Profile

At Waseda University, Dr. Yasushi KATSUMA is Professor of International Studies Program in the Graduate School of Asia-Pacific Studies (GSAPS), while serving the University's Institute for Global Health as the Research Director. At the United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS), he is Academic Programme Advisor. At the National Center for Global Health & Medicine (NCGM), Japan, he is Director of the Department of Global Health Affairs & Governance in the Institute for Global Health Policy Research (iGHP). At Vietnam-Japan University (VJU) in Hanoi, he is Professor in the Master’s Program in Global Leadership.
Currently, he serves The BMJ in London as an International Advisory Board member and a Regional Advisory Board for Asia-Pacific member; the Japan Society for International Development (JASID) as a Director; the Japan Association for International Health (JAIH) as a Councilor.
Previously, he served the United Nations Development Programme (UNDP) as an Advisory Panel member of its Human Development Report; the World Health Organization Regional Office for the Western Pacific (WHO-WPRO) as an Advisor; the JASID as a Vice-President; and the Japan Association for United Nations Studies (JAUNS) as the Secretary-General and a Director.
Prior to the current positions, he worked for the United Nations Children’s Fund (UNICEF) in Mexico, Pakistan, Afghanistan and Tokyo. Before joining the United Nations, he worked as development consultant for Japan’s official development assistance (ODA) at the Engineering & Consulting Firms Association (ECFA), Japan, and conducted research in Bangladesh, the Philippines, Paraguay, Russian Far East and Thailand.
He received his Ph.D. (Development) from the College of Agricultural and Life Sciences, the University of Wisconsin-Madison; LL.M. & LL.B. from Osaka University; and B.A. from International Christian University, after working as a volunteer for a British project in Honduras and studying at the University of California-San Diego.
His areas of expertise are global health affairs and governance, human security, human development and child rights. Abstract

The aspiration of the Goal 3 of the Sustainable Development Goals (SDGs) to “ensure healthy lives and promote well-being for all at all ages” is derived from both the “right to health” norm in the field of international human rights and the “health for all (HFA)” goal in the field of international development. The principle of “Leave no one behind” in achieving the SDGs is logically endorsed both by the right to health and the HFA. First, communicable diseases have become perceived as a threat to “human security” in global health, and Japan started to use the concept in global health diplomacy to elevate the level of dialogues. Nevertheless, Ebola Virus Diseaseand COVID-19, not anticipated when the SDGs were adopted, now urge us to re-visit the needs to reform global health governance. Second, to promote universal health coverage (UHC), international partnership has been strengthened. In 2019, at the G20 Summit, Japan played an important role in promoting the UHC among the twenty members. This led to an expanded international commitment made at UN High-Level Meeting on UHC in the same year. It shows that global health has become an important agenda for diplomacy.

Today, universal health coverage (UHC) offers a policy framework important for the global movement towards the health for all (HFA). This paper reviews how the concept of UHC has gained momentum in relation to other relevant concepts such as the right to health, primary health care (PHC), the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs).

The right of everyone to the highest attainable standard of physical and mental health is an international legal norm giving legitimacy to HFA. The 1946 Constitution of the World Health Organization (WHO) states that “the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition” in its preamble. The right to health is again recognized as a human right in the 1966 International Covenant on Economic, Social and Cultural Rights. UHC contributes to the realization of the right to health, as it attempts to remove financial barriers to access to quality health care. It will be effective to take rights-based approach in promoting UHC so that the underlying determinants of health will be addressed and the states’ core minimum obligation can be stressed.

In 2015, UHC was included in the SDGs as Target 3.8, which helped creating global momentum. With the principle of “leave no one behind” of the SDGs, UHC can promote equity in health. On the other hand, PHC was not explicitly incorporated into the SDGs framework. The Astana Declaration of 2018 signified PHC as a cornerstone of a sustainable health system for UHC and health-related SDGs.

