    This study examined multiple aspects of the education of vulnerable children in the developing countries of Africa, Middle East, and Asia, by looking at the cases of individual schools and teachers who are eager to support them. We attempted to understand the realities of such education particularly from the perspectives of students, teachers, and parents. The investigation revealed that there are so many people who are taking action on their own initiative without solely resorting to external supports. The study results were presented in four categories: (1) Education of refugee children, (2) Education of children with disabilities, (3) Education of children at risk, and (4) Education of children from poor families.

    Abstract

    Education was positioned as Goal 4 (i.e., SDG4) in SDGs. SDG4 aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” The lack of education and the inability to read and write often limit access to information and disadvantage the livelihoods of people. From the perspective of acquiring knowledge and skills, along with developing human resources, it is clear that the elements of education are present across all 17 SDGs. In other words, education is a cross-cutting discipline that influences a variety of areas (Kitamura et al. 2014) and, as such, plays an important role in achieving all SDGs. The main objective of this chapter is to examine “inclusive and equitable quality education.” First, this chapter provides a brief overview of international trends in educational cooperation from 1945 to 2015, covering the Education for All (EFA), Millennium Development Goals (MDGs), and SDGs. It then discusses “inclusive and equitable quality education,” the core of SDG4. It specifically addresses discussions on equity, inclusion, and the quality of education. Furthermore, the quality of education is examined from four perspectives: school environment, educational attainment, learning achievement, and non-cognitive skills. This chapter also presents the case of education for children with disabilities in Ethiopia.   • アフリカ地域における障害児を対象としたインクルーシブ教育の展開

    本研究は、国際的に注目されている、障害児のための教育の手段としてのインクルーシブ教育に焦点をあてている。利根川は、これまでエチオピアの障害児教育を調査してきた。今年度は、エチオピアの首都アディスアベバで現地調査を実施し、聴覚障害児のための特別支援学校の2つの小学校にてインタビュー調査および授業観察を行った。対象校のうち、1校は障害児と非障害児がともに教育をうける小学校、もう1校は聴覚障害児のみを受け入れる小学校という違いがあるため、対象校2校における教育方法の違いや関係者の教育に対する認識の違いに注目した。インタビュー調査は、対象校に就学している障害児および非障害児、障害児の保護者、校長にインタビューを行い、障害児と非障害児が教育を受ける「インクルーシブ教育」についての認識をさぐった。またインタビュー調査や授業観察から学校での教育実践についても調査を行った。本研究の研究成果は来年度に論文にまとめる予定である。そのほかにも、本年度は、2冊の書籍において、エチオピアの障害児の教育状況や政策について一章ずつ執筆することができた。執筆内容の中には、エチオピアの障害児教育の状況から、国際的な潮流によって画一化したインクルーシブ教育の在り方に疑問を呈し、現地の状況に適した「インクルーシブ教育」にあり方の模索を提案した。本研究では、エチオピア以外のアフリカの国の状況についても調査することを予定していたが、今回はそこまでに至らなかった。そのため、今後の研究において、エチオピアとアフリカの他国を比較研究したいと考えている。

  • エチオピアにおけるインクルーシブ教育の文脈化の検討

    当初は、本研究費を活用し、エチオピアでの現地調査を行い、調査対象校にてインタビュー調査を実施する予定であった。その目的は、エチオピアにおける旧特別学校における「インクルーシブ教育」の実態を明らかにし、特に学校に就学している障害児および非障害児のニーズに注目し、多様なインクルーシブ教育の在り方を考察することであった。しかしながら、今年度は新型コロナウィルスの影響およびエチオピア国内の政情不安による治安悪化により、本研究費を活用した海外調査は実施できなかった。そのため、本研究費を用いて、関連する文献を購入し、文献精査をおこなった。そして、これまで集めた調査データをもとに、今年度は論文を執筆した。

  • 東アフリカにおける市民社会スペースの現状と課題

    本研究費を活用し、エチオピアでの現地調査を行い、エチオピアで活動するNGOに対してインタビュー調査を実施する予定であった。研究目的は、NGOと政府の関係性、現在の市民社会スペースの状況、そして近隣諸国への影響を明らかにすることであった。研究の背景としては、サハラ以南アフリカでは、NGOに対して規制的な法制度が2000年代以降制定されていることにある。そして、その法制度の内容が、NGOの活動領域を含む市民社会スペースの縮小につながっていることが指摘されている。しかしながら、今年度は新型コロナウィルスの影響により、海外調査は未実施となった。そのため、本研究費を用いて、関連する文献を購入し、文献精査が中心となった。

