After the Graduation of the School of Literature at Waseda University, Mikiko Shimaoka joined an environmental NGO and worked on various global environmental issues such as climate change, toxics, and forest depletion. After having completed three-year senior management position, she resigned the organization to explore theories of nonprofit organization’s management at Waseda University and obtained Ph.D in 2013. She worked as a researcher at the Institute for Global Environmental Strategies (IGES) (2011), associated researcher at the Research Center of Waseda Business School (2011-2013), assistant and associate researcher at the Center of Research Strategy at Waseda University (2014-2018). She has been devoted to promote university’s research activities through MEXT EDGE (Enhancing Development of Global Entrepreneur) program. Since 2013, she has been one of the national advisory members for the program: “Accelerate Cooperative Efforts to Promote Regional Vitalization” by the Ministry of Environment. She is also a coordinator of a society for human resource department managers at the Institute of Management Studies.

    This study attempts to investigate the potential to develop a regional framework of public participation (PP) in environmental assessments (EA) within Asia. In so-doing, this paper examines the status quo of public participation in EA within Asia from a legislative point of view. The existing situation of EA in Asia is first examined, followed by an analysis on the status and challenges of PP within the region's environmental assessments. Eight Asian countries subject for this research have all implemented EA at different degrees, yet challenges of enforcement remain. Possible solutions to these challenges are to first improve and standardize the legal framework and implementation mechanism in each individual country, as a first step leading to a transboundary framework in Asia. PP within EA is legally defined in some countries, but it is not widely practiced. Multi-stakeholder process is suggested as a potential tool that comprehensively covers the components necessary for PP promotion. There are information gaps between countries, which could be improved by creating a regional agency governing information exchange. Limited collaboration among countries, likewise, could be improved by bilateral or multilateral environmental agreements. (C) 2015 Published by Elsevier Ltd.

    <p>  This research focuses on Kawasaki-City as a research field where collaborative activities for environmental conservation have been promoted, and discusses the functions and roles of intermediary organizations that support the collaboration platform. In particular, this research analyzes the functions and roles of the Act Kawasaki and Liaison Center for Creation of Industry & Environment (LCIE) as key players of intermediary organizations in Kawasaki City. For the analysis, "An Intermediary Support Function Model for Collaboration" (Sato and Shimaoka, 2014) was employed, and then a role-ordered matrix was developed. As a result, some differences and commonalities were found. In viewing the differences of the functions, they have different objectives, approaches, expected outputs and concerns for collaboration (i.e. Act Kawasaki respects solidarity in the community of Kawasaki City with consideration of improving civic life and the environment, whereas LCIE respects competitiveness in the community of Kawasaki City giving consideration to marketplace principles and Win-Win relations). On the other hand, in view of the commonalities of the functions, they have similar approaches in collaborative governance (e.g., forum exclusiveness, clear ground rules, trust-building, commitment to process, process help and resource links). Furthermore, they have promoted related activities under a shared vision for solving environmental problems, and have implemented these activities in the use of individual, institutional and civil capacities.</p>

    With increasing globalization, establishing effective relationships with various stakeholders has become crucial for multinational enterprises (MNEs) seeking to achieve sustainable development. However, the standard stakeholder theories are insufficient to guide them toward this goal. The standard theories are weak because they rely on static analysis of normative elements and organization-focused analysis. First, while the normative stakeholder theory is popularly considered to constitute the core of stakeholder theory, its models are based on a straightforward application of the existing ethical theories. However, norms can be time- and place -dependent. Since cultural diversity is increasing with globalization, mere application of the ethical theory is inadequate. Second, stakeholder theory has rarely been examined in the context of organization-stakeholder relations. Globalization has led to the emergence of dynamic MNE-stakeholder relationships, which needs to be incorporated into the theory. Toward this purpose, Michel Foucault's concept of "governmentality," which views government as a form of power is effectively applicable. According to Foucault, "government" is not limited to state politics alone. It includes a wide range of control techniques, and that applies to a wide variety of objects. In a modern society, neo-liberalism is considered to be a "technology" of government whereby power is decentralized and not only states but also intergovernmental organizations and non-state actors such as MNEs and non-governmental organizations (NGOs) are the configurations of government. Thus, "emerging" stakeholders such as NGOs become influential with MNEs. By reexamining the case of Royal Dutch Shell pic, this paper derives two important implications. First, it is important for MNEs to recognize the various types of stakeholders as the configurations of government so as to occupy the advantageous position in the competitiveness. Second, MNEs should identify and create optimal norms through a dynamic and mutual subjection process with stakeholders. Hence, the stakeholder view (SHV) which encompasses both the resource-based view and the industry structure view should be emphasized for the global competitiveness. In this sense, the concept of governmentality can offer an innovative development of the SHV theory and contribute to MNEs competitiveness.

