After working as a research associate and an assistant professor at Waseda University,I have been working at the University of Yamanashi since 2012 as an associate professor in comparative education. I have been researching education in Malaysia since I was an exchange student at the University of Malaya when I was a master's graduate student. The research reported here seeks to evaluate higher-educational policy reform as it relates to the development of human resources in an era of information and communication technologies (ICT). This research has three goals: first, to determine how Malaysian higher-educational policies have changed by looking at socioeconomic backgrounds; second, to examine case studies of the Malaysia Multimedia University (MMU), Malaysia National University (UKM), and University Malaysia Sarawak (Unimas); and third, to discuss whether ICT is affecting access and course selection in higher education in terms of gender equality. The analysis reported here concludes that the new challenges facing Malaysia offer possibilities not only for bridging the digital divide, in some aspects, nationally, but also for Malaysia to emerge as fundamental to a South-South Corporation and as a Center of Excellence internationally. It will be pointed out how, and to what extent, the government of Malaysia should reconceptualize the Malaysia Super Corridor project (MSC) in order to become a fully developed nation, equipped as a knowledge society. © 2003 Koninklijke Brill NV, Leiden.

    本研究は、教員の職能開発を支えていく上で重要となる初任者教員に対する望ましい支援の在り方に関する示唆を得ることを目的として、ドイツ、オランダ、デンマーク、イギリス、カナダ、オーストラリア、マレーシア、中国、日本を対象とし、①初任者教員の育成と支援の体制や内容について分析すること、②入職前段階の準備体制・内容について分析し、初任段階との関係（連続性）という観点から考察すること、③社会的・文化的状況を踏まえた支援の在り方について各国の特質を考察し、初任者教員に対する支援の在り方のモデル化を試みることを目的としている。2回（2019年4月、12月）の研究会を行い、各国における初任者教員の育成と支援の体制や内容に関して確認し、比較検討を進めた。
    また、OECDの国際教員指導環境調査（TALIS）の一環として2016～2018年に行われた初任者教員準備調査研究（Initial Teacher Preparation Study：ITP）に参加した7か国のうち、オランダ、ノルウェー、アメリカ、オーストラリア、日本のカントリーペーパーについて分析を進めた。教員不足が課題となっているオランダでは、初等教員に対する支援として教育学的・教育方法的技能の向上をモニターすることに重点が置かれていること、中等教員に対する国のプロジェクト「新人教員の支援」が実施されていること、ノルウェーでは教育研究省と地方自治体との間で新人教員へのメンタリングの提供に関する協定が結ばれていること、アメリカでは歴史的背景により初任者教員準備の管理運営、モニタリング等が多様性に富むものになっていること、オーストラリアでは教員の登録制度が導入され、機能していることなどを確認した。
    なお、オーストラリア、中国、ドイツにおける初任者教員の育成と支援に関して、現地調査及び資料収集を行った。

    The major research findings are as follows. Firstly, it was found out that each target county did not get the accurate number of OOSCY. Secondly, the characteristics of OOSCY are found to be different by country such as gender, poor economic status, minority, immigrants, however, these characteristics tend to overlap. As the characteristics of OOSCY were varied, education network which this research aimed to investigate was not apparent nor connected.
    The regional assistance for OOSCY in ASEAN tend to focus on making them return to school. However, our field research found out that the local level assistance initiated income generated programs and nurtured survival skills by means of vocational education for OOSCY instead of making them return to school. Therefore, it is necessary to empower the task force (local governments and NGOs), and make the impact of the local and micro-level activities more visible.

    The purpose of this study is to clarify the career development of international students moving in Southeast Asia from a gender perspective.
    As a result of conducting field surveys mainly in Malaysia and Brunei, in many Southeast Asian countries, primary and lower secondary education is becoming more widespread, but there are gaps between men and women in studying abroad for elite moldings that began in the colonial period. In some countries as women have become more highly educated, they provided a new perspective of career development for international students migrating within Southeast Asia, helping to structurally understand the gender gap. This significance is a focus on the challenges that have been addressed by international organizations and donors since the 1990 World Conference on Education for All (EFA).

    In recent years, many countries across the world have come to consider teacher professional development as playing a crucial role in the promotion of academic development measures that are based on a new concept of ability, such as key competencies and 21st century skills. While the teacher professional development carried out in China, Malaysia, Australia, England, the Netherlands, Denmark, Germany, Canada (British Columbia) vary in their implementation and state of participation, they share many common aspects, such as the advancement of training to improve teacher qualifications.     Examining the characteristic education in South-east Asia, we have looked for a model of educational development in the region. As a common education in the region, there are a religious education, a multi-culture education and ASEAN citizenship education and so on. In addition some countries conduct the charactersitic education which could be considered to be a hub modelof South-east Asia. Those examples are as follows: the boy scout activities in school,Thailand, the educational activities of Peace Center, Thailand, the educational cooperation between a school and a temple in Thailand and Laos, the study and in-service training of teachers in UP-NISMED, the Philippines and RECSAM, Malyasia, the science high school in the Philippines, the in-service training of teachers in Indonesind and the equal education for girls and women in Malaysia. Those hub models would be called "an advanced model of educational development". It could be also a model of South-South educational cooperation.