The UHC may also help reconcile the tension between the vertical approach to control infectious diseases for public health at the regional and global levels, and the horizontal approach to strengthen health systems for individuals and communities at the country level.

In the 2030 Agenda for Sustainable Development adopted at the United Nations in 2015, technical and vocational education and training (TVET) is expected to contribute to achieving multiple Sustainable Development Goals (SDGs). First, from the perspective of education policy, it will help “ensure inclusive and quality education for all and promote lifelong learning” (Goal 4). Second, from the perspective of industrial policy, it will “promote inclusive and sustainable economic growth, employment and decent work for all” (Goal 8). In addition, promoting economic participation of low-income people, including women, will help “end poverty in all its forms everywhere (Goal 1) and “achieve gender equality and empower all women and girls” (Goal 5).
In promoting TVET, gender disparities in economic participation, and the consequent income poverty among women are serious concerns to be addressed. In light of one of the principles of the SDGs “No one will be left behind,” it is important to be reminded of the gender dimension of TVET.
Behind the gender disparities in the labor market, there are occupational stereotypes in the society, in addition to the gender biases held by employers. On the other hand, women who seek employment opportunities often lack academic qualifi cations as well as technical and vocational skills, giving a rise to the interest in TVET for girls. However, there are cases in which TVET is restrictive to girls.
In Pakistan, government TVET colleges are generally segregated for boys and girls. Traditionally, it is discouraged for male and female adolescents to study in the same classroom. Men’s TVET colleges offer boys technical education in areas where traditionally considered men’s jobs such as engineering, while women’s TVET colleges offer girls technical education in areas where traditionally considered women’s jobs such as tailoring. This segregation in TVET has maintained and strengthened the gender stereotypes in the labor market, discouraging women to economically participate in certain business sectors. The current challenge is how to secure women equal access to quality TVET and promote women’s equal participation in economic activities.
The Government College of Technology at the Rail Road (GCT-RR) in Lahore, established by the Government of the Punjab, is basically a men’s TVET college. However, in 2010, its Department of Architecture started to accept female students. It has become the first co-education program at the Diploma level in Pakistan. It is signifi cant as a case to challenge the gender stereotypes in TVET.
There are a few factors that brought about this historical change. First, Japan International Cooperation Agency (JICA), as a third party, made a proposal for co-education, based on the needs assessment of the architectural design offices that had been open to female designers. Second, the JICA expert in architecture negotiated with the offi cials of the Technical Education and Vocational Training Authority (TEVTA) of the Government of the Punjab, and the managers of GCTRR sincerely and patiently. Third, JICA supported the construction of a lounge and toilets exclusively for girls in the Department of Architecture, as necessary facilities for the parents to send their daughters to GCT-RR. In addition, female teachers have been recruited for the fi rst time at the GCT-RR, allowing them to become role models for female students and enhancing confidence among their parents.
The transformation of the GCT-RR’s Department of Architecture from boys’ program to co-education program in 2010 is considered as a successful case to remove obstacles for girls to have access to quality TVET in architecture. Nevertheless, there are still outstanding issues that need to be addressed in order to increase the number of female students in the GCT-RR’s Department of Architecture. First, many parents, particularly fathers, are still reluctant to send their daughters to career-oriented technical colleges. In some cases, fathers send their daughters to secondary school just for the purpose of getting a credential for their better arranged marriage. Information sharing and education are also important for the parents so that their daughters career planning will be more respected. In this respect, the efforts to organize “open school” days for prospective students and their parents have been effective, allowing the fathers to come to the GCT-RR and become familiar with the curriculum and the facilities. Second, some parents are expressing their concerns over the safety of their daughters while commuting to the GCT-RR. Some private TVET colleges run their own school buses for pick-up and drop-off of their students, but government TVET colleges, including the GCT-RR, will not be able to secure budget for such operation. Therefore, it is important to improve the public bus transportation system in Lahore that is currently overcrowded and unreliable.
As the TVET sector reform is progressing in Pakistan, this case may be of a great interest for policy dialogues at the National Vocational and Technical Training Commission (NAVTTC) that is in charge of the public TVET in the country. It is hoped that the feasibility of replicating this case in other areas of technical education will be discussed at the NAVTTC in order to promote coeducation for the purpose of securing equal access to quality TVET for girls, contributing to reducing income poverty among women.

