    Since the late 1980s, the Latin American population in Japan has rapidly increased to nearly 400,000 in 2007, despite the long-term recession in the late 1990s. They were given privileged visa status as descendents of Japanese nationals and incorporated into the upper end of loosely structured secondary labour market. It was these Latin Americans, however, who were hit by far the hardest by the recent economic crisis in Japan. About half of Latin American workers are said to have lost their jobs from September 2008 to March 2009, while the unemployment rate in Japan was below 5% in the same period. In this paper, I will consider the causes of mass unemployment of Japanese-Latin Americans by analyzing the labour market of and integration policies toward them based on my fieldwork and survey research in Japan, Brazil and Argentina since 1997. The constant increase of Latin Americans in Japan was enabled by the changing mode of their incorporation into the Japanese labour market: they were getting incorporated as the more flexible workforce adjusted to a "just-in-time" labour delivery system brokered by labour contractors, which led them extremely precarious conditions. In addition, the lack of economic integration policies kept Latin American workers marginalized in the labour market. In Japan, it was not national but local governments that promptly responded to the increasing number of migrants. However, their integration policies solely paid attention to cultural differences between Japanese and foreign nationals. In fact, Japanese government did not provide such programs as vocational and language trainings necessary for upward mobility, ignoring the fact that migrants are socio-economic minorities. The absence of policy response, as well as the deterioration of working conditions of Latin American workers, lies behind the sudden mass unemployment of Latin American workers during the economic crisis.

  • Japan's Far Right in East Asian Geopolitics : The Anatomy of New Xenophobic Movements

    This paper seeks to explain the sudden rise and success of Japan's xenophobic far right movements in the late 2000s. While older far right groups were royalists and anti-communists indifferent to immigration issues, new right extremists specialize in attacking Korean and Chinese migrants with strong xenophobic sentiments. Although far right movements accuse Koreans and Chinese of enjoying 'special privileges,' such accusations are ungrounded in reality. Yet far right movements have succeeded in recruiting many young supporters. Why is this the case? Based on in-depth interviews with new right activists, I aim to clarify what is behind the hate against Koreans and Chinese, focusing on the influence of East Asian geopolitical predicaments. I argue that the new xenophobic right is generated by entrenched cold war sentiments and the lack of reconciliation between Japan and other East Asian countries. The data reveal that new far right activists were first fascinated by historical revisionism that justifies Japan's imperialism and/or outrages against the abduction of Japanese nationals by North Korea. They believe Japanese sovereignty is threatened by both South Korean and Chinese protests against Japan's revisionism and the North Korean abductions. Far right activists then began to identify the Korean and Chinese governments with Korean and Chinese migrants, thereby regarding them as 'enemies within' who engage in subversive activities.

    This article reconsiders the relationship between transnationalism from above and from below, focusing on the consumer behavior of migrant workers. Although transnationalism from below may be regarded as positive resistance to dependence on nation-states and global capital, it also facilitates incorporation into global consumer cultures. This article reports how Bangladeshi return migrants have been enchanted by consumer practices in industrialized countries and have transmitted them into Bangladesh. Return migrants bring consumption habits as well as savings and remittances from industrialized countries. Returnees consequently spread consumer culture to their homelands efficiently, promoting the penetration of global capital and further migration.

    This paper critically examines studies on Japan's urban ethnicity, focusing on the limits of the Chicago paradigm dominating this field. The defects of the Chicago school involve disregard of structural and institutional factors such as the state and the market. The disregard of the state apparatus results in overlooking the securitization of migration in the last decade. In addition, the lack of labor market analysis leads to a superficial understanding of migrant communities. The author suggests two alternative approaches that make full use of legacies of urban sociology: (a) bringing the state and market back in by way of the new urban sociology and (b) uniting subfields of urban sociology with the notions of space and place.

