  • Analysis of Institutional and Regional Factors Affecting the Level of NPO Activities in Japan

    <p>This study analyzes the institutional and regional factors affecting the extent of nonprofit organization (NPO) activities in Japan. We select three indicators reflecting the level of NPO activities that can achieve community revitalization: funding, human resources, and links with others. Previous studies on the determinants of the extent of NPO activities examined institutional factors without considering regional factors. This research considered both of these internal and external factors to analyze the determinants using county-level data consisting of a sample of 1,079 NPO groups collected by the Cabinet Office (Japan). Our results indicate that the number of years that the NPO received funding, and the number of methods of information dissemination they use have a positive effect on the level of NPO activities. In addition, a wider field of activities has a positive effect on links with others. NPOs recommended by the government have a larger scale than those established for other reasons. The economic infrastructure and the degree of political participation also affect the level of NPO activities.</p>

    The effects of intellectual property rights (IPR) on the transfer of environmentally sound technologies (ESTs) has resulted in discursive contestation. On the one hand, the IPR regime is regarded as a catalyst to ESTs transfer. On the other hand, the IPR regime itself is argued to work as a barrier to the transfer of ESTs to developing countries. This contestation moved to another layer of discussion concerning what to do about the current IPR regime and the climate change regime that overlap on the subject matter of technology transfer. The IPR-as-a-catalyst approach prefers the IPR regime to remain as the status quo and that the climate change regime construct an enabling environment by lowering the transaction costs of technology transfer and enhancing the regulatory capacity of developing countries. On the contrary, skeptics of the role of the IPR regime in ESTs transfer prefer an active utilization of the flexible mechanisms of the IPR regime and more interventionist actions by the climate change regime for effective IPR-sharing. Regarding this bi-polar contestation, this paper analyzes why and where this discursive contestation occurs based on the economic theories of market failure. The benefits and difficulties of remedial institutional approaches to tackle market failures are explored; then, complementary institutional designs in compatibility with the IPR regime and in response to market failures are explored with exemplary cases under the climate change regime.     This study examines the effectiveness of the international environmental regimes by performing a quantitative assessment on four Long-range Transboundary Air Pollution (LRTAP) protocols (Helsinki, Sofia, Oslo and Geneva). The impact evaluation method which combines the difference-in-differences method with propensity score matching was employed in the analysis, using panel data from 50 countries which participated in the 1979 Geneva Convention. The results demonstrate that adoption of the Sofia protocol had a significant effect in reducing emissions while the other three protocols had no discernible effect. In conclusion, it is important to consider each countrys heterogeneity as well as their characteristic pollutants, not just the reduction of the pollutants when evaluating the effectiveness of the regimes.

    This study program named "Making Global Sustainability Science by Institutionalism", aimed to analyze environmental governance in Asia from view points of social capacity development and institutional change and to make clear a theoretical framework of institutional sustainability for sustainable global society. The author edited and published "Environmental Governance in Asia" by Keiso-shobo, Tokyo in 2013 and described the main characteristics of Asian regional environmental institutions and discussed future orientation of global environmental governance. Moreover, this study focused on Great East Japan Earthquake and Fukushima Dai-ichi Nuclear Accident from a view point of global sustainability. The author edited and published "Social Evaluation Nuclear Regulatory Agency in Japan" and " Fukushima Renovation and Future of Japan" by Waseda University Press in 2013. The author discussed institutional aspects of sustainable risk governance and environmental innovation system.

    In this project, a total 515 marine organisms were collected from 3 countries and preserved as the extract-, microbe-, and genome-libraries. Currently, evaluation for bioactivities of these extracts are being carried out.     This research is to build up a conceptual model of unified analysis and assessments as an attribution to urban environmental problems. Policy processes and societal environmental management capacity are determinative factors of policy outcomes.
    The concept of sustainable city, targeting urban open spaces of human actions was reviewed. Furthermore, processes of creating a sustainable city and societal capacity formations were checked up.
    Compact cities in European urban policies and the concept of smart growth in American urban policies, ten cities in total, were analyzed. The following items were ordered and analyzed to bring out the structure of effective urban plans.

    Furthermore, the development process of creating cities and urban policies was given special focus. Therefore, organizational configurations, institutions and the way in which cities deal with problems were made clearer and the way in which societal capacity has changed was analyzed.

