    This paper empirically examines the impacts of exchange rate volatility on the location choice by Japanese multinational corporations (MNCs) and their intra-firm trade. We use affiliate-level data for Japanese MNCs for 1995, 1998 and 2001. We found that high exchange rate volatility discourages the establishment of an affiliate by MNCs. Moreover, the high exchange rate volatility causes the shift from inter-firmto intra-firm transactions. These findings imply the importance of maintaining a stable exchange rate environment in order for MNCs to expand their production and distribution networks.

  • The role of multinational firms in international trade: The case of Japan

    This paper examines the role of multinational firms in international trade using firm-level panel data for Japanese firms between 1994 and 2000. Our results indicate that multinational firms dominate Japanese trade. In 2000, only 12.4 percent of Japanese firms were multinationals but they accounted for 93.6 and 81.2 percent of Japanese exports and imports, respectively. We found that multinational firms emerged from being exporters/importers. These results imply that firms do not make the choice of either exporting or undertaking FDI, contrary to the findings of previous studies. Rather, exporters make a decision on whether or not to undertake FDI. (C) 2007 Elsevier B.V. All rights reserved.

    This paper examines the determinants of the backward vertical linkages of Japanese foreign affiliates in manufacturing for the period 1994-2000, focusing on the local backward linkages, or local procurement in the host country. Our major findings are twofold. First, the unobserved affiliate-specific characteristics explain the large part of the variation of the backward linkages among foreign affiliates. Second, the experience of the affiliate has positive and sometimes nonlinear effects on local procurement for the affiliates, especially in Southeast Asia and China.     This article analyzes key departures in Japanese foreign economic policy: the development of an extensive network of free trade agreements thereby abandoning the exclusive focus on the multilateral system as the vehicle for trade liberalization, and the revamping of the official development assistance (ODA) program by slashing its budget, emphasizing national interests in aid giving, and phasing out yen loans to China. We argue that the remarkable degree of policy activism in both trade and ODA represents the Japanese government's attempt to respond strategically to common challenges: domestically the economic recession, internationally the pressure for policy convergence and competition with China. However, in both issue areas the ability of the government to embark on swift policy changes has been compromised by domestic politics: opposition from vested interests and politicization of policy-making, bureaucratic sectionalism, and weak executive leadership. We conclude with some policy recommendations to improve the coherence of foreign economic policy formulation in Japan.

    East Asia has been witnessing a shift from market-driven regionalization to institution-driven regionalization since the late 1990s.Prior to the financial crisis in 1997, a market mechanism, which became to function efficiently thanks to substantial liberalization in trade and foreign direct investment polices, was a major promoter of regionalization in East Asia.Since the crisis, institutional factors such as free trade agreements and cooperation programs have increased their importance in regionalization.To achieve further economic growth, East Asian countries need to establish a region-wide FTA and an economic community.Japan, the most advanced country in the region, is expected to play a leading role in establishing such institutions.

    Globalization of economic activities has been advancing very rapidly in recent years. From the end of the Second World War until the early 1980s, international trade was the single most important means of globalization. Rapid expansion of foreign trade, resulting largely from trade liberalization under the auspices of the GATT, advances in communication and transportation technologies contributed to remarkable growth of the world economy. It is also well known that one of the factors that led to high economic growth in Japan was the expansion of foreign trade.1.

    Global flows of foreign direct investment (FDI) continued to rise throughout the 1990s, maintaining their momentum despite the onset of the East Asian financial and economic crisis in mid-1997. According to UNCTAD data, global FDI inflows rose by 44 percent in 1998, to $680 billion, and by 27 percent in 1999, to $865 billion (figure 9.1). FDI flows to developing countries declined by 4 percent in 1998, the first decline since 1985, mainly owing to the sharp economic slowdown in East Asia. The decline of FDI flows to developing countries was more than offset by a rise in cross-border merger and acquisition (M&amp
    A) activity in developed countries. The 1998 rise in global FDI flows occurred despite a largely unfavorable backdrop: A decline in world economic growth from 3.4 percent in 1997 to 2 percent, a parallel contraction in world trade (in value terms), and major financial crises in East Asia, Russia, and parts of Latin America. In the pre-crisis period (1993–1996), East Asia received around 24 percent of global FDI inflows each year (table 9.1). However, it saw a 7 percent decline in FDI inflows between 1997 and 1998, from $94 billion to $87 billion, the first drop since the mid-1980s. The decline was attributed to sharp falls in FDI inflows for Indonesia and Taiwan, and caused the region's share of the global FDI stock to fall to 16.1 percent in 1999 (table 9.2).