    In recent years, there are some commonalities regarding school improvement policies while the originalities are seen in each counrty.First, each country introduces school evaluation system, and ranks it to increases or decreases the subsidy based ont the result. The 'carrot and stick' policy seems to make each school work hard for improvement. Teacher evaluation is located on the core of the school evaluation. Second, each country impliments the national or standard test and is intersted in checking the student's scholastic attainments. In so doing, new curriculum, subjects, and teaching practics are introduced to reduce the gap. Third, each country keeps up with the trend of globalization and considers the world level education.

    This project undertook a comparative and genealogical approach to modern Islamic scientific/technological and regional socio/economic issues, focusing on Southeast Asia, Middle East, Central Asia and other related areas.
    Based on well-coordinated preparatory arrangements with local scholars and researchers, each Japanese team performed innovative research activities in the fields of classical astronomy, ceramics, pharmaceutics, and architecture in the most updated analytical context, resulting in the promotion studies of Islamic cultural preservation activities. Those contemporary socio/economic issues, confronted by modern Islamic societies and economies, were also grappled sometimes from critical viewpoints, producing most updated analyses of ICT application, social medical services and Islamic finance. A series of six symposia brouht to the fore vivid developments of constructive Islamic developments which will contribute to the benefits for both Islamic and non-Islamic societies.

    In this research, first,I elucidated the preseant situation, issues, and prospects of citizenship education in the 10 ASEAN countries by means of policy, planning, and curriculum analysis, together with a survey of awareness of students of primary school, junior high school, and high school concerning citizenship, and Delphi Survey (future forecasting survey method) to the experts on citizenship education : school teachers, university professors, educational supervisors, school directors, and PTA heads. Second, I elucidated education for "ASEANness," conceived as part of the creation of the ASEAN Community to be established by 2015. Third, I proposed citizenship education model for the ASEAN countries and a model of education for ASEANness.

    This research project had mainly two components: one is to review and map out diverse research paradigms and practices which co-exist in the field of comparative education. The second is to conduct fieldwork by grouping researchers with different research paradigms together. For the first component, a questionnaire survey and classification of published articles were conducted. As the second component, annual fieldwork in the Maldives and Ghana were conducted with participation of 8 scholars altogether.
    An edited volume by Shoko Yamada and Minoru Morishita was published in 2003, with the title "Extending the Horizon of Comparative Education: Diverse Perspectives and Intellectual Collaboration"(Tokyo: Toshindo).
    The outcomes of the fieldwork in Maldives and Ghana were published by respective scholars as academic papers and a workshop was co-hosted with the Ministry of Education, Republic of Maldives, in 2013, to discuss about the findings from the research.

    第2年度は、以下の通り研究を進めた。
    1.マレーシア女性の進路形成の諸相に関する実地調査:本年度は、結婚観や職業観なども含めた「生涯設計」の観点から、調査の対象年齢を上げ、主要な高等教育機関に進学した学生の進路展望について文献調査した。昨年度と本年度の研究成果の一部について、博士学位論文「マレーシアにおける社会変動と青年期女性の進路形成-ジェンダーとエスニシティの観点から-」としてまとめ、早稲田大学大学院教育学研究科より博士号(教育学)を授与された。
    2.統計資料の整備:教育省、州教育局、社会開発省、HAWA等関連省庁を訪問し、教育統計および女性関連の統計指標を最新版に更新した。
    3.スランゴール州とペラ州の初等学校3校訪問:就学前教育と初等教育(義務教育)段階におけるキャリア形成・進路指導について調査した。
    4.成果の公表:国内では、日本比較教育学会(平成19年6月筑波)、日本教育学会(平成19年8月東京)において自由研究発表およびラウンドテーブル、国外では、世界比較教育学会(平成19年9月ボスニアヘルツェゴビア・サラエボ)等において報告した。
    5.イスラーム諸国の国際比較の可能性:初年度には、マレーシアにおける類型化を踏まえて、近隣諸国との比較の可能性を模索した。

