 I am an urbanist and sustainable development strategist who helps cities create resilient post-growth futures.


Currently based at the Waseda Institute for Advanced Study (WIAS), Waseda University in Tokyo, I work between research and policy, producing analysis and frameworks for cities facing post-growth realities, demographic changes, and sustainable development challenges. My work explores how people can continue to thrive—with good services, vibrant public spaces, and a strong sense of community—even as cities shrink and the climate changes.


My book, We’re Still Here: Regenerating Shrinking Cities from the Ground Up (University of California Press, 2026), argues that cities facing depopulation can embrace their smaller size and build on their unique character and history to enhance life for those who remain.


My research on post-growth urbanism and sustainable development has appeared in peer-reviewed journals including the Journal of Urban Affairs, npj Urban Sustainability, Current Opinion in Environmental Sustainability, and Sustainable Cities and Society. My policy commentary has been featured in ICMA’s PM Magazine and in the International Institute for Sustainable Development’s SDG Knowledge Hub, bridging academic insight with practical implementation.


I hold a Ph.D. in Architecture from the University of Tokyo, an M.Sc. in Urban Studies from the University of Edinburgh, and a professional degree in Architecture and Urban Planning (M.Arch equivalent) from the Technical University of Madrid.

    Abstract

    Achieving the Sustainable Development Goals (SDGs) hinges on well-designed and implemented follow-up and review (FUR) processes. Cities lack official recognition in the FUR architecture of the 2030 Agenda. This is a notable shortcoming, as cities are responsible for implementing at least two-thirds of their targets. To engage with the 2030 Agenda, cities have initiated FUR exercises through Voluntary Local Reviews (VLRs) to establish benchmarks, report on their progress, and share best practices. This paper explores how cities are operationalising FUR through a thematic analysis of interviews with city officials of seven European cities that conducted two or more VLRs between 2019 and 2022. Our findings highlight three main ways in FUR processes through VLRs affect local sustainable policymaking: (i) by aligning global goals and targets with local monitoring and reporting; (ii) by integrating and timing evaluation with local action, thereby embedding the SDGs more deeply into municipal strategies; and (iii) by accelerating local action through innovative approaches (e.g. sustainability budgeting). We conclude that conducting FUR through VLRs positively contributes to SDGs implementation. However, to make this more likely to happen, FUR should be embedded in municipal processes and local FUR efforts should be better recognised in global sustainability agendas.

    In a world that expects cities to fuel economic growth and attract millions of people every year, there's something unnerving about the phrase "shrinking cities." But thousands of cities are getting smaller, leaving vacant homes, abandoned factories, and oversized infrastructure. Shrinking cities pose a new problem for urban planners: how to manage the transition to fewer residents with a tool kit designed for expansion.

    Urbanist Fernando Ortiz-Moya argues that instead of chasing regrowth, cities can embrace their smaller size and build on their unique character and history to enhance life for those who remain. We're Still Here contrasts official responses to shrinkage with spontaneous bottom-up actions led by traditionally marginalized residents in the cities of Pittsburgh, Manchester, and Kitakyushu. These stories show how decline becomes a springboard for social and physical (re)construction and justice-driven urbanism—revealing both the limits of pro-growth planning and the seeds of a new approach that he calls "(Re)City-Making." Far from a cautionary tale, this book makes a convincing case for the shrinking city as a laboratory for innovative, people-centered urban policy and collective empowerment.
