①〔人類学〕グローバルなつながりをめぐる文化と政治に関する民族誌：ラオス南部のコーヒー産地をフィールドとして、コーヒーのコモディティ・チェーンに着目し、グローバル、ナショナル、リージョナル、ローカルといった異なるスケールの節合がいかなる論理で起きているのかを民族誌的に明らかにする。『フェアトレードの人類学』の続編。

②〔地域研究〕ラオス南部ボーラヴェン高原の地域史：高原の人びとがチャムパーサック王国による支配からフランスによる統治を経て、内戦、社会主義、市場開放までをどのように経験してきたのかを明らかにする。まずはフランス統治期のオンコンマダムによる叛乱について、彼が考案した独自の文字（暗号）で書かれた資料を読み解くことで何が見えてくるのかを考えたい。

③〔開発学〕フェアトレード認証制度の社会的・経済的影響に関する研究：世界中で行われているフェアトレード認証制度の社会的・経済的影響に関する研究を精査する。現在80本程度の論文を選別しており、今後はその内容を整理する。その一方で、ラオス南部のコーヒー産地で活動するコーヒー生産者協同組合（CPC）を対象に、設立から10年以上が経過した今日、組合員の生活の変化について個別の家庭訪問を通してえられる情報をもとに生計戦略論の観点から総合的に捉える。『フェアトレードの人類学』のもうひとつの続編。

    This paper examines the multinationalization of foreign residents in the Shin-Okubo area of Tokyo, Japan, by way of statistical data provided by the central and local governments.While the Shin-Okubo area has long been known as a Korean town in Japan, the area is now becoming more multinational. In particular, the number of residents from Vietnam and Nepal has increased dramatically over the past five years. Whereas many Vietnamese come to Japan as trainees of the Technical Intern Training Program promoted by Japanese government or as international students, many Nepalese work cooks in the Indian and Nepalese local food restaurants, accompanied by their families. These drastic changes are considered the cause of conflicts that derive from the violation of rules in these residential areas, such as those regarding garbage disposal, between old and new foreign residents. In fact, while the local government has explained these garbage disposal rules by providing information in English, Korean and Chinese as well as Japanese, Vietnamese and Nepalese language materials on the subject are not available. Therefore, a problem is occurring where many new foreign residents in the Shin-Okubo area violatethese complex garbage separation rules―obser vance of which is required by the municipality―unintentionally. In order to avoid these conflicts, existing resident-led activities such as a film festival have been conducted by Japanese and Korean people since 2014. This film festival works to help construct networks of new foreign residents in the Shin-Okubo area through screening films from a variety of Asian countries such as Nepal, Vietnam as well as Korea. Meanwhile, a symposium for posing issues of multicultural coexistence has been also held during the period of the film festival. Still, although this film festival may help attendees be more conscious of the current multi-nationalization of the Shin-Okubo area, this aim might not yetbe shared amongst the new foreign residents coming from various Asian countries. Such drastic multinationalization of the residents in Shin-Okubo will be a touchstone for considering multicultural coexistence in Japan. It is necessary to ask questions on how we can achieve successful coexistence pf people of various national backgrounds.

  • Why do farmers not choose fair trade cooperatives?: A consideration based on the livelihood strategy of coffee farmers in Lao PDR

    The purpose of this study is to examine why some farmers stop selling their coffee to cooperatives certified by Fairtrade International
    it does so by taking up the case of the coffee-producing area of Lao People's Democratic Republic. Through this examination, this study attempts to address two interrelated aspects: one is the reaction of farmers when fair trade is adopted as part of a government-driven development program, and the other is the middlemen's function of alleviating the burden of indebtedness in the precarious transactional milieu by focusing on farmers' mistrust of outsiders. Through the examination of two separate sets of coffee transactions-those between middlemen and farmers, and those between cooperatives and farmers-this study concludes that some farmers choose to sell to middlemen for less economic reward because they basically mistrust buyers of different socioeconomic status. The implication of this study is that fair trade should offer not only the minimum price standard but also payment at the time of sale in order to alleviate mistrust.

    This paper studies the emergence of wealthy people in the farming area of Lao PDR through an analysisof their livelihood strategies. Barbara Grandin's wealth ranking is used to define the criteria of wealth. After the Lao government adopted a market-oriented economy, a monetary system was extended to the Lao plateau and mountain villages, which used to run on self-sufficient farming. As a result, cash income has become indispensable for everyday consumption.Previous studies on the introduction of a monetary economy in the mountain areas of Lao PDR have focused on economic inequality. Some studies pointed out the factors that led to the emergence of wealthy people in these areas, such as the brokerage of non-timber products and the introduction of cash crops. Other studies examined the flow of money, which is brought into the villages by people living outside, suchas migrant workers and refugees. This case study of Boloven plateau in southern Lao PDR suggests that these factors are not the primary reasons for the emergence of wealthy people in this area. It can be attributed instead to farmers' experimentation with new varieties of cash crops and organic fertilizers, as well as new forms of trade with foreign importers.