    Since the late 1980s the Brazilian population in Japan has steadily increased, despite the long-term recession in the late 1990s. In this paper we will examine the mechanism of the constant increase of Brazilians in Japan, focusing on the institutional context of their incorporation into the Japanese labor market. On the demand side, Brazilians solved an acute labor shortage in the economic boom period, but long-term recession and casualization of the labor market made them compete with other peripheral workers such as Japanese women and the aged. Thus Brazilians have been marginalized within the secondary labor market since the late 1990s. On the supply side, recruiting agencies and labor contractors established a “just-in-time” labor delivery system, which enabled “flexible staffing” in a highly fluctuating labor market. As a result, demand and supply for Brazilian workers is still on the increase. Working in Japan is getting less attractive for Japanese Brazilians but is more of a viable option for them, driving further migration from Brazil to Japan. © 2003, Blackwell Publishing.   • The Role of Meso-Link in International Migration: Beyond the Macro-Micro Model

    This paper is aimed at examining the validity of macro-micro models with regard to international migration, based on my research on the migration processes of Japanese-Brazilians to Japan. Dominant theories of international migration, which focus on macro-structural imbalance of labor demand and supply or motivations of potential migrants, are inadequate in the following two ways. Firstly, it cannot explain why fewer people migrate than theoretically expected. Considering the unequal distribution of job opportunities, people in the South should have migrated in a much larger scale. Secondly, it is also left unexplained why so many people migrate out of so few places with similar economic conditions. In the case of Brazilian migration to Japan, the number has been increasing even during the long-term recession since 1992. Examining these problems using migration systems theory, two insights are derived with regard to macro-micro linkage. (1) Macro-structural factors cannot be translated into individual decisions to migrate unless macro and micro conditions are mediated by meso-linkage (imigration systems). (2) Linking macro and micro directly may lead to an oversight of a range of sociological facts though it is often theoretically heuristic.

  • Organizational Basis of International Migration--Toward a Comparative Analysis of Migration Systems

    The aim of this paper is twofold: to review and to expand the scope of migration systems approach so as to analyze migration processes outside North America.Migration systems theory focuses on the role of migrant networks to explain the development of migration processes. Roughly migration systems are composed of mutually reinforcing four aspects: (1) facilitating function, (2) selective function, (3) channeling function and (4) adaptive function. Family and personal networks facilitate migration, select who migrates, channel migrants to specific places and help adaptation of newcomers. With all explanatory power of the theory, however, it has to be revised to examine the migration processes in Asian countries: It is rather recruiting agencies that promoted labor migration in Asia, instead of family and personal networks. While the American prototype of migration systems operates on the basis of reciprocity, on the other hand Asian migration systems rely more on market exchange relations. Thus we need to distinguish two ideal types of migration systems: reciprocal and commodified migration systems. The difference in the form of migration systems leads to different effects with regard to each of the four functions. (1) Facilitating function: both of the two migration systems lower the costs and risks of migration, making it easier. On the other hand, commodified migration systems do not serve as accumulation of social capital that is the key to the development of reciprocal migration systems.(2) Selective function: in terms of intra-community selection, reciprocal migration systems provide much more opportunities with community members. As for intercommunity selection, commodified migration systems are more open to any communities. (3) Channeling function: reciprocal migration systems direct migrants from a community to specific destinations, while commodified migration systems more randomly distribute migrants at the destination. (4) Adaptive function: reciprocal migration systems maintain social ties at the place of origin even after migration, while migrants in commodified migration systems are less likely to keep social ties at the origin and have to rebuild social relations at the destination, which lead to less favorable condition for short-term adaptation. These differences give us a clue to initiate comparative study of various migration systems.

    Although Japan is a highly industrialized country, it still lacks any significantgreen parties. This apparent Japanese exceptionalism in terms ofgreen parties cannot be clarified by such conventional explanations as its electoralinstitutions, party competition, and degree of post−materialism. This paperwill instead utilize the German−developed framework of social−milieustudies to explain this phenomenon. It focuses on green parties' potentialsupport bases, paying attention to the characteristics of green milieu parties.German milieu studies have found that alternative or techno milieus with higheducational and occupational qualifications and left−libertarian value orientationshave supported the German Green Party. Our data show that an ironistmilieu can be regarded as a potential basis of support for Japanese green parties,as Japanese ironist are more leftist toward political and economic issuesand more liberal in their cultural attitudes. However, German alternativestend to be active, while Japanese ironists tend to be passive and disinclinedto participate in various groups or to associate with others. Such passivityinclines them to retreat into their private lives without expressing their left−libertarian value orientation in the political arena. Our findings therefore suggestthat a milieu exists that could potentially support Japanese green parties,but that these parties have been failing to gain support from it because of itsmembers' passivity and apolitical behavior.

