This study aims to analyze current issues, as well as extract issues, on food safety legislation in Japan, China, and Korea under close cooperation among research organizations in each country. The researchers further aim to make policy recommendations on food safety legislation in their own countries.
For the purpose mentioned above, a 3-year project was organized with a research group including researchers and practitioners who have specialized knowledge of administrative law, consumer protection law, and criminal law in the three countries of Japan, China, and Korea. During the research period, a total of 12 international research conferences or symposia were held.
As a result of the research cooperation, common experiences and issues have been shared among Japan, China, and Korea, and the conclusion of the project has been published as “Food Safety Legislation and Citizen Safety and Security” (TAKAHASHI Shigeru(ed.), Daiichi Hoki, 2019).

As a prerequisite for the final question of what is the fundamental value of cultural law, we worked on a Japanese-German comparison of cultural law and the 1970s theory of educational and cultural separation. We also interviewed a person in charge of Hyogo Prefecture, which has established a network among cultural administrative organizations. These results will be published in a book of papers.Furthermore, the research project to reconstruct the organization system of administrative law through the study of Japanese cultural law, including this research project, can now be conducted under the Grant-in-Aid for Scientific Research.

This year, I have been conducting research to link my previousstudies on the analysis of the relationship between legal fields in Germanadministrative law to its impact on Japanese law. With the grant for financialsupport from Waseda University, I have come to the conclusion that my researchmay provide an opportunity to reexamine the significance of the research forindividual areas of Japanese administrative law, which currently receiveslittle attention. I think that my research acquires a new perspective fororganizing and analyzing individual areas of administrative law and giveperspective a problem-finding function with regard to the current legal system.I have reported the result to other researcher of administrative law and haveprepared for summarizing the results in a book.Furthermore, among this year's activities, I have set "therelationship between educational law and cultural law" as a new topic for myresearch. This theme leads to consideration, (a)whether the allocation ofauthority under the cultural law should be in line with that under educationallaw which authority shift between school board and the chief and (b) what thefundamental value of the cultural law that it is not influenced by the educationallaw.
