The Social Impact Model of Dam Projects in Postwar Japan : Applying the Theory of the Social Structure of Victimization

The aim of this paper is to conceptualize the adverse impact of dam projects based on the empirical facts of postwar Japan's experience. Applying "social structure of victimization" theory of Nobuko Iijima, this paper employs phase division in an adapted form. Consequently, five phases and three time periods of the "social impact model of dam projects in postwar Japan" are discussed; first, the phase of the planned site, second, the phase of resettlement and reconstruction of livelihood, third, the phase of the development of the reservoir area and surrounding communities, fourth, the phase of reexamination of the project, fifth, the phase of cancelation of the project. The model demonstrates clearly the following facts: local residents will be affected for several decades once a community has been targeted as or incorporated into a project site; when residents move to a new settlement, they feel obliged to engage in reservoir community development activities on top of rebuilding their own lives; suffering for dozens of years is magnified as if the lives of the local people affected are of no value compared to the reconsidered wider social needs of the project; the multifaceted, multilayer-like damage to residents caused by being involved in argument and negotiation over compensation and reforming their own communities when a project is cancelled. Thus, the paper concludes that dam induced relocation in postwar Japan is basically successful in terms of economic reconstruction for the relocated people, but there is a severe problem whereby the project affected people often suffer the "plundering of their lives" since the project is prolonged for such a long term.

The Tokuyama dam construction project was first planned in 1957 as the biggest reservoir in Japan. As part of the project, Tokuyama village was to be submerged in 1987, necessitating the resettlement of approximately 1,300 residents. Many have been moved to urban areas where they now reside. However, in recent years, society's perceptions of dam projects have changed in Japan as the public's ecological awareness has increased and doubts have emerged about the over-estimated demand for water and the supposed effects of flood control. Because of this, the completion of the Tokuyama dam project has been delayed and it is still under construction. Through in-depth interviews with 32 of the resettled locals, this paper concludes that the residents of Tokuyama village have suffered in many social domains such as family, employment and other human relations. Because they continue to be cast as victims, their mental damage is particularly severe. Moreover, since the entire dam project has questioned in recent years, the victims are now losing the basis of their existence.

気候変動にともなう強制移住の社会学研究

　本研究は、気候変動の「適応策」として国際的に推進されつつある人間の移動（いわゆる「気候移住」や「気候難民」）について、その社会的側面の捉え直しをおこなうことを目指し、その手始めとして研究動向の把握を進めた。気候変動の危機を目前にして国際機関は近年、移住は「最後の手段」なのではなく、むしろ、「積極的適応策」であるという考えを示しているが、地域社会や住民レベルでは単純に「望ましい合理的選択」とはいえない実態もある。こうした動向を念頭に2025年度は主に、York Universityで開かれた”Climate Migration Futures: Shaping The Research Agenda for 2050”への参加を通じて、移住と生計回復、レジリエンス、気候正義、倫理的適応戦略などの検討をおこなった（ここで議論したシナリオプランニングは、Forced Migration Review誌で紹介されることになっている）。また東南アジアや南アジア、中東、アフリカなどの動向を把握するとともに、既存の強制移住研究との接点を認識することができたところであり、さらに次年度は初歩的探求を進めていきたい。
電源開発の社会的影響３

本研究では前々年度、前年度に引き続き、戦後日本における電源開発の歴史を掘り下げるために、福井県奥越地方の九頭竜ダムを対象とした。2024年度は主に福井県文書館に所蔵されている行政資料から事業実施過程の裏付け作業をおこなった。個人情報保護の観点から資料公開の可否確認に時間を要しており、部分的な収集・確認にとどまったが、三国町への移住案、漁業組合への補償、残存集落の取り扱い、いわゆる補償金目当てといわれた「新戸」への対応など従来は十分に把握できていなかった側面を深めることができた。また2024年度は新たに御母衣ダムも検討対象とした。これは、九頭竜ダムより時代的には一つ前の事業に位置付けられる御母衣ダムとの連続性について検討する意図によるものであり、事業予定地だった荘川村における補償交渉の動向など、当時を知る方々からヒアリングをおこなうことができた。また、白川村の合掌造り家屋がダム建設にともない名古屋市へ移改築されたケースを辿り、当時の背景事情とともに文化財の保存・活用と記憶継承についての関連性も考察した。今後もひとつずつ地道な把握を続けたい。
電源開発の社会的影響２

本研究では、前年度に引き続き、戦後日本社会における電源開発の歴史について、地域住民の目線に基づきながら、現代的観点から捉え直すことを目的とし、福井県奥越地方の九頭竜ダムを具体的な事例対象とした。これまでの蓄積を踏まえつつ、今年度は、福井県旧和泉地区での現地訪問を中心として、愛知県への移住者を含めて新たに8名の方々への聞き取り調査を実施した。また、写真・地図データおよび公文書資料との照合作業を一定程度進めつつ、北陸新幹線および中部縦貫道の開通を目前にした現在からの解釈も念頭においた。これらの成果は、まもなく刊行される報告書でまとめられる予定であるが、移住者への補償、生活再建だけでなく、ダム立地地域におけるダム観光および地域活性化の動向をたどることで、「大型ダム建設を地域社会の人々がどのように経験してきたのか」という実像を得ることができたように思われる。
電源開発の社会的影響

　本研究は、九頭竜ダムを主な事例対象とし、現地でのフォローアップ調査等を通じて成果物刊行の検討をおこなうことを企図した。新型コロナウイルス感染症の影響が2022年度も引き続き大きかったため、現地調査の遂行はままならかったが、それでも年度末に実施した現地調査を通じて幾つかの成果を得た。まず、同ダム事業による越県移住プロセスについて既存資料では不明部分が多かったが、これを概ね把握した。また、ダム建設地における中部縦貫道開通にともなう諸動向を観察し、成果物刊行へ向けた具体的検討を前進させることもできた。今回の活動をふまえて、本研究は2023年度にも継続していく予定であり、成果とりまとめを引き続き目指したい。
既設インフラの維持／撤去に関する社会的合意

戦後日本は、インフラ建設を通じて国家の繫栄を成し遂げてきたが、すでに老朽化した施設も少なくなく、これらをどう維持管理していくのか／撤去すべきかどうかという議論は、今後の社会的課題となっている。本研究ではこの課題に取り組むための基礎的作業として、コンクリートおよび土木構造物と社会との関係について、文献研究と現地調査をおこなう予定であった。新型コロナウイルス感染症の状況により、現地調査を断念し計画を縮小したが、環境社会学研究者と工学系研究者との共同企画により、環境社会学会第63回大会において「コンクリートと社会」と題するセッションを開催し、これを通じた議論から建設業界および技術者の問題認識等を把握することができた。
ダム建設に伴う立ち退き移住者への事後支援策に関する社会学研究

　View Summary

本研究の目的は、ダム事業によって立ち退き対象となる移住者の生活支援策を検討することにある。ここで念頭においたのは、移住に先立つタイミングで財産に応じて支払われる補償ではなく、より幅広い意味での生活再建措置や事後支援、さらには地域振興策も部分的に含まれる。その形態は国・地域や時代により、多様な形態を含んでおり、海外、特に中国の事例を扱う予定であった。しかし、新型コロナウイルス感染症の状況により、現地調査を断念し、三峡ダムの中長期動向をフォローするにとどまったため一部は方向転換し、補償制度が確立する以前の国内における大正・昭和初期の発電・水利施設に目を向けた背景把握を主におこなった。