    本稿は,田中康夫長野県知事が敗北した2006年知事選を対象に,その直後に長野県内で行ったサーベイ調査のデータから有権者の投票行動を分析し,田中の敗因を明らかにするものである。社会的属性,政治的ネットワーク,業績評価,価値意識の分析から仮説を導出し,多変量解析で検証することで,次のことを明らかにする。すなわち,この選挙が反田中の保守陣営による組織選挙となったうえ,それまで田中を支持していた層が棄権する無風選挙となり,田中に不利になった。また,ポピュリズム的な政治手法に共感する層や田中県政与党の共産党を忌避する者が離反した結果,従来の支持基盤が揺らいだ。さらに,それまで有効だった環境をめぐる価値亀裂が効果をもたず,代わってリーダーシップのあり方が争点化した結果,安定した統治への志向性において田中の支持基盤が掘り崩された。ポスト55年体制期の地方政治における底辺民主主義-ポピュリズム-テクノクラシーという亀裂構造において,田中は前二者の混合型とみることができるが,以上の分析からは,これがテクノクラシー型統治により切り崩されてゆく様相が明らかになる。

    Japan has witnessed a new cycle of social protests in the 1990s, which includes the rapidly diffusing local referendum movements, a boom in NGO/NPOs and a growth in environmental networks. Some scholars say that these social movements and networks have some continuities to the residents' movements in the 60-70s. So, the theme of increasing importance is to reconsider the dynamics and implications of 60-70s residents' movements. Using the method of event analysis, we investigate the following theoretical issues concerning the decisive factor that brought about protest waves of environmental movements in postwar Japan (1968-82). Japanese social movement studies have tended to argue that "structural strains" determined the rise and fall of the residents' movements. That is, they have been regarded as a reaction to rapid economic growth and urbanization since early 1960s. But this sort of explanation cannot explain the variety of local protest activities and the recently emerging protest wave. Thus we compare the validity of "the structural strains" and the "political opportunity structure" explanations of the dynamics of protest waves in Japan, using multiple regression analysis. Our findings fail to support structural strain theories, while the political opportunity structure showed a significant effect on protest events. Then, using multiple regression analysis again, we proceed to compare regional differences. We assumed that following three independent variables each reflect dimensions of the regional political opportunity structure: (a) increasing access, (b) influential allies and (c) unstable alignments. The results show that prefectures with unstable alignments, and prefectures ruled by conservative government are more likely to have protest events.

    We conducted an online survey to 77,084 web monitors and a mail survey to 11,522 Greater Tokyo residents, which clarified the following two topics: (1) leftists dominated among demonstrators and class factors could hardly explain who participated in demonstrations. Another finding is that anti-nuclear demonstrators are very likely to participate in anti-security law demonstrations, which means participation can reduce the hurdle to get involved in social movements. (2) we also analyzed characteristics of online right-wingers and found that they are not characterized by any class origins.

    We have had interviews with 650 Peruvian migrants. Although quantitative analysis is yet to be done, tentative findings from our fieldwork are the followings. (1) the economic gap between Japan and Peru greatly influences on bifurcation toward transnationalism and diaspora. Those who could invest in Peru, when the value of yen was greater, tend to enjoy transnationalism, constructing their living basis in both countries and vice versa. (2) Regarding bifurcation among the second generation, the timing of migration matters much less than the first generation. Instead, accumulation of human capital (i.e. education and language skills) is much more important.