    It is of importance of environmental policy assessment by doing economical valuation of the study in East Asian countries that have several stages of economical growth. In particular, we estimated the welfare effects of environmental policy in developing countries by focusing on social benefit of health effects and valuating. In this study, we surveyed in East Asia by using Contingent Valuation Method (CVM) that has been developed in Europe and America as the method of benefit estimation. And we surveyed at Higashihiroshima in Japan by using Conjoint Analysis (Choice Experiment). The reason that conducted Conjoint Analysis survey at Higashihiroshima was to consider the effect of survey methods by doing the different method from CVM. We considered the confidence of health effects in risk reduction in Japan. The subject of risk is the death risk by the origin of air pollution and traffic accident.
    There is Value of Statistical Life (VSL) as one of the method to evaluate health benefit in environmental policy. VSL is that divided Willingness To Pay (WTP) for reduction of the death risk by width of reduction of the death risk. In this study, we estimated VSL based on the result of CVM and Choice Experiment. As a result, we got the findings. Population characteristics did not have the effects on VSL in the case of air pollution but had the effects on VSL in the case of traffic accident. It is also necessary to consider on the risk characteristics from now.
    Because VSL for GDP per capita has the differences by the district and the method of survey, VSL for GDP per capita is to be considered the cause by using Meta Analysis from now.

  • Comparative Research of Market, State, and Commons Regime to Define Sustainable Resource Management System

    We carried out a comparative research on the three systems of forest management viz. market, state, and commons regime in sustainable use of environmental resources, and also discussed about the role, function, and the best combination of each system.
    Firstly, we research about each management system for the forest resources of Japan. We found that all types of forest management organization of Japan (market, state, and commons), which depend on forestry as industry, cannot achieve Sustainable Forest Management. As a result, we reached the conclusion with a necessary enhancement of the volunteer organization, which was putting the new value on forest, as it neither controlled by the trend of the wood market, and nor to aim at the only harvest of the market goods of wood production in the past, but to aim at the public maintenance function of the forest.
    Next, we researched about the difference between the environmental regulation and a voluntary environmental management action by the economic enterprise. The Command and Control, based on the emission standard, has the possibility to achieve static efficiency. However, it can only achieve dynamic efficiency, if the local government is executing it and it is not being uniformly applied to all the enterprises. Nevertheless, these unequal emission standards also have the problem with large possibility to ruin the fairness of the regulation. On the other hand, the Emission Charge System, which is one of the Market Based Instruments, can achieve static efficiency, but it is difficult to achieve an environmental target. Therefore and it cannot be necessarily said that it is an excellent system for dynamic efficiency. Thus, independent and volunteer means to manage the enterprise activity is by introducing the opening of information for the public and conducting environmental accounting. It can be said that such a system is excellent to achieve the maximum efficiency.
    The state system is excellent in maintaining fairness. The commons system is excellent in terms of efficiency among the three systems viz. market, state, and commons regime. Because these systems do not perform well as standalone, the Mixed Regulatory System by which three systems are combined is useful. However, in the future, the use of the market regime and the commons regime will become important, as the ratio of the state regime is the largest so far.

    This research is focused to make clear The economic and technological system for sustainable development, based on both microeconomic (investment policy of a private company) and macroeconomic aspects (financial and monetary policies by the state). Research is targeted on the technological and economic system in China's industrial sector. We have investigated the following two main research issues :
    (1) Collecting and analyzing the micro case studies on the environmental pollutant for :
    1.The level of manufacturing techniques and state of pollutants in industrial sector
    2.The company's management (such as investment plan, etc)
    3.The environmental pollution (waste -gas and wastewater) management in China
    (2) Lessons from Japanese experience to overcome the pollution problems in China :
    1.Determine the level of manufacturing techniques for pollution prevention in industrial sector
    2.Determine the contribution of technical cooperation, investment and low interest loans to the pollution prevention
    3.Investigate the role of technical progress in pollution control and prevention
    4.Determine the role of government, private enterprises and non-profit sector in pollution prevention
    At first, we carefully selected few case studies both from Japan and China. Then, we made a detailed analysis of those studies to evaluate the above mentioned research issues. This analysis was supported with the field research to get the real state of affairs, and also to discuss those issues with the researchers, policy makers, and other relevant professionals in China. Based on that research we have examined the strategies for sustainable development from economics and technological point of view.

