    Welfare states in nordic countries, for example, tend to have higher VAT(Value Added Tax) than Japan, and these countries can afford a wider range of welfare based on such revenue. This research project attempts to analyze the feasibility of universal social welfare in Japan, utilizing a survey experiment incorporating experimental design to collect various public opinions. The result suggests that in Japan, the typical policies in welfare countries are not necessarily regarded as favorable. Along with this study base on the initial plan, this project analyzes the relationship between political regimes, COVID-19, and social welfare and made not a few achievements.

    前年度に引き続き研究に従事した。戦前期日本の『内務省統計報告』『警視庁統計書』『各府県統計書』などを用いて、網羅的に収集した自殺者、税不納、娼妓、米・繭生産額や米価などのデータをもとにした分析を行った。博士論文に含まれる各章の内容を確定させるなどの作業を行いながら、残されていた全体をまとめる章と先行研究の章などの加筆を行った。博士論文の各章では、米価と税不納、税不納と自殺、繭生産や鉄道敷設と娼妓、民主化と乳児死亡といった関係を分析し、これらの関係を初めて計量的な手法を用いて実証的に説明した。また、戦前の日本で税制度が確立していく過程で農民がリスクを取らざるを得なかった様子や、近代化政策の一環である鉄道敷設が進展していき、繭の生産地が移っていった結果、農村の生活に大きな変化をもたらした様子を記述した。こうした制度や政策が税不納の増加による自殺といった問題や、繭生産額の減少による娘の身売りといった問題につながっていった過程を歴史的な記述とデータ分析により明らかにした。
    このように前例のない実証的な分析を行った成果を近代化と民主化という観点からまとめ上げた博士論文『貧困の政治経済学』に対しては、早稲田大学で最高の学生褒賞である小野梓記念学術賞が与えられた。また、同時に、早稲田大学大学院政治学研究科より研究科長賞も与えられた。
    加えて、こうした研究の成果は、今年度の投稿論文として「松方財政期における土地関連税不納と自殺―道府県パネルデータ分析―」が国内査読誌『社会経済史学』に掲載されることが決定した。学会報告では、社会経済史学会において報告を行った「娘の身売りと鉄道敷設」などにも成果として結実している。この報告内容も、学会報告後の加筆、修正の上、すでに投稿準備段階にある。

  • The Effects of the Number of Voters on Voter Turnout in the Prewar General Elections in Japan Held by Restricted Suffrage

    While there are studies on elections in prewar Japan, only a few have analyzed the relationship between voter turnout and electoral district attributes, such as the number of voters. In contrast, this paper examines the effects of the number of voters and other factors on voter turnout in the first through the fifteenth House of Representatives elections. The results revealed that the number of voters is negatively correlated with voter turnout in the first through the fifteenth elections, as expected. Closeness is robustly positively correlated with it. The other factors included, such as the number of candidates and parties, are not robustly associated with it.

  • What Attitude Did the Japanese News Media Take toward the 2020 Tokyo Olympic Games? Sentiment Analysis of the Japanese Newspapers

    <p>This paper examines using text analysis what attitude the Japanese news media took toward the 2020 Tokyo Olympic Games. It explores whether there is a difference in tones among the Japanese major newspaper articles. The newspapers analyzed here are the morning editions of Asahi Shimbun, Mainichi Shimbun, and Yomiuri Shimbun, three top-selling newspapers in Japan. This study utilizes the list of semantic orientations of words to capture the attitudes of the newspapers toward the game. It found that liberal papers regarded as negative to holding the Olympics do not consistently show negative attitudes toward the game. There was a clear difference in attitudes among newspapers only in sports articles after the Olympics began. This article is the first research on the relationship between the Japanese news media and the 2020 Tokyo Olympics.</p>

  • Good Democratic Governance Can Combat COVID-19-Excess Mortality Analysis

    Some scholars argue that democratic countries are in crisis during the COVID-19 pandemic and authoritarian countries tend to combat COVID-19. However, these studies are usually based on reported data susceptible to manipulation and often overlook successful cases such as New Zealand and Taiwan, which are considered to have higher levels of government effectiveness. Using excess mortality data from 78 countries, this study analyzed the impact of government effectiveness and its relationship with political regimes. The results revealed that democratic countries with higher government effectiveness can reduce COVID-19 excess mortality. This study suggests that democratic countries need not give up freedom and need to improve government effectiveness to combat COVID-19.

  • Public Awareness of Mask Usage in 29 Countries

    This study analyzed the determinants of people wearing masks in 29 countries in 2020 using over 400,000 survey responses. The results showed that there is considerable variance in the awareness of mask usage across countries. People in Asian countries tend to wear masks whereas citizens in Scandinavian countries are less likely to wear them. This study also found that citizens in more democratic and more prosperous countries are less likely to wear masks. Furthermore, females are more likely to wear them. This paper contributes to the literature as it re-examines anecdotes and previous research by using statistical methods to analyze over 400,000 survey responses.

