    This research examined situations surrounding and problems associated with conventional deterrence by denial. The study found difficulties of conventional deterrence of small scale conflicts stemming from asymmetry of interests at stake. The study suggested, in conflicts over territories of relatively low strategical value, there could be a phenomenon similar to a “stability-instability paradox” associated with a MAD (mutually assured destruction) situation. The study observed contradicting perceptions among the security policy community. Despite difficulties associated with deterrence, practitioners viewed deterrence as less costly and signals easy to communicate

  • Threat and Dependence: The Impact of Dependency on Threat Perception Formation

    This study examines how dependency influences threat perception formation. More precisely, the study asks whether or not dependency alleviates threat perception and if so by what mechanism. The study examined dependency and threat perception of dyads and found that threat perception was alleviated the most when there was interdependency. In cases where only one of the dyad is dependent on the other, threat perception of the dependent was restrained. This is contrary to the prediction of both liberalism and realism. In interdependence, countries devoted efforts to dampen differences or problems within the coalition. The behavior was moderated and criticisms were restrained. When security dependency decreases, member of the former coalition no longer restrain problems. The other member reacts to this change of behavior and voices criticisms and concerns. This, in turn, is perceived to indicate aggressive intentions, hence resulting in threat perception

  • A Study of Japanese Preference Formation in Foreign Policy

    This study, in an attempt to explore the mechanism through which people's attitudes toward foreign relations are formed in Japan, engaged in a series of monthly public opinion survey through web from October 2011 to September 2013, a type of survey that had never been conducted in Japan. Aggregate results of the survey from each month, together with a brief summary and commentary, were made available to the public promptly at the homepage of a research institute headed by the principal investigator. Some of the research results, especially the analyses of short-term changes of public opinion over important issues which attracted wide attention during the period of our investigation, such as TPP, leadership change in North Korea, and Senkaku/Takeshima incidents, have already been publicized in scholarly journals and presented at academic conferences and seminars in Japan and elsewhere.

    国際関係においてパワートランジションが覇権戦争に繋がるかどうかは重要な問いで、台頭国の不満が重要な要因だと指摘されている。しかし、不満が何によって生起するのかについては定説がない。本研究は、台頭国が既存の国際秩序に対して抱く不満（dissatisfaction）の源泉を明らかにする研究の基礎となる理論的枠組みを特定することを目指した。これまで、台頭国の不満については、パワーを主たる要因とする研究や、国際システムからの説明、名誉（prestige）やイデオロギー、文化の影響が指摘されている。不満形成に影響がある要因として、現状維持国との相互作用や、ナショナリズムがあることが明らかになった。

  • 韓国の脅威認識の謎ー安全保障依存と脅威認識の形成

    本研究は、安全保障上の依存関係が、脅威認識の形成にどのような影響を与えるかを検討するものである。その中で、とくに韓国の脅威認識の調査を対象にしている。日本と米国の対中脅威認識が１９９０年代初頭から顕在化したのに対し、韓国においては、同様の事象が観察されるかどうかを調査した。その結果、中国に地理的に近く、相対的な力においても弱い韓国においては、米国、日本よりも脅威認識が強いことが予想されるのにもかかわらず、そうではないことが観察された。しかし、顕在化していない脅威認識は韓国においても観察され、脅威認識が発生しなかったということよりも、抑制されたと推察される、結果が得られた。

  • 脅威認識の形成過程に関する考察：日本の冷戦後の対米、対中認識

    【調査・研究概要】　日本の冷戦後の対米、対中脅威認識について調べるために、今年度は、安全保障・防衛政策担当者などへのインタビューを実施し、１９９０年以降出版された雑誌等の論評を分析した。　とくに、１９９５年ごろまでの対中認識、対米認識がどのような原因によって変化し始めたか、また、対米認識と対中認識の連関などについて調べた。また、２０００年頃からいわゆる「中国脅威論」がなぜ顕著になったのか、について探った。【研究成果】　現段階での研究成果としては、まず、日本の対米認識の影響の大きさの確認が挙げられる。冷戦後、また、それ以前も含めて、日本の対外政策は、米国との関係を通して形成されて来た。冷戦後、日本は国際社会や近隣諸国との新しい関係を模索始める。その中で、米国は日本にとっての世界へのパスポートとして認識されるようになった。　２０００年以降の「中国脅威論」の台頭については、まだ、明確な答えは出ていない。引き続き、検討を進めるが、現段階のファインディングとしては、対米関係の健全化が挙げられる。１９９０年代半ばから日米同盟漂流を食い止める動きが政策担当者を中心に現れた。２０００年頃には、日米関係は同盟の再定義も終わり、緊密な関係を再構築するに至っている。それまで、日本政府は対米、対中両方を改善しようとしていた。つまり、選択肢を出来るだけ増やすような合理的な行動であった。しかし、米国との関係が改善したため、日本の対中認識が悪化したと考えれる。