　View Summary

In today's highly globalised world, protecting human security is a core challenge for political leaders who are simultaneously dealing with terrorism, refugee and migration crises, disease epidemics, and climate change. Promoting universal health coverage (UHC) will help prevent another disease outbreak similar to the recent Ebola outbreak in west Africa, and create robust health systems, capable of withstanding future shocks. Robust health systems, in turn, are the prerequisites for achieving UHC. We propose three areas for global health action by the G7 countries at their meeting in Japan in May, 2016, to protect human security around the world: restructuring of the global health architecture so that it enables preparedness and responses to health emergencies; development of platforms to share best practices and harness shared learning about the resilience and sustainability of health systems; and strengthening of coordination and financing for research and development and system innovations for global health security. Rather than creating new funding or organisations, global leaders should reorganise current financing structures and institutions so that they work more effectively and efficiently. By making smart investments, countries will improve their capacity to monitor, track, review, and assess health system performance and accountability, and thereby be better prepared for future global health shocks.

HIV/AIDS is affecting both the supply of education and the demand for education, weakening the education system in the world, particularly in Sub-Saharan Africa. At the same time, it is increasingly recognized that education can and should play a major role in HIV prevention. In this context, in 2004, the “Global Initiative on HIV/AIDS and Education” was launched by the cosponsoring UN organizations of UNAIDS (Joint United Nations Programme on HIV/AIDS), including UNICEF, UNESCO and WHO. In promoting this Initiative, the international community should take advantage of the existing global policy frameworks, including the “FRESH (Focusing Resources on Effective School Health)” approach launched at the 2000 World Education Forum in Dakar, where life skills-based health education is one of the four pillars. Another existing international consensus is the booklet called “Facts for Life” that was first published by UNICEF, WHO and UNESCO in 1993, and is now globally circulated in 215 languages. Nevertheless, in order to implement these global policies at the local level, the partnerships need to be built between the education sector and the health sector, as well as between teachers and health workers in the countries. Some recent developments in Kenya will be briefly introduced to illustrate the challenges in providing gender-sensitive life skills-based health education for primary school children and out-of- school children.

The Ebola epidemic in 2014 in Western African countries had complex risks which led to unprecedented number of deaths. From the detailed analysis of this case, our study identified following challenges for global health governance - (1) lack of preparedness for health emergency, (2) insufficient coordination mechanism within/among the international organizations, (3) lack of money to be rapidly disbursed. Having recognized the governance deficits, many improvements were being made with WHO at the core, for instance, many countries underwent JEE to enhance reporting of IHR (2005), SOP was agreed between the humanitarian (IASC/UNOCHA) and health (WHO) communities in responding to health emergency, and WHE (WHO health emergency program) and mechanism such as CFE and PEF to provide money in health emergency were established. However, our study also found remaining governance issues including issues at national level.

The rise of China and India is the crucial issue in the Asia-Pacific region. Is peaceful rise of China and India possible? How would other Asian states cope with this new situation? This study has challenged to analyze this by bridging the fields of International Politics, Comparative Politics and Asian Studies.
Two international symposiums were held: “Emerging New Asian Order? China’s Rise and Power Shift in the Asia-Pacific Region”(June 2015, ICAS9, Australia) and “Globalization and Civil Society in East Asia” (March 2017, Rikkyo U). Based on the latter, a new book will be edited and published in 2018.

