    <jats:p>Individual behaviors of citizens are important for implementing the necessary measures for adapting to climate change. However, studies on the adaptive behaviors of ordinary citizens are limited. Therefore, in this study, we developed behavioral models to understand individual behaviors for adaption to and mitigation of climate change. We compared four behavior groups, namely, G1, individual mitigation; G2, individual adaptive; G3, long-term adaptive; and G4, solar-energy system installation behaviors. Following a questionnaire survey for the four behavioral groups, behavioral models were developed using structural equation modeling, which considered psychological factors along with selected attitudes, perceived effectiveness, norms, benefits, practicality, and intention. Furthermore, we considered the recognition and attribution of local climate change as key factors for adaptation behaviors toward local climate change. The behaviors of citizens in four prefectures in Japan, namely, Nagano, Tokyo, Saitama, and Kanagawa were considered. Among them, Nagano Prefecture, wherein the implementation of adaptation measures was at a low level while that of mitigation measures was at a high level, showed a differing trend. In the behavioral models, the recognition of local climate change directly affected the behavior of citizens in the individual adaptive behavior group. In both the individual adaptive and long-term adaptive behavior groups, the impact of benefits was substantial, with significant differences across local areas. Thus, effective adaptation strategies might involve tangible and familiar examples demonstrating the consequences of behavior, thus enhancing citizens' behavior evaluation perception and fostering its acceptance as a desirable behavior. Tailoring adaptation strategies to specific local contexts might also be necessity. To encourage citizens to adapt to climate change and its impacts, we propose two-way efforts, instead of providing one-way information, by supporting citizens to think about self-help and mutual help effectively. Our study can serve as a reference for future studies focusing on citizen behavior about climate change mitigation and enhance their adaptation for locally implemented strategies.</jats:p>

  • Five types on perception of global warming in Japanese

    <jats:sec><jats:title>Introduction</jats:title><jats:p>The study seeks to examine Japanese people's perceptions and attitudes toward climate change by segmenting and characterizing respondents using online survey data from 2017 and 2020.</jats:p></jats:sec><jats:sec><jats:title>Methods</jats:title><jats:p>The survey administered in 2017 had 2,997 respondents and the survey in 2020, 1,100 respondents. Five segments were identified based on aspects of people's understanding of global warming, their attitudes toward taking countermeasures, and analyses of the characteristics and changes in the segment composition.</jats:p></jats:sec><jats:sec><jats:title>Results</jats:title><jats:p>The groups identified were the “Alarmed,” who have a strong sense of urgency and undertake proactive measures; the “Indifferent,” who have limited interest and no clear opinion; the “Affirmative,” who tend to agree with all questions regardless of their content; and the “Skeptic,” who tend to suspect global warming. Provide negative responses to contradictory questions. The 2017 survey also yielded a segment called “Dismissive 2017,” and in the 2020 survey, a new segment called “Cautious 2020” was identified. People with unclear perceptions about climate change accounted for about 50% of respondents in both surveys.</jats:p></jats:sec><jats:sec><jats:title>Conclusion</jats:title><jats:p>The findings suggest that in communicating with the public regarding the implementation of countermeasures, it is necessary to consider the differences in awareness, knowledge, and perception of the effects of global warming among various segments of the population.</jats:p></jats:sec>

  • A Study on the Methodology for Understanding Climate Change Impacts Through Qualitative Awareness Surveys by the Government and Its Implementation in Shiga Prefecture

    In this study, we developed an analysis method for texts obtained through qualitative research such as interviews, and workshops conducted by administrative agencies in Shiga Prefecture to structurally understand climate change impact perceptions.

    In this study, text mining methods were applied to text data obtained from a qualitative survey of citizens, agriculture, forestry, fishery, industry, and business entities in Shiga Prefecture. As a result, we were able to identify five topics: “typhoon damage, animal damage, and paddy rice damage”, “seasonal changes”, “summer and winter effects of rising temperatures”, “rainfall and snowfall extremes and their effects on disasters and forestry”, and “Lake Biwa and natural ecosystem effects”. The cross-tabulation results show that citizens mentioned a wide range of sectors, while stakeholders in agriculture, forestry, and fisheries provided detailed information on climate change impacts in relevant sectors. It was found that combining the texts of the relevant actors makes it possible to understand the climate change impacts that are becoming apparent in the region in some detail.