  • The Significant Role of Mission and Value-based Management in International NGOs: Case Studies from Japanese Branches

    International NGOs (International Non-Governmental Organizations-INGOs) have shown their strong presence in the global political arena. On the other hand, rapid changes in both external factors and internal factors have forced them to face a number of challenges. Thus, the question arises how these INGOs can evolve in order to achieve their missions and goals in such turbulent periods. This research study focuses on missions and values as the key management factors of INGOs and present two hypotheses related to them. Hypothesis I is, if the management of INGOs focuses on aligning the programs and projects to their missions and instilling these missions in every responsibility center, its overall organizational performance will improve. Hypothesis 2 is, as INGOs have adopted value management principles within the organization, they would move forward to achieve their missions effectively. In order to verify these hypotheses, the management of eight major INGOs in Japan was examined and it was revealed that the results supported both hypotheses. It is clear from the survey that sharing their values within their organization and achieving their missions are formidable tasks. This paper presents innovative management models for INGOs in which achieving missions and sharing values are systematically incorporated.

    Stakeholders are the key management elements for non-profit organizations. However, until today, stakeholder theories have focused primarily on for-profit enterprises, whereas literature on stakeholder relationships from the perspective of non-profit organizations is scant. To resolve the limitation, this research aimed to build a stakeholder management model for nonprofit organizations. Especially, the research focused on relationships between stakeholder management capability in nonprofit organizations and their performance. For stakeholder management capability, the research used an original model (Stakeholder Management Capability Model) For performance the research explored to utilize multiple performance measurement methods such as SROI developed in the U.K. Three Japanese NPOs were selected for case studies. The outputs of the research were presented in three international academic conferences and two domestic conferences

  • 東アジア地域の環境ガバナンスにおけるマルチステークホルダー・プロセスの現状と課題

    環境汚染、貧困、エネルギー枯渇などの深刻な社会的課題を克服し、いかに持続可能な社会を構築するかは、いまや国際社会において共通の課題である。この課題解決に向け、マルチ・ステークホルダープロセス(MSP)と呼ばれる、多様なステークホルダーの参加による対話と合意形成の枠組みが注目されている 。MSPは当初、自然資源を巡る紛争を解決するための手段として特に欧州の先進国で始まり、最近では国際社会におけるグッド・プラクティスとして推進されている(Faysse,Nicolas 2006)。 MSPの具体的事例に関する報告はこれまでに多くなされている。しかしながら、MSPを実施する際に求められるメカニズムを体系的に分析した研究は少ない(Gilmour, D.A. 2007)。特に多国間連携におけるMSPを理論的に捕捉する研究はほとんどないと言ってよい。そこで多国籍企業の経営理論を参考に分析フレームワークの構築を試みる。なぜなら、多国籍間における合意を追求するMSPを複数国間の状況を統合するシステムの一種と捉えれば、多国籍の状況を効果的に統合し運営するシステムを探求する多国籍企業の経営学の視点の導入は有効と考えられるからである。 この意味において、Choi&Mueller（1992） による，MNEs（Multinational enterprises＝多国籍企業）の管理者の意思決定に必要な情報の概念化セルは有用な示唆を与える。Choi&Muellerによれば，MNEsの経営管理者は意思決定にあたり，環境変数，経営管理機能，多国籍フレームワークの3次元から構成されるセルで示される情報を必要とする。MNEsの計画策定，組織化などの経営管理機能に強い影響を与えるのは，地理的要因,すなわち複数の国であり，それに付随する環境要因を考慮して情報システムフローを設計し意思決定を行うことができる。 ここで管理者の意思決定をMSPにおける合意、経営管理機能を多様なステークホルダーと読み替えれば、多国籍間におけるMSPの捕捉として、次のフレームワークが考えられる。すなわち、それぞれの国には、市民、企業、政府といった多様なステークホルダーが存在する。そしてこれらのステークホルダーは、それぞれ政治的，社会的，文化的，法的な環境および要因に影響を受けている。多国間連携におけるMSPとは、これらの集積であり、これらが整合して初めてMSPが有効に働くと考えられるのである。　このフレームワークを用いて、申請者は各国の状態を比較評価しうる国際的な基準として、各国の環境影響評価（環境影響評価(EIA)と戦略的環境影響評価（SEA））の法整備状況とその運用状況の分析を行った。さらに、ベトナムの共同研究機関と共に「複数の大気汚染物質による複合的な影響」アプローチにおけるMSPの現状に関する研究を開始した。