  • 東アフリカにおける「インクルーシブ教育」の比較研究‐障害児教育に焦点を当てて‐

    本研究費を活用し、エチオピア隣国のケニアにおけるインクルーシブ教育の調査を実施する予定であった。その目的は、障害児に焦点をあてたインクルーシブ教育の政策と状況を明らかにし、これまで研究してきたエチオピアとの違いを分析し、来年度以降の研究の予備調査とするためであった。しかしながら、今年度は新型コロナウィルスの影響により、海外調査は未実施となった。そのため、本研究費を用いて、関連する文献を購入し、文献精査を進めることが中心となった。同時に、昨年まで実施してきたエチオピアでのインクルーシブ教育のデータ分析を行い、論文執筆の準備を現在行っている。

    本研究では、インクルーシブ政策に対して、障害のある教員がどのように対応し、教育を実施しているのか、という点に焦点を当て、障害のある教員の現状について、明らかにすることを目的としていた。具体的には、他研究費で、エチオピアでの現地調査を行い、障害のある教員の現状についてデータを収集し、本研究費で購入した文献などを活用して、分析を行う予定であった。しかしながら、2020年3月に予定していた現地調査は新型コロナウィルスの影響で中止することとなった。現地調査はできなかったものの、本件研究費で文献などを購入したので、現在文献精査を進めており、その内容を2020年度の現地調査の分析に活用する予定である。

    本研究では、エチオピアにおける障害児に対する教育を事例として、多様な教育の在り方を明らかにし、実際の制度及び実践と当事者の認識について分析を行う予定であった。予定では、他研究費と合わせて、本研究費を用いて、エチオピアでの現地調査を行い、小学校でデータを収集し、分析を行う予定であった。しかしながら、2020年3月に予定していた現地調査は新型コロナウィルスの影響で中止することとなった。その代わり、本研究費で文献などを購入したので、現在文献精査を進めている。幸いにも、2020年度の科研費が採択されたので、2020年度に現地調査を実施し、そのデータを元に本研究費で購入した文献や資材を活用して分析、執筆を行う予定である。

  • 当事者の認識から考察するインクルーシブ教育ーエチオピアを事例としてー

    本研究は、アディスアベバ市の小学校3校でのケーススタディである。2017年度には教員と障害児の保護者を対象としたが、今回は非障害児の保護者に焦点を当て、インクルーシブ教育に対する認識を調査した。データ分析がまだ不十分であるが、障害児と同教室で自らの子どもが学ぶことに対して、肯定的及び否定的な認識の両者がみられた。例えば、手話の獲得やコミュニケーション能力の向上を挙げる保護者がいる一方で、自分の子どもの学習が遅れると考える保護者もいた。また、非障害児の保護者は、教育や学校への関心が薄い傾向があることも明らかとなった。2017年度の調査結果と合わせて、分析を進め、2019年度に学会発表や論文投稿を進める予定である。

    本研究では、エチオピアの首都アディスアベバ市の小学校での現地調査をもとに、インクルーシブ教育の実態と課題を明らかにした。まず、公立小学校が「インクルーシブ学校化」されたことで、障害児が最寄りの学校に就学できるようになったことは、これまで入学を拒否されていた障害児の教育のアクセスを拡大に貢献していることに間違いない。しかしながら、障害児を受け入れる教育体制は未成熟である。現在の受け入れ体制では、障害児の教育のアクセスの拡大はできても、適切な教育・学習行為が行われない可能性が高い。全ての体制が整備されるまでは、「インクルーシブ教育」を段階的に導入、拡大することが必要であろう。

  • 教育セクターにおける政府と現地NGOの関係性の研究:エチオピアを事例として

    Non-governmental Organizations (NGOs) have internationally increased and are recognized as actors which are close to local people and represent their voice. More recently, their spheres of activity have broadened from service delivery to political advocacy and human rights activities. Scholars such as Korten (1990) and Edwards (2004) also argue that NGOs can empower people, influence national policies, and promote transformation for sustainable development. At the same time, many governments have enacted relatively restrictive laws directed at NGOs. In Ethiopia, the Civil Society Organization (CSO) Law was enacted in 2009, affecting other neighboring countries in sub-Saharan Africa. In what spheres of activities are NGOs expected to work under this law in Ethiopia? This research examined effect of the CSO law on the NGO sector and its response by NGOs. The analysis found that regulations set by the CSO law have regulated not only advocacy and human rights activities but also service delivery conducted by NGOs. The result is that many NGOs are minimizing their spheres of activity and losing their legitimacy.
