    Purpose: This paper aims to incorporate rules of origin into international taxation into firms' global operations. The purposes of this research are to develop a new model for the global logistics network design of an assembly system with rules of origin and to analyze how the changes of international relationships will affect logistics network design and evaluation functions.Design/methodology/approach: In this study, we develop a global logistics network design model prescribing allocating amounts for production, assembly, and distribution. A path-based programming model is presented that represents the complexities associated with international and interenterprise issues. The objective is to minimize total costs, which are costs of production, assembly, transportation, and customs duties. In addition to customs duties, rules of origin, which were, not addressed in previous studies, are considered. Several computational experiments with industrial examples are presented to validate the model.Findings: The results indicate that the tax planning and alignment with the FTA might have a significant impact on the decision-making in the global supply chain for multi-national operating companies. Therefore, the multi-national operating companies need to be aware of importance of what-if simulation before or after FTA changes.Originality/value: While designing global supply chain, the tax effects and use of free-trade agreements (FTAs), were generally omitted. In this paper, we proposed a global logistics network design model with rules of origin. We show the effectiveness and necessity to consider rules of origin. This model can be used in making an optimal global logistics network for global companies. The results of this model are used as a target for a real optimal logistics network. Companies can make a better logistics network by using this model.

    In this paper, we consider the problem of finding a supply chain configuration with minimum risk and investment for risk mitigations. We have developed a simulation model considering disruption. We use this simulation model to evaluate supply chain risk. We propose three risk mitigation strategies: duplication, stabilization, and absorption. We used simulated annealing to find the optimal combinations of these mitigation plans. In a case study, we applied our model to a digital camera supply chain, and show how our model can be applied to obtain a proper supply chain configuration.

    In this paper, we present a new heuristics for the facility layout problem (FLP). It is known that the FLP can be solved to optimality via mixed integer programming (MIP). The largest problem that has been solved to optimality to date, however, contains only eleven departments, and thus, is not applicable to typical problems where there are many more departments. In this paper, we developed a new force-directed model that enables us to develop good relative locations of departments very quickly by exploiting the special structure of the problem. We used the chaos characteristics of the force-directed model used in the algorithm so that they do not become stuck as a result of the local optima. We use this relative position to formulate the FLP as linear programming. In the computational experiments, we tested our proposed method against several well-known benchmark data sets. Our algorithm shows better or equal cost performance in most of them, and also finishes the computations much faster.

    Location of retail stores in logistic system involves many factors, some of which are quantitative, others of which are qualitative. The weight of each retail place is calculated by using AHP on the basis of analyzing the factors, then a location model is proposed by combining AHP and 0-1 programming, for AHP can not solve the problem with constraint. Finally the model of retail place location in logistic system is proved to be effective by examples. © 2011 IEEE.

    In this paper, the improvement of Particle Swam Optimization (PSO) is proposed. PSO is algorithm created by mimicking the food-seeking behavior of swarm of organisms, such as birds and fish. In recent years, PSO is drawing much attention as one of the evolutionary computation methods to obtain the approximate optimal solution for the continuous optimization problem with multi-peak objective function. But, one of the major weaknesses of PSO is trapped into local optima. To overcome this weakness, this paper proposes the new strategy of information sharing called Rbest model and the parameter adjustment with consideration to searching phase and state (Application of the mutation concept). Then, in the computational experiment, the benchmark problems are tested in order to validate the effectiveness of proposed method (2n-minima: 61% improvement from the original PSO, Rastrigin: 8% improvement from the AFPSO) [14] [15].

    Facility location selection is a multi-criteria decision problem and has a strategic importance for many companies, so it is very important to select alternative locations using appropriate methods. The aim of this study is to use analytic hierarchy process (AHP) and pure output data envelopment analysis (DEA) methods for facility location selection. After determining the factors that affect the facility location decisions, pure output DEA is used to construct the comparison matrix, then AHP is applied to calculate the weights of the alternative locations. In this method the known data is fully used and the influence of personal factors is avoided. Finally an example is illustrated to prove the method effective. © 2010 IEEE.