  • Determinants of Implementation of Countermeasures to Climate Change Risk

    In this study, an online questionnaire survey was administered to understand the current situation of people’s perceptions and attitudes toward risks related to climate change and their efforts to take countermeasures and obtain suggestions for promoting countermeasures in future.

    Note that 73.8% of respondents believe that global warming is primarily caused by human activities. Moreover, many respondents think that it is an issue that transcends generations, countries, and regions and that it is necessary to take measures to prevent its impact.

    In terms of countermeasures, the implementation rate of energy saving (64.0%) and heat stroke prevention (57.5%) is high. The number of mitigation countermeasures implemented was higher than adaptation. Furthermore, comparing the number of actions implemented by classifying countermeasure actions into mitigation and adaptation, the number of actions implemented by mitigation measures was higher. Because of multiple regression analysis to clarify the factors that determine the number of measures to be considered, people recognize global warming as a problem to be addressed and implement mitigation measures. However, adaptation measures may be implemented not as a measure to the global warming problem but as a response to individual impact.

  • Perception and Attitude Changes of Stakeholders for Resilient City Policy by Online Deliberation

    The aim of this study is to clarify the stakeholders' perceptions and attitudes of climate change adaptation in disaster prevention, which is one of the essential factors to make cities resilient, with the expert knowledge and discussion with each other participant via online deliberative experiment. We set up online virtual communities consisting of stakeholders living in disaster-stricken cities and towns who are expected to have a certain stake in this issue, and conducted a deliberation within the communities for 14 days on resilient city policy focusing on climate change adaptation in disaster prevention with the relevant knowledge from experts. We then analyzed changes of the perceptions and attitudes of the participants using the utterances (text data on the message boards) and the questionnaire data of before and after deliberation. The main results are as follows; (i) during the deliberation, a wide range of topics were discussed and converged to policy options over time, (ii) the self-help measures were got understanding of the participants though transformative measures including evacuation for a long time faced negative responses. almost none of the adaptation policies received greater opposition after deliberations than before, participants gained, through discussion, a deeper understanding of measures they themselves could implement (self-help) especially, (iii) perceived effectiveness of adaptation policies have been improved after deliberation, though, cost-benefit evaluation for transformative measures was remarkably lower after deliberation, that is, they will be difficult to implement. Therefore, we need to provide expert knowledge which can make people change their framing.

  • Methodology for Nexus Approach Toward Sustainable Use of Geothermal Hot Spring Resources

    This study has developed a methodology for the nexus approach by integrating interdisciplinary and transdisciplinary concepts and qualitative and quantitative mixed methods into the process of the systems thinking approach. The nexus approach was institutionalized in two projects using the location specific case study of Beppu, Japan where a set of interconnected issues in using geothermal hot spring resources have emerged due to the promotion of geothermal energy development under low-carbon policies at global and national levels. The interlinkages among geothermal hot spring resources, including heat, steam, nutrients, and drainage between land and coastal systems were analyzed to improve decision- and policy-making. This study discusses (1) how different discipline-oriented methods and data are integrated, (2) how much of the targeted water-energy-food nexus systems are understood using the nexus approach, and (3) how far does the nexus approach influence changes in the policy agenda and human behavior regarding sustainable geothermal hot spring resources use. The nexus approach facilitated the sequential integration of individual methods and data to better explain the causal linkages focusing on water-energy-food resources in the human-nature systems in Beppu. The proposed policy recommendations are based on the local government initiative for continuing to conduct citizen participatory surveys on geothermal hot spring resources. Transferring the developed methodology will help to effectively develop geothermal hot spring resources and compliment the current national renewable energy and natural resource policies and management.

    This study set up online virtual communities consisting of farmers and stakeholders involved in agriculture and nonfarmers living in rural areas interested in agricultural production. We conducted a deliberation within the communities for 14 days on identifying important climate change adaptation policies for 30 years later under climate change impacts with the relevant knowledge from experts. During the deliberation, after self-introduction took place including the realization of climate change impacts, the participants were provided with the expert knowledge on impacts of climate change, adaptation policies in agricultural sector and so on, then the following discussions covered issues such as the distribution of agricultural produce, insufficient successors, and support for farmers, such as impacts on crops during disasters concerning future scenarios. Attitude changes before and after deliberation were observed in terms of the pros and cons of climate change adaptation policies in agriculture and rural areas, but statistically significant differences were not observed. On the other hand, a statistically significant change was observed in some determinants of the pros and cons, such as the perceived effectiveness and goal intention. This structural change results from that the participants became aware of a different perspective through deliberation. Thus, the online deliberation process was effective to some extent in increasing knowledge and promoting deeper understanding among participants during inquiry and reasoning was deepened in the process as they listened to the opinions of others in a different position with a different idea as well as read and search for scientific findings and information provided by experts.

