The purpose of this study is to examine the vocational guidance movement at the beginning of vocational guidance in Japan. The foundation of the Osaka Municipal Child Guidance Center of 1919 is considered the beginning of vocational guidance service in Japan. At this time Japanese society was rapidly changing and beginning to modernize. Both economic turmoil and demographic change were coupled with the changes brought on by the Industrial Revolution. Due to the collapse of apprenticeships, caused by the change in industrial structure, an increasing number of young employees required for vocational guidance. Furthermore, the newly formed lower class, which had settled in Osaka, required relief from their daily hardships. Osaka City was greatly influenced by modernization and had many vocational problems. Two key individuals, Hajime Seki, who attached importance to the vocational problems of the youth as city policy, and Hiraku Sandaya, who tackled juvenile problems and advocated child saving, were very important in the establishment of the guidance center. Their ideological backgrounds had an important influence on the formation of the youths' occupational consciousness. Vocational guidance theories and services were a response to these conditions and were designed to help the youth find adequate employment.

The aim of this research is to examine how "the Notification concerning Students Employment of 8th July, 1925" by the Ministry of Home Affairs and the Ministry of Education influenced on vocational guidance as supporting the transition from school to work in Japan. The focus was especially appropriated to the vocational guidance for the children in Osaka. Because setting up Osaka municipal Child Consultation Center and Osaka municipal Child Vocational Guidance Center, the city first worked on vocational guidance for the children in Japan. In this article, the four nationwide notifications including "the Notification concerning Students Employment of 8th July, 1925" were firstly examined. On the other hand, Osaka City held the Osaka City Children's Vocational Guidance Conference at the beginning of January 1925, and began the employment for children prior to the notification. Secondary, the children's employment of Osaka City after the notification, various rules and reports were examined. As a result, it was revealed that (a) the nationwide policy for the transition, the local policy and implementation for the transition in Osaka influenced effectively each other; (b) the idea of occupational development was gradually recognized; (c) and that the fruit of the interaction between vocational administration and educational administration are the committee for children's employment, which connected elementary school, and vocational guidance after employment. The meaning of the Notification has to be revalued because it greatly contributed to the vocational guidance supporting the transition from school to work in Japan. The historical learning is suggestive to today's support for school-to-work transition.

The Idea of school-to-work transition has been noticed since School-to-Work Opportunities Act of 1994 was passed in the United States. This is one of the most important ideas in school education. The purpose of this study is to review the changes of the school system during the period of Meiji and Taisho era from the viewpoint of school-to-work transition. In this study, the period was divided into the following three periods: 1. The Period of Establishment Elementary schools came to be in charge of school-to-work transition. 2. The Period of Sharing Upper elementary schools and business-supplementary schools shared the responsibilities of school-to-work transition. 3. The Period of Diversification There was a diversity of school systems for the implementation of school-to-work transition. Through these periods, the educational system was always revised to make school-to-work transition run smoothly. The two functions of education, academic and vocational, had been required but the idea of interaction of the two functions had never been realized. As the result of pursuit of school-to-work transition, the 20th status concerning vocational guidance in schools was issued by Ministry of Education in 1927. This is why vocational guidance had been longed for.