We also attempt to compare and show the respective roles of the market-based and central planning-based models, which was not necessarily clear in earlier research, through case studies of actual Commons-based management systems for the management of community forests and water resources.
    Among these aims, this research concentrated on the working conditions and economic performance of the commons. On the working conditions of the commons, Ostron wrote the following seven principles in her the governing the commons, 1990. (1) Clarity defined boundaries (2) Congruence between appropriation and provision rules and local rules (3) Collective-choice arrangements (4) Monitoring (5) Graduated sanctions (6) Conflict-resolution mechanisms (7) Minimal recognition of rights to organize.
    We analyzed the characteristics of the community with commons using the date of community in Hiroshima prefecture and tried the distinguish analysis and main element analysis. Through the reseach of the traditional commons, we got concluding remarks for the long enduring management. The scale and the number of users are main conditions for commons resource. There is certain optimal scale on the commons which does not make transaction cost on the commons type resource management.
    After this research, we will try the case study as micro-research, which could not do at this time. It is necessary for us to research working condition of the commons from both success case and failure case. From these side of case studies, we will find the these fact : today's regeneration of the traditional commons, today's mechanism of making up the commons or conditions of working commons resource management system.

    This research focused on the environmental problems in South East Asia and Japan's international cooperation by a socio-economic survey group and a technical survey group.
    S.YAMASHITA made a research trip to Thailand and Vietnam in September, 1997 to inspect the economic conditions and environmental needs. T.HAMAUZU made a research trip to the Philippines in September, 1997 to inspect the air pollution abatement technics at coal fired power plants. N.NAKAGOSHI made a research trip to Malaysia in September 1997 to inspect the present condition of forest management. S.MATSUOKA and R.MATSUMOTO made a research trip to Thailand and Vietnam in August, 1997 to inspect the environmental needs and the environmental ODA.T.YAMAGUCHI and K.NARITA surveyed the history of pollution control in Japan.
    Based on these research activities, we examined the existence of Environmental Kuznets Curve which is a hypothesis related with between environmental problems and economic growth. As a result of our examination, it is found that there are various relations between these two factors. The trend of environmental problems are related with not only economic growth but also institutional, technical and other factors. Then the economic growth of South East Asian countries is characterized by analyzing the change of relationship between energy consumption and economic growth. And then, we discussed the present condition of environmental cooperation projects and the historical background of pollution control in Japan. Finally, we examine a environmental cooperation perspective through institutional comparison study.
    In this project, we showed that the future environmental cooperation will need the participatory of local governments, private enterprises, universities and NGOs in add to central goverments so as to resolve various environmental problems.

    1.This study focuses on economic standard regarding the sustainable use of environmental resources. The main research result is presented as "Sustainable Use of Environmental Resources".
    2.Some economic approaches for evaluating sustainable use are MSY,MEY,Dynamic MEY,Depreciation, and User Cost.
    3.The MSY approach is as follows. Based on the assumption that the amount of environmental resources which society use is larger than the minimum reproductive size of the resource in question, the maximum sustainable yield is obtained, when the maximum volume of stock growth equals the volume of use. The MEY approach introduces economic factors into MEY.The Dynamic MEY adds the time factor into MEY.Depreciation is a approach that invests depreciation cost in the reproduction of resources. Compares the amount of use and growth of an environmental resource. When the former is larger than the latter, depreciation cost is calculated by multiplying the resource reduction in excess of reproduction times market price. Supposing that the income from resource use consists of infinite income (net income) and user cost, User Cost is an approach that calls for the reinvestment of user cost in order to maintain net income forever.
    4.This study analyzes their meanings and limits of the above approaches, socially evaluating them with regard to their usefulness as standard for the sustainable use of environmental resources. MSY,MEY,and Dynamic MEY assume perfect monitoring of environmental resources and a confirmation that the biological resources in question is larger than its minimum reproductive size. Further, an individual species may be dependent on other species for continued existence. Therefore even using a species in a sustainable manner may well have irreversible damaging effects on other species. The Depreciation method is questionable in that it is hard to determine if we can accurately evaluate the long-term reproductive cost of environmental resources using the short-term market price. User Cost doesn't show sustainability at the biological and environmental levels rather only that at the income level.