    <p>It is important to reflect the demands of citizens when creating a sustainable vision of the future society. In addition, it is necessary to implement specific activities to realize the vision of the future society. Therefore, the feasibility of the future social vision is also required.</p><p>In this study, as a part of the 2nd Takashima City Town Development Promotion Conference, which is an administrative project of Takashima City, Shiga Prefecture, a sustainable regional future social image that is feasible and highly acceptable to citizens was created through the practice of a workshop program. The purpose of this study is to extract the requirements for the creation of the future social image by examining the creation process.</p><p>As a result, the aspect of solving regional issues through the utilization of regional resources such as forest resources that are deeply related to the formation of the region is strongly recognized in the creation of the future social image desired by citizens. It was found that the future social vision using these local resources presupposes the formation of local communities with accumulated social capital as the basis of activities.</p>

    <p>This study aims to establish the "Integrated Future Scenario Building Methodology" which finally build a future scenario by integrating expert knowledge (scientific findings) and local knowledge, and we applied it to the issue of climate change adaptation in Nagara River watershed. The methodology consists of stakeholder analysis, Delphi study, and scenario workshop, and we refined each component by applying text mining and social network analysis, providing more detailed scientific findings with the stakeholders for example. With the results of application, we examine effects of visualization of the analysis, relationship between the scope of the scenario and updated scientific findings, and the points of application of the methodology in policy implementation in terms of evidence-based policymaking. The methodology applying to the climate change issues has a potential to envision discontinuous futures from the present and thus gives policymakers and stakeholders insights of the structure of the future including uncertainties. The local center for climate change adaptation throughout Japan which the climate change adaptation law requires are expected to contribute to raise awareness of policymakers and stakeholders and to evidence-based policymaking.</p>

    <p>The Climate Change Adaptation Act was issued in June 2018, and local governments, private sectors, and citizens were urged to promote climate change adaptation efforts. As the impacts of climate change are diverse, adaptation measures need to be addressed in a wide range of areas. From these facts, in this research, for stakeholders focusing on town development in Takashima City, Shiga Prefecture, we conducted mapping of interests in interview texts and their minutes using weighing text analysis. As a result, in Takashima City, "low birthrate, aging and population decline" and "regional planning, local community", "Education and Parenting" have high interest, especially in the field of living. However, few stakeholders were interested in linking regional issues with climate change impact "disasters" and other issues.</p>

    <p> This paper reports on nationwide trends on utilization of scientific evidence in environmental departments in local governments via analyzing database which we have built based on the administrative documents, interviewing and questionnaire.The main results demonstrate as follows; i) Collecting scientific evidence by their own budget is quite rare and it depends the governments' subsidiary enterprise to some extent. ii) Scientific evidence which is more detailed in space and time scale is getting used more than ever and the tendency will be spurred on. iii) It is important for climate change adaptation local centers to undertake the roles of interpreting for scientific evidence and sharing knoledges of local staleholders and scentists.</p>

    As the effects of climate change increase in severity, organizations across the world are attempting to measures to mitigate these effects. In accordance with the Paris Agreement of November 2015, wherein participating nations agreed to restrict the increase in global temperature below 2 °C, Japan has formulated guidelines on creating adaptation plans that can be implemented by local governments. A Climate Change Adaptive Information Platform was also launched to promote understanding and cooperation by sharing information on climate risks. However, the literature on this topic lacks information related to the organization of requirements and challenges faced by municipal administrative officials that formulate adaptation plans. To address these issues, we examined the four municipal forums hosted at Hosei University to encourage administrative needs for new technological ideas in areas such as climate modeling and impact assessment. We used text mining on the transcripts of the various workshops conducted in these forums and attempted to understand the changes in discussions and to extract issues related to the formulation process. The results showed that various topics, such as creating adaptation promotion systems, assessing the impacts of climate change, formulating adaptation plans, communicating with related organizations and stakeholders, developing human resources, and capacity building, were discussed, and a need for information, procedures, and assistance was identified for the formulation of feasible adaptation plans. This study is expected to provide a useful reference to stakeholders involved in framing adaptation plans to mitigate the effects of climate changes, particularly at the municipal level.

