  • Smart Government using Digital Twin in Japan

    This paper summarizes the lessons learned from the case studies of Digital Twin in Japan on building an AI government and smarter city for a resilient society. This paper suggests that Indonesia had better work with Japan toward the establishing smarter AI digital government utilizing DX technology such as AI. As for the aging society issues that Japan is facing with, similar issues will occur in Indonesia in the future. As for digital strategy in Indonesia, it is meaningful to introduce Digital Twin based upon our research on successful case studies.

    The diffusion rate of car navigation system, one of accessible ITS devices, has already reached 45.7% (e.g. (1)) in Japan, while it still stays at 11.3% (e.g. (2)) in the world. The diffusion rate, however, is expected to increase up to 27.7% by 2012(e.g. (2)) with the expansion and wide adoption of the technology in the world. At the same time, there are no previous studies forecasting the regions where the car navigation system would become widespread. In this study, therefore, we would like to find out the necessary conditions for diffusion of car navigation systems by comparing the diffusion rates of car navigation system, the total road length, the number of registered cars, and the average income in each prefecture in Japan. In addition, by looking at the region with the effective use of car navigation system or with specific needs for the use of car navigation system, we would like to draw recommendations for improvement of efficiency of urban traffic all over the world.

    Government involves fundamental transformation of public administration processes to ensure efficient government management by improvement of interactions with business, citizens and within the government agencies. Such transformation is very challenging and requires effective management and leadership skills that would facilitate organizational, social, economic, and political innovations. This paper discusses a change in benchmarking which occurs in response to the new challenges of e-government implementation. It highlights the results of the 2010 World e-Government ranking conducted by Waseda University and analyses the emergent trends of e-government development in the world such as government 2.0 and innovative leadership. Evolving competencies for success as a GCIO are shown using a case of e-government implementation in Japan and major surveyed countries. © 2010 ACM.

    Our lives have become more convenient than before due to the advanced technology. We are blessed by the benefits of the information society. New industry has been developed by open data. Promotion of e-Government leads to cost reduction by utilizing cloud computing. On the other hand, by evolution of the information society, we expose ourselves to the threat of viruses and cyber-attack. Under these circumstances, CIOs are responsible for various competencies such as ICT strategies for e-Government, risk management, information assurance and cyber security, ICT budget, ICT investment and compliance. This paper analyzes the new trend of CIO's functions in the aspect of CIO Core Competencies. CIO Core Competencies were identified in the US in 1996. This paper prioritizes CIO Core Competencies and finds that there is a gap between the Core Competencies and real roles of CIOs. As a result CIOs do not play an effective role in their organizations. The methodology of this paper is data analysis of surveys done in 2006, 2009, 2012 and 2014. The 2014 survey on the preferred Core Competencies was conducted in cooperation with George Mason University (GMU) in the US, one of the 6 CIO universities certified by the US Federal Government.

    There are a lot of kinds of disasters such as earthquake, Typhoons, Cyber Terrorism not only in Japan but also worldwide. How should we reduce these damages by CIOs both in private and public sectors? BCP is one of the necessary, indispensable solutions to protect the business and government from the damage of disasters Moreover, the main discourse was brought together by thinking about the importance of CIO (Chief Information Officer) that plays an important role of BCP (Business Continuity Planning). In this paper, the objective is to find an effective solution on the role of GCIO for BCP in the Knowledge Society by analyzing the Case study of Japanese GCIO.
