    The purpose of this reserach is to examine the relevance of Tocqueville's theory of democracy and Schumpeter's for considering the problems of post-Communist democratization in Eastern Europe and China. As a result of the research, we confirmed that these theories of democracy, which had been developed through the historical experiences of Western Europe and North America, are applicable to non-Western cultures. Especially, Tocqueville's theory of democracy and revolution invites a new interpretation in the light of the progress of democracy in the contemporary world of globalization.These research results were made public at the two international conferences we held, "Tocqueville and Post-Communist Democratization: Eastern Europe and China," March 2013, and "Tocqueville and East Asia: Reception and Relevance," September 2015. Several papers submitted to the latter will be published in a coming issue of the Tocqueville Review

    This year based on that we summed up our previous studies and checked crosscutting issues, we made clear points which are important issues in regenerating local economy. Furthermore, we tried to brush up them through the International Conference held in Naha City, Okinawa Prefecture.Those important results we have so far worked out in last three years are :1) To carry out resurgent local economies by way of the industry clustering approach that could transfer industry conglomeration to industry cluster ; 2) To come up with the new type of measurement by which those who are in charge of the economic development can select competitive industry cluster in the local level ; 3) To analyze and sum up components of industry clustering in line with the collaboration management by local initiatives.As a result that we checked those results together with opposite opinions in the International Conference in Okinawa, we reached that both of them would be available but our results must be more important. This is because ours are the approach by which local initiatives would be able to bottom them up, whilst other's are one that promote just a few of companies

    (1) One Dimensional ModelsChaos occurs in a nonlinear cobweb model with normal demand and supply, naive expectations and adaptive production adjustment. We demonstrates the possibility that chaotic fluctuations may be preferable to a steady state for a simple macro disequilibrium model in which inventory can be chaotically fluctuated.(2) High Dimensional ModelsWe investigate the global dynamics of two-dimensional Diamond-type overlapping generations model extended to allow for government intervention. We identify conditions under which transverse homoclinic points to the golden rule steady state are generated. We examine by mean of analytical method and numerical simulations the properties of three-dimensional Kaldor-type business cycle models in which a parameter is fluctuated by noise. It is shown that noise may not obscure the underling structures, but also reveal the hidden structures.(3) New Numerical Approximation SchemesComposition methods for autonomous stochastic differential equations (SDEs) are formulated to produce numerical approximation schemes for the equations. The new schemes are advantageous to preserve the special character of SDEs numerically and are useful for approximations of the solutions to stochastic nonlinear equations(4) Alternative Approaches and ModelsWe investigate various alternative approaches and models. For example, percolation theory is employed to model stock price fluctuations

    The purpose of this field research is to build a model for an evaluation on researchers of Social Sciences. First of all, to design its field research, our focus was on an evaluation on an individual level such as researchers and/or professionals, but its focus expanded : to include the evaluation on both a project level and an organizational level. Moreover, needless to say, our purpose includes the perspectives of the evaluation including its time factors such as its "ex-ante" evaluation, process evaluation and "ex-post" evaluation.The following perspectives have been used to analyze the evaluation issues.(1)The operation/management systems, the efficiency of organization/management, human resource systems,(2)The rational allocation of the research-granted resources ; revitalization, originality, creativity of the education/study,(3)Its application of the social technology/tools, the social and economical positioning and policy implication of the evaluationThe countries visited to do our field research are mainly Europe due to its lack of this sort of accumulated studies so far - especially, research institutions in France or Germany