    <p> We applied the online deliberation experiment to the issue of climate change adaptation in disaster risk reduction (DRR) and analyzed the change of the cognition and preference of the experiment participants who live in disaster affected areas by questionnaire data of before and after deliberation and by text mining of discourse. The main results are as follows; i) during the deliberation, a wide range of topics were discussed and converged to adaptation options over time, ii) health damage and wind and flood damage were rated high before and after the experiment as climate change risk, and especially water shortage and deterioration of water was got rated high after the experiment, and iii) the self-help measures among climate change adaptation in DRR were got understanding of the experiment participants though transformative measures including evacuation for a long time faced negative responses.</p>

  • Attitudes of Farmers and Rural Area Residents Toward Climate Change Adaptation Measures: Their Preferences and Determinants of Their Attitudes

    In this study, data obtained from an online survey were analyzed to identify the perception gap between farmers and nonfarmers (rural area residents) toward climate change adaptation measures with conventional and new elements of the psychological mechanism. Key findings from the study were as follows. First, the perception of climate change risk and awareness of impacts of climate change had strong effects on the preferences for and willingness to participate in measures rather than trusting the government and values pertaining to the policy decision-making process. Second, farmers tended to prefer “protection” and “transfer of risks (insurance)” as climate change adaptation measures more than nonfarmers did. Farmers also tended to be unwilling to participate in “withdrawal”, reflecting the difficulty of relocating agricultural land. Third, farmers’ willingness to participate in climate change adaptation measures was determined strongly by their preferences. Therefore, to increase preference, there needs to be communication about multiple risks including climate change risks associated with not only “adjustment” and “protection”, which tend to be preferred, but also “withdrawal”, which tends to not be preferred. Contrasting with these, nonfarmers tended to prefer any particular climate change adaptation measures statistically-significantly, but they tended to be willing to accept “self-help” absolutely and “withdrawal” relatively. Also, farmers’ willingness to participate in climate change adaptation measures was determined strongly by their preference. One of the ways to increase the preference is communicating about the multiple risks including climate change risks associated with “adjustment,” “protection” and “transfer” which tend to be preferred more than nonfarmers did. Finally, trust in the government and values pertaining to the policy decision-making process did not necessarily have a serious impact on policy preferences and willingness to participate, both for farmers and nonfarmers. More analyses for other sectors will be needed for further study.

    In this study, we tried to grasp the themes discussed at the co-design workshop (WS) which administrative officials belonging to the departments related to climate change adaptation planning and researchers participated, and to identify the recognition and the issues in local government's adaptation planning by visualizing the relationship between the themes and the departments. As the result of this, we were able to identify 12 themes such as "setting numerical targets" and "forecast of precipitation," and for example, it was revealed that the issues the environmental departments has was how to manage to the progress of the plan, and the agricultural sector faced the problem in providing information to farmers.

    <p>In this study, the authors tried to examine if deliberation process such as learning by information provided from experts or interaction among participants has worked on an online deliberation about climate change adaptation strategies in the agriculture and disaster prevention field, by grasping the change of the number of speakers and the frequency of utterance, and visualizing the trend of the discussion by text mining on the participants' remarks. As the result of this study, it was illustrated that discussion was actively being carried out even in the deliberation in the community of disaster prevention field, although the number of speakers gradually decreased in the community of both fields agriculture and disaster prevention. It was also possible to clarify that multiple topics were discussed centrally and continuously such as "self-introduction" in related to climate change at first, then "factors and effects of climate change" to "climate change adaptation", "supports for farmers", "agricultural product distribution" and so on in the agricultural communities. In addition, it was inferred that the deliberation process worked well both fields such as the participants became to see social challenge from many sides or to interest in other participants' interest through information provided from experts and remarks of other participants.</p>

