    In response to growing criticism that Japanese do not have sufficient communicative skills in English, the Japanese government proposed a five-year "Action Plan to Cultivate Japanese with English Abilities" in 2003. This paper examines the context and content of this plan as well as the initial reactions to it in various educational settings. The Action Plan itself reflects a number of conflicting ideological orientations, including: (1) whether Japan should pursue a policy of multilingualism or one favoring the spread of English
    (2) whether Japan should emphasize international understanding or simply English education
    and (3) promoting egalitarianism versus allowing for individualized education. Despite the challenges that these conflicting goals present, the Action Plan gives greater autonomy to teachers and local governments and thus may improve English education by enabling them to become active participants in the development of language education policies rather than simply being passive consumers of such policies. © Springer 2005.

    本研究は17K03028（課題番号）に続く研究内容を扱うものである。本研究の目的は、アジア非英語圏（日本を含む）で増加しつつあるEMI(English Medium Instruction、英語を媒介とする授業)に焦点をあて、（１）日本人学生と外国人学生の英語および現地語の言語習得やコミュニケーション活動の実態を把握し、また（２）EMIプログラム卒業生への調査を実施することによって、仕事で求められている言語使用とカリキュラムとの連関を分析し、言語教育への政策提言を行うことである。本年度についても、コロナ禍の影響によりフィールドワークがすべて中止され、その代替手段としてZoom等を利用したオンラインでのインタビューを行った。昨年度収録した録音 データの文字化、ディスコース分析、録画データのコンテント分析に加え、過去のデータの整理、分析も行った。その中間結果については、AILA, Sociolinguistics Symposium等で学会発表を行った。また、SAGE出版発刊予定（2022年）のLanguage Policy and Planning in Asiaの編集、執筆を行った。次年度は新型コロナウイルス影響により、複数の国際学会がオンラインで開催される見通しであるが、データ分析、ELF13(台湾)に向けたデータ収集、分析も継続する予定である。なお、本特定課題（基礎助成）研究は、科研（基盤（ｃ）、研究代表者飯野公一）および科研（基盤（Ｂ）、研究代表者村田久美子）と関連を持ち実施された。

    2021年度は、調査事例として予定していた国フェス（日本のタイフェスティバルおよびタイの日本博など）が新型コロナウイルス感染症対策のため、首都圏を中心に延期や中止となった。徐々に再開の兆しが見られるものの、移動制限や感染リスクを考慮した際、実地調査は困難な状況が続いている。
    そこで、2021年度は過去の催事のアーカイブを通読し、現在にいたる沿革や開催の経緯を整理した。特に公式HPに注目し、タイフェスティバル東京と日本博inバンコクの登壇者の紹介文のコーパスおよび非言語のシンボルの比較を行った。両催事は互いに似通った枠組みを備えているが、それぞれが基底にもつディスコースは催事が開催されることになった当初の目的と国家イメージに関連していることが見出された。その知見の一部は社会言語学の国際学会（Sociolinguistic Symposium)で発表し、参加者からのフィードバックを得た。
    さらに、デジタルエスノグラフィの手法を取り入れながら、オンラインのタイフェスティバルの観察を実施した。デジタル場での言語選択、言語と非言語の記号の関連、相互作用の分析に取り組んでいるところである。オンラインフェスティバルは対面でのフェスティバルの再開を視野に入れつつデジタルならではの試みを取り入れている。そうした経験が今後の対面フェスティバルをどう変えていくかはひき続き注目していくべき点である。
    また、実地調査の開始に備え、具体的な研究計画書を作成した上で人を対象とする研究倫理委員会の審査を受け、研究実施許可を得た。タイフェスティバルに限定せず、ラオスフェスティバル（オンライン）や日韓交流おまつり（オンライン）、ベトナムフェスティバル（実地）で参与観察やパフォーミングアーティストへのヒアリング等の調査を実施した。知見の一部は国内学会と国際学会で発表した。
    関連する文献の精読に断続的に取り組んでいる。