    今年度は、夏期と冬期にペルーで調査する予定となっていたが、国内でも調査を進めた。具体的には70件以上の聞き取りを実施しており、そこで得られた知見は以下の通り。(1)国内調査:関東・群馬を中心とするペルー人集住地に加えて、古くからペルーの帰還移民が居住する沖縄でも調査を実施した。ペルー人は、他の南米人より親族ネットワークの活用度が高く、なかでも沖縄とのつながりは強かった。一世の移民が少ないペルーにあって、二世三世でも沖縄の親族を頼るのは意外な結果だが、、沖縄にペルー人が多いのは移民していない親族とのつながりの強さによる。日本でも、核家族ではなく拡大家族単位で居住するパターンが多い。これはブラジルやアルゼンチンとの比較での話であり、ペルー社会の親族ネットワークの強さが関連すると思われる。以前調査したアルゼンチンは、核家族ないし個人単位の居住が優勢であり、これは日系人の特質というよりはブラジル・アルゼンチンとペルー社会の相違と考えたほうがよい。(2)海外調査:アルゼンチン人との比較でいうと、ペルー人の方が日本ではるかに過酷な経験をしていた者の比率が高い。ブラジル人との比較において日本の労働市場で差別されていたという知見はすでに出されているが、それが家族生活の困難となってもあらわれている。国勢調査結果をブラジル人と比較すると、在日ペルー人の方が学歴も高く、子どもの進学率も高い。ペルー人の方が学歴が高いが過酷な生活状況におかれているということになるが、そのなかで子どもの進学率が相対的に高いのはなぜか、次年度以降解明すべき論点となった。

    本年の申請時には、次の4つのことを研究計画に含めた。(1)昨年度の調査と個別領域の作業仮説の作成を踏まえて、全体の理論枠組みの構築。(2)個別領域の調査の継続。(3)政権交代後進展がみられる領域としてのNPO関連法制、震災ボランティア関連に関する調査。(4)学会報告。それぞれに即して成果について述べていく。(1)理論枠組みに関しては、社会運動研究の政治過程アプローチ、政治学における政党論(中道左派政権の研究)と政策過程論を主に検討した。国家機構中心の政治学と市民社会中心の社会学の関心を、1つの枠組みとして統一することが必要だが、今年度論点整理のために執筆した論文では両者の並存状態にとどまっている。(2)文字資料の収集や集会の参加なども行っているが、主には聞き取り調査によりデータを集めている。このうちNPO法制と外国人参政権はかなりの進展をみた。NPO法制は、2011年のNPO税制法の改正に携わった議員の多くの聞き取りを済ませ、来年度は90年代の解明にも着手できる。外国人参政権は、排外主義との関連まで手を広げて調査を進め、38件の聞き取りを実施した。(3)NPO法制の担当者として原田峻(東京大学大学院)が加わり、8月から法制化に関わった国会議員や運動団体に対する聞き取りを進めている。その成果としては、下記の学会報告でまとめている。(4)学会報告としては、4月にAssociation for Asian Studiesにて民主党政権に関する報告を申、稲葉、樋口が行った。9月には日本社会学会で、政権交代と社会的イシューのポリティクスをくくりとして成、松谷、高木、原田が報告した。

    This study aimed at construction of new migration theories which overcome the previous researches of migrations critically. We named them "critical migration theories" with the meaning of migration theories aiming at especially relativizing nation-state systems, and built the theory from the following four approaches : (1) analysis of the rationality and machinery of power of the modern state which carries out immigration control, (2) theorizing conviviality beyond nation states based on consideration of the phenomenological theory of conviviality, (3) an idea of the new social integration theory from an agent's level, (4) pursuit of a gender inclusion citizenship theory from the perspective of care relationships.

    The purpose of this research is to clarify the contemporary mode of local democracy under the post-1955 regime from the point of view of social and political change. We have paid attention to the rise of various types of governors, which embody newly emerging political cleavages, resulting in a comparative analysis of gubernatorial election in five prefectures (Tokushima, Kochi, Tokyo, Nagano and Shiga). A series of five survey researches on gubernatorial elections was conducted in the year 2004-2007, combining about two hundred interviews with political actors. In addition, we also conducted a survey research on social milieus and politics in Tokyo in 2005. The results of these researches are the following.(1) The results of investigation in Tokushima were published on a book which explored the logical and actual confrontation between technocracy and grassroots democracy. The weakening power of existing political organizations has led to direct linkages between polity and electorates, which resulted in the rise of reformist governors(embodying technocracy)in prefectures such as Iwate, Miyagi, Tottori and Tokushima and resident's movements(embodying grassroots democracy)in Tokushima and Shiga.(2) In addition, populism is also used as an efficient way of governing disorganized electorates in such prefectures as Tokyo, Nagano, Miyazaki and Osaka. Emergence of various types of governors can be regarded as a result of political realignment toward oppositional preference between partisans and nonpartisans.(3) Our survey research conducted in Tokyo in 2005 showed German studies on social milieus can shed light on some neglected aspects of Japanese politics. The rise of green and radical right parties has been a hot issue on European politics, but they were hardly discussed in the Japanese context. Our analysis on social milieus and politics in Japan suggests that there are social milieu basis to support radical right political force, while passiveness of left-libertarian milieu as a potential support basis for green parties hindered the emergence of left-libertarian parties in Japan.