  • Climate Change Adaptation Strategies of Local Governments in Japan

    <p>The latest climate change adaptation strategies adopted by local governments in Japan are discussed. A nationwide survey demonstrates several significant findings. While some prefectures and major cities have already begun to prepare adaptation strategies, most municipalities have yet to consider such strategies. This gap must be considered when studying the climate adaptation strategies of local governments in Japan, as municipal governments are crucial to the implementation of climate adaptation strategies due to high diversity in climate impacts and geographical conditions among municipalities within each prefecture in Japan. Key challenges for local governments in preparing adaptation strategies are the lack of expert knowledge and experience in the field of climate change adaptation, and compartmentalization of government bureaus. To address these issues, an interview study of six model prefectures in the SI-CAT (Social Implementation Program on Climate Change Adaptation Technology) project by the MEXT (Ministry of Education, Culture, Sports, Science and Technology) was conducted in order to understand the details of challenges raised by adaptation among local governments in Japan. The survey results reveal that local government officials lack information regarding impact projections and tools for evaluating policy options, even though some of them recognize some of the impacts of climate change on rice crop, vegetable, and fruit production. In addition, different bureaus, such as agriculture, public health, and disaster prevention, focus on different outcomes of climate change due to their different missions. As this is the inherent nature of bureaucratic organizations, a new approach for encouraging collaboration among them is needed. The fact that most of the local governments in Japan have not yet assessed the local impacts of climate change, an effort that would lay the groundwork for preparing adaptation strategies, suggests the importance of cyclical co-design that facilitates the relationship between climatic technology such as climate models and impact assessment and local governments’ needs so that the technology developments clarify the needs of local government, while those needs in turn nurture the seeds of technology.</p>

    <p>Diffusion of new use methods of regional resources is thought to bring about a change in expansion of stakeholders and the relationship there before. Therefore, this study aims to grasp the potential relationship of stakeholders for Beppu City, Oita Prefecture, which is promoting the introduction of small-scale geothermal power plant, which is a new usage method of geothermal resources. In this research, we prepare a two-part network graph focusing on common recognition of issues by using a matrix that identifies the points of interest for small-scale geothermal power plant stakeholders. As a result, the entity engaged in the development of small-scale geothermal power generation is located in the center of the network, the structure of the hotel management and hot-spring owner who are considering introduction and the Oita prefecture related to hot spring resources and the department of Beppu city are located in the periphery. Based on the results of these network analyses, it is considered that the occurrence of noticeable conflicts is avoided because the issues were shared among stakeholders in the installation of small geothermal power plants in Beppu City.</p>

    We created a public indicator as an index to measure the resilience of cities and regions against the risk of natural disasters related to climate change, as well as other risks associated with the changing social environment. The public indicator is one of the three main indicators (Baba & Tanaka). In our online survey, we measured the commitment to residential areas, crises that occurred in the regions, and the vulnerabilities of the community. We selected the risks of eight natural hazards, then recruited respondents from eight cities and prefectures that have either high likelihood of a high frequency of experiencing such disasters. Our results indicate that respondents strongly recognized the risk of disasters that frequently occur in their own residential areas as crisis events rather than other disasters. Participation in community activities and a commitment to their localities were high in rural area. The recognition of vulnerability of homes and communities was low in urban areas. These results showed that resilience index of regional community in urban areas such as Sapporo City was high in the aspect of prevention, and resilience index in rural area such as Kagoshima Prefecture was high in the aspect of cooperation and reconstruction.

    The objective of this paper is to evaluate the market penetration potential electric vehicles for domestic use by regional classification. Based on the questionnaire survey on private-vehicle for car owner, we analyze frequency of long-distance or short-distance drive, the longest-distance drive per day, and annual mileage. Two different type of regional classification are developed by using mesh -based data of GIS. It has been observed that indicators of socioeconomic characteristics such as population density, aging rate, and housing can be used to clarify regional differences in private vehicle use. The main result of case study shows that the areas of high potential of EVs are the mountainous areas and regional cities.

    This paper attenpts to apply an online deliberative experiment to a issue of wooden biomass utilization. We have screened 34 stakeholders on the issue and provided them with expert konledge. Then we have analysed their attitude change by questionnaire data of before and after deliberation and by text mining of discourse. The results shows that i) proponents of wood biomass as general term has increased slightly after deliberation, ii) as for intermediate and demand side, ther emerged the group that would shoulder a burden morer than the present and the group that could not go along with, and for supply side, there emerged the group that are involved in if it would turn a profit iii) the effect of this experiment indicates that the most participants were able to express their opinions and collected information autonomously and then interactied each other.

