    This chapter will consider Goal 11. In particular, Target 11.2 focuses on Inclusive and Sustainable Urbanization. By 2030, it aims to enhance the capacity for participatory, integrated, and sustainable human settlement planning and management. Target 4.7 in SDGs Goal 4 is Education for Sustainable DevelopmentEducation for Sustainable Development (ESD) and Global Citizenship, which educates people about sustainable lifestyles, global citizenship, and the contribution that culture makes to sustainable development. However, the outcomes of education require a long time. Education changes people’s minds, local cultures, and socioeconomic systems. This process requires knowledge integrationKnowledge integration from diverse sectors, especially for historically accumulated knowledge. It is necessary to develop new theoretical and practical skills for building local context. The case study describes several good practices in Japan.

  • Governing Complexity for Sustainable Development

    The concept and principles of good governance are recognized by many countries as a key condition for the effective implementation of large-scale projects, ensuring economic growth, and improving the welfare of the population. However, approaches to its implementation depend on many factors, primarily the cultural context of a particular country. In this article, using the example of the management of the construction sector in Malaysia, the perception of stakeholders of this concept and the practices of its application are analyzed. Of the considered components of this model, the respondents most often singled out the effective organization of managing complex processes and multi-level relationships between the components of the system, strict adherence to the rules, and transparency and conscientiousness in the performance of duties. This study shows where good governance information campaigns need to be improved to reach their full potential.

    It is an important theme today to be going to develop town management with community movement. Kitano Yatai that is composed of 20 booths in Obihiro-shi Hokkaido, that is community project for town management and community making by residents. The purpose of this paper is announcing a content of a series of Kitano Yatai project, and to study an important mater to develope community making project. Through this project the town is becoming fine little by little, resedent's affection and sensitivity toward their living environment was raised, and so on.

    The objectives of this research are (a) to clarify basic concepts and theories on participatory community design and (b) to conceptualize a new framework of these concepts and theories. In this study, we analyzed the emerging process of the concepts and theories, which we consider were formulated by certain opinion leaders, through related documents and interviews with the leaders themselves. As a result, the framework of the theories can be formulated from three viewpoints; physical planning, residents and organizations, and policies and planning methods. We also recognized that "attitude" toward community design is an important concept.

    It is important to create consensus step by step with residents' participation during the process of regional planning regarding upgrading of the living environment. This study is on a topic how consensus can be created for "Goal -Image of the Area" which means key planning image of the improvement. Kyojima, Taishido 2, 3-chome, Sanshi-Shikenjo, Nakasendo-endoh and Ichitera-Kototoi ale chosen for study areas. As a conculsion it is clarified how land owners, Machizukuri-Kyogikai, other residents and the local government have selected the Goal-Image of each area.

    Our primary achievement was the establishment of "Regional Collaboration Studies" as a recognized academic discipline and the development of a corresponding educational program for university courses. We began by defining Regional Collaboration Studies as a field that clarifies the nature, conditions, and functions of regions and their interactions based on insights from various academic disciplines. We then identified relevant themes from each discipline and systematically integrated them. This groundwork allowed us to create a cohesive curriculum. By implementing this curriculum in our university's courses and continuously refining it based on student feedback, we successfully enhanced and solidified the program.

    The Mutual Self-help Housing Program in the United States was institutionalized by the Department of Agriculture in the 1930s. This program allows residents to participate in the construction of their homes while jointly owning them. Recently, it has been reconsidered as an anti-poverty measure, and its importance has increased, especially during the COVID-19 pandemic. It can be described as a policy mix of self-help, mutual help, and public assistance. The purpose of this study is to analyze its historical evolution and explore the development of alternative housing policies. Typical cases from various regions in the United States, such as Sacramento, were collected and analyzed through case studies to examine changes in policies and project management.