    Japanese manufacturing small and medium enterprises (SMEs) have actively undertaken Foreign Direct Investment (FDI) in Asia since the mid-1980s. FDI contributes to economic growth of the FDI recipient countries, as it brings in not only financial resources for investment but also technologies and managerial know-how, which are important factors for promoting economic growth. Recognizing these benefits of receiving FDI, policy makers in developing countries have formulated various strategies to attract FDI. This paper examines the factors in the host countries that would attract FDI by Japanese SMEs. Our results show the importance of both supply-side and demand-side factors in the recipient countries for attracting FDI by Japanese SMEs. Supply-side factors include abundance of low-wage labor, availability of well-developed infrastructure, and good governance of the host government, while an important demand-side factor is the presence of sizable local market. In addition, Japanese SMEs regard industrial agglomeration, which has a element of both supply and demand factors, as an important factors making FDI decision. Supply-side factors are found to be important for attracting Japanese FDI in developing countries, while demand-factors play a role in attracting Japanese FDI in developed countries. A comparison of the results for SMEs to those for large firms reveals that SMEs are more sensitive to the conditions in the host countries in making their FDI decision. In particular, SMEs regard the availability of low-wage labor, well-developed infrastructure, and industrial agglomeration as important elements much more than large firms. High sensitivity of SMEs to local economic conditions in their decision on FDI location may be explained by their limited availability of financial and human resources and high dependence on overseas production in their business. In light of these findings, we conclude that countries interested in hosting FDI have to provide a very attractive business environment.

    This paper analyzes the implications of two different development strategies: outward-looking strategy led by manufacturing exports and inward-looking strategy focused on import substitution strategy. Our approach is to do counterfactual experiments with a dynamic input-output model in order to explore the impact of the different strategy on economic performance. We apply the model to two different countries (Turkey and Korea), which exemplify the two strategies, and explore the impact in each case of a switching strategy. We impose an export-led strategy on Turkey and inward-looking strategy on Korea. Our results confirm the view that export-led strategy leads to better economic performance. However, we also find that there are risks associated with this choice. An export-led strategy requires high level of foreign capital inflows in the early phase, to be paid back later as export levels rise. The strategy also requires a high level of factor productivity growth. If export growth is not maintained, the country will be left with a dangerous level of foreign debt. If high productivity growth is not achieved, the growth in factor inputs (particularly investment) required to achieve adequate growth of manufacturing is not sustainable. Finally, our results indicate that the dynamic input-output model provides a good framework for exploring the structural implications of a choice of development strategy. © 1986.

    企業のオフショアリングが日本の賃金格差の拡大に影響を与えたか、与えたとすればどの程度かを明らかにすることが本研究の目的である。日本ではオフショアリングの影響がしばしば産業空洞化と結びついて議論された結果，産業の雇用喪失が大きな論点とされ、賃金格差にまで議論が及ばなかった。本研究では日経NEEDS-FAME、Financial Quest、Astra Manager等のデータ・ベースを活用し、できるだけ詳細な産業別、企業規模別の主要データを採用する。現在，経済産業省『海外事業活動基本調査』、『海外事業活動動向調査』データ、東洋経済新報社『海外進出企業総覧』と合わせ、オフショアリングの企業規模別、職種別の主要なデータを収集中である。

    Whether or not exports and foreign direct investment contribute to enhance the international competitiveness of the firms is an important question for both Japanese business circles and policy makers. This research project attempts to answer this question, using firm-level data and trade data. We examined the characteristics of the firms which enter into the export market and/or start foreign direct investment. Our project also examined whether or not the performance of firms improved after firm start exporting and/or foreign direct investment.