    This study clarifies the factors to determine risk perception of climate change and attitudes toward adaptation policy by analyzing the data collecting from Internet survey to the citizens in rural areas and farmers.     This study identifies the stakeholders and their interests and clarifies the potential disputes and its prevention measure to realize a harmonious coexistence of geothermal resource between small power generation and hot spring utilization by stakeholder analysis in Beppu which has the top resources of hot spring in Japan. The results demonstrate as follows. First, most stakeholders are interested in small geothermal power generation basically but are not knowledgeable, and the expert knowledge on geothermal resource entail uncertainty. Second, most stakeholders assume the geothermal resource as sightseeing and management resource rather than power generation use, and acknowledge the value of not only economic but also non-economic. Third, explicit disputes are not observed at present because small geothermal power generation have not been utilized everywhere yet. However, the concerns over the depletion of geothermal resource are so serious that disputes might arise in future. Therefore finally, integrating expert knowledge and local knowledge is needed by sharing risk perception of depletion of geothermal resource and by reframing branding strategy in the local community through joint fact-finding. Based on the above, a comprehensive arena of dialogue on geothermal resource are required to examine sustainable use of the resource.

    This study identifies the stakeholders and their interests and clarifies the potential disputes to examine sustainable use of groundwater by stakeholder analysis in Obama which depends on groundwater as major source of water. The results demonstrate as follows. Firstly, there are gaps among stakeholders in terms of prerequisite knowledge. Therefore, sharing scientific evidence between stakeholders through Joint Fact-finding will help to build consensus regarding the future direction of groundwater management. Secondly, the degree of interest depends on local communities, generations and possibility of switching groundwater to tap water. It is imperative that adequate consideration is given to the diversity of stakeholders in promoting JFF. Thirdly, there is a lack of cooperation among stakeholders. Especially, Involvement of agricultural sector who should have positive relationship with groundwater in nature will be one of the keys to solve multi-issues solution. From a perspective of adaptive governance which will be more important under in operation of the Hydrological Circulation Fundamental Law, effectiveness of stakeholder analysis is to identify a new issue such as above, while challenge of it is not to provide a new framing. Therefore blowing a whistle from scientists to the stakeholders in the process of the analysis would be needed.

As the result of the analysis of the promotion and barrier factors on the implementation of climate change adaptation, it was emerged that reference factors (vertical, horizontal) and characteristic factors (innovation, carrier) was applied to climate change adaptation.<BR>And the unique issues on the implementation of climate change adaptation was exsisted.     The effects of climate change are already being observed in the region. Action to mitigate climate change may be effected by increasing the awareness of the effects of climate change in people.<BR>In this study, a survey of Iida residents in Nagano Prefecture was conducted to determine the level of awareness of the effects of climate change, and the relation between this awareness and steps being taken for climate change mitigation/adaptation. This study also examined the factors that divide the mitigation priority type and the adaptation priority type.<BR>Our results indicate that the residents of Iida are becoming increasingly aware of the effects of climate change for approximately the past ten years, and that this awareness affects not only adaptation behavior directly but also mitigation behavior indirectly. Our results also show that the people who prioritize mitigation do not sufficiently recognize the effects of climate change, and that the people who prioritize adaptation do not sufficiently recognize the causes of climate change.<BR>Based on these results, we could consider implementing educational programs on climate change.

    in recent years, various Eco City policies are put forward by the Chinese Government intensively with urbanization rate rising rapidly. This paper clarifies the characteristics of EcoCity policies by the relationship between local and central governments. Results of literature surveys on two types of the policies demonstrate the followings; 1) the policy led by the State Council; the Council set goals for each local government and combine status of the achievement with personnel evaluation to ensure effectiveness. It is realized by powerful legal binding force of "the eleventh five years' development plan." 2) the policy led by each ministries and agencies; for example the prize-giving scheme of the Ministry of Environment, the effectiveness is ensured by the above mentioned personnel evaluation and assigning collective responsibility to provincial governments and municipalities.

