  • Brexit’s Impact on Japan’s Trade with Europe

    In the context of globalization, the Japanese government emphasizes the importance of reinforcing the free trade system. Due to European Union’s (EU) reluctance, the free trade agreement (FTA) negotiations between Japan and the EU took 4 years to conclude. However, Brexit prompted the conclusion of Economic Partnership Agreement (EPA) with the EU as to maintain the economic interests of both sides after the British exit from the EU. The UK wants to maintain economic relations with Japan and to become a ‘Global Britain’ in the post-Brexit era. This article analyses both Japan–EU and Japan–UK FTAs. The core of the article looks at the impact of Brexit on Japan’s access to the European single market through a review of Japanese sectors and large corporations, particularly the automobile industry.

  • The EU Citizenship and the Formation of European identity:the Impact of Local Voting Rights for EU citizens in France

    In 1992, the Treaty of Maastricht institutionalised the rights of European Union citizens to vote in local elections in their country of residence. This paper describes the main characteristics of the concept of EU citizenship and analyses the way in which national and/or European identities affected the voting behaviour of non-French residents during the French local elections in March 2001.<br>The introduction of these limited political rights within the EU established the notion of "multiple citizenship", combining both the traditional idea of citizenship of a nation-state, and that of the new wider citizenship based on a multi-national agreement.<br>The author takes the case of the March 2001 local elections, when some reluctance to extend voting rights to include all EU citizens residing in France became apparent amongst the French public, and political parties adopted different attitudes to the issue, in some cases even questioning the basic principle of giving foreigners the right to vote. The newly acquired rights of EU citizens were seen to have created unequal political status in the absence of similar rights for long-term residents in France from non-EU countries.<br>It is important to note that majority of EU citizens in France who have obtained voting rights are from South European countries such as Portugal, Italy and Spain. This fact has drawn the attention of many political parties which had in fact encouraged those with South European nationalities, particularly Portuguese, to stand for the local election of March 2001. The paper argues that some political parties expected these candidates with South European nationalities to attract a large number of potential voters among EU citizens from South European countries.<br>Another aspect covered by the paper concerns the various levels of identity—local, national and regional—reflected in the exercise of voting rights of EU expatriates, within a political system which recognizes the diversity of cultural origins of its electorate.<br>Finally, the author suggests possible future means of achieving European integration and describes several incidents which illustrate the impact of the participation of non-French EU citizens in local elections.

    In the Member States of the European Union, there are differences between nationals getting benefit from European citizenship and nationals against the EU. The UK’s choice for exit from the EU by the referendum was a case. Regarding to the UK nationals who supported the withdrawal from the EU, I interviewed how the UK nationals living in France and Spain reacted it and thought about EU citizenship, then I examined citizenship and nationality for the UK nationals.I reported my research's results at an international symposium in France that I organized, and invited Japanese, Japanese and European researchers. I am preparing to publish a book in English about the contents of this symposium

    The purpose of this study was to compare the actual states of school success and failure of second generation immigrants and find out the factors behind them in the EU( particularly U.K.,France,Germany, the Netherlands,Belgium).We approach the theme from various viewpoints including the process of the formation of their identities, and the influences of their parents and ethnic and local communities based on the anthropological fieldwork.
    To be concluded, we pointed out that the struggles towards children's school success by Islamic groups and local associations had been effective.We also mentioned that the factors such as being Islam, ethnicity,gender and parents' educational levels and socio-economic statuses and so on had been connected to affect children's school success and failure. The final result will be published as a book in a year.

    The objective of this research was to clarify how Europen(EU) citizens would exercise the EU Citizenship in the country of their residence but not of their nationality. The study looked at results of the elections of EU Parliament and analyzed whether the number of EU citizens participating in the elections have been increasing and among them how the ones who were elected as the EU parliamentarians consider themselves (i.e., the citizen of their nationality, of their residence or more transnational characters).We focused on the results of the EP and local elections in France and identified that the number of non-French EU citizens participating in the elections have been increasing. Moreover, through the interviews and questionnaire surveys, we revealed that they possess their identity as European; however, their political consciousness seem to be more rooted in the local community where they have migrated in France rather than the ones at the level of Europe as a whole

    ２０１６年６月の国民投票の結果、EU（欧州連合）からの離脱が決まったイギリスであったが、２０１９年３月末の離脱期限を延期した。この事態の影響について、フランスに移住したイギリス人に聞き取り調査から明らかにした。EU加盟国の国民に保障されている域内の自由な移動・居住・就労や共通社会保障制度を享受してきたが、EU離脱によってイギリス人はEU市民権を手放すことを不安に感じていた。この成果は、論文にまとめて編著書としてベルギーの出版社Peter Langから刊行することが決まっている。また、これまでの経緯について、学内の国際シンポジウムで発表した。

  • Brexit後のイギリス人移住者の動向とEU市民意識

    EU市民権が認めている域内自由移動や居住国での選挙参加の権利といったEUの恩恵を享受しているイギリス人たちが、EU離脱の結果にどのような影響を被っているのか明らかにするため、イギリス人移住者が多い仏南西部地方を3月に一週間訪問して聞き取り調査を行った。その結果、イギリス人移住者はいずれもBrexitの結果に非常に残念がっており、EU市民意識を抱いていた。そして、Brexit後もフランスに居住しつづけるうえで安心して生活するためフランス国籍申請者が増えており、そのため審査結果もずいぶん待たされていることが分かった。また、Brexitを目前に控えてフランス行政機関は、イギリス人を非EU市民として扱うように変わりつつあることも分かった。
