I have analysed the Anglo-Scottish Union from the political points of view. As the Scottish public records do not inform us much about political realities,I mainly made use of MS sources of such Scots lay peers as the dukes of Hamilton and Roxburghe. In my studies, I have considered the following points. 1. The Scottish Parliament before the Union, and the political behaviours of Scots representatives at Westminster parliament after the Union 2. The Scottish peerage and their politics in the early eighteenth century, especially the “Peerage Bill Crisis” in 1719 3. The Union and the political behaviours of Scots lawyers 4. A historical model has been widely known that the British parliament consisting of landed gentlemen who represented local(particularly county) communities gradually achieved the sovereign power against the crown in early modern and modern ages. That modern British history is a story of the developing and triumphing parliament is a historical orthodoxy in not only Britain, a pioneer nation establishing parliamentary government, but also in lots of nations now accepting the parliamentary system. The model, however, has been recently challenged by theoretical and empirical studies of British early modern and modern history. This research project critically reexamines the model in great details. It is expected to contribute to a historical debate on the role of the parliament, through publishing an academic book on British parliamentaryhistory

This project analysed the development od the structures of political power in the medieval and early modern times of Europe in relation to the plurality and process of confessional divisions of Christian sects(Catholic, Greek orthodox, Protestants).In the world of medieval and early modern Europe,Christian churches formed own religious organization plurally and at the same time churches and political powers were gradually conbined.Christian sects formed own blocks.We analysed the reality of each area, the forms of conflicts between sects,the systems of arbitrations, the formation of idea of tolerance

18世紀ブリテン議会を代表する下院議院書記(Clerk of the House of Commons) 、ジョン・ハットセル(John Hatsell，1733-1820) の著した下院議事手続についての覚え書き「メモラビリア」（Memorabilia）を研究代表者は米国サンマリノ在ヘンリ・ハンティントン図書館(Henry Huntington Library) で発見した。ハットセルは、彼が出版した『下院議事手続研究』で有名であるが、本人の残した手稿史料は少ない。この新発見史料と既知の史料とを綿密に比較検討することで、近代イギリス議会、とくに下院における議事手続を明らかにすることができた。また彼が書いた書簡はエクセター地方史料館、大英図書館、国立文書館に散見されるがこれらの史料を本特定課題研究で閲覧することができ、上記『メモラビリア』と比較することができた。

19世紀における英国議会の議事運営について研究した。その最大の特徴の一つは、政府の立法への関与強化である。かつて、平議員が自ら法案を提案することは珍しいな行動ではなかった。しかし議会の立法業務は1801年以降10年間だけでも2倍に増加し、その傾向は世紀後半ますます顕著になる。政党の組織化は、個々の議員の活動を一層制約した。だが都市インフラ整備などは依然、私的立法によって進められていた。政党間の対立による議場の紛糾は、自由な議論を阻害したが、なお「討論の文化」は、相当程度確保されていた。本研究では、政府による議事の「管理」management と一般議員によるprivate legislation という一見相反する現象がどのように進行したのかを考察した。成果は邦文、英文の論文の形で2017年度以降発表される。その一部は、議事運営についての日英比較の形をとる。

本特定課題研究においては、18世紀ブリテン議会がスコットランド社会の変容に与えた影響について詳細な研究を行った。とりわけ1747年議会で制定された「スコットランド世襲的司法権廃止法」(Heritable Jurisdictions (Scotland) Act)は、伝統的なスコットランド社会のあり方に大きな変更を加えるものであった。　1707年のイングランド・スコットランド合同(The Union)はグレート・ブリテン王国という統一国家を形成しながらも、イングランドではイングランド法、スコットランドにおいてはスコットランド法の支配が認められ、スコットランド古来の司法制度は基本的に温存された。しかし1745－46年のスコットランド・ジャコバイト反乱によって、とりわけスコットランド北部高地地方においてなお氏族支配が続き、社会の近代化が阻害されていると考えられた。「世襲的司法権廃止法」案はロンドン政府と、近代化を望むスコットランド貴族・中産階級の合作であり、氏族族長の世襲的な裁判権を否定し、新たにイングランドと歩調を合わせた司法制度を地方において作ろうとするものであった。しかし族長らの抵抗はなお著しく、法案は多額の金銭補償を族長に与えることでようやく実現した。しかしいったん世襲的司法権が否定された後は、スコットランドは私兵制度の廃止、武装解除、高地地方の貧農の強制立ち退きと土地整理(Highland clearance)などによって急速に近代化の波に乗ることとなる。本研究ではハミルトン(Hamilton)公爵、ホープトン(Hopetoun)伯爵、ヒューム(Home)伯爵らがなお自邸内に有する私文書を含む詳細な史料調査を行い、スコットランド近代化の転機になった世襲的司法権廃止の過程を追っている。研究成果はこれまで同様、Parliamentary History, Scottish Historical Review 誌など英国の代表的な査読雑誌に投稿し、掲載を目指すものである。

標題の「１８世紀スコットランド政治社会―１７０７年合同のインパクト」について研究を進めることができた。またこれについて特定課題研究費は非常に有用であり、改めて謝辞を述べたい。具体的には１　スコットランド史関係の洋書２０冊余りを購入できたこと２　国内学会においては、研究領域が隣接している者と活発に意見交換ができたこと。３　2011年3月研究出張で英国エジンバラ大学などを訪ね、多くの未刊行史料を閲覧でき、かつエジンバラ大を初めとする研究者と意見交換ができたこと。これらの研究成果はことしにも、英国の代表的査読誌Parliamentary History などに掲載される。

　研究課題が主として英国スコットランドであるため、夏期休暇などを利用してスコットランド国立文書館(National Archives of Scotland), スコットランド国立図書館(National Library of Scotland), エディンバラ大学図書館等で精力的に未刊行史料の調査をすることができた。さらにスコットランドのアーキビストの協力を得て、ハミルトン公爵 (Duke of Hamilton) 家私蔵の有力政治家にかんする古文書について実地調査も行うことができ、多くの有益な書簡を見つけることができた。さらに昨秋この分野の専門家William A. Speck リーズ大学名誉教授を東京に招聘し、研究上の様々な議論を行っている。　そしてこれらのリサーチや討議の結果、1730年代の議会史料の中から、非常に歴史的に価値のある新史料を発見することができ、この史料的な意義はすでに英国の専門研究者も認めている。2010年度中には英国の代表的な査読学会誌にその研究成果が報告される。この論文によって1707年のイングランド・スコットランド合同以後の政治史、議会史研究に貢献ができると信じている。
