    本研究では，動学的視点から大国の最適関税を再考する．もしある国の関税の引き上げが成長率の低下を通じてその国の長期的厚生を低めるという悪影響が十分強ければ，その国が大国であるにもかかわらず最適関税がゼロとなる状況が現れるのではないだろうか．自ら開発してきた企業の異質性及び国の非対称性を考慮した経済成長モデルに輸入関税と関税収入を導入し，動学的最適関税がゼロとなる条件を導く．現実の米中間貿易データを用いて推定されたパラメーターがその条件を満たせば，米中貿易戦争の不合理を指摘できる

    I developed growth models with heterogeneous firms and asymmetric countries, and used them to reconsider problems in trade policies requiring asymmetric countries in the context of economic growth. Specifically, I formulated heterogeneous-firm, two-asymmetric-country endogenous growth models based on either capital accumulation or R&D, and examined how a country's unilateral trade liberalization affects the long-run growth and welfare of the liberalizing and partner countries. Also, I applied those baseline models to dynamically evaluating the effects of a regional trade agreement and an optimal tariff

  • 動学的貿易理論における経済政策と不決定性の相互作用

    本年度は,第一に,2国1財国際貸借モデルにおいて不決定性が起こる可能性を示す研究を行った.非線形割引(将来効用の割引現在価値が将来効用について非線形であること)を含む効用関数の下では,平均資本ストックが生産性を高めるという形の生産外部性が小さくても,不決定性が起こり得ることを証明した.従来研究代表者等が構築していた2国1財国際貸借モデルでは,不決定性が起こるのは,上のような生産外部性に加え,平均消費が時間選好率を高めるという形の消費外部性が存在し,かつそれらの外部性が十分強いときであった.今回の研究は,より現実的な状況下でも不決定性が起こり得ることを意味している.第二に,物的資本と人的資本が存在し,規模に関して収穫一定が成立している,3部門小国開放内生成長モデルの研究を進めた.この経済には,貿易財である物的資本財と消費財を作る2つの法人部門と,非貿易財である人的資本財を作る1つの教育部門が存在する.このモデルでは,貿易財の特化パターンによって,移行経路が鞍点安定になる場合もあれば,不決定になる場合もあることを示した.今年度は,資本所得税と共に労働所得税もモデルに加え,複数の移行経路間で成長率や効用の比較をし,また貿易財の自給自足価格を2種類の税率について比較静学するなどの改良を行った.この研究をまとめた論文は,Journal of Macroeconomicsに修正・再投稿している

  • 動学的開放経済における厚生改善的な関税・租税改革プログラムの提案

    本年度は,外部性下と不完全競争下における関税・租税改革の厚生・収入・成長効果を調べだ.2本の論文をまとめた.論文"Growth, revenue, and welfare effects of tariff and tax reform : win-win-win strategies"では,2財2要素の内生成長モデルを用いて関税・租税改革の成長・収入・厚生効果を調べた.ラーニング・バイ・ドゥーイングと部門間の知識のスピルオーバーが,不完全特化と整合的な内生成長に寄与する.2つの主要な結果を得た.第一に,輸入部門が効率労働集約的(資本集約的)なとき,そしてそのときにのみ,貿易自由化は成長率を上げる(下げる).第二に,成長を促進する消費者価格中立的関税・租税改革に,歪みの小さい財への消費税の追加的な引き上げを組み合わせることにより,成長率・収入・厚生を高められる.この論文はJournal of Public Economicsに採択され,近刊の予定である.論文"Welfare-and revenue-enhancing tariff and tax reform under imperfect competition"(大阪大学阿部顕三教授との共著)では,不完全競争下で生産される最終財及び中間財を輸入する国において,関税・租税改革の厚生・収入効果を調べた.最終財関税をx%引き下げ,消費税をx%引き上げ,中間財関税をx%より大きい任意の率で引き下げるという単純な改革ルールを提案した.この改革ルールは,改革前の均衡において消費税と中間財関税が最終財関税に比べて相対的に高いとき,厚生・収入を高める傾向がある.この論文は平成17年12月にIEFS Japan Annual Meetingで発表され,現在投稿中である

  • 援助,成長と厚生:内生成長を伴う2国2財トランスファー・モデル

    本年度は,前年度書いた援助と成長に関する2本の論文を投稿・発表すると共に,「高齢化と貿易」という関連研究に着手した.この研究では,高齢化が急速に進んでいる先進国とまだそれほど高齢化が進んでいない開発途上国の間で貿易が開始されるとどのような貿易パターンが生じるか,また各国の各世代は貿易によって利益を受けるのか,そうでなげればすべての国のすべての世代が貿易利益を得られるような所得再分配政策が存在するのか,といったことを調べる.論文"Aging, transitional dynamics, and gains from trade"(神声天学趙来勲准教授との共著)では,2国2財2要素2生存期間世代重複モデルを構築し,高齢化が貿易パターンと貿易利益に与える影響を調べた.2つの主要な結果を得た.第一に,高齢化国は内生的に資本集約財を輸出する小国になる一方,若い国は内生的に世界経済を支配し世界価格を決定する.第二に,補償されない自由貿易は自給自足に対してパレート優位顧にはなり得ないが,自由貿易が自給自足に対してパレート優位となるような,各国内で適用される補償スキニムが存在ずる.この論文はRIEB Discussion Paper Series No. 215として発行され,現在投稿中である.前年度書いた論文"Aid, growth, and welfare in an interdependent world economy"(大阪市立大学大土井涼二助教との共著)と"Aid, nontraded goods, and growth"は,それぞれ多数のセミナー等で発表され,現在投稿中である

