    Abstract

    This chapter argues that the concept of autocratization is preferable to alternatives such as democratic backsliding, regression, or illiberal turn. By capturing gradual movements away from democracy across a spectrum of institutions and practices, autocratization is a more encompassing and neutral concept. To that end, the chapter provides an operationalization and an overview of the extent of autocratization in the world over the last century, using the new Episodes of Regime Transformation (ERT) dataset, which draws on original data from the Varieties of Democracy (V-Dem) Project. We show the extent to which democratization has slowed down and autocratization has intensified during the most recent wave of autocratization. The number of countries in an episode of democratization peaked in 1991 at seventy-nine countries, but has since plummeted to sixteen in 2021. Meanwhile, the number of autocratizing countries increased steadily from five in 1990 to thirty-two. Notably, the third wave of autocratization has involved more democracies than autocracies. In 2019, roughly 74 percent of autocratization episodes (twenty-three of thirty-one) were occurring in countries that began as democracies. According to this analysis, the number of countries experiencing autocratization is at an all-time high, despite a slight decline in recent years. While most episodes of autocratization since the early 1900s occurred in countries already scoring low on democracy, suggesting a tendency for instability in autocracies, recent episodes tend to affect more democratic countries, illustrating the fragility of many third-wave democracies.

    What are the social consequences of populism? During the 21st century, we have observed the tremendous electoral success of several populist leaders across Latin America. While studies have centered on the causes of the rise of populism (e.g., economic insecurity and high levels of income inequality), we still do not know to what extent populist leaders implement redistributive social policies and effectively impact inequality. Are these rulers “all bark but no bite” when it comes to improving social conditions? Based on a panel data analysis across 18 Latin American countries between 1990 and 2018 and a difference-in-difference regression design, we found that the leftist government significantly reduces income inequality if their populism levels are lowest or highest. The findings are in line with the societal consequences of populism in contemporary Latin America.

    A rising agreement in the literature is that the reduction of political polarization levels is pivotal to deterring the autocratization process. However, limited empirical studies have systematically shown how political polarization can be reduced. This pre-analysis plan directly tackles this academic void by asking which democratic opposition forces’ strategies can effectively produce a depolarization effect. To test the heterogenous effects of various opposition strategies, I will conduct a conjoint survey experiment in Brazil, which is one of the top autocratization countries in the world, where the levels of polarization increased substantially in this decade. With about 1,200 respondents, I evaluate if the message opposition forces send, or the nature of opposition campaigns can either deepen or lighten societal division created by anti-pluralist leaders. The findings contribute to improving our understanding of the causes of polarization and provide potential treatments for it. The empirical findings from the research also provide policy implications to resist the current wave of autocratization.

    本研究課題は、政治的分極化がどのような条件下で減少するのかについて明らかにすることを目標としたプロジェクトである。2023年度においては、2024年度から2026年度にかけて新しく採択された科研・若手研究の準備段階として、研究を進めてきた。近年、政治的分極化は権威主義化を促進する主要因の一つとして認識される。先行研究では主に、反民主主義的傾向を持つリーダーの用いる政治戦略に焦点を当て、政治的分極化が促進するメカニズムが体系的に示されてきた。他方、権威主義化の進む国における反体制・民主主義運動の効果について研究蓄積は限られている。どのような条件下で民主主義運動は、政治的分極化を緩和させることができるのだろうか？本研究はこの未解決の問いを解明すべく、オンラインサーベイ、インタビュー、国際比較分析を組み合わせる混合手法を用いた実証分析を行うことを目指す。2023年度においては、本研究のオンラインサーベイを実施する前段階としてPre-analysis planを作成し、アメリカ・ニューオリンズで１月に実施されたSothern Political Science Association Annual Conferenceにおいて発表を行い、フィードバックをもらった。この際にいただいたコメントを踏襲して作成したオンラインサーベイは４月頭にパイロットサーベイを実施し、その結果をもとに本サーベイを2024年度中に実施する予定である。