The perspective of "human security of children" is useful in approaching vulnerable children facing multiple threats of violence, poverty and social exclusion. First, based on children's rights, children as rights-holders should be empowered so that they can claim their deprived rights, and the government of the signatory countries of the Convention of the Rights of the Child (CRC) needs to build its capacities as a duty-bearer to domestically implement the CRC. Second, towards "freedom from fear," children should be protected from violence to achieve peace, guided by the Optional Protocols of the CRC. Third, towards "freedom from want," the Sustainable Development Goals (SDGs) need to be achieved so that children can get out of poverty. Fourth, for "human security of children," it is important to create inclusive society, in which all children will be able to enjoy their right to live in freedom and dignity.

The main finding of this research is the growing importance of global and regional level governance of education, in which policy decision was traditionally made only in the national level, reflecting rapid political, economic, and social globalization. This research provided some implications for the actual practice and policy processes of international exchange, cooperation and linkage of education in Japan and the international society through various settings of international conferences and publications.

「子どもの安全保障」研究ー開発・平和・人権を統合する学際的アプローチ

研究成果として、第１に、ASEANにおける域内相互承認（Mutual Recognition Arrangement：MRA）を通じた保健医療人材の流動性の高まりについて、ASEAN事務局の立場を理解することができた。ASEANにおいては、経済統合の課題として、各国における専門職の資格について、他のASEAN諸国においても相互承認し、高度人材の域内流動性を高めようとしている。ASEAN事務局において、保健課は保健医療分野のMRAに直接的に関与している訳ではないが、保健医療人材の資格について域内格差が存在しており、カンボジア・ラオス・ミャンマー・ベトナム（CLMV）の制度を引き上げることに関心をもっている。第２に、ASEANは、WHO-WPROとWHO-SEAROの両地域事務所と連携しながら、CLMVの保健医療人材育成制度のASEAN水準への引き上げを期待している。しかし、ASEANとWHO地域事務所との役割分担については十分に議論されているとは言えないことも明らかになった。
武力紛争の影響下にある子どもの安全保障

　本研究では、武力紛争の影響下にある子どもに焦点を絞り、「子どもの安全保障」学（child security studies）の構築を進めた。これまでの「人間の安全保障（human security）」をめぐる政策的および理論的な発展を踏まえたうえで、平和・人権・開発という三つの領域を統合的にとらえる学際的なアプローチを用い、武力紛争の影響下にある子どもの安全という課題を分析するためのモデルを試案した。そして、そのモデルの有効性を実証的に検討するために、紛争後の復興期にあるネパールにおいてフィールド調査をおこなった。　研究成果の一部は、以下のとおりである。勝間靖（2016）「15章：国際協力における子どもを考える」内海成治編著『新版　国際協力論を学ぶ人のために』世界思想社、pp.334-352 (416)．[ISBN: 978-4-7907-1674-7]．
感染症対策をめぐるグローバルヘルス・ガバナンス～エボラ出血熱への対応を事例として

　2014年、エボラ出血熱は、西アフリカで多くの命を奪った。2016年1月までに、2万8千人以上の感染者、1万1千人以上の死亡者を出さなくてはならなかったのは、なぜか？この疑問へ回答するため、2015年度、ニューヨークで国連に、ジュネーブで世界保健機関（WHO）や国境なき医師団に、ギニアの首都コナクリで回復者・医療従事者・政府・NGO・国連機関にインタビューを実施した。　本研究では、まず、西アフリカにおける感染拡大とそれへの対応の経緯を振り返った。そして、①なぜWHOは「国際的に懸念される公衆衛生上の緊急事態（Public Health Emergency of International Concern: PHEIC）」を宣言するのに遅れたか？、②なぜ国連事務総長は国連エボラ緊急対応ミッション（UN Mission for Ebola Emergency Response: UNMEER）を設置しなくてはならなかったのか？、という二つの研究問題に答えた。そのうえで、ギニアの事例から得られる教訓をもとに、グローバルヘルス・ガバナンスを改善するため、いくつかの提案をおこなった。　主な研究成果は、以下の論文として刊行された。Yasushi Katsuma (2017). 2015年6月に国際保健医療学会の東日本地方会に、2016年2月に国際保健医療学会の西日本地方会に参加し、意見交換を行った。また、2015年11 月にジュネーブにあるGraduate Institute of International and Development Studiesに招かれ、Global Health Think Tanks and Academic Institutionsに関する国際会議において、発表を行った。研究成果物の一つとして、”Global Health Governance: Analysis and Lessons Learned from the Ebola Virus Disease Outbreak and the Identification of Future Response Options (Summary)”（共著）を公開している。今後は、国際的な学術ジャーナルでの掲載を目指して投稿する予定である。