変化が激しく予測不可能な未来社会において自立的に生き、社会の形成に参画する児童生徒の教育を担う教員の育成を、個人のキャリア形成と養成・研修を担う教育行政や教育機関との関連でとらえ、その課題を解明し、21 世紀型教員の質保証のシステムを構築することを目的とする。その際、2008 年に創設された教職大学院の新たな教員養成の機能に焦点を当てる。具体的には、児童生徒のキャリア教育を担当する教師のキャリアステージ及びステージで求められるコンピテンシーを明らかにする。さらに、教師のキャリアステージにおけるコンピテンシーを身に付けるカリキュラム開発を行い、21 世紀型教員の質保証システムの構築を目指す。本研究は、変化が激しく予測不可能な未来社会において自立的に生き、社会の形成に参画する児童生徒の教育を担う教員の育成を、個人のキャリア形成と養成・研修を担う教育行政や教育機関との関連でとらえ、その課題を解明し、21世紀型教員の質保証のシステムを構築することを目的とする。その際、2008年に創設された教職大学院の新たな教員養成の機能に焦点を当てる。具体的には、以下の三つである。①児童生徒のキャリア教育を担当する教師のキャリアステージ及びステージで求められるコンピテンシーを明らかにする。そのための方法として、②米国カリフォルニア州のキャリア・テクニカル教育の教師資格や韓国における進路教育に携わる進路進学相談教師の資格について、州教育省や教員養成機関との関連で取得要件と学校現場での職務内容を分析し、活動に求められるコンピテンシーを明らかにする。次に、日本におけるこうした教員養成の場として、③2008年に創設された教職大学院の教員養成機関としての機能を明確にし、①②の研究で明らかになった教師のキャリアステージにおけるコンピテンシーを身に付けるカリキュラム開発を行い、21世紀型教員の質保証システムの構築を目指す。その理由としては、ICT、IoT、AIなど科学技術の目まぐるしい進展、国際化がもたらすグローバルスタンダードの到来や外国籍の児童生徒の増加、一方で、いじめ、不登校、貧困などによる格差、家庭の教育力の低下など学校現場はかつてない環境に置かれ、教員には高度な専門性や指導性が求められ、その育成は喫緊の課題だからである。本研究は、基盤研究（C）「教師のキャリアステージに応じたキャリア発達プログラム」に続くものである。同研究では、教職大学院の学部新卒学生対象に、学校マネジメント教育を通して、教育管理職へのキャリア・パスを吟味させるべく、プログラム開発、テキスト作成まで到達した。2019年度は、本研究への円滑な移行を研究上進めた。21世紀型教員の質保証については、GAFAに代表されるICT先端地域でありGDP世界第5位の米国カリフォルニア州における教員養成研究をもとに、これからの産業を支える人材づくりに資する教員養成の視点、及びそれを支える教育管理職の在り方について検討を進めていくため、2020年8月22日にカリフォルニア州立大学ログビーチ校のコリーン・マルティネズ准教授を招聘し、21世紀以降を支える教育を行う21世紀型教員像を議論した。9月には、同准教授の案内で、ロスアンゼルス市、ロングビーチ市で展開されている、教科と職業を強くむずび付け21世紀以降を支える人材育成を企図したLinked Learningに携わる教師の専門性育成（professional development)にキャリア形成の機能を見出した。2020年には、授業名「学校マネジメントの視点からみた学校教育研究」（2単位）を実際に立ち上げることとなり、プログラムを活かし、テキストを活用するためのシラバスづくりに入った。2020年の3月に再度海外出張にて、教師の専門性育成について更なる知見及び資料収集を目指していたが、新型コロナウイルスの影響で海外渡航を断念せざるを得なかった。本研究は、①キャリアステージにおけるコンピテンシーの特定、②21世紀型教員の質保証システムの構築、③学校マネジメントに関する教育課程の開発、の三つのストリームによって成立している。教師の各キャリアステージにて直面する課題に取り組むコンピテンシーを、これまでの知見をもとに、1年目を米国、2年目は韓国の実態調査や文献研究をすすめることで構造化していく予定であったが、新型コロナウイルスの影響で専門性向上（professional development)に対する研究が十分でなく、今年度は米国及び韓国訪問を予定する。一方で、教職大学院の実務家教員と共同で編纂した学校マネジメントの視点で学校教育を扱った教員養成テキストを教職大学院授業で実際に使用し、受講者の意見聴取を行いながら効果的な授業開発を進め、2年目予定のプログラム開発に加えマニュアル作りも推進する上記の①と③の二つの流れを、キャリアステージにおけるコンピテンシーの構造化に融合させ、キャリア教育に携わる教師のキャリア形成と学校教育を俯瞰的に見る視野を育成することで、教員の質保証システムにつながる養成段階の教職大学院学部新卒学生に機能する教師教育をめざしていくことになる。研究を進めるにあたっては、先の基盤研究（C)（平成25年～平成27年）にて、各キャリアステージと、それぞれに直面する課題を、「教員としての成長」「専門性の伸張」「局面固有の課題対応」「地域などとの連携」の分野で整理した結果得られた、学校マネジメントの視点の有効性の意義を逐次確認していくこととする

I studied on "Development of the teacher education and the training program which enable 'excellent' career education practices." Through the historic research on career education practices and teacher education for them, the policies which past and modern practices share was revealed. And the comparative study with the overseas career educational practices and teacher education showed means to develop the 'excellent' teacher education and the 'excellent' training program in Japan. Then a necessary element of a program could be separated out through follow-up research for the teachers who graduated from professional schools for school teachers. Eventually by being engaged in real teacher education and career education practices I developed a trial programs which utilized the characteristics of the school where the career education practices were implemented