    ドイツの公的介護保険制度は1995年に第一段階（在宅介護）、1996年に第二段階（施設介護）に入った。介護制度の運用とサービス給付の実態の中で、制度見直しが論じらてれおり、その主要論点は、１）介護サービス給付内容に関わる問題と、２）財政負担問題に分けられる。１）介護サービス内容の具体的問題点は、以下のようにまとめることができる。・従来システムと比較したときの介護サービスの質量の低下・給付水準と必要水準の乖離・介護技術者の不足とその養成・教育 ・介護判定　介護判定問題では、申請判定者（医師）の介護実態についての理解が問われ、また旧東西ドイツ間での申請却下率の相違が問題となっている。その他の問題点は、公的介護保険制度が掲げる、市場システムの活用、競争原理の導入に関わっており、民間介護給付サービス会社のサービス給付と公的介護保険制度が認める給付水準間の乖離が問題とされている。他方、公的介護保険制度が提供する介護サービスの質量は、その財源、すなわち２）財政負担の問題に密接に関わる。２）財政問題として、「共通の記憶喪失」と非難される介護施設投資の遅延問題、すなわち連邦政府と州・地方政府間の財政負担をめぐる対立、あるいは連邦省庁間の対立が指摘される。それら行政組織上の財政問題の根底には、財源上の制約、すなわち国民負担の規模と負担配分の問題がある。意見・立場の相違は「使用者負担補償問題」として政治対立化し、システム成立前の長い論争を経た後、なお現在も依然として主要対立点として位置づけられている（例えば「Gutachtenに見るドイツ公的介護保険制度―経済学的、経営経済学的分析を通した制度と論点の検討」貯蓄経済理論研究会年報 vol.12, 1997参照）。　「使用者負担の増大が企業の国際競争力を弱め、ドイツ経済自身を弱体化させる」との命題をめぐる対立は、公的介護保険制度成立時に棚上げされ、五賢人会に経済学的検討、経営経済学的検討が委ねられた（公的介護保険法）。五賢人会の特別報告に従う形で第二段階の実施形態が定められ、制度的解決がなされた。しかし、「企業実態調査」は繰り返し企業の過重負担を指摘し、制度改変を主張している。また、五賢人会がその特別報告の中で提言した被保険者全額負担システムへの移行についての本格的議論は始まったばかりである。　ドイツの介護保険制度についての論議は、保険制度全体、社会保障制度全体についての論議として広がりを見せている。そこでは、制度の位置づけが、市場経済全体の枠組みの中で、経済学的、経営経済学的に検討されている。我が国の論議の現状を見たとき、示唆するところは大きい。研究成果の発表：研究成果の一部は次の論文で発表：発表年月1997年9月：「社会動態・経済動態のなかのドイツ社会保障制度―公的介護保険制度に見る高齢化社会への対応」渡辺重範編『ドイツハンドブック』所収早稲田大学出版部

  • 経済構造変化における企業の役割と適応的行動についての分析－ドイツ統一プロセスにおける企業行動と構造変化の実証分析－

    　研究内容とその成果を以下の2項目にまとめることができる。　Ⅰ、「ドイツ統一」に伴うマクロ経済的変化と企業行動の関係について、時系列分析を行った。旧東独生産企業体の投資データ（旧東独プランコミッションの内部データ）に、構造変化検証モデルを適用し、統一前の企業行動の変化が旧東独のマクロ経済の実態の推移に対応すると同時に、統一という「構造変化」の経済的説明要因であることを明らかにした。本分析結果の一部を、これまでの研究成果とともに、経済構造の変化と企業行動の関係についての分析として公表した（「経済構造の変化と企業行動の時系列分析」『経営学論集第67集』所収）。同論文では、企業行動の変化をマクロ経済的変化に対する適応的行動としてとらえ、その適応的行動が企業業績に与える影響とマクロ経済の調整プロセスに与える影響とを検討するとともに、マクロ経済変化の起因としての企業行動について明らかにした。　II、ドイツ企業の代表的データベースであるBonner Stichprobeとの比較可能な形の日本企業データベースを作成する 作業にたずさわった。ドイツ統一後の調整プロセスにおける企業行動いついて、日独比較分析の観点から明らかにすろことをめざしており、この作業はそのための準備作業である。ベルリン国立社会科学研究所（ＷＺＢ）との共同作業であり、本特定課題から研究助成を得るとともに、一部、ボン共同研究プロジェクト（第14プロジェクト）とドイツ学術振興会(ＤＦＧ）から研究助成を得た。成果の一部を・Farming Out of Japanese Industry，presented paper at the German- Japanese Workshop on Currency Appreciation and Structural Economic Change，Tokyo ・Wirtschaftlicher Strukturwandel im Spiegel der Rechnungslegung， presented paper at the workshop Rechnungslegung und Analyse japanischer Unternehmen，Berlin として公表した。　今後、日独比較の実証研究を通した、経済動態と企業行動の役割についての検討を進めるとともに、成果の一層の一般化と理論化をめざす。
