    2023年9月にMeg Russell教授（英国 University College London）を招き、3日にわたり研究会、意見交換会、公開のシンポジウムを開催した。シンポジウムには、研究者の他に、ジャーナリスト、実務家らも参加し、活発な質疑応答となった。研究会と意見交換会では、ラッセル教授とともに、プロジェクト・メンバーも報告を行い、日英両国の議会政治について有意義な知の交換と共有が可能となった。
    海外への調査としては、英国、イタリア、ニュージーランドで実施している。また、海外の学会報告としては、Canadian Political Science Association、International Sociology Association、Australian Political Science Association、European Association of Japanese Studies、American Political Science Associationにて、プロジェクト・メンバーにより報告が行われている。他にも、National Chengchi University（台湾）、National Tsing Hua University（台湾）、Oxford University（英国）、Cambridge University（英国）、European University Institute（イタリア）にて開催された研究会にメンバーが参加している。国内学会における報告は2件です。
    研究成果としては、日本政治学会の機関誌である『年報政治学』2023-I号の特集がある。これを含めて、単著論文は、プロジェクト全体で15本、書評論文2本、書籍1冊（共著）ある。英語論文は2本、うち1本が査読付きである。

    This project examined the characteristics of British politics since the late 2000s in terms of its liberal tradition, which provided British politics with constitutional norms. In the early 2000s, British political history reached an epoch-making agreement among different political forces on respecting the value of citizenship. However, with the financial crisis which triggered the public concerns on economic welfare again, confrontation reemerged in the arena of British politics. Although this "politics of austerity" extended policy distances within the one-dimensional axis (of economy) - an important feature of the traditional "Westminster model", another (non-economic) axis is also gaining importance now. This has made interest aggregation in British politics even more difficult in the 2010s.

    In this research, the following tentative conclusions were obtained through conducting a comparative political-economic analysis of major countries in Japan, Europe and the United States over fiscal consolidation. First, although the fiscal reconstruction discourse imposes strong normative restraints on the politics of developed countries since the 1980s, it is primarily the objective need of fiscal consolidation to define its concrete manifestation. Second, in considering national deviations, it is necessary to consider the extent to which fiscal consolidation targets are institutionalized and in that sense "de-politicized" (Germany is the extreme case, followed by Australia) . Third, in some cases, the politically declared fiscal consolidation looks like a pseudo-controversy, while in other cases, austerity was being conducted only partially, and the "permanent austerity" thesis is not appropriate for every case (Japan and the United States).

    Parliamentary systems create strong political power, by giving both parliamentary and executive power to certain political party(ies). The justification for creating such strong power is the assumption that political elites, who exercise the power, receive trust by the people. Thus, parties, parliament = lower house, and the executive were where observers focused when studying parliamentary systems. However, recently other institutions were attracting attention in both Japan and the UK. They included the upper houses, the devolved bodies (such as the Scottish parliament), and the judiciaries. This research was conducted with a focus on the relationships between the parliamentary systems with such institutions in both countries. This research argued that these institutions were there to control the political power created by the parliamentary system, and that the fundamental idea behind them was distrust against power. Madisonian systems / reforms were the key concept for this project.

    Alteration between the conservaitve and the progressive in advanced democracies in the second half of the 20th century functioned until the 1990s. Switch between parties brought about policy shift that absobed popular will for political or policy change.
    However, development of global capitalism undermined economic presumption for political stability in the 21st century. In particular, deterioration of employment and expansion of gap have made ordinary middle class frustrated with moderate party politics. In this context, populism with extreme leaders might be threat to the very basic values of democracy and open society. Realignment of rational parites beyond traditional confrontation line might become necessary to defend democracy in the 21st cenntury.

    Along with the continuing popularity on economic liberalism as neo-liberalism, British politics witnessed an emerging emphasis on the idea of civil liberty in the mid-1990s. By this emphasis the years up to the economic crisis in 2007 marked a separate phase in the "liberal tradition" of British political history. This research, through multi-dimensional observations, has identified the characteristics of this decade in British politics.

    This project has focused on electoral politics in contemporaryJapan and aimed to understand changes in the relationship between politicians (mainly National Diet members) and constituencies as well as the relationship between politicians. In addition, this project has also attempted to identify the determinants of these changes empirically. Through extensive quantitative studies and detailed case studies at the district level, we have explained changing Japan’s electoral politics. We have broadly discussed various themes such as politicians’ electoral campaigns and legislative activities, their career path, the interaction between politicians and constituencies or between legislators, and parties’ national and local organizations. Our project has finally ranged over how the Diet or electoral systems should be. We believe that our project has provided unique contributions to understanding electoral politics in contemporary Japan.

    This project revealed that, although the British political system maintained its majoritarian character, distrust of the political elites at Westminster led the system to promote devolution, adopt more referendum, establish a new supreme court, and even reconsider the current bicameral system. The British political system is obviously going through a process, which will prevent parliament and government from exercising power liberally as it used to.