    90年代以降の政治を一瞥すると、一見矛盾してみえる諸現象が噴出している(NPOとボランティア、住民投票、改革派知事ブームと無党派知事の当選、ポピュリズムの跋扈、新たなナショナリズムの出現)。これらは第二の近代化を背景とし、55年体制の崩壊をきっかけとして生じた政治変動であり、以下の仮説により整合的に説明できるものと考えられる。客観的条件に基づく安定的な政治的態度は、もはや一部の住民にしか該当しない。代わって、社会的ミリューとその都度の政治状況の共鳴により決定される、不安定な政治的態度が優位になる。そうしたミリューは、個人化の影響を受けて高度に断片化している。上記の諸現象は、断片化したミリューの共鳴により連合が成立した結果と考えられる。本研究の目的は、この仮説の検証により個人の社会的ミリューと政治の関係を解明することになる。今年度行ったのは、東京都でのサーベイ調査である。6区2市の有権者8500人を対象として,「ライフスタイルと政治に関する調査」を実施し、2887票を回収した。この調査は、ドイツにおける社会的ミリュー研究を参考に、日本におけるライフスタイル・ミリューと政治的態度や投票行動の関連に関する分析を行うことを目的としている。具体的には、石原慎太郎・東京都知事など政治家や政党に対する感情温度、2005年衆院選における投票行動に関して設問を用意した。衆院選における投票行動については、郵政民営化の争点効果が独立して認められ、属性の影響が争点効果に吸収されることが確認されている。暫定的な分析の結果については、茨城大学地域総合研究所年報に掲載するとともに、同研究所の研究例会でも報告した。さらに、このデータを用いてエスニック・レストランの利用者像を析出し、多文化主義をめぐる基礎資料として在日外国人に関する論文で使用した。

    本年度は最終年度ということもあり、これまでの研究成果に関する発表を2回行った。第一が「日・韓・東アジアの「平和」と「共生」□□定住外国人の地方参政権シンポジウム」で行った「地方市民権-国民国家をどう超えるか」という講演である。第二が、日本社会学会で行った「モダニティの変容とエスニシティ」という報告である。これらは、本研究で進めてきた理論枠組みの整備に関する直接の成果であり、第一の報告では「国籍と参政権/国民と参政権」の差異に着目して、従来の議論を国民国家との関わりで捉えなおした。第二の報告では、「排斥と個人化」というこれまでとは異なる切り口を提示した。というのは、昨年度の報告書で述べたように、課題の展開にあたっては、要求主体の変容と排除の論理の検討が必要だからである。すなわち、外国人参政権の問題を通じて明らかになったのは、それを推進する言説のみならず、それに反対する外国人排斥の運動まで射程に入れないと、十全に議論できないことであった。こうした問題意識にもとづいた口頭発表は、すでに論文にまとめ2005年中に刊行予定である。それに加えて、これまで調査してきた自治体の対応について、その政策を経路依存性という観点から分析した結果を、ブラジル人の移住過程について書いた『顔の見えない定住化-日系ブラジル人と国家・市場・移民ネットワーク』の1章に執筆した。残る課題は、これまでの調査や新聞記事、国会議事録などで構築したデータベースにもとづく、実証的な側面を中心にした成果発表である。