    Using the dataset of parts and components trade and Japanese FDI, we investigate the influence of FDI by Japanese firms on parts and components exports. Controlling endogeneity problems in estimation, we find that the positive effect of FDI on parts and components exports from Japan to the host countries. We also find that the demand of the Japanese market is important factor to determine the FDI and hence the volume of parts and components trade between Japan and the host countries. These findings imply that vertical production structure based on the factor endowments of the host countries has been developed by FDI-induced production networks.

    In this study we investigated the relationship between trade structures at industry and firm level and firm's productivity for three countries. Especially we tested the impact of imported intermediate on firm's performance.
    In all three South-East Asian countries (Indonesia, Malaysia, and Thailand), productivity of foreign plants is higher than that of local plants. In Thailand and Malaysia, plants that export as well as import have higher labor productivity than the plants that don't. In Indonesia, it is found that there is a strong correlation between import and high productivity. In sum, in all three countries, imported intermediated goods play an important role for the productivity 'gains. In Thailand, trade barriers are negatively correlated with plant's productivity. This indicates the importance of trade liberalization for economic growth. In Malaysia, as expected R&D expenditure and IT investment are positively correlated with high productivity.

    The liberalization of Trade had contributed to East-Asia's Economic Development. However after the currency crisis in Asia, that happened in 1997, the development seemed to be stopped To prevent such crisis from occurring again, East-Asian countries have strengthened their economic relations in broader range of areas. Many countries have been making effort for concluding Free Trade Agreement (FTA)s that liberalize trade only among certain countries. While the history of FTAs is short, now many countries are endeavoring to establish wider ranges of FTAs. So FTAs are of particularly high interest to us.
    Urata studied about FTAs in all aspects and found out that FTAs have promoted international trade among the member nations. Furthermore he showed that in theory FTAs restrict the trade with nonmember nations, but that in practice they don't.
    Kondo has developed the efficient calculation method to rearrange the rows and columns in a triangle. The triangular system of Input-Output table, in which all the squares fall below the diagonal running from upper left corner to the lower right corner of the matrix, is the most important analytical tool to clarified the structure of an economy.     In the last year of the three-year research project, we focused on the Chinese economy and conducted a fieldwork in the shanghai-Suzhou and Shenzhen-Hong Kong areas in July 1999. We visited a number of affiliates of Japanese and other nationalities and analyzed the nature of economic integration at the sub-regional level that have proceeded in both physical and monetary aspects. It was found that the multi-layered economic integration has been going on and industrial agglomeration has begun to form with foreign affiliates as a core. The fieldwork confirmed the importance of the concept of sub-region when analyzing the Asian economies, rather than working with the traditional way of using the concept of national economies.
    In addition, a survey for the whole East Asia including China was conducted to evaluate the advancement of economic integration in terms of trade, foreign direct investment, and finance. Changes in the related policies were also reviewed.     Purpose of the present project is to assess the impact of liberalization and development policies in China^<, >s coastal region to other regions.
    In 1994, we visited jiangsu Province which is one of the most rapidly growing regions in China. Liberalization policies and development policy in Shanghai in the 1990s had given great impetus on growth of Jiangsu province. Especially, southern cities of Jiangsu province experienced rapid influx of foreigh direct investment. (FDI) Two cities that we visited (August 28-Sept.4,1994) Suzhou and Wuxi were typical of such cities.
    FDI to Jiangsu Province only accounted for 1% of total FDI to China in 1986. But in 1992 year, shares of Suzhou and Wuxi in total FDI to Jiangsu Province were 49.9% and 16.6% respectively.
    We visited three different types of joint venture firms. China-Japan, China-Hong Kong and Japan and China-Hong kong.   • 自由貿易協定（ＦＴＡ）の貿易への影響に関する実証分析

    日本は2002年にシンガポールとの自由貿易協定(FTA)を発効させて以来、これまで15の自由貿易協定を発効させてきた。2017年の数字で見るとFTA加盟国との貿易は日本の総貿易の約30％になっている。本プロジェクトでは、日本が発効させてきたFTAが期待されたように、貿易を拡大させる効果を持ったかどうかを検証することである。分析結果からは、期待通りに貿易を拡大させたFTAがある一方、貿易を拡大させることができなかったFTAがあることが示された。