　5歳未満の子どもの死因の多くは、予防可能な疾病である。肺炎を含む呼吸器系の感染症（29%）、下痢症（17%）、マラリア（8%）、はしか（4%）、母子感染によるエイズ（3%）が主な疾病であるが、すべての死の半分において低栄養も要因となっている。工業国では予防されている疾病が、途上国においては未だに猛威を振るっている。とくにアフリカにおいてはマラリアが第1の死因となっている。マラリアによって、世界の107の国や領土に住む32億人もの人びとが危険にさらされている。また、地球温暖化によって、最大で4億人が新たにマラリアの危機に直面するという。こうした感染症は、人間の安全を脅かしている。　マラリアは、貧困の結果であると同時に、貧困の原因でもある。アフリカはマラリアによって毎年120億米ドルの国内総生産を損失していると推定される。また、マラリア患者をもつ世帯は、限られた所得から治療費を捻出しなくてはならず、貧しさから抜け出すことが難しい。さらに、マラリアで苦しむ子どもは、学習に集中できず、教育を受ける機会を失う傾向にある。その結果、貧困が次世代へと引き継がれ、悪循環が起こる。　2000年の国連総会で『国連ミレニアム宣言』が採択された。2015年までに国際社会が達成すべき「ミレニアム開発目標（MDGs）」が設定された。具体的には、「極度の貧困と飢餓の軽減」「初等教育の完全普及」「ジェンダー平等と女性の地位向上」「乳幼児死亡の削減」「妊産婦の健康の改善」「HIV／エイズ、マラリアなどの疾病の蔓延防止」などである。2008年は、MDGsの達成年限である2015年に至る中間年でもある。日本は、第4回アフリカ開発会議（5月）と北海道洞爺湖G8サミット（7月）の開催国として、「人間の安全保障」の視点からグローバル・ヘルスの国際政策形成に貢献した。その結果、『国際保健に関する洞爺湖行動指針』においては、1億張りの蚊帳の供与が掲げられた。　MDGsへ向けてすぐに結果を出せる行動の一つとして、子どもへの蚊帳の配布を挙げられる。途上国の現場における実際の配布では、NGOなどによって社会的マーケティングの手法が使われることが多い。こうしたなか、民間企業の技術革新によって、長期残効殺虫蚊帳と呼ばれる新しい蚊帳が開発された。これは、高い殺虫効果が5年持続する蚊帳である。WHOが最初に承認したのは、（株）住友化学が開発した「オリセット」と呼ばれる蚊帳である。この生産量が増え、単価が下がり、アフリカの一般の人びとが入手可能になることが期待される。しかし現時点では、市場が十分に形成されていないため、途上国による努力に加えて、ユニセフのような国際機関による調達が必要である。また、そのためには工業国からの資金協力も不可欠である。蚊帳の技術革新と普及においては、産官民パートナーシップが求められているが、そのためには学際的な研究が重要だと考えている。