    &nbsp;Impacts of climate change have become obvious in agriculture and food production in Japan these days, and researches to adapt to their risks have been conducted as a key effort to cope with the climate change. Numerous scientific findings on climate change impacts have been presented so far; however, prospective risks to be adapted to and their management in the context of individual on-site situations have not been investigated in detail. The structure of climate change risks and their management vary depending on geographical and social features in the regions where the adaptation options should be applied; therefore, a practical adaptation strategy should consider actual on-site situations. This study intended to clarify climate change risks to be adapted to in the Japanese agricultural sector, and factors to be considered in adaptation options, for encouragement of decision-making on adaptation implementation in the field. Semi-structured individual interviews have been conducted with 9 multidisciplinary experts engaging in climate change impacts research in agricultural production, economics, engineering, policy, and so on. Based on the results of the interviews, and the latest literatures available for risk assessment and adaptation, an expert mental model including their perceptions which cover the process from climate change impacts assessment to adaptation has been developed. The prospective risks, adaptation options, and issues to be examined to progress the development of practical and effective adaptation options and to support individual or social decision-making, have been shown on the developed expert mental model. It is the basic information for developing social communication and stakeholders cooperations in climate change adaptation strategies in agriculture and food production in Japan.

    The purpose of this study is to draw lessons for policy on energy efficient building by analyzing the effectiveness of "Reporting system of Environment-conscious building" in local governments. With a perspective of administrative jurisprudence, we conducted a legal structural analysis of the ordinances, and surveys of the operation by interviews and a questionnaire survey. Main results are as follows. 1) The legal binding force of the system is not necessarily strong. 2) The ratio of notifications in 11 local governments is less than 90% or is not figured out. Also, 9 local governments never prepare affective measures for the owners to address improving energy efficiency of buildings. 3) Some local governments have introduced a measure of linking the system to the procedure of building certification application under the Building Standards Act, and a labeling scheme.

    This paper examines how to design the social decision making process for introduction of renewable energy technologies by analyzing nationwide environmental disputes over wind power siting and regulations of local governments and by analyzing the public's attitudes in host communities. Main findings are summarized as follows. First, an intervention of local governments to a process is significant, and "clapping on" environmental regulations are diffused among local governments. Second, the silent majority "observer" accounts for around 40% in a decision making process. Some of them might oppose technology introduction if local environment conservation is not addressed. Therefore, agenda setting and other factors giving consideration to such people is critical.

    This paper examines environmental disputes solutions for wind power siting using negotiation simulation in which participants play actors who are forming a game community, interact each other under negotiation rule and accordingly consensuses are simulated. Availability of the simulation is also examined. Main findings are summarized as follows. First, initial framing for negotiation and mediation in negotiation process are important for trust among actors and procedural justice. Second, effects of the simulation are observed as participants' significant attitudes change before-and-after simulation. Third, one of the solutions recognizes a necessity of "joint fact-finding" which ensures continuous dialogue.

    Some institutions require local governments to take measures on promoting citizens' proenvironmental behaviors. This paper investigates the nationwide trend on the measures by analyzing the data col-lected from local governments' officials through questionnaire and literature and website survey, and examines an availability of the measures from psychological perspective. Main findings are as follows; 1) Local governments tend to implement primarily the measures on new energy facility installation and on promoting citizens' proenvironmental behaviors. 2) The measures are classified into five categories; "General information provision", "Taking awareness", "Short term performance reporting", "Continuous self-managing", and "Effect visualization". 3) It is effective to incorporate "Information provision", "Commitment", "Goal setting" and "Feedback" into the measure in order to maintain citizens' awareness by "Psychological reward" which is motivated initially by "Physical reward".

    A number of wind farms are getting emerged rapidly over recent years in Japan, which often causes local disputes. This paper clarifies the public' evaluation towards the local wind farms in host communities in Japan through a questionnaire. Main findings are summarized as follows. First, the more close to the site they live and/or more frequently they look over from home, the more positively they evaluate the landscape of their local wind farms on seashore. Second, although the landscape should be one of the issues to be addressed seriously, it is not always the most significant. Thirdly, communication with the public made by the developers and the local governments is critical for comprehensive evaluation.

    As WTGs (wind turbine generators) are getting introduced rapidly, especially large scaled wind farm siting often causes environmental disputes. The results from literature and interview surveys on nationwide trends of disputes and intensive comparative case study on two cases which occurred at the same time and brought contrasting results sug-gested the followings; Scope of the agenda in the formal process is determined by institutional requirement, informa-tion gained at informal process and definition of public interests. Environmental disputes arise from a fact that wind farm siting is exempted from the application of Environmental Impact Assessment Law and also a lack of knowledge regarding local ecosystems of wild birds and animals. Therefore, an institutionalization of Strategic Environmental Assessment realizing multilevel governance among central and local governments, and an application of step-by-step participatory approaches in which agenda setting is moving from the general such as the necessity of the facility to the particular such as the location of sites are recommended as a social decision making process to address these dis-putes for the future.