In this research project, we focused on the civil groups related to the prevention of juvenile delinquency and child abuse in the areas of policing for juvenile, school education, child welfare and offenders rehabilitation, and carried out researches into the roles that those groups played in community networks. Our research groups organized in each area described above conducted hearing surveys of various civil groups which made epoch-making efforts for the prevention of juvenile delinquency and child abuse, and analyzed and examined the findings of these surveys. In each area, though there are regional differences, the civil groups have developed various ways to connect with public agencies. We presented our research results at study meetings of the Waseda Institute of the Policy of Social Safety (WIPSS), and contributed papers on these results to WIPSS bulletins. Furthermore, we transmitted information on our research results through WIPSS website

This study started by constructing a conceptual model for career education from a life career perspective with “connection” from primary to higher education in mind. We used this conceptual model to revise the curriculum of Nara University of Education’s School of Professional Development in Education, developing and implementing new educational programs, and verifying their learning outcomes. Based on those findings, we researched the form career education should take to cultivate teachers who continue to learn: We surveyed and analyzed career development among students who had completed courses at Waseda University Graduate School of Teacher Education, and also investigated teaching career development from the perspective of special needs education

Development of Program and Evaluation in Career Education in Elementary School

In 1999, Conference of the Central Council of Education insisted that Career Education should be introduced into school education. At the time it was becoming more important in Japanese schools to provide guidance about work value and a good work ethic. The Ministry of Education, Culture, Sports, Science and Technology (MEXT) adopted a new policy: through school education activities as a whole, teachers will promote organized, systematic career education tailored to the students' developmental stage.In 2002, Structure of A Study Program For The Promotion of Work Values (Look at Appendix 1), a curriculum organized according to the developmental stage of students, was designed for career education. The Structure has three school levels, elementary, junior high and senior high, and four areas, Interpersonal, Information, Career Planning and Decision Making. Then elementary school got the chance to regain career education.This research was implemented on the background of these features.It was also promoted to assist the implementation of career education in elementary school level.The main results of the research are as follows;1. Clarify the problems that elementary school in Japan faces when they implement career education.2. Develop a self-efficacy Scale for the sixth-grader. The scale assists teachers to know the effect of career education when they evaluate the implementation of career education.3. Assist to develop a guideline through elementary to junior high level

小学校キャリア教育のプログラム開発および評価についての発展的研究

「小学校キャリア教育のプログラム開発及び評価についての発展的研究」を課題に1年間研究に取り組んだ。プログラム開発と評価の二つに分けて研究報告を行う。１.プログラム開発　プログラム開発のための主に、東京都荒川区立汐入小学校、広島県廿日市市立宮島小中学校、東京都北区王子小学校及び広島県世羅郡世羅町立中央小学校のキャリア教育実践現場に介入した。前の3校では中学校と接続した9年間のプログラム開発を実践・研究した。汐入小学校は連携した区立第三中学校と一緒に昨年11月20日に研究報告会を開催。特に報告書の中のキャリア分科会の「１．分科会構想図」「２．研究の概要」「職業観の発達イメージ図、地域の担い手としての発達イメージ図」のなどに研究の成果を反映させることができた。文部科学省の研究開発学校の指定も受けた広島県廿日市市立宮島小中学校では小中一貫のキャリア教育を立上げから一緒に研究を重ねその成果の一部を日本進路指導協会『進路指導』誌に掲載することができた。広島県世羅郡世羅町立中央小学校による「キャリア教育における国語科授業モデル」は、キャリア教育の視点に立った教科学習の充実の一貫としての読みを確かにするために書く活動を取り入れた国語の授業モデルである。教科学習過程として授業の流れをキャリア教育の視点で示したモデル案は今後小学校における教科を通したキャリア教育実践を検討する上で示唆に富むものとなった。２．評価　評価については質的評価と量的評価両方について研究を行った。①質的評価キャリア教育の授業案を作成する際に毎回抽出児童を設定し、抽出児童を担当教員が観察する方法をとった。授業研究では観察した教員からの報告と授業者の報告とが総合的に検討され、キャリア教育の評価の一手法として開発の手がかりを得た。②量的評価小中一貫校において小学校のキャリア教育の評価を中学生で行う方法を開発している。それは、労働政策研究・研修機構「職業レディネステスト」を中学校で実施し、職業興味を分化を測定し、評価資料とする方法である。データは収集できており今後整理を予定している。