    <p>This paper presents an analysis of the impact of political regimes and type of military recruitment on the probability of the occurrence of international conflicts. In the last few years, the (re) introduction of military conscription has been a focus of public debate, but empirical analysis of the issue remains limited. We argue that democratic nations with conscription-based military recruitment in place are less likely to initiate international conflicts than those with voluntary recruitment because public opinion will estimate a higher probability of direct involvement in disputes, causing political leaders to refrain from conflicts, even though stable military resources are in place. On the other hand, authoritarian nations with conscription-based recruitment systems are more likely to engage in conflicts than those with voluntary recruitment systems because political leaders are not accountable to the people, even though the cost of war is calculated in the same manner as that in democratic nations. To test this reasoning, we use directed-dyadic data from 1816 to 2005. Our analysis strongly supports our theoretical expectations.</p>

  • COVID-19 and Government Responses

    <p>The coronavirus disease (COVID-19), the worst pandemic since the Spanish flu, has spread rapidly across the world. This study investigates this pandemic from the perspective of government responses. The analyses are not limited to the effect of non-pharmaceutical interventions (NPIs) on deaths, but also cover the effect of confirmed COVID-19 cases and deaths on NPIs using daily cross-national data. This paper also shows the precise timing in which NPIs have a reduced effect on deaths. The results indicate that confirmed cases are more positively correlated with NPIs than deaths, and NPIs show a strong positive correlation with deaths in the short run and a negative correlation in the long run. The turnaround time is about 25 days. This means that NPIs take about one month to reduce the number of deaths.</p>

  • Socioeconomic inequality and COVID-19 prevalence across municipalities in Catalonia, Spain

    This study provides preliminary evidence regarding associations between socioeconomic inequalities and variations in the number of COVID-19 confirmed cases across 923 municipalities in Catalonia, Spain, as of the 14th of May, 2020. We consider three types of inequalities at municipality-level: 1) economic development, i.e., unemployment rate, average income, immigrants proportion, and the prevalence of small residence; 2) health vulnerability, i.e., crude death rate and the proportion of elderly (aged 65 +) population; and 3) information communication, i.e., the proportion of people with tertiary education. In addition to the static analysis with the total sum of COVID-19 cases, the dynamic analysis with daily moving weekly sum of cases is conducted. The result draws a rather complex picture of relationships between contextual socioeconomic inequalities and the spread of COVID-19. Many indicators of economic inequalities imply the opposite relationship as intuitively suggested: economically disadvantaged municipalities tend to have less cases of confirmed infection than economically advantaged counterparts. The implications from health inequality indicators show mixed patterns: crude death rate is positively associated, but elderly population is negatively associated, with the number of confirmed cases. The indicator of information inequality shows a consistent tendency, i.e., municipalities with more university educated have less confirmed cases, but this tendency transforms across time: the negative association is particularly strong during the first month of Spanish “state of alarm” measure (mid-March to mid-April). Our evidence suggests the need for more careful consideration regarding the association between socioeconomic inequalities and the regional progression of COVID-19 pandemic.

  • 日本の生活保護に関する認識研究

    本来の任期終了前に他大学へ異動したため成果報告が終わっていなかった。再度専任教員として採用されたため、遅ればせながら報告し直す。本特定課題によるご支援もあり、科研費若手研究生活保護制度の包括的データ分析（研究課題／領域番号22K13341、2022年～2025年）へとつながった。この研究課題は、雑誌論文1件、学会発表7件（海外学会1、招待講演6）の成果となった。現在この成果による英語論文の投稿も進めている。この課題では、日本における貧困研究のトップランナーのお1人である東京都立大学の阿部彩氏よりお招きいただいた講演や、社会保障に関する研究を行う日本における中枢ともいえる国立社会保障・人口問題研究所の泉田信行氏により拙著『貧困の計量政治経済史』の書評（『貧困研究』Vol.31、2024年1月）が執筆されたのをきっかけに同機関より招待された講演で、同機関の研究者たちと意見交換や交流を行い、今後の研究の方向性が示唆された。また、いくつか他大学へ異動した関係で予想外の障害もあったが、生活保護の厳格化に対する人々の選好を実験的な手法を取り込んで分析するサーヴェイも期間内に終了し、現在論文を執筆中であり、この成果も近日中にまとまる予定である。さらに、その継続研究課題も2度目の若手研究の採択が決定し、本特定課題から始まった研究計画は順調に進捗している。

    本研究は、GDP国債発行残高が世界一という状況にある日本において、政府の国債発行残高に対する人々の認識を検証している。人々は政府の国債発行残高を国の債務としてしか認識していない場合が多く、たとえば、政府資産の存在などは考慮されない場合が多い。こうした人々の情報を改めた場合に、人々の国債発行残高に対する認識がどのように変化するかを本研究は検証している。本研究は、現在倫理審査段階にあり、今後サーヴェイ実験を実施する。

    本研究は、COVID-19対策に成功していると考えられている権威主義国家において、COVID-19に関する政府の発信する情報が人々にどのように認識されるかを検証している。国際的には権威主義国家の優位が信じられており、それが権威主義国家の有効性を担保しているかのように語られる傾向が見られるが、カザフスタンにおけるサーヴェイ実験研究では、政府が発信する情報は必ずしも市民に信じられておらず、COVID-19の流行をきっかけとして権威主義国家が市民への支配を安定化させているとは必ずしもいえないという結果を報告している。

    本研究の遂行に必要なデータセットの構築に向けて、極東軍事（東京）裁判では、オンライン上でICC Legal Tools Database（https://www.legal-tools.org/）から、ニュルンベルク裁判では、Military Legal Resources（https://www.loc.gov/rr/frd/Military_Law/NT_major-war-criminals.html）からデータを習得し、データ化作業を進めている。すでに3人の例外を除いては、OCRによるデータ取得が可能な状態にあり、今後もこうした作業を進めながら、データセットの校正を行う。