    Great East Japan Earthquake and tsunami of March 11, 2011, has hit long-term declining Agriculture, Forestry and Fisheries region. It is important to rebuild a new structure of a sustainable socio-economic and the environmental system in the global context, rather than simple city reconstruction that was destroyed by the tsunami.Despite population decline is accelerating in many areas after a disaster. NPO sector is not involved enough in the area of significant decline and damaged area. In some special areas, such as Kesennuma City has taken self-sustained, community-based reconstruction and development approach, where a variety of local, national, and overseas network played an important role which had formulated from pre-disaster. A new strategy to be co-evolution potential global while maximizing the existing resources are required such as slow City policy

    今年度はまちづくりファンドそのものだけでなく、支援システム構築に必要な要素としての、まちづくりファンドと一体化した担い手の育成、及びエンパワーメントの仕組みの調査も行った。
    日本での調査として、各自治体で行われているまちづくりファンドについて、アンケート調査とヒアリング調査を行った。この成果を「地域協働型社会に向けた市・区による提案公募型まちづくり助成制度の発展経緯とその現状評価」として研究協力者とともに論文にまとめた。まちづくりファンドの現状として、ファンドにともなう市民のエンパワーメントのための周辺支援のさらなる必要性を明らかにした。
    また、アメリカでの支援システムの調査として、住民による環境改善のためのまちづくりファンドであるファサード・インプルーブメント・ファンドについて、研究協力者とともに論文にまとめた。この事例からは、地域分権によるまちづくりファンドでの中間支援組織の可能性を明らかにした。
    さらに、第三の比較軸として、英国のまちづくりファンドと支援システムの調査を行った。これについては、基礎となる英国でのまちづくりの理論を整理し、その上で英国的な、中央集権的な背景から生まれるまちづくりファンドについての分析を行っている。
    まちづくりファンドの調査から明らかになったのは、諸外国における周辺支援の充実さと、中間支援組織の役割の大きさである。まちづくりファンドが資金というリソースを分配する、ということは同時にパワーも分権することであり、日本の現状において足りないのは、そういった、リソース分配と一体となった分権であった。

    各国のNPOの概念規定について検証しつつ、3年間の調査・研究をまとめた。久塚は、主に、日本とフランスにっいて研究した。(1)日本については、事実上存在している法人格を有しない市民団体から、法人格を有するNP0にまでについてヒアリングを行い、さらに、NPOを管轄している行政にもヒアリングを行った。結果として、日本においては、NPOが政策形成に及ぼす影響は、法人の制度や税制がネックとなり、まだ大きなものとなっていないものの、キーパーソンやネットワーク機能を有するプラザなどが存在している場合は、NPOの機能が発揮され、行政とのパートナーシップが形成されつつあることがわかった。(2)フランスについては、Associationが活動しやすい土壌・制度が整っており、国民の意識調査からも、消費者保護の問題や老親の問題などはAssociationへの期待が高く、公的セクターとの役割の住み分けが形成されていること、Associationが政策形成に大きな役割を果たしていることがわかった。岡沢は、スウェーデンのNPOの概念が、国家の役割との関係で明確なものではないことを前提としつつ、実態として存在している人々の連帯を対象として、EU加盟との関係で進行する市場化に苦慮している現実を歴史的経緯を踏まえて研究した。篠田は、アメリカにおける地域障害者ガバナンスにおけるNP0について、従来、個別研究にとどまっていた分野についての類型化と機能分析を試みた。畑は、メキシコのNPO・NGOについて、市民組織が政治的変容とどのようにかかわっているのかを念頭に置きつつ、福祉レジームと貧困削減政策との関係について研究した。坪郷は、ドイツにおける市民団体が環境問題などざ果たしている役割について研究した。早田は、イギリスにおける都市再生についての議論を整理した。藤井は、第三の道の方向性とNPOとの関係について研究した。
    3年間の調査・研究によって、(1)各国においてすでに存在していた各種の民間団体とNPOのような新しい民間団体との間の緊張関係が異なっていること、(2)そのような緊張関係は、福祉や環境というような個別の政策分野で大きく異なっていること、(3)政策分野ごとの差異は、国が果たすべきと考えられている役割との関係で、歴史的に異なっていること、(4)しかしながら、各国共通に、NPOについては期待が高まっており、それらの今後は、主に、法人にっいての制度と税の制度が鍵を握っているであろう、ということがわかった。