  • Emergence of a Public Sphere through the Connections of a Co-op Representative : A Case Study of a Coffee Farmers' Cooperative in Lao PDR

    <p>In discussions of farmers' societies in Asia, analysis has been made of the politics of farmers toward state power in terms of such livelihood strategies as everyday resistance. Meanwhile, farmers' lives nowadays are heavily influenced by commercialization. Therefore, we must form an analytical method to describe that phenomenon, exploring how monetary power affects their lives. Using that perspective, this paper focuses on the activities of a coffee farmers' cooperative in Lao PDR and examines the way in which it forms relationships with the government and among the market actors. An NGO-led cooperative, known as the Jhai coffee farmer's cooperative (JCFC) , was launched in 2005, 20 years after the bankruptcy of an earlier cooperative introduced by the government in the 1980's. An American consultant supported the organization of 11 producer groups based in the village, establishing an organization for them to receive fair trade certification. An English-speaking Lao, a supporter of the NGO, became manager of the cooperative and played a significant but monopolistic role in the trade with foreign buyers. Due to his monopolistic management, JCFC was driven to bankruptcy and absorbed into the new government-led cooperative in 2009. However, even though JCFC went bankrupt, the farmers' representatives were eager to reestablish their own cooperative to be able to continue to sell their products to foreign buyers. For that reason, a Japanese fair-trade company started a program of financial support to reestablish the JCFC, and has been importing its coffee since 2010. Although the coffee trading with the company has got back on track, the number of JCFC members selling their coffee to the company decreased in 2012. The main reason for that was a change in the networks for purchasing the coffee beans, owing to the highly dependent nature of local societal relationships. For example, at KP village, where 53 families belonged to a producers' group, the group representative originally signed contracts with 16 members for a fixed amount of sales at a meeting held the first year. However, only one member was left selling coffee to the company in the third year of the trading. A JCFC representative said that the person had bought the coffee cherries (i.e., the coffee beans) from the KP village farmers, after which he processed all of them himself because he felt the farmers could not meet JCFC's standards. Actually, the standards had become a source of controversy the year before. One member of the KP village group sold his coffee to a middleman after his coffee had been rejected by the JCFC for not meeting its criteria. That demonstrates that the cooperative representatives did not trust the ordinary members' skills in processing coffee. Thus, the 'connection' between the cooperative representatives and the farmers became reorganized into the equivalent of the connection between the middlemen and the farmers. Ironically, such a connection was precisely what the cooperative had tried to eliminate when the JCFC was first established. Elsewhere, ST village also faced difficulties with its group members, but for a different reason from the problem faced by KP village. JCFC issued a regulation stating that members must sell a fixed amount of coffee according to a consensus reached in the group meeting, with advance payments made to help farmers who were having difficulty making ends meet. At the village, where five families belonged to a producers' group in 2010, some members violated that regulation regarding advance payments. They sold all of their coffee to the middleman, without leaving anything for the company despite having had received advance payments for their coffee. Therefore, the group representative excluded those farmers from the group.     本年度は、全4回の研究会における11名による報告を通じて共同研究の深化と問題関心の共有を進めた。その成果は各メンバーが個別に論文等のかたちで公表した。また、本共同研究の研究成果を広く社会発信することを目的として、日本文化人類学会公開シンポジウム「人類学からみる現代世界の信用と負債―「人間の経済」に向けて」（2021年11月6日）をオンラインで開催した。共同研究者である佐久間、箕曲、小川、佐川、松村が講演し、学会外からの有識者2名からコメントをえたうえで、総合討論を行った。本シンポジウムには300人以上の参加者があり、また『読売新聞』により告知されるなど、学術界を越えた関心が集まった。また、東京外国語大学アジア・アフリカ言語文化研究所の広報誌『フィールド・プラス』27号にて特集「デット：「負債／負目」研究の最前線」を組み、共同研究者である佐久間、箕曲、河野、関野、酒井が寄稿した。読者アンケートの「興味深かった記事」に同特集の記事が繰り返し挙げられるなど、おおむね良好な反応が得られた。長引くコロナ渦とウクライナ危機により負債という課題は重要性をいっそう高めつつある。人類学的アプローチを通じて、経済問題に還元されがちな「負債」を負目や恩といった社会的事象としての側面から捉え返す本共同研究の試みには、こうした時代的要請に応じるアクチュアルな意義があったといえる。

    This research project provided a philosophical foundation for ethical consumption based on fieldwork. Research on ethical consumption has not been based on integrated data or consistent methodology. In this research project, we found that the global ethical consumption movement shares a standard orientation of correcting capitalism or responding to market failure in the production and consumption areas. Furthermore, we showed that in the process of localization, there are laws that force the global movement itself to make its modifications. This is a new hypothesis in the previous studies on ethical consumption and shows the originality and significance of this research.

    The purpose of this study is to propose fundamental framework for evaluating the impacts of Fair Trade, including direct and indirect ones, and positive and negative ones as well as economic and social ones. The final purpose of Fair Trade is to behave as self-reliant player in terms of not only economic, but also social and political spheres.
    Consumers of Fair Trade commodities are keen to know the effect of their support by purchasing. Fair Trade market is rapidly growing, but the size is not sufficient to meet demands of marginalized people in the Global South. Accordingly, it is required to analyze and to inform consumers of what kind of impacts and what extents Fair Trade cause. Although there are many case studies on Fair Trade impacts, it is very difficult to compare them because of lack of a common framework for analyzing. This paper aims at creating a common framework. Five Capitals approach is helpful for this purpose.

    「首都圏における多文化共生に関する人類学的研究」と題した本研究は、コロナ禍において決して順調に計画を遂行できたわけではないものの、2021年10月には新大久保において不動産屋を経営するベトナム出身者に聞き取り調査をすることができた。また、これまでの研究をまとめる形で、明石書店から『新大久保に生きる人びとの生活史』と題する書籍を2022年3月に刊行した。同書には2021年10月の新大久保における調査の成果も含まれている。本研究の助成対象期間は、ほぼ同書の執筆の時期と重なった。