Jenkins, サザンプトン大学、A. Mauranen, ヘルシンキ大学）に向けたデータ収集、分析も継続する予定である。なお、本特定課題（基礎助成）研究は、科研（基盤（ｃ）、研究代表者飯野公一）および科研（基盤（Ｂ）、研究代表者村田久美子）と関連を持ち実施された。2020年2月のシンガポールでのデータ収集まではおおむね順調に進展していたものの、その後の新型コロナウイルスの拡大により、タイおよび台湾でのデータ収集がキャンセルとなってしまった。次年度については渡航が再開されるかどうか不明であるため、オンライン等で可能なかぎり調査を進める予定である。2020年度については、新型コロナウイルスの拡大状況下、当初の予定どおり調査を遂行することに制限が課せられる可能性が大きい。国内、海外での現地調査が当面不可能となっているほか、研究発表を予定していた海外、国内での学会発表がすべてキャンセルとなってしまった。研究期間の一年延期も視野に入れる予定である

The ELF use in academic settings is explored in EMI (English-medium instruction) settings, where it is found students from various linguacultural backgrounds communicate effectively, deploying multilingual resources in their communication. The research has also explicated changes and differences in students’ attitudes towards ELF communication. The investigation into business settings has revealed business people are keenly aware of the diversity of ELF use and communication, which is made even clearer through interviews of business people in Asian business settings, where the use of ELF, the local language and the corporate language is intertwined in a complex and multilayered manner

    （国際理解能力測定尺度作成）本研究の目的である「非英語圏への留学経験が国際理解に与える影響」を調査するために、留学の前と後に国際理解能力を測定するための尺度を作成した。「国際理解能力測定」のための質問項目として「英語について(EN)」、「英語以外の外国語の学習意欲(FL)」、「他国文化理解・関心(CU)」、「世界連帯意識の育成(WS)」、「異文化コミュニケーションに対する態度(CA)」の５つの要素に分けられた各10問の質問を作成した。
    （パイロットスタディ）「国際理解能力測定」(Ver.0.1)を、勤務校のオンライン学習支援システムCourseN@vi上に移植し、平成25年度夏期短期留学プログラム参加者446人に試験運用した。その結果を踏まえて修正・追加した内容のアンケート調査プログラムを平成25年度（平成26年2～3月実施）春期短期留学プログラム参加学生292人に対して実施した。
    （留学ポートフォリオ設計）本研究では、「国際理解能力」のほかに、英語能力試験のスコア、英語以外の外国語の資格等取得状況、海外留学の経歴などのデータも使って、留学経験と語学習得および国際理解の関係を調査・分析しようとしている。そこで「国際理解能力」の指標以外のデータは、勤務校で現在構築中の「留学ポートフォリオ」を使ってデータ収集する準備を行っている。「留学ポートフォリオ」は、勤務校のすべての学生の個々の海外留学経験の記録をポートフォリオとして記録するシステムである。本研究は、勤務校の「留学ポートフォリオ」構築担当者と協力しながら、平成25年度は同システムに含める情報・項目の検討を行い、「留学ポートフォリオ」を設計した。このシステムの稼働により、来年度からは、「留学ポートフォリオ」から個々の学生の海外旅行経験、留学経験、英語能力試験のスコア、英語以外の外国語の資格等取得状況も収集する予定である。

    In 2003, English was introduced as the medium of instruction for Science and Mathematics at all levels in Malaysia. The research presented here investigated this recent change, and examined issues that teachers and students are currently facing due to this change. Former Prime Minister Mahathir announced a new language policy in 2002 calling for a switch to English in order to improve the nation's competitiveness in the globalized world. This sudden top-down decision triggered various arguments among language planners regarding the importance of education in native languages and the erosion of the status of Malay, as well as its potentially positive effect for the nation's unity and potential merits for social and economic advancement. The policy change reflected the complexity of Malaysia's multiethnic and multilingual society. Unlike old policies introduced among Asian nations upon their independence, selecting an official language(s) as a tool for nation building, the policy change in 2003 is strongly motivated by pragmatic needs as a result of globalization of the world economy over the past few decades and the rapid advancement of technology, such as information technology and advances in the biochemical industries. What is happening in Malaysia parallels what is happening in other neighboring countries in Asia, including Japan, China and Korea. Language policy today has become part of economic policy in this regard. In analyzing the data collected through this research, special attention was paid to the issues expressed in interviews with local teachers, administrators, and students. In addition, materials prepared by the Ministry of Education, including CD-ROMs for students and training materials for teachers, were examined to locate what skills are really required when teaching Science and Math in English