    Prof.Shigeru Satoh directed this research and development project and organized three sub-research teams as follows,
    Team A : Research on self-organizing process models of built environment
    Team B : Development of simulation and gaming models for pie-recovering for anti-disaster
    Team C : Development of interactive simulation system for pre- ecovering for anti-disaster
    Model study sites are selected form typical high-densely area accumulated of old wooden structures, Ichikawa-minami District and Mukoujima District where this research team has been involved in the Machizukuri (community improvement design) process.
    Through this research, the methodology for total supporting system including simulation and gaming method for future community improving scenario was developed as follows,
    1)On the model sites, simulation and gaming of community design workshops are organized, and future scenarios are analyzed.
    2)Simultaneous simulation and gaming system using both scale models of community physical setting and three dimension computer modeling, which could present future community image are developed, as a method for consensus building through design workshop,
    3)Using this system on real communities, Ichikawa-minami and Mukoujima, social experiment for simulating for pre-recovering of communities are practiced.
    4)Web site was designed as total supporting system for pre-recovering community of anti-disaster are opened for pubic.
    The total supporting system for community pre-recovering established as methodology for anti-disaster is made dear to be workable.

  • A comparative study on regeneration of public housing estates in Englnad and Japan

    This study aims to compare methods of comprehensive regeneration for public housing estates constructed between 1950's and 70's in Japan and the UK. We distilled the problems in large-scale public housing estates from the literature, and analyzed measures of urban and housing regeneration for physical and social problems and participation of puiblic sector, residents and non-profit organizations. We focused on roles of participants in regeneration of public housing stock, and tried to understand how public sector take measures of improvement for public housing stock paying attention to relation between urban regeneration and housing policy.In the UK, we did field survey in Castle Vale estate in Birmingham, Byker estate in New Castle Upon Tyne, Harlow and BroadWater Farm in London. As the result, we found that there are two types in regeneration of public housing estate ; housing stock transferfrom local authority to non profit organization, and financial arrangement for the regeneration by local authority own. On the other hand, in Japan, the problems in public housing estates are different from those in the UK. For example, the problems of void in housing estates and problems of ethnic minority are less serious than those in the UK. The biggest problem is how they manage to rebuild existing old housing stock because housing authorities have not had enough resources. They dug up the resources disposing the land and rebuilding medium stoiy public housing into tower block. It was found that Japanese housing authorities stress on physical improvement in the estates.In Petrzalka estate, Slovakia, it is necessary not only to regenerate run down estates but also to build new housing because housing shortage is still a major problem. According to changes in the social and economic system, it is a serious issue to privatize the estates and management after the privatization, and to establish and bring up adequate housing market.In Bijlmermeer estate, Netherlands, we explored the process and causes of rundown estate. Estate regeneration there has taken integrated approach that covered physical improvement and social and economic measures

    1) Development of a simulation and gaming system for supporting community designWe develop a simulation and gaming system for supporting community design.This simulation and gaming system is utilizes two methods which help residents to visualize community design. The first method is a visual design simulation which facilitates residents' understanding of a goal image by visual recognition. The second method is a role-play game by which residents could experience a process of community design using. This system allows residents, experts and local authorities to build up consensus for a goal image of community design.2) Development of urban and architectural typology databaseWe analyze the form of some architectures and blocks in local cities. We set up some conditions for evaluation, and develop urban and architectural typology database.3) Process design of the simulation and gaming for community planningWe analyze the process of the simulation and gaming as a supporting measure for community planning. The study method is to implement some of the design games and evaluate the results. The applied matrix can be established by the supporting measure based on visual recognition and role-playing experience. The applied matrix is proved to be useful to develop systems of community planning