    Succeeding the works in previous years, in 1995 we conducted a series of site visiting researches and thesis making studies. Followings are the brief summary of the geneneral findings.
    1) Whereas economic growth of the Southewast Asian countries have been vigorous and spreading to wider area, the pattern of growth is becoming more diversified : in Singapore and Malayasia the high growth has been compatible with low inflation and good balance of payment while in others growth is entailing the latter problems.
    The difference of the capacities of states in macroeconomic management has something to do with this.
    2) Diversification can be found in the pattern of environmental protection and social development policies as well : in Singapore and Malaysia central governments take initiatives in solving these issues whilst in Philipinne, Thai and Indonesia states do not have enough resources for that.
    3) On the other hand, in Phillipine and Thai NGO power is strong in the environmental and soical issue areas.
    4) In circumstances, the governance systems in Southeast Asian countries are differentiated into a few types : the strong state type, the weak state-strong NGO type and intermmediate type.
    5) Traditional agrarian societies and life-styles in Southeast Asia are being eroded along with the rich natural resoureces. In responding to such a change, transnational communications and cooperations among the countries with different governance systems are urgently needed.

    The purpose of this research project is to develop an economic theory for a preventive measure of environmental pollution and disaster,and to propose an international economic policy for the prevention of pollution and disaster,under the condition when a long-term change of the value consciousness is observed among society.In the term of this fiscal year,we started the research by opening the door of the former Soviet Union which had kept its secrecy no only from Western world but also from their people since almost seventy years ago.We also proposed an international policy for the sound development of interdisciplinary cooperation,which was deduced from the study of environmental disaster in the Republic of Kazakhstan and Central Asia. Central Asia,one of the areas in which Japanese culture originated,is witnessing environmental destruction on a scale unparalleled elsewhere in the world.In the center of this region,the Kazakhstan,this destruction has been proceeding since about 1960,to the extent that is predicted that the Aral Sea will have disappeared by the first half of the 21st century.the reason for this is that irrigated agriculture has been carried out over an area of 70,000 square-km with no concern for its effects on either the natural environment or the human population.The accumulation of salt deposits and the resulting abandonment of agricultural land has extended over the whole region encompassing Lake Seban,the Caspian Sea,and Lake Balkash,resulting in a rapid and large-scale extension of wasteland and desert.This phenomenon cannot be regarded as merely a domestic problem for the Soviet Union;it is common throughout the world,wherever large-scale irrigated agriculture is practised. In the end of this research project we arrived at the following conclusions:
    1.It was the political and economic structure of the Republic of Kazakhstan and former Soviet Union that caused an environmental calamity of the land and its social destruction.
    2.We analyzed the health damage of the people living along the Aral Sea and Semipaltinsk,a nuclear experimental site of the former USSR.High cancer death rate was observed in the Oblasts of East-Kazakhstan,North-Kazakhstan,Kustanai,ect.An international support for this damage is urgently needed.
    3.We secured an experimental firm of 100ha at the village of Bereke which was located between Alma-Ata and Lake Balkhash. Long-term survey system was constructed under the cooperative contract with the Agricultural Academy of Sciences from the Republic of Kazakhstan.

    1. As Japan's presence in the global market has been rapidly enhanced and the economic conflicts between the U. S. and Japan have grown, U. S. -Japan exchange has become more active both on a government and a private level. The most remarkable change in the last decade is the rapid increase of Japan's direct investment in the U. S., which has begun to have impacts on regional restructuring both in the U. S. and Japan. In the United States, facing the challenge of Japanese companies, heavy industries that once supported the American economy have declined and old industrial cities in the Midwest and the East were severely damaged.
    2. Though this flexible job assignment system has the advantage of securing jobs more easily under the. severe competition than traditional American systems, we have to thoroughly consider whether American workers would be happy in this system. Japanese workers have dedicated themselves to this system without major resistance since the late 1960s in Japan.
    3. On the other hand, although Japan has achieved strong international competitiveness, in the process of development it has also created such severe problems as the ultimate centralization of Tokyo and environmental degradation. Strong criticisms from foreign countries, as well as domestic problems involving labor shortage, have seemed to push Japanese policies from economic development-preferring to amenity-oriented in the fields of industrial and regional development. From this point of view, the Japanese people have begun to pay attention to the operation of Japan's transplants in the U. S., American ways of restructuring (including the Pittsburgh model of transformation from "Smog City" to "the Most Livable City in the U. S. "), and American-born redistribution systems of development profits (such as commercial-residential development linkage and growth management). Those are all manifestations of the impacts of U. S. -Japan socioeconomic exchange.

