    本研究の目的は、性や生殖のコントロールに焦点を当てることで、アメリカ占領下の日本における「女性解放」政策の歴史的意義を再評価することにある。その際、中絶や断種／不妊手術をも含めた広義のバースコントロールをめぐる政策を検討することによって、占領下でどのような「家族」が規定されたのかを検討する。特に、(1)親として相応しくない素質の定義＝誰を断種／不妊手術の対象としたか、(2)家族形成するに望ましくない層の定義＝誰を避妊推進の対象としたか、(3)生まれるべきでない子の定義＝誰を中絶の対象としたか、(4)親となるべき素質の定義＝誰を「人工妊娠」の対象としたか、という4つの側面に注目する。
    このうち2021年度は、(1)親として相応しくない素質の定義＝誰を断種／不妊手術の対象としたか、および(2)中絶から避妊重視への政策シフトの過程とそのターゲットに焦点を当てて研究をすすめた。（1）に関しては、優生保護法の別表（優生手術適用の疾患／障害のリスト）に対するGHQ/SCAPの修正指示を中心に、それらの疾患／障害がなぜ修正させられたのかという点をアメリカの断種法との比較のなかで検討を加えた。
    （2）に関しては、前年度に引き続き、占領終了後に避妊重視へのシフトを担った国立公衆衛生院が、ロックフェラー財団／人口評議会からの資金援助を受けていたことに注目しつつ、国立公衆衛生院が指導した数少ない具体的な例のひとつとして常磐炭鉱における受胎調節指導について詳細に検討を加えた。一般的には避妊指導開始直後に一時的に中絶が増え、その後は減少していくのだが、常磐炭鉱では指導開始後5年を経ても出生数とほぼ同数またはそれ以上の中絶数があるという特徴がある。それでも出生率の低下をもって国立公衆衛生院も米資本の人口評議会も「まれにみる成功」と評価した点を分析した。

    本研究の目的は、戦後日本の優生政策をグローバルな人口政策や優生運動史上に位置づけることにある。研究目的は、さらに以下の4つに細分化する。（１）「純血」政策とその思想的背景が日本の優生政策の展開に与えた影響、（２）日米の社会・福祉政策において選定された「不適者」と占領政策への影響、（３）冷戦期のアメリカにおけるグローバルな人口政策における日本の優生政策の位置づけ、（４）戦後優生政策の国際比較である。
    このうち2021年度は、特に（１）と（４）の目的を中心に検討を進めた。今年度は日本語での研究発表をふ主とし複数回のワークショップを主催した。具体的には10月に戦間期イギリスの優生学協会の断種法制定運動と家族政策の展開について寺尾範野による報告、12月に優生学から遺伝学への転換した戦後ドイツの動きとそれに対するアメリカ資本援助について紀愛子による報告、さらに同月には別研究会との共催で竹内愛子と有賀ゆうアニースによる「純血」や「混血」をめぐる戦前から戦後にかけての日本／日系社会における動向に関する報告を主催した。
    今年度は、共同研究者の調整も新たに行い、韓国からJaehwan Hyun、オーストラリアからChristine De Matosが加わることとなり、よりグローバルな視点から日本の優生政策を検討する研究体制を構築するっことができるようになった。さらに、在米共同研究者のAlexandra Minna Sternと8月に、Matthew Connelly、およびSarah Kovnerと3月に、次年度に渡米予定であることからその際の共同研究の打ち合わせをオンラインで行った。
    同時に、共同研究の成果報告を出版することを目標として、複数出版社との打合せ・交渉を行った。

    This study aims to reevaluate the historical significance of the so-called “women’s emancipation policy” during the U.S. occupation of Japan after the World War II, focusing on the reproductive control. By viewing the occupation as a stage where the American and Japanese ideologies of gender and family met and sometimes clashed, this study shows that the eugenic ideology and the laws and legal systems which support it were established and strengthened during the occupation under the influence of American eugenics movement which eliminate "unfit" individuals from the family image.

    1)The collecting the primary sources of the American social movements in the 1960s was almost fulfilled as planned. As the collection will be open for the public in the near future and we published the catalog of the collection, they will contribute greatly to advance positive studies on the American social movements in the 1960s in Japan. 2) By having compared with various types of the American social movements in the 1960s, we could find interesting characteristics in their ideological and organizational structures. 3) By the international comparison of social movements between the USA, Japan, and Western Europe, we could make clear the important differences among them in terms of such a key category as the New Left.