  • 都市環境シミュレーターを用いた住民参加型都市計画手法の教育・実践プログラム開発

    本研究は、まちづくりの新しい目標とする市街地像を住民と地権者、そして専門家や行政が共有し、合意を形成するための科学的な方法論を市街地環境形成シミュレーションシステムを用いて開発し、都市環境シミュレーターを用いた住民参加型都市計画手法に関する教育・実践プログラムを提示した。
    研究期間内の本研究の研究内容と成果は以下の通りである。
    (1)都市環境シミュレーションシステムの充実
    都市景観模型と可動小型CCDカメラによる景観シミュレーション映像の評価特性の把握と景観イメージの合意形成手法の有効性を検証し、都市環境をシミュレーションするシステムを構築した。
    さらに、都市景観模型より簡易なツールを開発し、映像を媒体とした対話型シミュレーション手法を構築した。
    (2)デザインゲームの開発と応用
    一般住民が模型と小型CCDカメラによる映像を通して環境を視覚的に認識することにより、生活像をイメージしながら具体的空間像を作成する「建替えデザインゲーム」を開発した。そして、開発したデザインゲームが地区レベルでの空間像について具体的かつ効果的に議論するために有用であることを検証した。
    さらに、デザインゲームで議論されたイメージやアイデアが具体的な計画やガイドラインへ展開する可能性を有することを検証した。
    (3)都市計画実験プログラムの開発
    現行の都市計画規制のもとで想定されるまちづくりの過程と都市環境の形成過程をシミュレートし、その評価をもとに新たなまちの将来像の提案を行う都市計画実験プログラムを開発した。さらに、まちの将来像の提案を行う際に本システムを用いた環境シミュレーションによる評価を取り入れることで、より客観的な評価と具体的な提案を可能にすることを確認した。
    また、遠隔地間でテレビ電話、インターネットを併用した都市計画教育プログラムを実践した。

    1.調査目的まちづくりNPOにおける、(1)事業、(2)事業バランス、(3)事業採算、(4)事業収支バランス、(5)成長モデル、(6)組織の発展のために切り捨てられた役割等について調査する。特に住宅に関して非常を置き、官民の新しい役割分担を描くことを目的とした。2.調査手順(1)非営利組織のリストアップ:文献で全国のまちづくり関係団体を500把握した。団体は、NPOを銘打って活動しているCBO、TAP組織、公社公団財団、農協、協議型組織、商店街、コンサルタント、市民団体・サークル、建築士会、基金、まちづくり会社から収集した。新しい社会基盤を必要としているものをとりあげ、サークル的な活動は除いた。/(2)アンケート調査:そのうち、住宅まちづくりについて重要と思われ、連絡先の明らかになったもの108箇所に送付。現在33通回収。回収率がやや低いのは決算期をすぎて有効な回答をする予定の組織が多いこともある。/(3)ヒアリング調査:このうち典型的な事例についてヒアリング調査をおこなった。/(4)一次集計:調査目的の(1)(2)(3)(4)について集計・分析を行う。3.調査結果NPOを志向する組織がわが国でも多くなるに従い、経営戦略的視点を獲得しつつある。ミッション(使命)を再確認した上で、経済的側面も考慮し限定した事業展開を図るようになっている。主要なものとしては、(1)行政とのPPPを重視することによって公的施設を活動拠点として確保し、コストを押さえた上で、集会、交流会等出費のかさむ基礎的活動の定期化を志すもの、(2)営利部門もつ比較的大組織の中で、施設、人材を確保し住宅まちづくり部門を設けるが、より専門的な活動内容にシフトしそれなりの収益をあげるもの、の2極がある。そのような差によって、人的資源の調達方法も異なり、前者は大学、専門学校等の教育機関に人的、幅広い情報的支援を求めるケースがあり、後者は戦略的に連携可能な他の組織を発掘する傾向がある

    The objectives of this research are (a) to clarify basic concepts and theories on participatory community design and (b) to conceptualize a new framework of these concepts and theories. In this study, we analyzed the emerging process of the concepts and theories, which we consider were formulated by certain opinion leaders, through related documents and interviews with the leaders themselves. As a result, the framework of the theories can be formulated from three viewpoints; physical planning, residents and organizations, and policies and planning methods. We also recognized that "attitude" toward community design is an important concept.