  • アジア太平洋における地域統合の参加・交渉過程の政治経済分析：TPPを事例として

    アジア太平洋地域においては、２１世紀に入り、多くの自由貿易協定(FTA)が構築されてきた。FTAは加盟国間の貿易に係る障壁を取り除く一方、非加盟国との貿易については既存の障壁が継続する差別的貿易政策である。また、FTAは貿易政策であることからFTAへの交渉参加の動機としては経済的要因があることは言うまでもないが、政治や安全保障といった非経済的要因も状況によっては重要である。アジア太平洋においては、東アジア諸国のみをメンバーとするFTAである東アジア地域包括的連携協定(RCEP)と東アジアの一部の国々とアジア太平洋に位置する米国やメキシコなどの国々を含んだ環太平洋パートナーシップ(TPP)の二つの地域レベルでのFTAの交渉が競合するような形で進められてきた。本プロジェクトでは、これらのFTAの進展状況と背後にある要因を分析した。

    アジア太平洋地域では、21世紀に入り、自由貿易協定(FTA)締結による形で地域統合が活発に進められている。当初は二国間FTAが中心であったが、2010年以降、日本や米国など12か国によって形成される環太平洋パートナーシップ協定(TPP)や日本、中国、インド、ASEAN諸国など16か国による東アジア地域包括的経済連携(RCEP)などのメガFTAが交渉されるようになった。日本は両FTAに参加をしており、それらが構築されれば、日本企業にとって好ましいビジネス環境が構築されるだけではなく、東アジア途上国の支援も可能になることから、両FTAの設立に貢献することが期待される。

    本研究は，アジア太平洋における地域統合の枠組みである環太平洋経済連携協定(TPP)を題材に，参加国・参加表明国・不参加国の類似性を比較することで，アジア太平洋諸国における自由貿易への積極性・関与度を分析する．特に，各国の経済要素と政治要素に着目し，地域統合参加のタイミングの差異に関する新たな仮説を検証する．本研究は，比較政治学・国際関係論・国際経済学の知見を統合した学際的プロジェクトとして，現在進行中のTPPをパイオニア的に分析する．国際会議を開催して広く研究成果を公開し，フィードバックを得るように努めるとともに，Pacific Review誌等アジア太平洋の専門ジャーナルの特集号として投稿を目指すことで，実社会へも政策的含意を還元する．

  • 多国籍企業における海外事業活動の本社活動への影響

    　直接投資政策の自由化、規制緩和、さらには通信技術の発達などによって多国籍企業活動のグローバリゼーションが急速に進んでいる。多国籍企業のグローバル化は直接投資を主な媒体として進んでいるが、多国籍企業の進出先および企業の本国において様々な経済的な影響をもたらしている。進出先においては、雇用や生産の拡大、技術移転を通じての技術水準の向上といった好ましい効果が認められている。一方、多国籍企業の本国では、雇用や生産の縮小といった問題が発生しつつある。近年、急速に海外直接投資が拡大した日本では、産業の空洞化に対する懸念が議論されるようになってきている。　以上のような状況を踏まえて、本プロジェクトでは海外直接投資の本社活動への影響を分析した。統計の入手可能性から日本企業を対象として分析を行なった。具体的には、企業レベルの統計を用いて日本企業の費用関数を推定し、海外直接投資を行っていることが本社の費用関数にどのような影響を及ぼすかを検証した。その結果、海外直接投資を行っている企業の費用水準は海外直接投資を行っていない企業と比較して低いことが統計的有為性をもって確認された。この結果は、海外直接投資を行っている日本企業は非効率的な単純労働集約的な活動を海外に移転させ、本社では効率的に行える高い技術を持った研究者や熟練労働者を集約的に用いる活動に特化していることを示唆している。　本研究から得られた観察結果はいくつかの重要な示唆を提供している。一つは、本社における人材養成の重要性である。有能な人材を養成することで、本社活動のより一層の効率向上を実現させることができる。第2は政策的含意である。直接投資を促すことで日本に存在する資源の効率的使用が実現されることができるということから、直接投資を活発化させるために規制緩和や直接投資自由化を進めることが重要である。

