    I have conducted a research on the relationship between macroeconomic thought and policy in Japan during the 1970s from a historical perspective. This study emphasizes the history of economics or economic thought as well as economic history. This study has produced three sets of tentative conclusions. First, the Great Inflation during the 1970 was fostered in the intellectual atmosphere among the policymakers and economists in which inflation was allowed. Especially, they were fearful about the detrimental effects of the appreciation of the yen in exchange rate policy, and were supportive of expansionary fiscal policy with a view to building a “welfare state”. Secondly, there were several strands of economic thought in the Bank of Japan, but after the Great Inflation, the idea of price stabilization would be strengthend. Thirdly, the policymakers and the economists alike, with the exeption of minority group, took it for granted the Bretton Woods system, and did not take the possibility of moving to a flexible exchange rate system seriously.

    The research aims at the clarification of "Economic thought related to the Empire Design" of the British Empire and the United States. There are clarified of languages related to the economic thought in colonial market in the formation of Empire (Mercantilism), and of the Design of Empire in Adam Smith and in Bentham, and also in Ireland management of the middle of 19th century. It also clarified the languages of "Free Empire" put on the period between the end of 19th and two wars in "Immigration Empire". The "Empire Design" of US was clarified in the internationalization and the hegemony in which the social integration influenced to the making of welfare state. Totally "Empire Design" was drew as a result of a joint research on the economic languages of Empire

    The conclusion which we obtain in this research project is as follows. First, there is no complete correspondence between the political system and the economic system as well as the economic development, and the economic consequence. But the democratic political system requests market economy. Second, idea of market economy is freedom and efficiency, on the other hand, idea of democracy is respect of personality and fairness. The possibility of reconciling both ideas had been pursued by the welfare state, but several severe conditions are necessarily required in their actual compatibility. Generally speaking, idea of democracy contradicts idea of market economy, and also the market system and democracy are often conflicting with each other. Third, the government which appears in order to overcome the market failure comes into another type of failure. Perhaps egalitarian policies cannot be achieved by democratic systems.
    The concrete results of individual researches are as follows. First, with the consideration regarding the methodology of political economy, we verified the necessity which makes clear the role of positive theory and normative theory when we promote expanded dialogue among the political science, economics, and jurisprudence. Second, political requirement of distribution/redistribution policy and education policy is decided irrespectively of the economic performance, and does not connect directly to egalitarianism conclusion or prioritarianism conclusion. Third, how the important principles in the history of thought are related with the actual system design depends on the correlation between historical conditions of each country and value idea of the existing system. Forth, when we reexamined social contract theory, the role of social contract and the egalitarianism in system designing was made clear. Fifth, the forward-looking agenda in social contract theory is consistency between the concept of cooperation imbedded in the contract of the social system and the modern ideas such as the concept of the public as well as privacy. John Roemer's criticism to the normative theory being reexamined, we have advanced the research regarding the role of"the veil of ignorance" to derive justice principles. Sixth, the axiomatic research of justice principles was applied to the case of the maximin principle for the problem of equity between the generations.

    I have accomplished three projects. First, I have completed a paper entitled “Has Japan Conquered the Fear of Freedom? Reflections on Exchange Rate Systems and Monetary Policy” which I have presented at the conference on “Floating Exchange Rates at Fifty” held at Peterson Institute for International Economics on March 2023. My paper has been peer-reviewed and accepted by the editors, which will be published in April. In this paper I have argued that exchange rate is at the intersection of politics and economics, both domestic and foreign, and it is closely related to Japan’s monetary policy.Secondly, I have presented a keynote speech entitled “‘Opulence and Freedom’: What Adam Smith Could Teach Us about the Future of Capitalism” at the International Adam Smith Society held at Waseda University on March, 2024. In this speech, I have started with challenges which central banks face such as productivity slowdown, growing inequality, waning competition, and climate change and drawn some lessons from reading Adam Smith in this light. I am planning to submit this paper to an international academic journal and publish it.Thirdly, I have written a commentary to the Japanese translation of Nicholas Wapshott’s Samuelson Friedman: The Battle over the Free Market (New York: W.W. Norton and Co., 2021), which was published by Hayakawa Publishing, Inc. in August 2023. The book is about the intellectual rivalry between two American great economists over economic issues. I have supplemented the author’s understanding of economics and monetary policy of the day and have emphasized the relevance of their intellectual debates to the contemporary discussion on the future of inflation.Along with these three projects, I have been working on a book project on tentatively entitled Beyond Abenomics and spent two months at Center on Japanese Economy and Business at Columbia Business School from August to September 2023. I have presented my research in a seminar organized by CJEB on September. It is about Abenomics and its aftermath where the Bank of Japan's monetary policy is a key factor.I applied for the Grants-in-Aid for Scientific Research with the title of “The Co-evolution of Central Banks and Economics: A History of Economic Thought Study of the Emergence of the Bank of Japan as a Crisis responding institution” and my research proposal was accepted for 2024 to 2026.