    This study aims at contributing a better management system of a condominium for promoting reconstruction. We clarified characteristics regarding buildings, usage, residential conditions and management of condominiums in the center and the suburb of Tokyo Metropolis; Shinjuku-ku and Chiba-shi. In the center of the Metropolis, there are many condominiums that have many offices or rental units, some of them don't have fundamental system of homeowners association, so that it makes more difficult for homeowners association of condominiums to reconstruct. Meanwhile, in the suburb, there are many large-scale condominiums and they have relatively higher capability of a consensus-building; If there is less progress of non-residence of homeowners in their condominiums.

    The purpose of this study is to organize and hold the intensive discussion forum on restoration systems after the Hanshin-Awaji Great Disaster and to propose alternative scenarios which make it possible to combine restoration of community and housing rebuilding. To accomplish this theme, the intensive discussion forum, that comprises six groups (restoration planning theory, sustainable restoration, community, planning and project, information systems and community organization), was designed and executed. As the conclusions of the forum, “a declaration on alternative restoration systems”was finalized and proposed. Key concepts of the declarations are sustainable restoration, multi-purposefulness, multi-choice systems, networks of community-support NPOs. After the intensive discussion forum, the key concept “sustainable restoration” was carefully examined and developed through five aspects; time, housing system, policy and project systems, construction systems and organization. We concluded that these present systems are too rigid and isolated each other and these deficiencies lead to un-sustainable restoration outcomes. We envisage and propose alternative systems that have the following characteristics; 1) purpose of each element is flexible although it is clearly defined. 2) elements are diversified and can be easily chosen. 3) each element is mutually related or open to such opportunities. 4) once elements are combined, they get comprehensive power through complement to each other. 5) as a result, they get sustainability and can perform flexibly at any time, especially in case of emergency. We think that the challenging collaboration through this study has been such an example in itself.

    The purpose of this paper is to investigate the program and the process of community plannings in Nodahokubu-area (Nagata ward, Kobe city) while considering the reconstruction process right after the earthquake through today. As for the reconstruction process, almost a half of the households has an outlook of the rebuilding. However, the problem is that: I) only land and house owners can rebuild, 2) people who live in the temporary houses in suburb areas can't get back to their former communities. Seeing the progress of recoveries of lives, it tends to be easier for a household with its own land and without the aged to rebuild. In respect of residence trend, although there was no choice right after the earthquake, they tend to live closer (to the former residence), more convenient and more privacy-conscious place as they settle down. They have common intentions of going back in the future to the areas where they had lived though, the delay of land readjustment project and financial problems, for example, a double loan, make it difficult to rebuild. To settle these problems, systematical problems, such as the plot ratio and the floor-area ratio, should be solved. And experts have to play an important role in building cooperative housings. On the basis of this investigation, we made a model of a construction which includes the various problems of individuals. First, with a combination of various constructions, a small unit, where a good environment is preserved, is made, then, suitable blocks to the town are formed. We made a program including the image of this block and a scenario of the stages, and we simulated them. In this scenario, it is assumed that residents progress the community planning while inhabiting the area from the beginning part of the reconstruction. And also assume that they recover the town by fixing temporary houses and stores and by making the cooperative housings step by step. To realize it, they need a person who plays a central part. In addition, there should be a process of discussions about the images of small units and communities.

