    This article discusses the development and features of the All-Japan approach that can be restated as integrated inter-agency/civil-military coordination, which has been placed in Japan's policy for international peace cooperation (IPC), and has a potential to constitute Japan's unique contribution to international peace operations. The article provides an overview of Japan's recent involvement in international peace operations such as in Timor-Leste, Iraq, Haiti and South Sudan, paying special attention to inter-agency/civil-military nexus in each operation both at the strategic/policy level and the operational/field level. It argues that the All-Japan approach can offer a framework for better coordination among Japanese actors on the ground, and thus it can make Japan's contribution more 'visible' to the local community and populations concerned. At the same time, it also seeks to present a warning that such an approach may infringe on the unity of the mission, especially if it is a UN peacekeeping operation, and disturb the coherence of multilateral efforts on the ground. Furthermore, the All-Japan approach can jeopardize genuine decision-making of Japanese actors on the ground because of the unspoken pressure from their government to formulate All-Japan activities. In short, the All-Japan approach may become an end itself rather than a means.

    This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

  • 和平の促進と紛争当事者間の権力共有の関係：ミャンマー内戦終結に向けた事例研究

    本特定課題の最大の成果（集大成）は、2024年2月26日〜28日に早稲田大学で開催した国際ワークショップ（Bridging the Gap: The nexus between indigenous and modern conflict resolution mechanisms in Southeast Asia）である。ミャンマーの事例以外にも、フィリピン（ミンダナオ）、東ティモールなど、他の東南アジア地域の紛争地の事例についても報告がなされた。ミャンマーについては、内戦終結に向け、トップダウンのアプローチとボトムアップのアプローチが連動・連結できない点が課題として認識された。また、中国などの周辺国の支援や資源を検討する必要性、あるいは、ダイアスポラとなり、国外から国民民主連盟（国民統一政府）を支援する勢力の影響も視野に入れる必要性が議論された。カチンなど少数民族武装組織との信頼関係の構築にも課題がある。多数派のビルマ人による中央政府、国軍との間の信頼情勢だけではく、少数民族間にも確執が残るため、内戦終結には、少数民族間の問題も包摂したアプローチが欠かせない。Ethnicityのアイデンティティが強調されているなか、多様性を認めつつ、いかに国民としての一体感を形成するのか、というNation buildingの課題も多い。課題が山積するなか、女性の権利が軽視されやすい環境にも問題がある。つまり、社会の底辺にいる、少数派、女性、若者を含めた社会的な一体感をいかに生み出していくのか、が内戦終結に向けた課題であり、内戦が終結した後にも残る難題となる。これまでの平和構築では、トップ（national）とローカル（community）の調整が重視されてきた。内戦を終わらせるためには、この基軸に加えて、社会的な紐帯、信頼関係、コミュニティの主体性、犠牲者意識ナショナリズムへの対処、公正さ（権力に対する説明責任）が求められる。国際的には地政学的な権力闘争のアプローチが主流化しつつある。そのような流れのなかで、伝統社会のレジリアンスを再考する動きに光を当てることは、意義深いことである。

  • 日本と中国の平和構築支援がコロナ後の国際平和秩序の形成・維持に及ぼす影響の研究

    研究代表者の上杉勇司がOperationalisation of Hybrid Peacebuilding in Asia（Palgrave, 2022）のおいて議論した日本の平和構築支援の特徴についての考察を敷衍する形で、本研究は進められた。これまで国際秩序維持のための平和構築支援をリードしてきた欧米とは異なるアプローチをとってきた日本、さらには近年、平和構築支援の分野においても、そのプレゼンスを増す中国やインドなどの新興国の影響を考察するため、2022年7月30日ー31日に国際ワークショップを早稲田大学にて開催し、研究者と実務家との意見交換を重ねた。さらには、国際ワークショップの成果を論文としてまとめ上げる過程で、英国のMonalisa Adhikari・Keele University専任講師との共同研究を実施した。本研究の成果として、Oxford Research Encyclopedia of International Oxford Research Encyclopedia of International StudiesにAsian Conflict Management（近刊）という論文を寄稿した。

  • 日本と中国による平和構築支援が国際平和秩序維持の理念と手法に及ぼす影響の研究

    研究チームと日本政府関係者や専門者による研究会を開催し、中国の「一帯一路政策」の現状と日本外交との関係について意見交換をした。研究チームは、インド洋の環礁国家モルジブに現地調査に赴いた。モルジブにおいては、同国の政府・関係省庁への聞き取り、日本大使館、JICAモルジブ事務所、インド大使館、中国大使館への聞き取り調査を実施した。シンガポールも訪問し、シンガポール国立大学や南洋工科大学の専門家と意見交換を行った。国際開発と国際海洋秩序維持における日中協調の実績と課題を把握し、途上国の開発援助や海賊対処の分野における日中協力の可能性を確認した。

