We discuss whether this reflected a rightward shift in the electorate, by examining how major parties and leaders are identified with particular ideological poles, and citizen government distance on a range of issues.

  • Political Participation in Japan: A Longitudinal Analysis

    There is a large volume of studies on political participation, including motivations for citizens to become involved in various channels of engagement. Building on this extensive literature, the present study examines factors that affect participation, with particular attention on the linear (conservative vs. progressive) and curvilinear (moderate vs. radical) impact of ideological orientations, and also considers the influence exerted by political interest and partisanship. Utilizing data from Japan spanning nearly three decades, we analyze changes and continuities in patterns of participation in four categories of activities: election turnout; campaigning; system-affirming; and elite-challenging. Empirical analysis reveals that radicals take a more active part in campaigning than moderates, and progressives are more inclined toward elite-challenging activities than conservatives, while no consistent results are found for turnout. The study also discusses possible causes and consequences of a long-term decline in participation in Japan.

    Ideological semantics have long served as a means of political communication and an informational shortcut between voters and political elites. As the usage of ideological labels spread to non-Western settings, questions have been raised concerning whether and how these concepts can reflect issue dimensions beyond the economic debates that have traditionally defined “left” and “right” in most Western democracies. The present study explores what issue dimensions citizens in Japan associate with ideological labels, and the degree to which ideological orientations and proximity to parties affect vote choice. We use longitudinal survey data covering a quarter-century to investigate (i) to what extent do citizens understand the ideological space in terms of foreign and security policy at the expense of other issue dimensions, as previous studies have documented
    and (ii) whether ideological orientations have remained a relevant guide to voting behavior for four major parties in the past three decades.

    In recent years, the impact of party leaders on voting behavior has attracted increasing attention, leading some scholars to identify a phenomenon of presidentialization'. Many extant studies of this topic in Japan are limited to one or two electoral cycles. In order to trace long-term trends, this paper analyses longitudinal survey data to investigate the existence and magnitude of the effect party leader evaluations exert on vote choice in Japan. Empirical results show that while only dominant and forceful personalities substantially influenced voters' likelihood of supporting their parties in the 1980s and 1990s, by the 2000s assessments of most major party leaders had a significant impact on their parties' electoral performance. In short, party leaders affect vote choice due not to their personalities, but instead to the position they hold. We also test the hypotheses that the association between leader appraisal and voting behavior would be particularly conspicuous among voters who lack party identification and those who are most heavily exposed to media reportage. Analysis reveals that (1) independent voters are not more likely to vote on the basis of leader evaluations than partisans; (2) a leader effect is found more frequently among voters with greater exposure to election coverage on television.

    One of advantages of a CASI mode in conducting surveys is that it enables us to record and analyze people's response latency, a new type of dataset for survey researchers. Response latency data, which records seconds which it takes from the timing of interviewers' asking a question to the timing of respondents' answering it, is useful to explore processes to express answers in surveys that we cannot know through analyzing peoples' response only. By analyzing it, this study attempts to show possibilities for survey analysis. To do so, we investigate the relationship between people's ideology and a concept of political sophistication by comparing the survey answering process of perceptions of ideological positions with that of political knowledge. The results show that respondents answer questions of ideology and political knowledge, both of which are considered to be measurements of political sophistication, in very different cognitive processes; it takes longer time to correctly answer parties' ideological con ict, while correct answers for factual questions are expressed instantly.

    We empirically compared Computer-Assisted Self-administered Interview (CASI) based on deliberation within himself/herself with Mini-Publics (MP) based on deliberation with other people, CASI is preferable because it guarantees representativeness of sample better and costs less. However, this research project also found that deliberation within himself/herself was not as effective as deliberation with other people in some aspects of attitudes. For example, when a respondent wrongly believed incorrect information to be true, only deliberation with other people can correct his/her wrong concept. Therefore, we now know that each of CASI and MP has its own merit, and it would be premature to conclude that one method is better than the other.

    　近年、日本の世論研究において大きな注目を集めているのは、有権者のイデオロギー理解が世代によって異なるという現象である（Jou and Endo, 2016; 遠藤・三村・山﨑, 2017）。本研究では、先進民主主義諸国においても日本と同様に、冷戦の終焉を境にイデオロギー理解が変化したのかを国際比較によって検討した。世界価値観調査（World Value Survey）データを分析した結果、冷戦の終焉によって、すべての国で「歴史」が終わったわけではなく、その国内政治、イデオロギーへの影響は多様であることが本研究から明らかになった。

  • 動員圧力下の有権者の投票行動:業績投票との関連に着目して

    　本研究課題では、現代日本における選挙過程における組織動員と有権者の行動を検討した。そのなかでも有権者の投票行動に着目し、それがどのように業績投票と関連するのかを明らかにすることを目指した。本年は、投票行動について実証的に検証する前に、組織選挙の利益誘導政治との関係について理論的に検討を加え、近年研究蓄積がある比較政治的な利益誘導政治研究の中に本研究課題を位置づける作業を行った。そのうえで、日本におけるクライエンタリスティックな政治家—有権者関係がどの程度、組織動員と結びついているのかについて分析をし、また、有権者がどの程度、動員による社会圧力を感じているのかについてまとめた論文を海外査読誌に投稿をした。その上で、組織動員と有権者行動（認知・投票参加・投票行動）の関連を包括的に分析した論文をまとめた。その中には、組織動員を受けるか否かによって業績投票のパターンが異なるという仮説を検証した章も含まれている。

    研究成果報告　本研究の目的は、現代日本の選挙動員について、従来ブラックボックスとなっていた、有権者行動に与える影響のメカニズムを明らかにすることである。主たる研究対象は日本の有権者で世論調査データによる検証を行ってきた。本年度は、主に二つの側面からこの問題にアプローチをした。　第一に、組織動員が投票参加に与える影響について、交差圧力（異なる党派からの動員圧力を同時に受けること）の分析を行い、社会的アカウンタビリティの問題から交差圧力が投票参加を抑制することを明らかにしようとした。従来の理解では、動員圧力を受ければ有権者は投票参加するという単線的な見方が主流であったが、本研究では、動員圧力について、同質圧力（一政党からの圧力）と交差圧力を区別したうえで、集団圧力が必ずしも単線的に投票参加を促進するわけではないことを検討した。研究成果は現在、論文としてまとめており、来年度以降、発表する予定である。　第二に、もう一つの組織動員に関する理解―組織動員を受ければ、その政党に投票をする―についての検討を進めた。報告者は既に、組織動員を受けても有権者は自律的な投票決定を行なっていることを指摘し、盲目的な組織票という通説に疑義を投げかけている（遠藤, 2012）。本年度は、この研究の分析手法の問題点を克服するために、方法論的検討を進めた。特に、因果推論モデルによる世論調査モード間比較（CASI調査とPAPI調査の比較）を試みるための準備を行った。さらに、理論的には、狭く日本政治研究としてだけでなく、より普遍的なパトロネージ政治研究と接合することで、この研究を比較政治学の中に位置づけようと試みた。これらの方向性を探るために、早稲田大学政治経済研究所世論調査・実験方法論部会とSouthern Political Science Associationで報告を行った。現在、そこで得たフィードバックを参考にしながら論文を改訂しており、来年度以降、海外ジャーナルに投稿をする予定である。