　「ミレニアム開発目標」の目標1のうち、極度の貧困（1日あたり1ドル未満）で生活する人口比率は、3分の1（1990年）から5分の1（2004年）へと低下しており、2015年までの目標の達成が見込まれる。しかし、サブサハラ・アフリカを見ると、46.8％（1990年）から41.1％（2004年）までしか減少しておらず、2015年までの半減は困難だと言われている。また、目標2の初等教育における就学率は、途上国全体では80％（1991年）から88％（2005年）へと上がっている。サブサハラ・アフリカだけを見ても、54％（1991年）から70％（2005年）へと比較的順調に上昇しているが、それでもこのままのペースでは初等教育の完全普及は難しい。このように、サブサハラ・アフリカでの「ミレニアム開発目標」の達成の難しさがデータで示されている。　本研究では、とくに国際保健の分野に注目したが、やはり、そこでもサブサハラ・アフリカにおける課題が見えてくる。目標4については、5歳未満児の死亡率は世界的に減少傾向にある。出生1,000人あたりの5歳未満児の死亡を見ると、1990年に106人だったのが、2005年には83人へと減っている。しかし、サブサハラ・アフリカでは、出生1,000人あたり166人と依然として高い数値を示している。多くは予防可能な疾病によるものであるが、とくにアフリカにおいてはマラリアが第1の死因となっていることは注目される。　目標6のターゲットの1つがマラリアに関するものである。また「ミレニアム開発目標」に加えて、アフリカの政府首脳によるイニシアティブとして『アブジャ宣言』（2000年）がある。ここでは、2005年までに妊産婦と5歳未満児への殺虫処理済みの蚊帳の普及率を60％まで上昇させることがターゲットとされたが、達成した国はわずか（マラウィ、ザンビアなど）であった。サブサハラ・アフリカ全体において、殺虫処理済み蚊帳の下で寝ている5歳未満児の比率は5％でしかなく、従って、2010年までの目標値である80％の達成は困難だと考えられている。目標6のもう1つのターゲットは、HIV／エイズに関するものである。国連合同エイズ計画（UNAIDS）と世界保健機関（WHO）の報告書は、最近になって数値を下方修正したが、それでも、エイズによって命を失う人びとの数は、2007年に世界全体で210万人であった。そのうちの210万人はサブサハラ・アフリカであった。HIVとともに生きる人びとは、3,320万人（2007年）で、サブサハラ・アフリカだけで2,250万人（2007年）を占めた。2007年の新たなHIV感染者は、世界全体で210万人であったが、そのうち160万人がサブサハラ・アフリカであった。　本研究では、子どもの健康と教育の視点から、サブサハラ・アフリカにおいて何を優先すべきかについて、マラリアとHIV／エイズを中心に議論した。とくに、マラリア予防のための蚊帳の普及と、HIV感染予防のための健康教育を取り上げた。そして、両者に共通して必要とされる戦略として、パートナーシップを重視すべきことを論じた。

「万人のための教育（Education for All: EFA）」世界会議が1990年にタイのジョムティエンで開催されて以来、基礎教育の拡充は国際的に重要な目標となった。EFAに取り組むうえでの分野横断的な課題の一つとして、健康教育とライフスキル（生活技能）の普及がある。EFAの達成にとって、健康の課題を避けて通ることはできない。それは、子どもの教育と健康との間には密接な関係があるからである。このことは、例えばHIV/エイズの広がりによって教育システムそのものが崩壊しつつある地域があることからも明らかであろう。しかしながら、これまで十分に取り組まれてきたとは言い難い。教育と健康の両者を、それぞれ別分野の課題として扱う傾向があり、分野横断的に捉えようとしてこなかったことが原因の一つではないかと思われる。以上のような背景から、本研究においては、健康教育という課題を中心に取り上げながら、教育と健康に関するグローバルな課題におけるライフスキルの意義に注目した。「世界教育フォーラム」が2000年にセネガルのダカールで開催されたが、そこで採択された『ダカール行動枠組み』においては、ライフスキルの普及が明示的に謳われた。子どもの教育と健康との関連性については長らく指摘されてきたが、それでは健康教育がどのように行われるべきかについては十分に議論されてこなかった。また、ライフスキルについても、その概念についてさえ、はっきりとした合意があるとは言えない。　研究成果としては、HIV/エイズに焦点を絞りながら、教育と健康をめぐって行われてきたこれまでの議論を整理した。まず、EFAを脅かすものとして、HIV/エイズを中心とした疾病の問題をあげた。例えば、具体的には、HIVに感染した教員が、教育の現場から離れざるを得ない事態が生じている。また同時に、HIV/エイズの影響を受けた子どもが、教育を受ける権利が収奪されている点についても指摘した。そして、次に、学校保健についての国際的なアプローチと、そこにおける健康教育の位置づけについて説明した。さらに、HIV/エイズに関連した健康教育のあり方について整理した。健康教育の内容と方法について、ライフスキルを重視した視点から見た。そして、最後に、2000年のミレニアム・サミットと国連特別総会において採択された『国連ミレニアム宣言』と、それに派生する「ミレニアム開発目標」の達成を国際社会が目指す中で、国際教育の目標と国際保健の目標との双方を繋ぐ概念として、EFAの議論の中から発展してきたライフスキルが重要な役割を果たすことを論じた。
「人間の安全保障」論における人権・人道問題と国際開発課題への統合的なアプローチに関する研究

