    Abstract

    Following several years of opinion polling decline, Japan's ruling Liberal Democratic Party (LDP) sought to draw a line under successive scandals with the election of a new leader, Shigeru Ishiba. However, the LDP-led coalition went on to lose its majority in the lower house for the first time since 2012 in the snap election that Ishiba immediately called, leaving him at the head of a minority government. The ruling party also faced internal divisions over his decision to exclude members implicated in scandals from candidate lists in the election. The Democratic Party for the People, formerly a rump party left over following mergers among mainstream opposition groupings, surged in this election, gaining significant attention for party leader Yuichiro Tamaki, while new far-right parties also made minor gains in the lower house for the first time.

  • Is Partisan Selective Exposure an American Peculiarity? A Comparative Study of News Browsing Behaviors in the United States, Japan, and Hong Kong

    While partisan selective exposure has been robustly observed in controlled settings, its cross-national differences have been understudied. Many earlier studies were conducted in the United States (US); however, partisan selective exposure is weak outside the US. This study measured browsing behavior using comparable mock news sites in the US, Japan, and Hong Kong to probe the antecedents of cross-national differences in partisan selective exposure. Two observational studies showed that partisan selective exposure is robustly detected in the US but weak or almost absent in Hong Kong and Japan, and that affective polarization toward political out-groups partially explains the cross-national differences observed between the US and Japan, as well as between Hong Kong and Japan. Perceived media credibility and dialectical self did not explain cross-national differences. The universality of partisan selective exposure and its mechanisms are discussed.

    Abstract

    Japan's ruling Liberal Democratic Party (LDP) continued to slide in public opinion polls in 2023, with Prime Minister Fumio Kishida's approval ratings never recovering from the scandal over the party's association with the controversial Unification Church that was exposed in the previous year. Kishida survived an assassination attempt in April, and the LDP's subsequent strong performance in by‐elections helped to temporarily stabilise his leadership. However, the party faced a fresh scandal in November, when a police investigation into the misreporting and mishandling of ‘slush fund’ money by the LDP's major factions led to the removal of four senior Cabinet ministers and an even sharper decline in support for the Kishida administration. Rising consumer prices, due in part to a weakening of the Yen, were also a major concern throughout 2023, with inflation for the full year reaching 3.1 per cent, its highest level since 1981.

    Abstract

    The assassination of former Prime Minister Shinzō Abe in July had an enormous impact on politics in Japan in 2022, with subsequent recriminations regarding connections between ruling party lawmakers and the controversial Unification Church new religious movement leading to public outcry and forcing Prime Minister Kishida to remove several high‐profile Ministers from his Cabinet. There was contentious debate over whether a state funeral should be held for Abe, and a new law was passed restricting the fundraising activities of religious groups like the Unification Church. Meanwhile, Japan continued to slowly roll back restrictions introduced to combat COVID‐19, finally reopening its borders in October. The Russian invasion of Ukraine provoked protest from the Japanese government and contributed, along with a major drop in the value of the yen to the US dollar, to rising consumer prices, with inflation reaching a 42‐year high in October.

    本研究の目的は、日本におけるポピュリズムの事例や研究を踏まえて、国際比較が可能となる基礎データを構築し、日本独自の視点を提起することである。ポピュリズムの国際比較研究プロジェクトにおいて空白国となっている日本の基礎データを構築して広く公共財として提供すると同時に、他国と比較してなぜ日本においてポピュリズムが不在（と言われる）かという問いに一定の答えを提示することを試みるものである。ポピュリズム研究の第一人者であるCas Mudde氏と協働しながら、日本型ポピュリズムの独自の視点を提起するとともに、政治家・政党のメッセージの内容分析やソーシャル・メディアのテキスト分析の統合データを国際基準に準拠・発展させて整備することを目指している。具体的には、Team PopulismによるGlobal Populism Databaseの基準に準拠しつつ、独自の分析対象・枠組みを追加する。Team Populismが分析の対象とする首相や大統領の選挙キャンペーンの演説、フォーマルな式辞、国際舞台における外交演説、その政治家の代名詞的な有名な演説に加え、本研究は野党も含めた全ての党首の言説を収集・コーディングし、ポピュリズムをめぐる政党間競争の分析を可能にする。Team Populismのコーディングスキームは、Cas Mudde氏のポピュリズムの定義が忠実に反映され、反エリート主義、人民中心主義、善悪二元論といった要素が含まれているが、本研究は、エリートの種類にマス・メディア、官僚・公務員、アカデミア・専門家を加えることにより、エリートの主体をより丁寧かつ包括的にコーディングする。Team Populismに寄託するコーディングデータは、統一フォーマットに準拠しつつ、日本版のデータには下位カテゴリーを設けることを軸に調整を進める。

