hence our study questions the common belief that parliamentary systems are categorically more conducive to democratic stability than presidential ones.

    This paper aims to empirically explore political determinants of the magnitude of financial reforms, namely, under which conditions a country is more likely to choose a 'big-bang' type of financial reform versus a gradual financial reform. Especially, how the International Monetary Fund's (IMF's) effect on the magnitude of financial reforms is conditioned by political institutions is quantitatively examined using 30 developing countries' data from 1973 to 2002. Results demonstrate that the IMF's effect on facilitating a big-bang type of financial reforms is contingent upon the number of veto players in the case of a democratic government. Also, a non-democratic government is more likely to engage in big-bang type of financial reforms than a democratic government, holding other conditions constant.

    The development of the pecten oculi, a structure peculiar to the avian eye, was studied by scanning electron microscopy (SEM) correlated with light microscopy (LM) in embryonic and adult chickens. The development of the chick pecten was divided into 4 phases: (1) formation of the primordial pecten (Hamburger-Hamilton's stages 27 to 29), (2) formation of the plate-like pecten (stages 30 to 34), (3) pleat formation and pigmentation (stages 35 to 37), and (4) bridge formation and high-vascularization (stage 38 to adult). The primordial pecten is formed entirely from the ectoderm by fusion of the inwardly-projecting edges of the optic fissure. The primordial pecten grows into a tall, thin plate rising from a broad base. The pecten begins to fold slightly at stage 35. The number of pleats increases rapidly, from 7 at stage 35, to 16 at stage 36, 18 at stage 37, and 19 to 20 at stage 40. The bridge begins to form at stage 38 by a swelling of the apical edge of the pecten and completes its development by the twentieth post-hatch day. Blood vessels appear first in the broad base of the plate-like pecten, then become more numerous and gradually extend into the pleats. The pecten becomes more vascular than cellular at stage 43, and it is highly vascularized in the adult. The pleat surface becomes conspicuously irregular with increased vascularization. The peripectinate cells, located on the pecten, are already present at stage 27