    This paper targets the Facility Layout Problem (FLP), which has many practical applications and known to be NP-hard. During recent decades, a number of algorithms have been proposed to solve this problem. Most of those algorithms try to solve this problem by encoding layout candidates and using combinational optimization techniques to obtain the best one among those encoded candidates. However, since there exist layouts which cannot be represented by those encoding techniques, there is possibility of missing the searching opportunity for the optimal solution. To overcome this problem, this paper is concerned with the development of algorithm to solve FLP by searching continuously optimal coordinate of each department. In particular, this paper proposes an algorithm solving FLP via Particle Swarm Optimization (PSO), which is known to be effective for many types of continuous optimization problem. © 2010 IEEE.

    前年度に、確率分布を仮定せずに、データからロバストな意思決定を導くことができるための方法論について提案を行った。その際に、提案技法は計算負荷が高く、データの次元数が大きい場合、実用時間内に計算が終了しないことが判明した。このため、今年度は、大規模問題に対するアルゴリズムの開発を中心に研究した。
    近年、凸計画の分野で、大規模問題に対する分解法として着目されているConsensus Optimization (CO) を応用したアルゴリズムを開発した。CO は、大規模問題を複数の小規模なサブ問題に分割し、分散的に求解する。それぞれのサブ問題は、異なる意思決定が出力されることから、これらの意思決定が一致する合意制約を課す。このCO は、解の精度については内点法などの2次収束アルゴリズムに劣るものの、高い精度が必要のない場合には、問題を高速に求解できることが知られている。この技法を適用し、トレーニングデータを複数のブロックに分割し、分散学習を行うことで、効率的に求解できる工夫を行った。数値実験では、提案した分解法を適用し、従来では解けなかったサイズの問題が解ける様になり、有効性を検証することが出来た。これらの成果をまとめてジャーナルへ投稿し、採択となった。
    また、より大規模なデータを用いた社会実装を進めるべく、企業との共同研究を進めている。具体的にはECを運営する小売業における在庫管理に対して、提案したアルゴリズムを適用することで、有効性の検証を行っている。

    今年度は、昨年度に開発を行った「水平の連携」と「垂直の連携」による配送効率化のスキームを、他の業界の事例に適用をして社会実装を行った。具体的には、小売りチェーンを展開する会社に対して、各チェーンの店舗への荷物の配送を、1台のトラックで共同配送した場合の効果を検証した。

    本研究では、荷主同士あるいは配送業者同士の共同物流を「水平の連携」、荷主と配送業者間の連携を「垂直の連携」と定義している。既に、それぞれの連携による効果は昨年度に検証をされていたが、今年度は特に両者を組み合わせることによる効果について有効性の検証を行った。結果としては、大幅な配送効率向上を見込めることができ、これにより物流企業にとってはコスト削減、また社会的にもCO2削減、渋滞緩和の効果が見込めることがわかった。特に、両者を組み合わせることで、それぞれの連携の効果を合計した以上の相乗効果が得られることが分かった点が、意義が大きい。一方で、各社でのオペレーションにおいて独自のルールがあることから、共同配送する際の課題点についても明らかになった。

    また、昨年度のヒアリングより、共同配送の費用負担における公平性が大きな問題となり、共同配送の連携が進まないことが分かっていた。この問題を解決するため、公平な費用負担を行うための方法論として、Fuzzy-Programmingを用いた多目的最適化のアプローチを提案した。成果を国際ジャーナルに投稿したが、国際ジャーナルに受理された。

    In this study, we have developed a model to integrate facility location, inventory management, and distribution planning. First year we have developed a vehicle routing model with detailed and practical requirements we have investigated by hearing from logistics experts. The examples of requirements include delivery request forwarding, cold chain, drivers' working hour constraint. Next year we have developed an inventory routing problem, where ordering day at warehouse can be optimized. Final year we have developed an integrated location-inventory-routing model.

    This research targets at the 2-stage HFS (Hybrid Flowshop Scheduling) Problem with multiple machines at the second stage. In order to make it possible that the algorithms for the problem is effectively searching the solution space, "Permutation Scheduling" for that problem, in which the jobs are assigned in the same starting order, is proposed. The proof that the optimal solution is included in the permutation scheduling is shown by using contradiction. In the proof, PERT (Project Evaluation Review Technique) diagram is used to compare the scheduling in and out of Permutation Schedule for the highlight of the difference between them.