    Wind power introduction especially large scaled wind farm development often causes conflicts among several values of environmental issues such as global warming, local ecosystem, and community development. Therefore participatory arena and procedure for actors to effective decision making are needed. The results from literature and interview surveys on some cases of wind power siting process in Japan and the US suggest the followings: the agenda setting is limited to landscape issue in the formal process according to institutional requirement of natural park in Japanese three cases, whereas the institution "NEPA" require full range of public interest and various agenda to be set in the early stage of the project, and another informal process conducted by the external expert playing as facilitator supports the formal process in the US offshore case.

    As the public has tended to express being involved in decision process of various facility siting which would cause NIMBY (not in my backyard) syndrome and some institutions on public participation has enforced recently, the authorities are required to secure visibility and to take accountability. European and North American countries have developed many public participation programs and "fairness" notion forms the basis of these. This paper provides a view on fairness in facility siting by literature survey in mainly sociology and social psychology. Findings from evaluating 2 examples with the framework demonstrate that deepening common understanding on potential perception gap on fairness among stakeholders in early stage would helps making successful progress of the process.

This paper provides the information about what class of consumers would purchase green power, and what would gives them motivation to contribute by analyzing Japanese consumers' stated preference data collected through the questionnaire. Main findings from the analysis demonstrate that green pricing program would attracts many consumers among these schemes and they would be willing to pay for it higher than the others if the operating body which decide the application of the fund or issue certificates that the power come from renewable energy are managed competently.

Findings from the analysis demonstrate that existing ICT (E-mail) is used for such as documents pre-sending complementary to meeting process, forming perception which new ICT (EMS) would produce advantage is greatly important to substitute face-to-face meeting, and it is effective for formation of the perception to make workers utilize electronic media more frequently in the meeting process. This improvement of those kinds of perception will lead office workers to use media low in richness at communication in high equivocality.

    &nbsp;In this study, the authors tried to identify the challenges and needs that local governments are facing in developing climate change adaptation strategies by applying text mining to the minutes of the workshop to promote co-design by collaboration among local governments' officials, scientists of climate models and impact assessment and scientists in local governments. The results demonstrate as follows; i) the local governments' officials have six challenges such as how to set goals, and how to utilize the results of long-term projections for examining short-term administrative plans. ii) The local governments' officials have four needs such as information easy to understand for citizens and the related departments' officials, and a scheme in which the updated results of projections are obtained continuously.

    <p>This study aims to examine the difference of perceptions between local officers and the other citizens in Obama City, Fukui and the Pajaro Valley, California.</p><p>As a research method, questionnaire surveys with some common questions were conducted in the two regions during October and November 2014, and were analyzed using simple counting and text mining techniques.</p><p>As a result of analyzing the responses to the common questions, a large difference was observed in the degree of urgency perception of groundwater problems between two areas as well as in the participation frequency in groundwater resource-related activities.</p><p>In addition, the degree of urgency perception may be different between local officers and the other citizens in Obama City only. On the contrary, it is suggested that there is a consistent awareness among the local citizens, local officers, and researchers in the Pajaro Valley.</p><p>The remaining major future research tasks are (1) collecting more answers, (2) clarifying the causal relationship between participation frequency and urgency perception, (3) investigating the degree of detailed issues in the Pajaro Valley, (4) understanding the history and activities of Community Water Dialogue.</p>

     View Summary

    To address golobal warming problems, Japanese local governments currently tend to introduce new energy technologies including renewable energy technologies such as wind power and photovoltaic generation systems, and to formulate local energy policies in addition to relevant usual environmental policies. This paper shows processes of the formulation and introduction by analysing the data collected from local governments' officials through questionnaire. Main findings demonstrate that new energy technologies areintroduced by limited actors with subisidies in many cases, however ensuring diversity of actors and providing various arenas for communication affect outcomes of processes seriously, and characteristrics of new energy technologies differentiate actors involved and furthermore introductoin process.