    In this study, we analyze district-planning process with down-regulation under the leadership of residents, with paying attention particularly to consensus-making, and present general model of consensus-making process. This study, through the case analyses on this model, examines conditions required in each level of the process. The result of this study shows that, in the area, where community can fill the role of making consensus and maintaining living environment, the process is needed in which residents change the frame of understanding about their own living area and then build consensus on the base of shared sense. On the other hand, in the area, where community can be hardly shaped, voluntary associations take part in maintaining, living environment. In latter case, in order to make consensus among voluntary residents valid, claims of associations should be qualified as general will on the authority of “implied recognition” as fiction. But, needless to say, “implied recognition” as fiction is the last resort, or the second best. We must treat it carefully. From these remarks five general point becomes clear.
    1) In existing residential area, there are some precedents which carry out district-planning with down-regulation under the leadership of residents.
    2) The process of consensus-making may be divided into five stage, and each stage has a necessary condition to make a next step.
    3) Methodology of the consensus-making and the regional management may be changed according to the character of district.
    4) A common purpose in the residents will be admitted the public-will as for the city-planning, through the process of subjective consensus-making.
    5) The import of consensus acquire the own legitimately on condition that common-recognition previously existing. From what has been said, it follows the condition to generalize the district-planning with down-regulation in the downtown area.

    　本研究は、災害からのコミュニティレジリエンス（地域回復力）について、東日本大震災の復興過程の検証をおこない、環境、社会、計画システムの相互関係、人的、組織的資源、社会・経済資本の循環について、ホリングのパナーキー論をベースにしてモデルの検証をおこなった。　ケーススタディの対象地域は、気仙沼市（宮城県）、釜石市（岩手県）の２地区とした。結果として得られたことは、釜石は行政マネジメント重視モデルで、導入可能キャパシティを最大限に活かす市レベルの明確な都市戦略が重要であり、気仙沼は市場重視モデルで、継続的レジリエンスのため、新たな商品開発、交流コミュニティの活性化が重要であることがわかった。適切な評価のためには、さらに比較分析の継続が重要である。

  • 震災後の社会的レジリエンスに関する研究

    　地震・津波・テロなどの衝撃的な被災後に地域社会が主体となるコミュニティ・レジリエンスの概念を明らかにした。国が主導する国土強靭化（ナショナル・レジリエンス）の対概念となるものである。外部資源の動員を可能にするための適応可能キャパシティの概念を考察し、東日本大震災後の被災した東北沿岸地域のＮＰＯの震災前後の変化から回復力の評価をおこなった。とくに適応可能キャパシティの高い地域を分析した。気仙沼市（宮城県）と田野畑村（田野畑村）においてケーススタディをおこなった。地域社会が主体となる内発的な復興まちづくり活動が活発であり、コ・ガバナンスによるコミュニティ・レジリエンスがシステムとして機能していることを論じた。また田野畑村においては、行政主導による復興が進む一方、村民との協働の取り組みを模索していることを分析した。

  • 地域再生を支援する民間コミュニティ事業住宅の社会実験研究

    　老朽化、条件不利等により空家化した民間賃貸住宅を、「キーワーカー住宅」（地域再生を支援する民間コミュニティ事業住宅）として再生、活用する社会実験研究としておこなった。キーワーカー住宅はイギリスの住宅政策で発達した仕組みで、公的な専門サービス職として活動する者（医療・福祉・警察・教育・環境・都市計画等）が地域再生を推進すべき停滞地域内に居住する場合に地域再生ファンド等から家賃補助し、居住者の職住近接による移動時間の軽減、居住者の家計負担の軽減、建物のよりよい管理への参加、地域への専門サービスの提供、コミュニティ参加、地域再生支援等を複合的に達成するアクティブ居住の仕組みである。日本においてはまだ事例がほとんど存在しないため、その社会実験研究をおこなった。建物は、埼玉県川口市西川口1丁目の都市再生プロジェクトが行政により推進されている停滞地域のエリアに立地する鉄骨３階建の全15室の賃貸住宅を選定した。既存の入居者が居住しているが、うち4室が老朽化、隣接工場の騒音等により空家になっている。それらを所有者、管理会社と協議の上、コミュニティ事業住宅とし、3室をキーワーカー住宅、1室を共有スペースとした。共有スペースはコミュニティ事業住宅の居住者が使用する他、サブリースによって一般も短期使用可とした。　実験の結果、１室に運送業従事者がキーワーカーとして入居し、地域内物流を通じて地域再生に大きな効果があった。２室は騒音のため空室のままとなっている。共有スペースは、地域再生を支援する活動に短期に様々な形で使用された（地域におけるイベント、会議、短期事務所使用等）。またキーワーカーの自助努力により緑化も一部行われた。ただし自建物以外の要因、とくに周辺の住環境の影響を受けるため、その検討が重要であることがわかった。以上により、「キーワーカー住宅」が日本の停滞地域で社会事業住宅として有効な手法となりえることがわかった。今後そのソーシャルビジネスモデルとして整備することが期待される。