    外部環境の不確実性がかつてないほど高い昨今、平時の効率性だけでなく、有事でも生産能力を維持できる様に、サプライチェーンのレジリエンスを高めることは重要である。これまでの取組は自然災害の様な局所的な範囲の途絶を想定していたが、Covid-19では世界の様々な場所で同時多発的に途絶が発生した。この新しいリスクへの対応は、個々の要素が途絶する可能性だけでなく、その組み合わせも考慮する必要があり、膨大な数の途絶シナリオの想定および対策が必要となり容易ではない。本研究では、同時多発的な途絶が発生する状況にて、数理的手法を用いてサプライチェーンのレジリエンスを高めるための意思決定ツールを開発する。具体的には、機械学習と最適化を融合し、各途絶シナリオの影響と対策を高速に導出する方法を提案し、実データによる検証を行う。本研究の成果によって、効果的、効率的なサプライチェーンのレジリエンス評価と対策が可能になり、社会的意義が大きい。

  • 労働環境・環境負荷・経済性の持続可能性な配送計画問題

    我が国の物流は、存続の危機に瀕している。人口減少に伴うドライバー不足が深刻化しており、雇用確保のために物流業務の労働環境の改善が必要不可欠である。また、トラックは、排気ガスに多くの有害物質が含まれるため、環境対策が強く求められる。一方、トラック実車時の積載率は、全国平均で約40%であり、配送効率化の余地が高く、改善が求められる。この様な配送効率化は、不必要な移動を削減することができるため、労働負荷・環境負荷の低減への効果が大きい。本研究では、組織連携に基づく配送効率化の方策として、水平連携(共同配送)、垂直連携(配送要件緩和)に着目し、シミュレーションを用いて各方策の効果を明らかにした。

  • 確率最適制御を用いた安全在庫配置最適化モデル

    Strategic safety stock placement(SSP) is a tactical model to deter-mine optimal place and level of safetystocks in a supply chain. In SSP research, the guaranteed-service (GS) modelapproach can determine the best choice of the inventory placement to minimizetotal supply-chain inventory cost, while assuring 100% service-commitment underthe bounded demand assumption. Given this simplicity and exactness, thismodeling has become the model of choice in SSP research. Existing literature assumedthat the demand bound is known or can be calculated out of the model by the confidenceregion of the demand prediction, which is hardly justified in applications. Inthis research, we propose a data-driven optimization approach for the SSP inwhich decision maker has no prior information about demand bound and must learnfrom the data. We applied predictive prescription approach in which we have thedata consisting, not only of observations of demand itself, but observations ofassociated auxiliary quantities such as weather forecast. The problem is aconditional stochastic optimization problem in which a decision is made on thebasis of an observation of auxiliary data. Numerical results demonstrate thatthe learning algorithm performs well on the test data motivated from industrialapplications.

  • リスクを考慮したサプライチェーンのロバスト最適化

    本研究では,途絶リスクを考慮したサプライチェーン設計の最適化を考えた.途絶リスクの評価にはシミュレーションを用いた.開発するシミュレーションでは想定するシナリオに基づきサプライチェーン上の各サプライヤが確率的に途絶し供給不能な状態に陥る.この途絶の影響は最終的に顧客への影響度である「納期遅れペナルティ」により評価される.このペナルティは本研究で定義する最適化問題の評価関数に用いられる.決定変数としては在庫水準,各拠点の強度,代替サプライヤ数である.これらのリスク緩和方策はそれぞれ投資コストがかかる.この投資コストとペナルティコストが最小となるようなサプライチェーンを設計した.この際,組み合わせ数が膨大であるため,メタヒューリスティクスの一つであるSimulated Annealing (SA)を用いた.事例研究ではデジタルカメラのサプライチェーンに対し適用を行い有効性の検証を行った.