    &nbsp;本研究の目的は、アジア非英語圏（日本を含む）で増加しつつあるEMI(English Medium Instruction、英語を媒介とする授業)に焦点をあて、（１）日本人学生と外国人学生の英語および現地語の言語習得やコミュニケーション活動の実態を把握し、また（２）EMIプログラム卒業生への調査を実施することによって、仕事で求められている言語使用とカリキュラムとの連関を分析し、言語教育への政策提言を行うことである。本年度は連関する科研研究が最終年度となったため、これまでに収録した録音データの文字化、分析を整理し、書籍分担執筆（Routledge, 明石書店、他）、ジャーナル投稿(JELF, 他)、学会・シンポジウム研究発表（Translanguaging in the Age of (Im)mobility at Dalarna University, Sweden, JACET ELF SIG International Workshop, JACET言語政策研究会、日本言語政策学会、JASEC）等を行った。2023年7月にはベイザ・ビヨークマン氏（ヘルシンキ大学）を本学へ招聘し、EMIについての講演会を開催した。また、2024年2月にはバンコクにてEMI、BELFに関するフォローアップ・インタビュー調査を実施した。なお、本特定課題（基礎助成）研究は、科研（基盤（ｃ）、研究代表者飯野公一）、科研（基盤（ｃ）、筆者は研究分担者、研究代表者猿橋順子）、および科研（基盤（Ｂ）、筆者は研究分担者、研究代表者村田久美子）と関連を持ち実施された。来年度にはSociolinguistic Symposium 25, AILA, ELF 14等の国際学会で研究成果の発表を行う予定である。

    　米国ペンシルベニア大学教育学大学院が中心となって現在進行中の６カ国教育比較プロジェクト（米国、日本、中国、シンガポール、スイス、ドイツの６カ国）の一部として行われた本研究は2000年４月より開始され、当初予定の１年を経過した現在、残り１件の調査協力校のデータを収集しているところである。すでに３件のデータ収集、インタビュー調査をプロジェクト責任者シンガポール国立大学リタ・シルバー博士とともに２０００年夏から秋にかけて行い、データ分析を現在進めている。　日本における本研究の焦点は（１）英語の授業で学習者はいかなる課題やアクティビティーを課せられているのか、（２）教師がそのような授業を行う際の教授法の点からみた意味づけは何か、（３）英語教育に対する制度上の制約、支援体制はいかなるものか、（４）６カ国間で相違点、類似点はあるのか、（５）教授法や言語教育政策と、各国の経済上の要請との間に関連があるのか、という５点にあてられるが、現在（１）から（３）までのデータを整理する段階にある。なお、文部省の英語教育に対する姿勢、様々な審議会の答申等、公式レベルでの言語教育への取り組みを示した文書資料、および各教育委員会、各学校ごとの文書等、の文献調査については本校教育学部大学院生の協力を得て、夏をめどにまとめ、日本担当のカントリーレポートを英文で完成させる予定である。　さらに米国フィラデルフィア（ペンシルベニア大学）にて今秋予定されている中間報告会議への参加、また2002年４月の米国TESOL会議で共同発表する予定である。本プロジェクトに関連する発表として、2000年8月に米国で行われたThe Pacific and Asian Communication Association Conference 2000にて"A Discourse Analysis of Discussions Promoting English as an Official Second Language in Japan"について口頭発表し、「教養諸学第109号」に論文を掲載。また、"Non-native English Educators in English Language Teaching"(G.Braine, ed., 999)の書評をLanguage and Education: An International Journal(Vol 14:4, 2000)に掲載。