    In 1989, we surveyed a residential estate (Yasio Parktown) adjacent to a waterfront park in Tokyo Bay area. The purpose of this survey is to value the current land use of the coastal are, whose land is utilized as in the downtown area (such as residence, school, shopping facility, medical facility and local service, etc). In order to achieve the purpose, we conducted a questionaire to the residents of Yasio Parktown (5,253 households), which is located in Shinagawa ward of Tokyo in July 1989. Number of distribution is 897. Number of respondents is 835. The ratio of respondents is 93%. With theresult of the quastionaire, it is made clear that there are many problems concerning with life facilities, also in Yashio Parktown, such as transportation, shopping facility, medical facility, etc. In 1990, we aimed open space as important land use for citizen. We made some studies Tokyo waterfront , Koshienhama beach in Nishinomiya city, coastal zone of Sakai city and Uminonakamichi park in Fukuoka city.
    In the case of Tokyo waterfront park, we made some interview researches to the authorities and made also questionaire survey to the user at the three waterfront park, Ooi, Odaiba and Kasai. In this survey we could get 1005 respondents. Through these surveys it was clear that Tokyo waterfront park is very unique program, and it was estimated very positively by its users.
    Also we made interview researches to the authority in Fukuoka city and citizen groups in Sakai and Nishinomiya.
    We have had over 20 times research meetings these two years, and discussed about the planning of environmental managemnt of coastal zone, the issue of development body, relationship between development and local autonomy and citizen participation and so on.

    マグニチュード8クラスの巨大地震への備えには長期的な取り組みが必要であるが、科学的予測の不確実性や、現在世代と将来世代の間での費用負担の公平性などの課題を抱えている。このような科学者のみでは回答が難しいトランス・サイエンス的課題では、様々なステークホルダーとの協働が社会に望ましい解決策を導くための鍵である。そこで本研究は、巨大地震予測の不確実性を踏まえた長期的災害対策と世代間公平性をテーマに、100年の発生確率が40%近くに及ぶ首都圏のM8クラスの海溝型巨大地震に焦点を当て、科学者、行政担当者、一般市民を含む『首都圏・巨大地震を考える市民会議』を形成し、長期的視点に基づく災害対策について議論する。この市民会議での対話や学びを通じ、科学的予測の不確実性と世代間公平性の問題に取り組む過程で、参加者の地震に対する科学リテラシーや認識の変容を観察・記録する。それをアンケート調査やインタビュー分析と組み合わせることで定量的・定性的に分析し、不確実性を考慮しつつ将来世代にも配慮した、真に社会にとって望ましい持続的かつ長期的な災害対策を解明・提言することとしたい。

  • 大規模複合災害の教訓の継承と境界知の役割に関する研究

      本研究は、地震・津波災害、原子力災害、新型コロナ感染症、気候変動災害など、人間社会の持続性に対する多様な災害を対象として、「未来へ繋ぐ災害対策」のあり方を検討した。特に、災害対策における社会イノベーションを創り出すための科学と政治と社会の協働による「対話の場」=「学びの場」の形成とそうした「場」の形成における境界知の役割を、福島の原子力災害の復興や廃炉を事例に考察した。考察の結果、災害の教訓を継承し、未来へ繋ぐ災害対策を形成するための境界知(境界知作業者)には、「他者の靴を履く」能力としてのエンパシーと被害者に寄り添いつつ、物事を客観視する「2.5人称」の視点が必要なことを明らかにした。

     本研究は、福島復興や1F廃炉をめぐる問題をトランス・サイエンス的課題と定義し、ALPS処理水の海洋放出に対する社会的納得性の醸成の難しさ、福島イノベーション・コースト構想および国際教育研究拠点に対する社会的受容性の醸成の難しさについて考察した。復興政策や廃炉政策の経路依存性は強固なものがあり、既存の経路へのロックインを解除することは困難である。しかし、トランス・サイエンス的課題としての復興と廃炉に対して、「復興と廃炉の両立」を可能とする政策を形成し、政策への社会的納得性と社会的受容性を醸成するには、専門家と行政と住民による「対話の場」の形成と社会イノベーションの創出が不可欠であるとの結論を導出した。

     本研究は、地域間における社会イノベーションの波及メカニズムを「相互模倣による社会イノベーションの共進化プロセス」と仮定し、瀬戸内国際芸術祭と福島県浜通り地域における地域アートを調査した。調査の結果、福島県浜通り地域においては復興資金をベースとして多くの地域アートイベントが行われてきたが、全体をまとめるコンセプトや仕組みが欠落しおり、瀬戸内国際芸術祭のような相乗効果がなく、模倣プロセスが有効に機能しなかったことが分かった。福島県浜通りはトップダウンによる大規模芸術祭が難しい状況で、どのように有効なネットワーク構造を形成できるのかが問われている。