  • 非営利組織経営におけるステークホルダー理論の研究

    　申請者は、本助成により、2012年7月10日―2012年7月13日にイタリア・シエナ大学で開催された第10回ISTR( The International Society for Third-Sector Research ：国際サード・セクター学会世界大会)において、”Exploring Stakeholder Management in Nonprofit Organizations: The Case of Japanese NPOs”のテーマで研究発表を行った。学会の概要と成果は次のとおりである。(1) 学会の概要 会議の統一テーマは、「民主化、市場化、そしてサード・セクター」(Democratization, Marketization, and the Third Sector)でああった。ISTR事務局によれば、今回の大会への登録者は、66カ国から665名であり、これまでで最大規模であった。大会には、900本のアブストラクトの投稿があり、90名のレヴュアーにより、そのうち564 本が受理された。　パネルセッションを含み178のセッションが設けられ、15本のポスター展示、ワークショップが行われた。さらに、今回はISTRの20周年ということで、市民社会とサード・セクター、各種財団の研究への貢献などをテーマに、過去20年を振り返る特別セッションが複数開催された。並行して、博士候補生向けセミナー、新会員歓迎レセプション、地域ネットワーク・ミーティング、イタリアン・ワークショップなど様々な催しが行われ、終日活発な議論と交流が展開された。　セッションは、会議テーマの区分では「市民社会、市民権、民主主義」にかかるセッションが最も多く(31)、次いで「社会的起業家精神、社会的企業、ソーシャル・エコノミー」(26)、「マネジメントと実践」(17)、「フィランソロピー」(17)などの順であった。個々のセッション/ワークショップの内容は、多岐に渡るため全てを網羅することは不可能だが、例えば市民社会の世界的連合組織であるCIVICUS による38カ国を対象とした市民社会の状況調査結果の報告、ソーシャル・メディアを用いた市民活動の展望、各国の社会的企業の事例や組織分析、サード・セクターとビジネスとのパートナーシップがあった。　日本人参加者からも、多彩な研究発表があった。テーマは災害復興における市民社会とソーシャル・キャピタルの役割、フィランソロピーに関する日中韓の比較研究、会計情報の開示と寄付行動、在日コリアン高齢者を支援するボランティア・ネットワーク、ソーシャル・ビジネスと非営利組織、社会的起業の段階、フェアトレード運動などである。大会の様子は、ISTR ホームページに詳しく掲載されている。(2) 申請者の研究成果　申請者はアブストラクトを投稿し、受理された。アブストラクトは、学会ホームページ に掲載されている。その後、フルペーパーの提出を経て「現代のマネジメントの論点」と題されたセッションにて発表した。発表では、研究の内容や理論フレームワークについて複数の質問があり、研究の精緻化に極めて有用なインプットをいただいた。さらに、各国の非営利組織の状況を直接聞くことにより、サード・セクターの世界的なダイナミズムの一端に触れることができたことは、今後の自身の研究の発展に極めて有用である。さらに、国内を始め各国の研究者と交流し意見交換を行い、ネットワークを構築することができた。　加えて申請者は、日本NPO学会からの依頼により、大会の模様を会報「日本NPO学会ニューズレター」Vol.14　No.2（2012年9月発行）において報告している。その中で、今回の発表が早稲田大学「2012年特定課題研究助成費」の助成であることを明記している。申請者は本学会におけるインプットを基に論文を修正し、博士論文の1部として提出した（2013年3月公共経営博士号取得）。