    本研究課題は、高メディア信頼国における有権者はいかに政治意識を持続しているかのメカニズムを解明することを目指している。これまでの研究は、主にメディアへの不信感が強いアメリカの文脈で発展したものであり、メディアの信頼度が高い国々にそのまま適用することには問題がある。さらに、測定しやすい政治情報への接触過程に研究が集まっていて、接触の次の段階となる情報処理過程をほぼ研究されていない。このような背景を踏まえて、本研究は、実験という調査技法を用いて、国際比較のアプローチを通し、有権者の政治情報への接触過程と情報への処理過程を統括的に分析する。

    ２０２１年度の研究成果としてあげられるのは、２０２０年度実施したメディアの信頼度が相対的に高いレベルにある日本、中程度の香港、低いレベルにあるアメリカという三つの国・地域での比較調査実験から得られたデータを分析し、論文にまとめた。その論文を本分野に有力な国際学術ジャーナルへ投稿し、現在審査中である。さらに、これまで実施した調査実験の研究を博士論文の一部としてまとめた上、博士論文を仕上げることができた。慎重な審査を通して、2022年3月に早稲田大学から 博士学位(課程)が授与されたとともに、早稲田大学「政治学研究科長賞」にも選ばれた。

    本研究課題は、人の政治的態度を維持するために鍵となると言われる政治情報への接触過程を着目し、精緻かつ多様な実験的技法を用いて、メディアを相対的に高い信頼を寄せる傾向がある日本人の接触過程とメディアへの不信感が強いアメリカ人の接触過程に違いが見られるかどうかを明らかにすることを目的としている。

    2022年度の研究成果として挙げられるのは、以前に実施した本研究課題の一つ根幹を成す調査実験の結果をまとめて論文にし、本分野の有力な国際ジャーナルへ投稿し、R&Rのプロセスを経って、現在minor revisionの結果を得た。現在も修正中で、最終的に公刊できるように頑張っている。また、アムステルダム大学のNai教授とお会いでき、本研究のもう一つ根幹を成す視線測定器を用いる実験の案を定めた。その上で、学内の研究者のみならず、学外の研究者とコラボレーションでき、European Journal of Political Research Political Data Yearbookという学術誌へ寄稿できた。コロナ禍の中で、色々な制約があるにもかかわらず、積極的に研究活動を展開したと言える。

    熟慮を経てから市民のニーズを測定するCASI調査と、熟議を通して市民のニーズを探るミニ・パブリックスを比較分析すると、熟議に基づくミニ・パブリックスよりも、熟慮に基づくCASI調査の方がサンプルの代表性は高く、実施のコストが低い点では好ましい。しかし、本プロジェクトの実験・調査を通して、熟慮だけでは難しいが、熟議を通してこそ達成できる効果もあることが分かった。例えば、事実に対する思い込みの是正においては、熟慮ではなく、熟議の効果が確認できた。したがって、CASI調査(熟慮)とミニ・パブリックス(熟議)のどちらにも利点があることが明らかになり、一概に両者の優劣をつけることはできないといえる。

  • Media Trust and Hostile Media Perceptions: Exploring Their Impact on Selective Exposure to Political Information

    This project investigates how individuals’ perceptions of media—particularly hostile media perception (HMP) and general media trust—shape their selective exposure to political information. While a growing body of literature has documented people’s tendency to avoid attitude-discrepant content, most of this research is situated within the U.S. context, where trust in the media is exceptionally low. This project addresses the question of whether such patterns hold in other cultural and media environments, and whether HMP plays an independent role beyond general distrust.Over the past year, I developed a typology of media trusters based on both trust levels and perceptions of hostility in political news environments. I conducted a pilot survey in two national contexts, Japan and the United States, which differ markedly in their levels of media trust. The results suggest that HMP is a distinct construct from low media trust and has a stronger predictive power in explaining selective exposure behaviors. Respondents with strong hostile media perceptions are more likely to selectively engage with ideologically congenial content.In the next phase, I plan to expand the cross-national design to include a wider sample of countries with varying levels of media trust, using embedded experiments. This will allow for more robust tests of how HMP operates across different media systems and political cultures.

