    With the information technology development, Smart city has become popular worldwide in recent years. However, the applications of smart cities are diversified among countries to achieve different objectives. This research compared how the smart city concept has been applied differently in China and Japan, two major economies in East Asia, through text mining techniques on relevant journal articles. The journal articles in either countries are analyzed by software, KH-Coder, which automatically extracts word, count the frequency of each word then using statistic method to classify and find the relationship among each high-frequency word. The results imply that in the case of Japan, energy efficiency in local level is a primary focus while the smart city concept is applied as a basic infrastructure for economic development in China.

  • A conceptual framework for road traffic safety considering differences in traffic culture through international comparison

    Many countries and international organizations have put a significant amount of effort into improving road traffic safety by setting their own road traffic safety goals and strategies. This study aims to provide a conceptual framework for road traffic safety through an international comparison of traffic safety goals and strategies. Such a comparison can help improve mutual understanding and communication among stakeholders in different countries and international organizations. Based on a review of previous traffic safety literature and comparing traffic safety strategies of several different countries and international organizations, this study proposes a conceptual framework for road traffic safety consisting of a common vision, traffic safety indicators, a safe system including the 3Es and some additional Es, and a traffic safety culture, which is the basis of the framework.

    This article presents updated estimates of China’s foreign aid between 2001 and 2014 as a proxy for China’s official development assistance (ODA) as defined by the OECD-DAC, and to compare this with the ODA of other DAC members. China’s net foreign aid increased from US$5.2bn in 2012 to US$5.4bn in 2013, but dropped to US$4.9bn in 2014. Since 2013, China has ranked at number nine. Its bilateral foreign aid has ranked at number six, alongside Japan and France, since 2012, while multilateral foreign aid has been relatively less significant. It is estimated that net disbursements of preferential export buyer’s credits decreased from US$4.9bn in 2012 to US$4.7bn in 2013, increasing to US$6.1bn in 2014. China has increased the volume of its foreign aid, improved the quality of it, and diversified the fields of aid activity. It is important for the international community to carefully examine the magnitude of China’s foreign aid.

    As part of the institutional reform plan of the State Council approved by the 13th National People’s Congress, a new aid agency, China International Development Cooperation Agency was inaugurated in April 2018. As the first such agency in the country’s history, its establishment will bring about a major change in the implementation structure of China’s foreign aid. It is important to follow and understand how China will improve and increase its foreign aid. This article reviews the current status of China’s foreign aid: forms and implementation structure, aid policies, volume of aid, and future challenges.

    This paper aims to estimate China's net foreign aid from 2001 to 2013 as compared with net official development assistance (ODA) figures, which the Organisation for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) customarily uses. First, a practical definition to capture China's foreign aid activities as a proxy for China's ODA was proposed. Second, both net and gross disbursements of China's foreign aid were estimated.   • China's Foreign Aid at a Transitional Stage

    By estimating China's foreign aid as a proxy for China's bilateral Official Development Assistance and by analyzing its implementation structure and policy, this paper sheds some light on China's foreign aid activities, which have been at a transitional stage. Based on our estimates, the level of foreign aid in terms of net disbursement has increased sharply since 2004, reaching around US$7.1 billion in 2013. Some measures to strengthen the implementation structure to deal with this expansion have been introduced by the central government; however, this transition process needs more time. To facilitate this process, China is attempting to absorb knowhow on development assistance from multilateral institutions and Organisation for Economic Cooperation and Development's Development Assistance Committee countries that are eager to share their knowledge, with the expectation that China will eventually play a major role in international development.

    The impact of official development assistance (ODA) loans or yen loans on China's Open and Reform Policy using several transportation projects is analyzed. Yen loans have impacted the policy in alleviating infrastructure bottlenecks by providing external financial resources

    giving provision of advanced facilities and equipments as well as transfer of modern technologies
    and transferring of institutional frameworks of infrastructure development. Suggestions for future studies are also presented.