    マレーシアの教育(とりわけ進路や進学)に関する先行研究から、後期中等学校を終了した後、エスニック集団別に進路分化することが既に明らかになっている。しかしながら、進路分化をもたらす要因は、生徒の属するエスニック集団の特性に求められることが多く、生徒自身の選択という側面からは十分に議論されてこなかった。それゆえ、自らの性別、エスニシティ、階層あるいは宗教により特徴付けられる価値観を取捨選択しながら、生徒が進路を選択していく過程や構造をモデル化することによって、進路形成のダイナミズムを明らかにすることを目的として研究を進めてきた。
    初年度は、中等後教育機関における進路形成に関する質問紙調査の分析に重点を置いた。主な作業は以下の通りである;
    (1)青年期女性の進路選択について、既に実施してきた3次にわたる質問紙と面接調査の結果(於:マレーシア・ペラ州・カンパー、対象:後期中等学校女子生徒および終了生)についてコーディングした。
    (2)エスニック集団および階層により分類し、進路形成の意味の多様性を類型化した。
    (3)上記の作業と同時に、研究計画について、アジア比較教育学会(2005年5月、於:マレーシア・バンギ)で諮り修正した。
    (4)初年度の研究の成果については、最終年度に予定している日本および他国との比較を念頭に置き、途上国研究の教育とジェンダー研究の動向を論文(雑誌論文1)としてまとめるとともに、女性のキャリア形成支援に関する報告論文(同2)に公表する予定である。

    1.研究目的:
    本研究は、イスラーム教国であり、多民族国家であるマレーシアの社会開発過程において、女性が「何を」動機とし、「いかにして」進路を選択していくかという、女性の進路形成過程とその構造を明らかにすることを目的とした。それによって、1990年代以降未解決の課題とされてきた男女の教育格差の問題を、量的・質的に克服する方策を探究した。本年度の研究により、女性の中でも、イスラーム女性の教育を考える際には、彼女らの性役割をめぐる文化的価値観を尊重することなしに、その多様な教育ニーズを把握することは困難であり、特に進路を選択する際の女性個人の心理過程を、文化的な意味体系に即して解釈するために、実地調査を行った。
    2.研究実施計画と実施:
    (1)申請者は既に、後期中等学校生徒の進路選択に関する予備調査と第1次・第2次調査(質問票と面接による)を実施し、本年度はそれらのデータ集計と分析に努めた。それらの調査で得られた結果を分析し、さらに複合的な観点から対比するために、華人女性を対象とした第3次調査を実施した。加えて、前回までの対象者(マレー人・華人)に対する追跡調査を行った。
    (2)調査結果の定量・定性分析をする際に、生徒の進路選択・形成、ジェンダーと教育、教育開発等に関わる国内外の関連文献を収集した。
    (3)20世紀前半から現在までの中等・高等教育政策で、女性と教育に関わる記述を調べた。
    3、研究の成果と今後の研究展開:
    (1)2の作業を通して、マレーシアの女性を取り巻く社会・経済的背景が、多様な文化的意味体系とあいまって、各々のエスニック集団に特有の性役割観があることが確認できた。そして多様な性役割観を受容したり葛藤したりしながら、進路を選択する過程と構造を進路形成過程として図式化する素地を築いた。
    (2)本年度の研究成果は、アジア比較教育学会、日本国際教育学会、マレーシアワークショップで口頭発表し、また英文の論文としてまとめた。
    (3)今後は、マレーシアや他の途上国の女子教育支援に対する示唆を提示したした。

Internal Special Research Projects

  • マレーシアにおける女性の生涯設計と進路形成―比較への試み―

    　イスラーム教国であり多民族国家であるマレーシアを事例とし、社会開発過程における青年期女性の進路形成過程とその構造を、比較の手法により明らかにすることに努めた。具体的な研究課題は、2000年度から実施してきたフィールド調査の結果を、エスニック集団別に比較・対比しながら分析することにあった。その過程では、文献調査、政策分析、実地調査の分析、研究成果の公表を行った。分析の結果、進路形成過程において、女性個人の心理を、国や地域の文化的意味体系に即して解釈することの重要性を指摘した。 　そうした成果について、日本比較教育学会大会（2004年7月）、第三世界の教育研究会（2005年1月）、早稲田大学ジェンダー研究所定例研究会（2004年11月）で報告する機会を得た。また、各学会や研究会で指摘された点を修正し、研究成果の一部を論文として公表した(研究成果発表参照）。 　諸事情によりマレーシアへの研究出張ができなかったが、特定課題研究費は書籍の購入などに充てた。今後の課題として、青年期女性の進路形成のダイナミズムを分析する枠組みを精緻化することが挙げられる。特に、進路選択を人生の一時点でとらえるのみならず、一生涯においてとらえなおすためのモデルを構築することによって、マレーシアに留まらずアジアの他の国や地域の女子教育支援に示唆を与えることが課題である。さらに、マレーシア以外の国や地域の女性教育研究や、日本のキャリア・エデュケーションの動向についても調べ、新しい研究課題を模索したい。