     本研究は当初計画では3年の研究期間を想定し、地域イノベーションと環境イノベーションを統合させた地域環境イノベーション・メカニズムの解明を目的としたものであった。その準備として、本特定課題では研究フレームの検討を行った。研究の結果、キーワードとして社会的受容性論に注目することとし、社会的受容性とは、新たな環境技術や環境政策が社会に受け入れられる条件や程度を示すものと定義した。こうした社会的受容性は、技術的影響評価である技術的受容性、社会政治的適応性である制度的受容性、経済性をみる市場的受容性、地域的適応性をみる地域的受容性、という4つの要素(独立変数)から構成されるとの研究フレームを設定した。

  • 原子力発電の安全規制と社会的能力に関する研究

     福島事故を契機に原子力に対する社会的規制のあり方が大きな学術的・社会的課題となっている。本研究は、社会科学における制度論アプローチにより、原子力発電の安全規制と社会的能力との関係を明らかにすることを目的とした。研究の結果、日本の原子力規制制度は、2012年の原子力規制委員会(NRA)の設置により、従来の原子力安全・保安院と原子力安全委員会という「ダブルチェック体制」の問題点が克服され、規制機関の独立性や透明性が確保されたと評価した。しかし、NRAの組織形態や、NRAが環境省の外局として位置づけられた点は、今後の検討課題であると評価した。また、リスク・コミュニケーションも今後の大きな課題であると評価した。

     2012年9月に発足した原子力規制委員会(NRA)の社会的評価を、主に独立性(政治的、行政的、人事・財政)と透明性(情報公開)という2つの基準から分析を行った。その結果、既存の原子力推進機構・行政からの独立性(行政的独立)は一応達成されたものの、環境省の外局としての位置づけには一定の懸念が残ると評価した。また、政治的独立性は確保されているが、人事的・財政的独立性には疑問が残ると評価した。透明性と言う点では、意思決定過程の情報開示、国会への報告義務、推進組織、事業者、政治家などとの交渉記録の作成と公開、委員の国会同意人事という4つの項目で評価し、全て基準を満たしていると評価した。 このように、現時点では、原子力安全規制については、原子力規制委員会(NRA)がやるべきことは、NRAとしてかなりの部分は良くやっていると評価出来る。もちろん、現在の日本的な段階的分節的な安全規制を、より総合的な包括的なリスク管理型安全規制に移行し、自発的環境イノベーションの誘因を組み込んだ制度デザインを構築するといった大変大きな課題や人材育成の問題は残っているので、しっかりとみていく必要がある。 しかし、NRA以外の国(政府、国会、司法)、地方自治体、企業・産業、大学・学会、マスコミ、市民社会が、広い意味での原子力リスク・ガバナンスのなかで果たすべき責任や役割は、現状では極めて不十分にしか果たされていないと考えられる。特に、原発立地地域の避難計画などの地域対策・オフサイト対策、市民や国際社会とのリスク・コミュニケーションのあり方、原子力をめぐる安全文化の構築などをめぐる垂直的・水平的なステークホルダー(社会的アクター)との関係性の整理・調整と恊働関係の構築といった課題は、課題としてもまだ十分に成熟した形で設定できていないし、当然ながら、こうした課題解決へ向けた社会的営為は今後の大きな宿題である。 もう一方の研究テーマである福島復興の状況については、ある意味で、原子力安全規制の問題よりも深刻な状況にある。地に足の着いた形で、なおかつ普遍的な価値をもった福島(「フクシマ」)復興モデルを、Resilience, Sustainability, Diversity, Innovationといった4本柱を中心に具体化することを検討してきた。その際、天災と人災の複合災害である福島原発事故を21世紀型災害の普遍的なケースとして把握し、こうした21世型災害を予防し、災害に抵抗力があり、持続可能な地域社会を「多様性を生かした地域イノベーション」によって構築し、そうした「フクシマ復興モデル」を点から面へと広げる制度改革・制度構築(社会イノベーション)のあり方を、その担い手(プレイヤー、アクター)のあり方も含めて構想している。