　本研究では、まず、開発の理論と実践において人権が注目されるようになった理由を、三つの視角から解明した。第1に、社会開発が重視されるようになり、基礎的な社会サービスへのアクセスこそが国際社会が達成すべきミレニアム開発目標だとされるようになった。第2に、国際法の分野において、「発展の権利」が近年に再び注目を浴び、その法理論を開発の政策と実践へ結びつける動きがある。そして、第3に、国連システム改革の文脈のなかで、開発において人権を主流化させる機運が高まっている。これらの三つの視角は、いわば国際開発論、国際人権論、国連改革論という異なる分野から、社会開発と人権との関係を見る視角だと言い換えることもできる。そして、それぞれに人権アプローチを採ろうとする。以上のような三つの視角から見ると、人権アプローチは、何らかの付加価値がある新しい知見をもたらそうとしているのだろうか？本研究では、以下の4点から、人権アプローチは私たちに何らかのパラダイム転換を迫っていることを示した。（１）「発展の権利」による社会開発と人権との結合「発展の権利」は、自由権的人権と社会権的人権とを統合する包括的な人権アプローチである。そこでは、発展または開発とは人権そのものと捉えられる。つまり、社会開発には国際的に普遍性のある規範が付与されるようになった。その考え方が開発政策の形で具体化されたものとして、『国連ミレニアム宣言』とミレニアム開発目標とを位置づけていいのではないか。（２）国連開発における人権の主流化グローバルなレベルでは国連開発グループを通して、それぞれの途上国においては国連開発援助枠組みというメカニズムを通して、開発における人権の主流化が進展している。その過程において、国連人権高等弁務官が重要な役割を果たしてきた。人権を侵害するような開発は論外なのは当然であるが、さらに踏み込んで、人権を実現するための手段として開発を捉える考え方が強くなってきた。（３）基礎的社会サービスへの権利　vs　ニーズ人権アプローチにおいては、基本ニーズ・アプローチと違い、子どもの生存・発達・参加などを権利として捉えたうえで、その権利の実現について義務を負う主体を想定している。そこでの考え方は、ニーズは満たされるものであるが、権利は普遍的に実現されるべき、というものである。その結果、「非差別」の原則からみて、格差を拡大するような開発協力は許容されないと同時に、最も脆弱な人びとのエンパワーメントを目指した支援を優先させなければならない。（４）人間の安全保障これまで国家が自国の国民の安全を保障するという考え方が主流であった。しかし、グローバル化する子どもの性的搾取の問題や、ルワンダにおけるジェノサイドなど、国家安全保障の考え方では対応できない事象が多く認識されるようになってきた。こうした潮流において主張されるようになってきたのが「人間の安全保障」という考え方であり、国家が安全を保障できない場合には、国際社会がエンパワーメントと保護の観点から対応するように迫っている。その際、社会的「弱者」の保護へ向けての人道支援のほか、人権アプローチが有力な視点の一つとして浮上してくる。
