    世界的課題として提示された2050年に向けたカーボンニュートラル政策は、我が国でも国を挙げての巨大なプロジェクトである。これを各自治体にブレイクダウンして考えると、各自治体の削減プロジェクトをとりまとめた国を挙げての温室効果ガス削減プログラムといえる。その観点から、プログラムのオーナーを国としたときに、現在の制度設計では、エネルギー転換等の面や資源供給等で各自治体の目標設定に不整合が生じてくる。自治体のカーボンニュートラル政策策定を福島県広野町で実践し、その中のマネジメント上の課題を明確にし、その課題解決の展望をP2Mの観点から考察する。

    The research program W-BRIDGE aims to design and implement an environmental activity model through the efforts of regions, universities, and companies. We are building a model to find various environmental activity projects in the form of accepting proposals and promote them in society. In the research program W-BRIDGE, the project at the beginning of the open call for participants will be transformed using the project improvement method, and it will grow into a more effective project. In this paper, we analyze the effects of these methods from the projects of the past 13 years.

    Today, the concept of 'satoyama' is considered more importantly not only in the context of environmental conservation, but also in a wide variety of issues with which local municipalities are required to deal inclusively. Base on the result of a questionnaire survey, this paper clarifies the actual status of local municipalities dealing with satoyama, and the necessity of introducing program management which enables cross-sectoral endeavors and collaborations, in order to ensure the local sustainability.

    <p>When expanding community-based energy projects, there is an increasing attention on what roles local governments and Regional Finance Institute play as critical actors. However, issues on their roles depend on each community. This report determines results of questionnaires on Regional Finance Institutes awareness (85 valid responses) and analyzes issues depending on different factors such as size of local governments, responsible section of energy issues, and exploitable renewable energy sources. Based on these analyses, this report examines ways to promote community-based energy projects, and furthermore, to develop cross-sectional initiatives with sustainability and autonomy.</p>

    <p>Among many initiatives on regional revitalization, there are movements on utilizing energy projects initiated by local communities. Based on these community-based renewable energy projects or energy saving technology, we examine ways to accelerate local economic revitalization and increase in employment. This report determines results of questionnaires on local government awareness (612 valid responses) conducted in fiscal year 2016, followed by the ones in fiscal year 2014. This report aims to clarify current issues of local governments when promoting renewable energy use.</p>

    <p>While decentralization is developed, there are many problems of municipality the environment, aging and depopulation. This problem is short-term and it isn't settled. Even plan decision, budget acquisition and project operation become long-term. But staff of municipality who settles a problem can't participate in the same project by a change, and can't acquire technical knowledge. On the other hand municipality would like to cooperate with a municipality with the same problem as well as specialist's invitation. Preparing the place where a municipality cooperates by ICT platform is proposed by this research.</p>

    The FIT (Feed-in Tariff) system introduced in 2012 has been intending to encourage renewable energy deployment throughout the nation, but without much caution for economy of local regions where those renewable facilities were supposed to be introduced. Since then, local governments have been facing various complaints and troubles against large-scale facilities brought by external capitals that do not have much respect to local economies, difficulties for local small-scale power generation units in connecting to existing transmission grids, and major electronic firms' suspension in accepting new connection to their grid. Neither national nor a local government has shown any comprehensive overview and solution for these difficulties that local regions have been facing. In this study, a comprehensive questionnaire on the real situation in regard to renewable energy deployment was sent to all local governments, including prefectures, cities, towns and villages, and answers were collected by using electronic media. Through the analysis of the questionnaire results, it has been confirmed that the local governments are facing a lack of basic data such as possible consumption volume of renewable energies, a lack of human resources to determine business feasibility, and complaints from residents on landscape damage due to large-scale solar farms by exterior capitals, etc.

    現在のごみ処理プロセスは、可燃性廃棄物の焼却処理による減容化、安定化処理が主であり、資源循環機能としては、スラグ化金属回収等のマテリアルリサイクル、焼却時における熱回収及びそれを利用した発電などがあげられる。しかし、それらは、従来の安全・衛生処理の副次的な循環機能となっており、施設機能、施設規模、搬入物質の性状等による制約から、十分に効率化・最適化されたものとなっていない。そこで、著者ら（PEGASUS研究会）は、平成19年1月に全国のごみ焼却処理施設を対象に、循環型地域システムの構築に向けた課題の把握を目的に、施設の運転状況や資源循環等に関する実態についてのアンケート調査を実施した。本研究では、このアンケート調査結果を総括し、それに基づいてごみ焼却プロセスにおける課題についての検討を行ったものである。