  • 日本の産業の国際競争力の決定要因に関する実証分析

    　本研究では日本の産業の国際競争力の歴史的推移とその決定要因を検討した。また、日本の産業の国際競争力とも大いに関係すると考えられる、日本企業の海外直接投資の行動パターンおよび日本のサービス部門における効率性のアメリカとの比較も行った。　日本の産業の国際競争力は第二次大戦後の期間に大きく変化した。具体的には、日本の製造業の中で競争力を持つ部門は労働集約的な生産を行う部門から、資本集約的な生産を行う部門、さらには、技術集約的な生産を行う部門へと著しく変化してきた。以上のような国際競争力の変化は、産業政策や産業組織に大きな影響を受けていることが、実証分析から明らかになった。ただし、産業政策の効果は、産業の初期の発展段階においては大きかったが、しだいにその効果も減少している。近年、世界的に直接投資が急速に拡大している。日本においても、1980年代後半において海外への直接投資が著しく拡大した。国際競争力のある日本企業は輸出および直接投資の両方の手段を用いて、海外における販売を行っている。ただし、どちらかというと日本企業は直接投資よりも輸出を使う割合が高い。　低迷を続けている日本経済は様々な問題に直面しているが、その中でも、政府規制による弊害が深刻な問題である。金融、通信、輸送などのサービス部門において、規制が民間企業の行動を制約し、非効率をもたらしていることが、ここでの分析から明らかになった。一般均衡モデル（CGEモデル）を用いたシミュレーションから、サービス部門における規制が撤廃され、生産効率が上昇したならば、日本のGDPを10パーセントも上昇させることが示された。また、サービス部門の規制緩和により、製造業部門の国際競争力が向上することも示された。　以上のように、日本の国際競争力について、様々な視点からの分析を行ったが、それらの分析で用いられたデータはデータ入手可能性が限られていることから、産業レベルのデータであった。産業の競争力を明らかにするにあたっては、産業を構成する企業の競争力に関する分析が必要である。最近になって、企業レベルのデータが徐々に公開されはじめているので、それらの企業レベルのデータを用いて分析を行うことが今後の重要な課題である。

  • 日本への直接投資の分析

    日本への対内直接投資は近年では上昇傾向にあるものの，他の先進諸国と比べると，未だ低い水準にある。日本への対内直接投資が低水準であることから，日本市場における外資系企業の占める位置は他の先進諸国における外資系企業の占める位置と比べると小さい。しかし，日本へ進出している外資系企業は研究開発に熱心であり，また，貿易志向が強い。このような特徴を持つ外資系企業の進出は，日本経済の研究開発能力を高める好ましい効果を持つ。さらに，外資系企業による進出は，それ自体が日本経済への競争圧力を強めるだけではなく，貿易の拡大を通して，より一層，競争圧力を強めることから日本経済の活性化につながる。 外資系企業の日本進出への障害としては，「異なる商習慣」「人材の確保の難しさ」「規制や政府の行政指導」など，日本企業と比べて外資系企業が強く感じる障害と「地代と家賃の高さ」「高い労働賃金」「高い原材料費」など外資系企業だけではなく，日本企業にとっても日本で事業を行うにあたって深刻な障害であるものがある。しかし，差別的措置や情報入手の困難さなどで外資系企業が不利な立場に置かれていることから，それらの障害から影響を取り除く外資優遇措置が正当化される。ただし，進出を考えている外国企業，あるいは，すでに操業している外資系企業は日本政府による優遇措置だけに頼るのではなく，独自で適切な経営戦略を実践することが重要である。一方，後者の障害に関しては，マクロ経済政策など日本企業と外資系企業を無差別に扱う措置で対処すべきである。また，外資系企業の対日直接投資の主要な動機が「日本市場の成長性」であることから，適切なマクロ経済政策が実施されることで，日本経済がかつてのダイナミズムを取り戻せば，対内直接投資も拡大すると思われる。
