Internal Special Research Projects

  • EUジェンダー関連政策における欧州委員会による意思形成の過程と帰結に関する研究

    上記課題の研究代表者は、対象年度において、EU(欧州連合)の欧州委員会を対象として国際機構の「行為の自律(Autonomy of Action)」及び「意思の自律(Autonomy of Will)」を支える組織的ならびに機能的側面について調査を行った。行為の自律に関しては、これを支える行政資源と法定権力の管理・運用の様態について、欧州委員会をはじめとするEU諸機関の発行する公文書を基にした記述的分析により、下掲実績(*3)にてその成果をまとめ、公表した。同実績では、欧州委員会が行政管理制度を透明性やアカウンタビリティ等の複数の基準に改善することで過程志向的な正統性を高めつつ、その機能に必要な資源調達・管理の直接性を高め、行為の自律を漸進的に強化してきた過程を詳解した。意思の自律に関しては、欧州委員が構成する狭義の欧州委員会が、EU諸機関の運営を支えるEU官僚制(国際官僚制)ならびにEU非加盟国(第三国)に対してジェンダー関連規範を唱道し定着させた過程について詳らかにし、下掲実績(*1)および(*2)で成果をまとめ、公表した。具体的には、EU官僚制が基礎とする職員規則が市民社会および国際社会からの要請を受けてジェンダー関連規範を結晶化(定着及び具体化)させ、当該規範を多国籍人事と同等の優先度の高い規範として定立させた経緯を実績(*2)で詳細に示した。また、当該規範が対外的に有効に機能しない状況が、第三国の共通した政治的・言説的特徴に起因する可能性を実績(*1)で示唆した。上記課題の予算によって研究代表者が調達した用品によって、上の2つの研究における資料の収集および管理が円滑に行え、設定課題の関連研究を十分有効に行えた。他方で、上掲両研究を総合することで得られる知見の精緻化や、実績(*1)で提起した仮説の検証作業は未完であり、今後の課題である。