    本研究では、以下の順で実態調査及び理論研究を行った。それぞれの研究概要と研究実績は以下の通りである。1.地方自治体の外国人参加制度に関する調査(外国人登録者数2万人以上の都道府県、及び同1万人以上かつ人口50万人以上の市が対象)。本年度は、特に外国人諮問機関に関して考察を行い、政治的インプットとアウトプットの両面から諮問機関の機能を検討した。それとともに、在日コリアンとニューカマーにとって参加制度が持つ意味の違いにふれた論文を執筆した。2.外国人組織の調査(兵庫県の約40団体)。当局-外国人組織-個々の外国人という3層モデルを用いて、外国人組織の機能を分析した論文を執筆した。3.外国人支援組織による外国人の組織化状況に関する調査(関西及び東京周辺の13団体)。外国人支援組織は、外国人の権利獲得にあたって重要な役割を果たしているが、外国人の組織化には必ずしも成功していない。そのため、成功例から組織化にあたって必要な要因を抽出する論文を執筆した。4.市民権論や外国人政治参加に関する理論的研究のサーベイ。前者については、在日外国人の政治行動と外国人参政権法案をめぐる一連の政治的言説を市民権論に即して整理し、日本の特徴と課題を検討する論文を執筆した。後者に関しては、政治行動=政治参加指向×(人的資本+社会的資本)という分析枠組みを整備し、在日外国人がとりうる政治的戦略に関する分析を加えた学会発表を行った。

    本稿では、アルゼンチン日系人であるJ 一家の日本へのデカセギ経験を紹介する。J 一家は、親子5 人の全員がデカセギを経験しており、かつ全員が現在はアルゼンチンで暮している。花卉栽培農家だったJ 一家は、生活のために渡日しているが、日本で子育てしたわけではないため貯蓄もかなりの額になった。しかし、花卉栽培を放棄したJ 一家の生計の途は決まっておらず、フットサルのコートを建設したにとどまっている。アルゼンチン日系人のエスニック・ニッチたるクリーニング業と花卉栽培が斜陽化するなかで、デカセギで得た貯蓄の効果的活用という日系社会全体の課題を、J 一家は体現している。

    　日本におけるニューカマー外国人流入から３０年以上が経過し、「外国人の子ども」が成人に達するようになった。そうした彼ら彼女らによる移民研究の方法として、オートエスノグラフィーに着目した。これは、白人男性ヘテロセクシュアル中上層クリスチャン健常者というマジョリティ属性を持つ者の通念を越えることを企図しており、移民二世が自らの洞察を通じて移民研究に有益な知見をもたらすことを目的している。そこで、「オートエスノグラフィーから見る移民の物語：日本を生きる10人の語り」というシンポジウムを開催し、225名の参加を得た。そこでは10人の研究者が従来の研究に対する違和感を言語化し、自らの移民経験を分析した。

    　ニューカマー二世・三世が、当事者としての経験をもとに従来とは異なる研究パラダイムを築くにはどうすればよいか。2020年から新たな方法論としてのオートエスノグラフィに注目し、人総研の招聘研究員である劉昊、小波津ホセと３人で研究の計画を立ててきた。2021年には中国、ラテンアメリカにルーツを持つ研究者10名（社会学、教育学、社会言語学）とともに、オートエスノグラフィ研究会を立ち上げた。研究会では、（１）メンバーのオートエスノグラフィの報告、（２）日本語の関連文献の報告、（３）英語論文の報告を入れる形で2022年1月から毎月開催し、2023年には書籍を刊行するべく研究を進めている。

  • 多文化共生の批判的研究

    　多文化共生を批判するのではなく活用するならば、何がいかにして可能になるのか。本研究の目的は、こうした関心にもとづき、多文化共生をめぐる（１）概念的検討、（２）政策の批判的レビュー、（３）過去の政策からあり得た可能性の検討を行うことにある。（１）タギエフの枠組みを用いて、多文化共生I（反差別）と多文化共生II（交流）、排外主義I（二者関係）と排外主義II（三者関係）という理念型を抽出。（２）2014年以降に出された主要都市・都道府県の多文化共生関連大綱をもとに、IとIIの使用度合いを検証。（３）排外主義IIに対して多文化共生IIが有効性を発揮しえることが明らかになった。多文化共生IIに対する評価は従来低かったが、使いようによっては国家間の相克が生み出す排外主義に対抗しうる。