  • 物流量の不確実性を考慮した工場レイアウトのロバスト最適化

    本年度は、物流量の不確実性を考慮した工場レイアウトに対するロバスト最適化の前段階として、需要量の不確実性を考慮したマテリアルネットワークフロー設計問題の定式化とアルゴリズム開発を行った。以下(1)~(3)にその詳細をまとめた。(1)不確実の発生状況についての調査開発すべき数理的技法の要件定義,及びロバスト最適化問題のモデル化,解法の検討を行った。要件定義については生産現場における運搬/物流量のばらつきの範囲やその影響の大きさ,及びそれらに対する対応策の実態について文献調査・及び、ヒアリングを行った。その結果、以下の①~⑤の知見を得た。①需要の不確実性は大きく、また予測困難である。②需要のみならず、製品価格、またユーティリティコストについても燃料価格の変動に伴う変動が大きい。③需要量と製品価格には負の相関がみられる④ユーティリティコスト同士は正の相関がみられる。(理由:燃料価格に依存するため)⑤入力情報の変動に対応するにはレイアウトのロバストネスだけではなく、各アクティビティのキャパシティから考慮しなければならない。以上①~⑤の実態調査により、物流量の不確実性を考慮した工場レイアウトに対するロバスト最適化の前段階として、需要量の不確実性を考慮したマテリアルネットワークフロー設計問題を対象とする事にした。(2)定式化実態分析を踏まえ,開発すべき数理的技法の骨子・範囲を明確にしたうえ、マテリアルフロー設計問題として定式化を行った。パラメータ間の相関関係を扱える楕円体型の変動範囲を仮定した。目的関数としては最悪ケースを考えた場合の利益の最大化であり、SOCP(Second-Order Cone Programming)として定式化を行った。(3)アルゴリズム開発以上の基礎的な設計を基に,マテリアルフロー設計問題に対するロバスト最適化の技法を実装しテスト・修正を繰り返した.この際,早稲田大学大学院博士課程の学生の実験協力を受けるため人件費を用いた。開発したアルゴリズムをIIEの国際学会にて発表し専門家の意見を仰いだ。(4)今後の課題今回開発したマテリアルフロー設計問題と施設レイアウト問題の間には、相互の意思決定が影響を及ぼしあうため、両者を同時に扱うのが非常に難しい問題となる。この点をうまく結合させる必要がある。また、実データを用いた検証も合わせて行いたいと考えている。

  • 非線形最適化技法を用いた大規模施設のレイアウト計画の最適化に関する研究

    本研究では非線形最適化技法を用いた大規模施設のレイアウト計画の最適化技法を提案した。本研究の主たる成果を下記①~③に分けて示す。①施設レイアウト技法に具備すべき要件の整理株式会社鹿島建設エンジニアリング本部に実務面での協力を仰ぎ,施設レイアウト技法に具備すべき要件の整理を行った.実用的なアルゴリズム開発という観点より,生産現場,サービス現場における施設レイアウトにおける共通概念の抽出や要件の定義を行う.実態分析を踏まえ,施設レイアウト技法設計上の制約条件・評価条件を抽出,研究自体の骨子・範囲を明確にした.具体的には2個の大項目,7個の中項目,17個の小項目の形でまとめた.また,以上の要件に対する従来技法の考慮の可否を調査した結果,従来技法では要件を全て満足する様な技法が存在しない事がわかった.②連続メタヒューリスティクスの適用施設計画問題(Facility Layout Problem)に対する従来技法の多くは,レイアウト候補を記号化し最適化を行う「離散的アプローチ」を用いる.ところが,本来FLPの解空間が連続空間上に存在するため,離散アプローチでは解の表現能力に問題があり,その結果上述の要件が考慮できていない事に着目,これらの問題点の解決のために,連続変数ベクトルとして表現する「連続最適化アプローチ」を用いる技法を提案した.中でも、これまで適用されていなかった“群粒子最適化”,“カオス最適化”などの種々の連続メタヒューリスティクスを適用し,FLPと連続メタヒューリスティクスの相性の調査をおこなった.具体的には12個のベンチマーク問題に対して、7個の技法を適用した.その結果,「CA(Chaos-Annealing)」が全ての問題に対し,目的関数値,CPU Timeともにも最も良い結果を得る事ができ,FLPにfitする技法である事がわかった.③大規模問題求解への対応以上の適用調査によりCA(Chaos-Annealing)を用いる事でより良い解を得られる事が分かったが,これに加え追加の工夫として,局所最適化のフェーズにおいて主双対内点法を用いるハイブリッド技法を提案した.これにより計算時間を大幅に減らす事ができた.その結果,以前では求解が困難であった大規模問題(職場数30以上)においても現実時間内で良解を得られるようになった.