  • アジアにおける多層的紛争解決・社会変革学の形成と発展に向けた基礎研究

    「アジアにおける多層的紛争解決・社会変革学の形成と発展に向けた基礎研究」と題し、研究を進め、以下のような成果が得られた。アジアにおける紛争地域となっているミャンマーを中心に、民主化移行に伴う課題や少数民族武装勢力と政府との停戦交渉、あるいはイスラム系住民のロヒンギャに対する迫害と言った諸問題に関する資料収集、整理、分析を実施した。本課題は基礎研究であり、研究の成果を直接用いて論文などの形で公刊するまでには至っていない。しかしながら、現在執筆中のの英語書籍（仮題：Post-Liberal Peacebuilding）の章（仮題：Mid-Space Dynamism in Asian Peacebuilding: Bridge-builders and Relational Dialogue Platforms）の一部で用いる予定である。さらには、別件の研究プロジェクトで執筆中の英語書籍（仮題：Complex Emeregencies and Humanitarian Response）の章（仮題：Bridge Building Across Boundaries: A Study of Dialogue Platforms in Southeast Asia）の一部でも用いる。

  • 南スーダンの平和構築に向けた日本の国際平和協力支援：和平・開発・治安の連携の検証

    実務家と研究者の意見交換の場として、南スーダン・オールジャパン研究会を開催した。その成果を、冊子『省庁間・官民連携を通じた日本の国際平和協力を考える：日本の対アフリカ戦略のなかの南スーダン支援』にまとめた。さらに、1月22日には早稲田大学にて南スーダンからAbraham Awolich氏、国連南スーダン・ミッションの平原弘子氏、大阪大学の栗本英世教授、東京外国語大学の篠田英朗教授を招き国際シンポジウムを開催した。

  • 日本の国際平和協力政策と実践の軌跡～ODAと自衛隊による活動の連携の問題点～

    日本の国際平和協力政策の観点から、国家安全保障戦略、ODA大綱（開発協力大綱）、防衛大綱などの政策文書を分析した。そのなかでPKOとODAの連携に着目し、これまでの日本の国際平和協力政策の実践形態として、国連PKOに派遣されている自衛隊（施設部隊）と開発協力や人道支援として提供される日本のODA事業との連携を横断的に分析した。東ティモール、イラク、ハイチ、南スーダンといった国際平和協力の事例における日本外交、人道・開発援助、自衛隊による協力の特徴として、開発に偏重した取り組みであったことを明らかにした。

    　本特定課題に関連する研究課題を取り上げた科研費申請と連動させる形で、本特定課題に取り組んだ。具体的な成果としてスリランカへのフィールド調査を実施したことが挙げられる。フィールド調査では、コロンボ大学および紛争地であったスリランカ北部一帯を訪問し、反政府武装勢力（タミル・イーラム解放の虎）元幹部と社会復帰した元兵士、タミル系有識者、戦災によって家を追われた国内避難民等への聞き取り調査を実施した。同時に激戦地だった地域を視察することで、紛争の傷跡および復興状況を確認した。紛争終結に伴い、政府の方針でシンハラ系の北部移住が推進され、タミル系との新たな軋轢が生じ始めていることも確認できた。

    本研究の採択助成額は27万円であった。その財源を有効に活用するために、本研究を推進する上で最も重要な現地調査の実施に、この財源を充てることとした。民主化の兆しが現れ、政治体制や社会に変化が起こりつつあるミャンマーを事例に据えることにした。今この時期に実際に現地を訪れ、変化の流れを自分の目で確かめるとともに、現在進行形の民主化の状況を現地の視線で理解することは、本研究を進める上で極めて有意義であった。とりわけ、躍動するミャンマーにおいて、アジアの平和構築の実際・実務に関与する人材への聞き取り調査や意見交換を行うことで、まだ書籍や論文などでは、窺い知れない最新の動きや内情を知ることができた。次に、具体的な成果を簡潔にまとめてみたい。軍事政権が柔軟化し、徐々にではあるが、民主化が進むなかで、現地調査は、ヤンゴンにて実施した。ミャンマーの首都はネピドーに移されたため、ヤンゴンは、もはや政治の中心ではなかったが、ヤンゴンには引き続きミャンマーの発展の牽引力となっている「活気」が伺えた。軟禁状態を解かれ政治活動を再開したアウンサンスーチーが率いる国民民主連盟本部においても、融和ムードで包まれ、軍事政権に対峙した際の緊張感はなかった。公然と軍事政権に対する批判や国民民主連盟への支持表明も可能であり、平和構築に関与する政府関係者からも、より客観的な軍事政権の施政に対する分析が提供された。民主化が始まる以前の軍事政権下のミャンマー政府と国際社会との関係、特に軍事政権に対して民主化や自由化を迫る欧米諸国との関係は、険悪なものであった。例えば、2008年の大型サイクロンによる災害時に両者の関係は緊迫化した。そのようななかで、ミャンマー政府は中国との関係を深めつつ経済発展を目指していた。昨今の民主化の流れを受けて、欧米資本がヤンゴンを中心に流入しつつあり、ヤンゴンでは建築ラッシュとなっている。しかしながら、平和構築という観点から、あるいは軍事政権からの民主化という側面については、不安材料が多く、現地において平和構築や民主化を支援する専門家からは、国際社会との共同作業としての平和構築や民主化を担う人材がミャンマー政府側に不足している点が指摘された。平和構築や民主化が成功する鍵を握るのは、ミャンマー社会が主体的にそのような変化を率いていけるか否かという点にある。そのためには指導部の政治的な意志に加えて、それを政策にして実務的に支える公務員や不正を監視する市民社会の成熟などが求められる。国際社会との対峙、あるいは国内における異なる勢力間の対峙、といったゲームのルールから、国際社会との協力や民主的手続きを通じた国内の異なる意見調整といった新しいゲームのルールが必要となってくる。今回の研究（特に現地調査）を通じて、明らかになった課題は、暫時的な変化として進んでいる中央の政治の領域と外的な刺激を受けて急激に変化しつつある経済的な側面との齟齬やギャップが新たな社会問題を引き起こす恐れがあるという点である。新しいゲームのルールを中央の政治まで浸透させ、平和構築と民主化を促進する人材を政府の中と外に集めていくことで、このような課題を乗り越えることができるのではないか。