  • 文脈形成支援システムを活用したグローバルまちづくりの体験型教育・研究手法の開発

    　埼玉県川口市に都市再生地区を調査研究拠点とし、都市再生のデータを収集した。川口市は、鋳物工場等製造業のまちから外国人の多いグローバルな産業文化都市に転換しつつある。文脈形成支援システム（地域拠点、webシステム、公共議論空間、解釈のファシリテート、以上の連携によるシステム化）を活用し、ローカルレベルにおける多様なまちづくりのコンテクスト（文脈）を抽出する社会実験をおこなった。　研究の準備として、地域社会においてアンケート、ヒアリング、資料収集をおこない、その結果、５つのまちづくりの流れ (市街地整備、安心安全、産業創出、商業活性化、創造都市) を整理した。次に、文脈形成支援システムを活用して議論し、それらの相互関係について、早田は都市再生の観点から、土方は情報科学の観点から、卯月は、都市デザインの観点から、佐藤は空間映像の観点から議論し、まちづくりの流れについて解釈を加え、過去から現在のスナップショット図とコンテクスト（文脈）を作成した。さらに、地域住民等がまちづくりを討議する場にその図を提供して有効性を検証した。関連する成果として以上についての小冊子を作成・配布した。　その結果、多様なコンテクスト（文脈）を地域住民、政策担当者等が理解、共有する上で効果があった。地域では因果関係等についての理解が深まった。今後のまちづくりについて多様なスタークホルダーが個々の立場を踏まえつつ新しい議論をおこなう素地ができた。今後の活動の促進に効果があった。それを踏まえてグローバルまちづくりの体験型教育をおこなった。地域の個性、文化等について、川口市と北京とのネットでの意見交換の社会実験を実施した。これらから、まちづくりによって、変わりゆく地域の個性、スタークホルダー、めざすべき将来像等について文脈形成支援システムを活用することで明確化できること、今後のまちづくりの取り組み、合意形成に寄与することを明らかにした。

    　政府役割の「プロバイダーからイネイブラー」への変化を受けて、欧州における住宅政策においては「社会住宅の直接供給から間接供給へ」、住環境整備政策においては「行政主導の再開発から民間活力を活かした都市再生へ」の流れが顕著である。イギリスの調査とEU地域他国との比較をおこなった。　集中的なケーススタディとしてイギリス・モデルをとりあげた。ブレア労働党政権下におけるパートナーシップ（協働）による住宅・コミュニティ再生における主体の役割変化について分析した。具体的には、住宅政策における大規模公営住宅の自主的移管（LSVT）および、住環境整備政策における統合都市再生補助制度（SRB）をとりあげた。前者は、バーミンガムのキャッスルベール地区の分析を、後者は、スパークヒル、スパークブルック＆タイズリー地区の分析をおこなった。　いずれの地区も、市民主体のまちづくりを支援するまちづくり会社組織が重要な担い手となっていた。中世の救貧院以来の系譜をもつハウジングアソシエーション（HA）が、登録社会住宅供給体（RSL）として現代的で多様な活動、公営住宅の居住者への売却（Right to Buy）、公営住宅のHAへの移管、ハウジングアソシエーション住宅の居住者への売却（Right to Acquire）などの多様な住宅ミックスへの移行の支援、さらに、若者自立支援、地域における雇用支援、緊急一次保護政策にアウトリーチして総合的な地域再生の体系を実現する主体として登場し、確立されつつあることがわかった。ただしHAの数自体は減少しており統合拡大化が進んでいることがわかった。イギリス、フランス、ドイツ、スペインの傾向をEUの都市政策（URBAN）などの共通基盤をベースに比較した。EUの中ではイギリスがもっとも社会住宅の民間移管に積極的であるといえるが、他国も米英に追随する動きが出ていることがわかった。