  • Media Trust Impacts on Exposure to Political Information

    To promote deliberative democracy, it is crucial to understand how voters respond to information that appears to threaten their existing political beliefs. Research has convincingly demonstrated the propensity of individuals to avoid exposure to attitude-discrepant content. However, such research is overwhelmingly based on the U.S. context, where trust in the media is at a near-global low, suggesting that findings may not be generalizable to other national contexts.During this project, I focused on advancing the theoretical foundations for analyzing the effects of national media trust levels on the dynamics of responses to information that conflicts with individuals’ political attitudes. This was accomplished by conducting a thorough and critical literature review, which strengthened the overall theoretical framework of the project. It yielded two major deliverables. The first is a review slated for publication in the Encyclopedia of Political Communication, edited by Alessandro Nai and Dominique Wirz of the University of Amsterdam, Netherlands, and Max Groemping of Griffith University, Australia. The second is a collaborative paper with Tetsuro Kobayashi of Waseda University and Zhifan Zhang of George Washington University, USA. This paper features an extensive theoretical discussion on the influence of media trust and the related concept of media-party parallelism on the selective exposure of political information that either aligns with or contradicts one’s own political stance.

  • 非アメリカコンテクストにおける有権者の政治情報に対する選択的接触傾向の探索

    本課題は、メディア信頼が高い国における有権者は、なぜメディアを信頼するにもかかわらずメディアの報道に影響されずに政治的意見を変えないのかという問いを解明することを目的にしている。メディアがどのような効果を持つかという問いは、政治コミュニケーション分野の古典的な命題であり、今日においても重要な意味を持つ。この問いに対して蓄積されてきた主だった学術的知見は、メディアが人々に与える影響は「限定的なものである」というものであり、いわゆる「限定効果論」として定式化される。この理論は、アメリカをはじめ、日本や欧州諸国など多くの国の実証データによって支持されている。しかし、メディア効果が限定的であるという実証結果を説明するために用いられる既存の理論は、主にアメリカで発展したものであり、必ずしもそのまま他の国に適用できるわけではないと考えられる。なぜなら、アメリカは他国よりもメディアに対して不信感が強いためである。本課題は、人の態度維持の鍵となる情報接触過程に着目し、より高いメディア信頼を有している国の人は果たして既存の理論が想定する（意見と相容れない報道への）接触回避を行うのかを検証した。具体的には、調査実験（survey experiment）という手法を用いて、メディアの信頼度が国際的に高いレベルにある日本、中間レベルにあるドイツと香港を、アメリカと比較した。その結果、アメリカ人は既存理論の想定通りに自らの意見と相容れないメディア報道への接触を避けるものの、より高いメディア信頼を有している日本人、ドイツ人と香港人は、自らの意見と相容れない報道への接触回避をしないことを明らかにした。成果として、自分の博士論文にまとめ、2021年9月に早稲田大学政治学研究科に提出した。この博士論文は、2021年度政治学研究科長賞に受賞した。

  • 有権者が政治意識を持続する仕組みの解明：メディアの信頼度を軸とした国際比較

    これまでの研究ではメディアの政治的効果が限定的であると言われてきたが、なぜ人々の政治意識はメディアに影響されないのか。既存の理論は、主にメディアへの不信感が強いアメリカの文脈で発展したものであり、メディアの信頼度が高い国々にそのまま適用することには問題がある。このような問題意識を踏まえて、本研究は、メディアの信頼度が世界で高いレベルにある日本、ならびに中間レベルにある香港を、アメリカと比較することを通し、 高メディア信頼国で有権者はいかに政治意識を持続しているかのメカニズムを解明することを目的としていた。研究手法としては、オンライン調査実験（Survey Experiment）を行う。本課題では、調査実験を実施するための事前準備を行った。成果の一部が、学会報告論文にまとめて、International Communication Association Annual Conference及び日本選挙学会にて報告される予定である（報告採択済み）。

  • 政治情報に対する選択的接触傾向の日米比較

    有権者はメディアの政治報道に接する際に、自らの意見と一貫する情報を積極的に接触し、相容れない内容を避けるという傾向があると言われる。この傾向は「政治的選択的接触」（Political Selective Exposure）とも呼ばれ、そのことへの懸念が昨今のポスト真実の伝播と言われる状況を踏まえて、特に高まっている。本研究では、日本とアメリカにおける政治的選択的接触の傾向に違いがあるのかを解明することを目的としていた。研究手法としては、オンライン調査実験（Survey Experiment）を行う。本課題では、調査実験を実施するための事前調査を行った。成果の一部が、3rd WASEDA BRUSSELS CONFERENCEにて報告された。