    本研究の目的は、知識の経済分析の可能性を、経済学史の視点から探求することにあった。主目標は、経済学の歴史、とくに経済発展論の歴史に即して知識論の系譜をたどることであった。具体的には、これまで研究してきたジョン･レーを手がかりに、18世紀的な知識の捉え方から19世紀的な知識の捉え方への転換を対比する研究を行うことを目的とした。 2年間の研究で、知識が経済発展に及ぼす役割について、過去の経済学者がどのような見解を抱いていたのかについて、展望を行った。デイヴィッド・ヒュームやアダム・スミスをはじめとする１８世紀の経済学者は、知識と経済発展の関係についてはかなり楽観的な構想をもっていた、すなわち、知識の伝播を支える市場という制度があり、なおインセンティブをゆがめるような政策がなければ、経済全体に知識が行き渡り経済は発展すると考えていたのである。これが1820から1830年代の経済学者たちになると、知識と経済発展をめぐって多様な構想が提出されるようになった。そうした構想の例として、ジョン・レーの貢献だけでなく、チャールズ・バベッジの貢献も視野に入れた。レーの場合、政府による経済発展始動のための意識的な知識創出政策構想が展開されている。一方のバベッジの場合は、より企業の内部に焦点をあてて、企業組織の段階で知識が適切に蓄積されるために意識的な管理が必要なことを強調した。

    　現在、経済学において、経済成長・発展の原動力としての新しい「知識」（発明、革新、熟練、技術移転）の創造と、それを可能にする制度・組織・政策に対する関心が高まっている。この研究は、過去の経済学者たち、とりわけイギリスを中心とする古典派経済学者たちが、経済成長・発展における知識の意義をどのように認識し、理論化したかを探ることを目的としている。具体的には、期間内に以下の二つの研究を行いえた。　第1に、主たる目標であった、ジョン・レーとその同時代人である1820から1830年代のイギリスの古典派経済学者たちが知識と経済成長の関係をどのようにとりあげていたかを明らかにした。その要点は、次のように要約される。A）　知識が経済発展に果たす重要な役割についてはほとんどの経済学者が認識していた。とくに1820年代以降はますます知識の役割を重視していたといえる。しかし、B）　その中で経済学的な分析の域に達したのは少なかった。例外的な存在がジョン・レーであった。レーの業績は、たとえ現代から見れば細部においては不十分であろうとも、知識創出の経済学的分析を通じて知識を経済成長理論の内部に組み込もうとした点で、先駆的な洞察とみなしうる。以上については、Wakatabe 2000として刊行した。　第2に、同時代人だけでなく、彼の先人・後続者との比較研究も重要である。研究期間内には、後続者としてのウィリアム・エドワード・ハーンとの比較を試みた。その要点は、次のように要約される。ハーンの場合、知識の役割を強調する意味ではレーと非常に近いが、その分析は知識が交換や分業の進展といった他の要因と補完的な関係にあることを強調している。そこから、政策提言も異なってくる。以上についてはWakatabe 2001として刊行した。

    　現在、経済学においては、内生的あるいは知識中心型成長理論（endogenous or knowledge-based growth theory）に代表されるように、経済成長の原動力としての新しい「知識」の創造ー発明、革新、企業者精神、熟練などの人的資本の蓄積ーの重要性が見直されてきている。本研究は、これまで国内外においてあまり知られてこなかったジョン・レー（John Rae, 1796-1872）が、まさにこの経済成長における知識の重要性を認識して経済理論を構築していたことを明らかにするものである。この研究計画に基づいて、期間内に行われた研究は、主として下記の研究成果に集約される。その内容は、収穫逓減に基づく経済成長理論がいずれ成長の終焉を迎えざるを得ないのに対して、ジョン・レーは新しい「知識」の創造ー熟練、教育による人的資本の蓄積、発明・革新、企業者精神ーが経済成長を長期にわたって持続することを可能にすると考えていたとするものである。レーの唱えたさまざまな実践的政策提言（新知識の創造を推進するための特許・報奨金制度、技術革新の可能性を根拠とした幼稚産業保護、教育制度発展）は、彼の知識中心型経済成長理論の観点から評価できるのである。なお、論文作成にあたっては、研究計画にあるように、カナダ、トロント大学のサムエル・ホランダー（Samuel Hollander）教授の研究レヴューを受けた。