    イギリスの都市再生プログラムである統一都市再生補助チャレンジ基金（Single Regeneration Budget Challenge Fund＝通称SRB）制度とわが国の住環境整備事業の比較を行う。　SRBの特徴は、①中央省庁の縦割り予算制の廃止、②地域事務所への一括化、③事業への競争入札制の導入（bidding）、④対象地区抽出条件の撤廃（事業プログラムの実質的審査による予算化）、⑤対象地区限定の柔軟化（地区レベル、自治体レベル、自治体間レベルの自由化）、⑥複合的剥奪（Multiple Depravation）の状況にある地域に対する予算優先配分、⑦国単位で剥奪レベルの順位をつけ、もっともスコアの悪い地区に優先配分すること、⑧住宅政策および民間公益住宅組織（HA）との連携、⑨地域ネットワーク構築を申請の前提とすること、⑩ＥＵ基金との連携、等の10点が指摘できる。　一方わが国の住環境整備諸制度は、不良住宅地区改良法とその要綱が基調で、建設省中心の都市計画事業の枠内にある制度である。また都市再生の包括的な新制度、中心市街地活性化法に基づく事業の事業認可プロセスはまだ確立されているとはいえない。　イギリスの場合は、スラム化した地区をクリランスする事業以外に、その一歩手前の減退地区に自助の機会を与え思想が制度にある。一方、わが国の場合の住環境整備諸制度は、最悪地区の概念をやや緩和することが存在理由で、公平性、客観性を重視する一方、地区の自助を支援する発想が欠如している。反面、イギリスの場合、減退地区といっても、競争入札制の導入によって人的、知的資源を動員できる地区だけが生き残れる仕組みとなっていること、財政基盤の弱い自治体の申請が慎重になること、などの問題も指摘される。　　以上の両者の比較から、日本の40年に及ぶ制度の特徴を明らかにし、またその再編の検討項目および選択肢が整理できた。

  • 被災した住宅市街地の復旧過程と計画制度上の課題

    　阪神大震災の復興プロセスをもとに緊急時における都市計画制度の課題を明らかにする。　制度を運用実態から検証するため、長田区野田北部地区・鷹取東第一地区を事例対象とした。理由は、７割が全壊という甚大な被害を受け、全面的都市計画が必要、震災前からの自治型地域組織の存在、震災前に地区のマスタープラン（以下ＭＰ）を未策定、震災後も既存の地域社会が中心になってまちづくり推進、の４点である。調査方法はまちづくり協議会への定期的なヒアリング調査によった。復興まちづくりは一般に事業先行型で、個別再建は、事業の成立が重視され、地区ＭＰとの調整が難しい。ＭＰ策定済みの地区は震災後早期にその改訂作業に取り組むことで敏速な個別復興が開始可能だが、未策定地区は住民間の協議が混迷化し、不調の場合、復興後も無秩序な市街地を形成しがちである。野田北部地区では未策定であったが、早期の連絡体制の確立、個々の生活再建と地区復興の連携、等を地域主導でおこない、早期に計画をオーソライズできた。野田の教訓から、平時から地区レベルのＭＰを描いておくこと、平時から何らかの地域づくり活動の経験をなるべく蓄積させること、震災後はＭＰのたたき台の成立が急務であること、その後、たたき台を住民参加で段階的に合意すること、個別建築の無秩序な建設を地域主導で自粛すること、等の教訓がえられた。　以上から、制度としては、仮説住宅の従前地への優先入居、建築制限令後の行政の違法建築監視活動と地域の個別建築自粛活動の連携、公的計画セクターの提案権と手続きへの住民参加、都市計画の段階的決定、等に改善すべき点を指摘することができた。