    本研究では、インド太平洋地域の都市・交通分野における、①中国の開発協力の全体像、②公共交通指向型開発（TOD）、スマートシティをはじめとする中国のソフト・ハード融合型開発協力の現状と課題を明らかにすることを目的としていた。①については、前年度課題「アジア・アフリカ途上国都市・交通分野における中国の経済協力の現状とリスク」で整備した中国輸出入銀行の譲許的融資である政府優遇借款及び優遇バイヤーズ・クレジットの融資データベースをさらに精査し（2000～2020年）、分析結果を共著論文として発刊した。途上国の債務問題深刻化を背景に、都市・交通分野においても巨額の債務を途上国に負わせて事業を推進することが難しくなっていること、需要が想定に達していない鉄道事業、歩行者の交通安全配慮が不十分な都市内道路など個別案件レベルでも様々な課題があることが明らかになった。②については、中国国内のTODの現状と課題を調査すると共に、事例として中国輸銀の融資で建設されたハノイ地下鉄2A号線を視察した。中国では、近年都市軌道交通事業者の資金調達や経営改善のために、都市開発地価上昇分を開発利益として公共還元するスキームとしてTODがブームとなっているが、需要を超える住宅建設など様々な問題に直面している。ハノイ地下鉄のケースでは、駅からの端末交通は整備されているが、TOD事業の形成はベトナム側の政策枠組みの未整備などにより進捗していないことが確認できた。成果は公開セミナーで発表した。スマートシティについては、上述データベースをもとに、ファーウェイなど中国通信機器メーカーが近年アフリカなどの途上国で、データセンター建設事業、国内の全都市を光ファイバーネットワークで結び中国企業が提供するスマートシティプラットフォームに接続する事業などを展開していることを確認した。

  • アジア・アフリカ途上国都市・交通分野における中国の経済協力の現状とリスク

    本研究では、アジア・アフリカ途上国の都市・交通分野における、①中国の経済協力の現状と特徴、②ホスト国における中国の経済協力の位置付け、③中国の経済協力のリスク、を分析するために、これまで整備してきた中国輸出入銀行によるアジア・アフリカ向け譲許的条件の融資データを、全地域をカバーするデータベースに拡張した。その結果、アジアの中では東南アジアから南アジアへのシフトがみられること、セクター別では運輸、電力の割合が大きく、通信セクターの中ではアフリカの割合が大きいことなどがわかった。さらに個別国のケースでは、中国建設企業が地場建設企業の育成など相手国の政策を十分考慮しているとは言いがたい状況も浮き彫りにされた。

  • アジア途上国都市・交通セクターにおける中国の経済協力動向分析

    本研究では、研究対象を当初のアジアからアフリカまで広げて、両地域の都市・交通分野に対する中国の経済協力の現状とリスクを明らかにするために、中国輸出入銀行によるアジア・アフリカ向け譲許的条件の融資データの整備を行った。その結果、アジアだけでなくアフリカにおいても融資承諾額が近年減少していることが確認できた。都市・交通分野においても同様の傾向がうかがわれる。これは、中国政府が「一帯一路」構想にかかる政策変更を行い、金融機関もより厳格に審査を行うようになった結果であると考えられる。中国建設企業は、第三国企業との連携やPPP案件の組成に取組み始めていることも確認できた。

Estimating China’s Foreign Aid: 2019-2020 Preliminary Figuresを発刊した。2019年の推計額は59億ドルで2018年と同額だった。、国際⽐較を⾏ったところ、⽶国、ドイツ、イギリス、⽇本、フランス、トルコに次いで7位となった。2020年の予想は54億ドルで、前年比下落する可能性が示された。

  • 中国の下水道・廃棄物処理整備と国際環境協力

    本研究では、中国が、改革・開放期に都市下水道・廃棄物処理施設の整備を推進するにあたり、どのように海外の技術や資金を、国際環境協力等を通して導入・活用したのかについて、既存研究や各種報告書のレビューや、中国側政府機関・大学関係者に対するインタビューから一定程度明らかにすることができた。さらに、中国が自国における経験に基づいて、対外援助の一環として開発途上国の下水処理場の整備に参入しはじめている状況も把握することができた。