  • 平和構築を担う人材の効果的な育成（能力構築）方法に関する研究

    本研究の採択助成額は18万円であった。その財源を有効に活用するために、本研究を推進する上で最も重要な現地調査の実施に、この財源を充てることとした。申請者が過去７年間従事してきた平和構築に関する人材育成事業（外務省委託『平和構築人材育成事業』）の関係者が複数名活動している地域の中から、予算以内で現地調査を実施できる地域として東南アジアを選び、最も効果的に調査を実施できることが明らかになったラオスを訪問した。紛争後の平和構築の文脈からは逸れるが、一党独裁体制下のラオスにおいて進められている平和構築に関連する取り組み（地雷や不発弾除去）や民主化に向けたガバナンスも課題について、調査を実施した。ラオスの平和構築の実際・実務に関与する人材への聞き取り調査や意見交換を行うことで、まだ書籍や論文などでは、窺い知れない最新の動きや内情を知ることができた。次に、具体的な成果を簡潔にまとめてみたい。冷戦中の米国との戦争の傷跡は、地雷や不発弾の問題として、ラオスにとっての冷戦の残滓として認識されている。不発弾処理の課題は、平和構築の活動の中でも、最も政治性は低く、技術論として片付けることが可能な領域であると言える。また、冷戦後に国際社会から脚光を浴びることとなった内戦終結後の国家建設といったドラスチックな変化ではなく、緩やかな変化を経験するラオスでの取り組みは、これまで研究者の関心を集めてこなかったと言える。また、経済的側面では市場経済化が徐々に進んでいるものの、政治的自由や複数政党制による民主化といった政治面での改革が遅れているラオスにおいて、「平和構築」という新しい概念とアプローチはどのような関連性があるのかを探ることを目指した。先ほども指摘したように、ラオスでの平和構築支援の中核にある不発弾処理の問題は、技術論（つまり、支援の目的は現地の職員の処理技術の向上にある）であり、人材育成の観点は、もっぱら技術向上にある。しかしながら、日本の『平和構築人材育成事業』は、より政治的・戦略的文脈での「平和構築」に焦点を当てており、これまでの人材育成の取り組みも、ここの具体的な技術の習得ではなく、より普遍的なアプローチの習得に偏っていた。広義の平和構築という定義に基づき、多様な「平和構築」の場面を想定し、それぞれに役立つような共通の基盤（分析、計画、調整、管理、モニタリング）に必須の技術を中心に研修を実施してきた。例えば今回のラオスの調査で明らかになったような個別の技術の習得に関しては、これまでの方法は効果的ではない。つまり、『平和構築人材育成事業』を通じて、不発弾処理要員を育成することは、そもそも視野に入れていない。ただし、不発弾処理要員の育成プログラムを企画し研修を円滑に実施する研修企画管理業務を担う人材の育成においては、効果的であることが今回の調査で明らかにされた。また、現地の人々が不発弾処理技術を身につけることは、事業の持続可能性の観点からも、また雇用創出の観点からも、日本人などの外部支援者が習得するよりも望ましい。以上のような現実の中で課題としてあげられることは、能力強化の一環として取り組まれる技術支援あるいは技術者育成の支援を、いかにより大きな文脈や政治・社会的な変化と連動させていくのかということである。例えば、不発弾処理のような一つひとつ技術支援の積み重ねが、どのように広義の平和構築に連なっていくのか、社会の構造的な変革を引き起こすことができるのか、このような視点が欠けている。すなわち、平和構築の戦略見取り図を描くような人材が求められているといえる。しかしながら、現在の『平和構築人材育成事業』はエントリーレベルの若手専門家の育成を重視していることもあり、よりシニアな立場に就くものに求められる戦略的構想力の涵養は視野に入っていない。平和構築の現場の最前線で求められる、多種多様な個々の技術力の向上を目指していない点は、比較優位の観点からも、現地の主体性の観点からも評価できる。ところが、現状のアプローチでは、戦略的なレベルで効果的に力を発揮できるような人材の育成を目指していない点が課題として明らかになった。この課題に対しては、現在のプログラムに変更を加えるというよりも、あらたに上級レベルの研修を立ち上げる必要性を示唆していると結論づけたい。
