By inviting three leading political scientists from the US and Europe, the project started as an international study group focusing on the notion of democratic accountability, one of the most fashionable themes in today's political studies. The project organized three international conferences at Waseda University. We submitted the following four papers at the International Conference "Reconstructing the Welfare State: Health Care Reform in Italy, Japan, the UK and the USA," The International Jacque Maritain Institute, Treviso, Italy, 16-17 September, 2002.
In their paper "Political Parties, Variety of Capitalism, and Veto Players in Health Care Retrenchment: Japan in Comparative Perspective," Ido and Magara contended that the variety of capitalism and the presence of veto players, rather than types of welfare regimes and the ideology of parties in office, determined the changes in public efforts in the era of welfare retrenchment.
In his "Constitutional Welfare Rights," Kawagishi argued that there was no direct correlation between manners of constitutional response to welfare --- ignorance, declaration of social principles, declaration of social rights, and declaration of both --- and rates of governmental expenditure on welfare in major countries. Thus, execution of welfare rights largely depends upon discretionary policy judgments on the part of the legislative and administrative departments.
Yazawa and Iijima, in their essay "Moral Foundations of Welfare Policies," investigated possible moral foundations of welfare state, while paying attention to concepts of individual's "needs" and "capabilities." They examined a series of liberal theorists including M. Ignatieff, M. Nussbaum, R. Dworkin and R. Goodin, and reached a conclusion that the state should provide a wide range of welfare policies, as long as we commit ourselves to the liberal tradition, a normative outlook to pursue individual liberty as the primary political value.
In his "Rethinking Japanese Bioethics", Tanaka examined how Japanese bioethics has developed, comparing with the history of American bioethics, and revealed the historical conditions that have made Japanese bioethics insufficient as social force to open up the relatively closed system of Japanese modern medicine.

　本研究は、各国政府の政策転換と経済危機の関係に焦点を当て、A.プシェヴォスキによって提出された、「資本主義の多様性」論および「政治的党派性」論とは異なる「政策レジーム」論に着目しつつ、2008年リーマンショック後の世界各国の政治的経済的対応を、理論および実証の両面で、政治学と経済学の二つのディシプリンを交差させて比較分析する国際プロジェクトの予備的研究として位置づけられる。本プロジェクトには学外から、山田鋭夫（九州産業大学）、新川敏光（京都大学）、白鳥浩（法政大学）、原田裕治（名古屋経済大学）、藤田菜々子（名古屋市立大学）、西浩（摂南大学）らが参加し、2010年2月27日には国際文化会館において、これまでの各自の研究実績を前提とした今後の研究の可能性について理論、アプローチ、分析対象等に関する具体的な研究打合せを行った。　また、本学連携研究者である井戸正伸と金淳和はそれぞれ、分析対象国の調査に赴いた。井戸は、2010年3月9日より17日までイタリアに出張し、ミラノ大学政治経済学部長のD.ケッキ教授よりイタリアの近年の教育改革に関する知見を得た。また欧州大学研究所（EUI)のL.ブルスト教授と面会し、政策レジーム論の最近の展開に関して意見交換を行った。一方、金は、2010年2月21日より28日までソウルに赴き、韓国国会図書館にて、金大中政権の福祉改革の諸事例を分析し韓国の福祉国家化のメカニズムを解明するための資料収集および研究を行った。　眞柄は、プロジェクト統括の他に、自らが実施する実証研究として人的資本形成政策のクロスナショナルな予備的研究を試み、中間的成果としてまとめた論文を、高麗大学の国際会議で招聘講演として近く発表する予定である。

福祉や経済など重要分野の改革は，なぜある国々で実施され他の国々では現できないのか。本研究は，新制度論のなかで近年重要性を増している｢拒否権プレイヤー｣論をめぐる主要研究を整理することで，今後の理論的検討や実証分析に資することを目的として行われた。この分野では，｢拒否点｣や｢拒否権プレイヤー｣を生み出す政治制度が改革の成否を決定する主要因であると考えられる。｢拒否点｣，｢拒否権プレイヤー｣とは何か。それらに直面した政府はどのように行動するのか。本研究は主要研究のレヴューを通じて，これらを明らかにしている。　政策転換の成否を政治要因に焦点を当てて解明しようとする試みは，おもに二つのアプローチに分類することができるだろう。第一のアプローチは政党を最重要アクターとして捉えるものであり，第二のアプローチはアクターを取り巻く制度こそが決定的であると考えるものである。｢拒否権プレイヤー｣論は後者に属する議論である。新制度論の立場をとる研究者達は，政治制度，すなわち大統領制が議会制か，いかなる選挙制度か，連邦制か否か，一院制が二院制か，などといった政治システムの憲法上の構造が政策転換の可能性を決定する主要因であると考える。本プロジェクトでは，このアプローチの中核を構成している拒否権プレイヤー論について，理論的背景，理論内容とロジック，そして関連する実証分析を概観し，その意義と課題を検討した。　具体的には，（１）欧州各国の医療改革の成功と失敗を｢拒否点(veto points)｣という新しい概念によって説明したインマーガットの議論，（２）インマーガットの枠組みを前提に憲法構造と改革可能性の仮説を提示したヒューバーらの枠組み，（３）経済学的モデルを使ってこれらの議論を精緻化させたツェベリスの｢拒否権プレイヤー｣論，という三つの主要理論を検討した。次いで，最近の｢拒否権プレイヤー｣論をめぐる注目すべき実証研究――ボノーリの年金改革研究，バーチフィールドらの所得再分配研究，ハーラーバーグらの金融政策研究，フランツェーゼの財政赤字研究，ギャレットらのEU意思決定過程研究――をレヴューし，この理論の現実政治への適用可能性を探った。研究成果は，眞柄秀子｢拒否権プレイヤーと政策決定｣新川敏光・井戸正伸・眞柄秀子・宮本太郎『比較政治経済学』有斐閣（2004年3月刊行予定）として公表される。