     本研究「社会的能力とガバナンスからみた震災復興計画の評価研究」は、福島原発事故にともなう災害復興に焦点を当て、社会的能力とリスク・ガバナンスいう観点から復興過程と今後の原子力安全規制のあり方を研究することを目的としている。その際、単に原子力災害復興だけでなく、今回の福島事故を引き起こした原子力安全規制の問題点や地域住民の原子力行政に関する認識や信頼が事故の前後でどのように変化しているかも含めた総合的な研究とするように計画した。  原子力リスク・ガバナンスについては、2011.3.11の福島原発事故以前の原子力関係者(政官財マスコミ)による原子力村構造から根本的に脱却し、今後はより開かれた透明性の確保されたアクターの関係性の中でガバナンスを形成する必要がある。そのためには、原子力規制委員会は社会的責任をはたし、国民の信頼を得ることが第一義的に重要である。この点では、活断層評価は開かれた議論を展開しており、一定の信頼回復に貢献したと評価しうる。第2のポイントは、被規制産業である電力産業の改革である。自ら高い安全基準の達成を目指して環境イノベーションを起こすような市場構造や産業組織にすることが重要である。福島事故の社会経済的要因の一つは、垂直型の地域独占制度による競争の欠如であった。先頃、政府は2015年頃をめどに発送電分離を含む電力改革と大幅な自由化を目指すとした方針を明らかにしたが、スピード感が欠如しており、このままでは旧態依然とした電力産業が存続する。有効な社会的規制と規制の社会的能力という観点からは、深刻な問題と評価される。第3のポイントは規制機関と市民社会・地域社会との関係である。この点はすでに述べたように、厳格で科学的な安全規制基準設定とその実施により、原子力規制への社会的信頼を回復することが重要である。また、SA(過酷事故)時の周辺地域避難計画の策定と防災・減災社会の形成も重要である。こうした市民社会・地域社会と規制機関との開かれた透明性のある関係形成にはまだまだ時間を要するものと考えられる。 リスク評価については、規制機関の能力と意図に基づく伝統的な信頼モデルと近年の主要価値類似性(SVS)理論に基づく方法を踏まえ、2013年1月13日に福島県いわき市において8名の被災者を対象とした予備インタビュー調査を実施し、震災前における伝統的モデルの適用可能性と震災後におけるSVSモデルの妥当性を検討した。現在、この予備調査を踏まえ、本調査を2013年度に実施する準備を進めている。

  • 社会的能力形成と制度変化アプローチによる地球持続性学の構築

     本研究計画は、経済史研究のD. North、コモンズ研究のE. Ostromや政治学のR. Putnam、O. Youngらの社会科学者における近年の制度研究の台頭に着目し、開発援助研究における能力構築論と社会科学における制度研究を突き合あせ、融合・進化させることにより、国際開発協力研究という観点から新たな地球持続性(グローバル・サステイナビリティ)学を構築することを目的としたものであった。 具体的には、能力構築の議論を制度研究と融合・進化させ、「社会的能力形成と制度変化」という視角から途上国の社会的能力や制度の現状と問題点を評価する方法を、社会的能力アセスメント手法(Social Capacity Assessment; SCA)として開発し、こうした社会的能力アセスメント手法によって途上国の社会的能力と制度変化を分析し、「社会的能力形成と制度変化」アプローチを国際開発協力政策へ具体化することにより、地球持続性学の構築を試みることとした。「社会的能力形成と制度変化」アプローチに基づく国際開発協力をめぐる研究成果は、国際開発協力からみた地球持続性学の展開といった学術的成果だけではなく、グローバル・サステイナビリティ社会の形成支援をめざす世界の国際開発協力政策に対しても大きく寄与するものと考えられる。 当初の研究実施期間の予定が3年であったところ、1年間の準備研究期間となったため、社会的能力の形成と制度変化の応用・適用対象として、東アジアにおける地域環境管理制度の構築を設定し、2010年9月の環境経済政策学会や2010年12月の国際開発学会の全国大会において、「環境管理能力の形成と制度変化」に関する企画セッションなどを開催し、研究成果を報告するとともに関連論文を発表した。 以上の取り組みから以下のような知見を得た。(1)個別社会や主権国家内の社会的能力アセスメントについては、筆者らの開発してきた3×3のアクター・ファクター・マトリックス分析表などの手法が有効である。(2)東アジアにおける地域環境制度などの複数の国家にまたがる社会的能力形成や制度構築については、Putnamの2レベル・ゲームの応用などが可能である。(3)グローバル化の進展の中で、国際機関・多国籍企業・国際NGOなどの国際的なアクターの動きが重要になってきており、こうした国際的アクターの活動基盤となる地域ネットワークの形成や社会的価値や規範の共有などが、地域における能力形成や協力変化にとって重要である。

     本研究・「持続可能な地球社会形成のためのガバナンスとジャーナリズムに関する研究」は、地球持続性研究の課題群から、ガバナンスとジャーナリズムという2つの課題に着目し、持続可能な地球社会形成の動態過程を考察することを目的とした。その際、本研究は、地球環境ガバナンスの形成のためには、重層的・多面的環境ガバナンスの研究と重層的・多面的アクター間の情報共有を促進するジャーナリズム研究を結びつけることが不可欠であるとの仮説に基づいた。そのため、本研究は、重層的多面的環境ガバナンスの理論的・実証的分析を主に環境経済学や環境政治学に基づいて行い、こうしたガバナンス形成にかかわるジャーナリズムのあり方を主として社会学をベースとしたジャーナリズム(マスコミ)研究として組織し、全体として学際的共同研究を行うことを目的としたものであった。 本研究計画は当初、5年間の研究期間を予定していたが、1年間の準備期間となったため、主に重層的・多面的ガバナンスの形成と発展に焦点を当てた、研究活動を行うこととした。また、共同研究者として、日本大学生物資源科学部・松本礼史准教授、滋賀大学環境総合研究センター・田中勝也准教授などが参加した。 2010年度の研究では、重層的・多面的ガバナンスの具体的な分析対象として東アジアにおける地域環境制度をとりあげ、こうした地域環境制度の形成と発展のメカニズムに焦点をあてた研究活動を行い、環境経済政策学会、ヨーロッパ環境政治学会、国際開発学会などにおいて研究報告を行うとともに、論文などを作成した。 以上の研究活動を通じて、以下のような知見を得た。(1)重層的・多面的環境ガバナンスとしての地域環境制度の分析を、制度論的アプローチにより行うことによって、東アジアの地域協力制度の経路依存性が1990年代前半の政治社会経済状況に大きく規定されていることがわかった。(2)東アジアの地域環境制度は、従来、弱い制度あるいは効果的ではない制度として把握されてきたが、こうした弱い制度が持続しているメカニズムの解明が重要である。(3)地域環境協力制度は、経済協力制度や政治的・安全保障協力制度などと相互関連性・相互規定性が強くあり、こうしたセクター間・機能間の制度間関係を分析することが今後の制度変化や制度発展を考える上で重要である。

    1. 研究の目的 本研究「社会的能力アプローチによるサステイナビリティ学の構想」は、人間活動の濃密に集約された空間構成体である「都市」を対象として、「持続可能な都市」の再検討を行うことにより、「サステイナビリティ(Sustainability、持続可能性)」とは何かを考察する。2. 研究の方法 サステイナビリティを単なる「到達目標(結果)」あるいは「均衡」として定義するのではなく、持続可能な都市を創出しようとする「過程(プロセス)」そのものから、サステイナビリティを明らかにすることを試みた。こうしたプロセスを解明するため、松岡らが研究開発してき社会的能力アセスメント(SCA)手法を都市研究に応用した。3. 研究の対象と実施 研究対象はコンパクト・シティ(持続可能都市、環境首都なども含む)を標榜する国内外の都市とし、海外都市などを対象とした文献調査と北九州市や広島市などへの現地調査を組み合わせて研究を実施した。4. 研究の成果 国内外のコンパクト・シティが果たして持続可能なものなのかどうかを、先行研究に依拠しつつ、人口密度と都市の自動車利用やエネルギー利用などとの相関関係から分析した。こうした研究から、従来のコンパクト・シティをめぐる研究には、大きく言って2つの欠点があり、その解決方法を考察した。 第1は、コンパクト・シティは、一般には人口密度と複合的土地利用で語られることが多いが、明確な定義がなく、国際比較研究が困難にしている。また、都市政策としてコンパクト・シティの形成を考えた時、各都市はそれぞれの都市の成り立ちに大きく依存しており(強い経路依存性)、都市の持続性にとってはこうした歴史性やどのようなプロセスで今後の都市形成をおこなうのか、が重要である。 第2は、コンパクト・シティとサステイナビリティとの関係は、国際的には負の相関性、弱い関係性、限定的な相関性しか観察されず、コンパクト・シティの持続性に関する証拠が乏しく、曖昧である点である。日本の都市は公共交通の発達により、例外的に人口密度の高さと自動車利用の低さが確認されたものの、こうした結果の一般化には慎重であるべきであろう。