In "Aid for trade and global growth", I formulate a two-country endogenous growth model to show that a permanent increase in AfT raises the steady-state growth rate if and only if it lowers the recipient's transport cost at a larger rate than the rise in the donor's transport cost

    本研究は，急速な経済発展が一段落し新たな局面を迎えた東アジア地域における政治経済的相互依存関係および国内政策の変容を，理論，実証，現地調査によって解明し，当該地域が今後目指すべき協力体制や制度構築のあり方を検討することを目的とした．以下の研究結果を得た：・イートン・コータムの多数国連続財リカード・モデルを多数国AKモデルと組み合わせ，貿易自由化が時間を通じて国々の成長率や貿易の外延に与える 影響を調べた．数値実験により，貿易自由化の長期的効果が静学的イートン・コータム・モデルに対応する短期的効果と全く異なることが示された．・公的企業の民営化を遂行している体制移行国からの企業が国際市場でダンピングを行うモデルを構築し，当該移行国の最適民営化率とダンピングの関係，および，この最適民営化率が受け入れ国のアンチダンピング政策に与える効果等を分析し，幾つかの新しい結果を提出した．・De La Croix　(1996)で提示された習慣形成モデルに出生率を内生化するように拡張した．主要な結論については以下の通りである．まず，新古典派成長モデルにおいて，習慣形成の程度が強いほど定常状態における出生率が下がることが示された．これは，通常の所得効果と代替効果の他に，「習慣形成効果」と呼べる効果が存在するためである．また，内生成長モデルでは習慣形成の程度が強いほど成長率も出生率も下がることが示された．・日本・韓国・台湾の家計個票データを用いて，親子間の所得連関への子への教育投資の関与の分析を行った．推定結果から，親子間の所得連関の程度は，欧米先進国に比較して中程度の連関であると示されている．いずれの国においても，所得連関の30-50%程度は子への教育投資によると計測された．・国内の輸入競争産業と政府の間の交渉に焦点を当てた自由貿易協定締結の政治経済モデルを構築し，両者の間で不完全な所得移転しか行われない場合，国内での交渉力の弱い政府の方がむしろ外国と自由貿易協定を締結しやすいことを明らかにした．・消費の外部性が産業固有に存在するとき，消費者の習慣特性によって貿易政策の効果が異なることを，収穫逓増技術を仮定した一般均衡モデルを構築して明らかにした．・中国オンショアマーケットの人民元対ドルレートを利用して，人民元に対する切上げ圧力についてSTARTZモデルを利用して分析を行った．推定結果から，高頻度データを利用した場合，インプリシットバンド幅は中国中央銀行よりアナウンスされたバンド幅よりも大きくなっており，かつアナウンスされたバンドを超えても依然としてGARCH性が残っていることがわかった．・生産的消費仮説をBenhabib and Farmer（JET, 1994）モデルに導入して新たなモデルを構築し，発展途上国が辿りうるマクロ均衡動学を解明した．特に，「異時点間消費の補完関係」が生じる場合，標準的な成長モデルと異なり，資本蓄積過程で消費が減少するような移行動学が生じること，定常均衡点の周りに不安定な閉曲線が分岐する場合，初期資本ストックが少ないと市場均衡経路が存在せず，市場経済制度が確立されないことが導かれた．・混合寡占のモデルにおいて企業の経営者委任と政府の輸入関税政策の相互依存関係を検討し，政府と企業のどちらが先に行動するかによって三つのケースに分かれて考察した．自国公企業の民営化が最適な関税政策，そして外国私企業の行動の手番に影響を与えることを明らかにした．

  • 「貿易のための援助」と経済成長の理論的研究

    　この研究の目的は，貿易のための援助が貿易を通じてどのように援助受入国及び供与国の経済成長率や厚生に影響を与えるのかを理論的に明らかにすることであった．具体的には，受入国が小国でなく，交易条件が世界市場で内生的に決められる場合，貿易のための援助が貿易費用及び交易条件の変化を通じて各国の成長経路に与える影響を分析した．また，そこで開発された２国内生成長モデルでは外生的であった貿易パターンを内生化したモデルを構築し，ある国の一方的貿易自由化がその国と貿易相手国に与える影響を調べた．　論文"Aid for trade and global growth"では，共通の定常成長率と大域的安定性を伴う２国内生成長モデルを定式化し，貿易のための援助と世界的な成長率について２つの結果を得た．第一に，援助供与国の援助/GDP比率の永続的な増加は，それが援助受入国の輸送費を供与国のそれの上昇率より大きい率で低めるとき，そしてそのときにのみ，定常成長率を高める．第二に，ある尤もらしい条件の下で，成長率を最大化する援助/GDP比率が内点として存在する．この論文は現在投稿中である．　論文"A Ricardian model of trade and growth with endogenous trade status"では，貿易ステータスが内生的な貿易と内生成長の２国連続財リカード・モデルを定式化した．均斉成長経路の存在，一意性，大域的安定性を証明した後で，以下のことを示した．古い均斉成長経路に比べて，任意の１国の貿易費用の永続的な低下は(i)全ての国，全ての時点で資本の成長率を高める(ii)全ての国，全ての時点で輸入財の範囲と輸出財の範囲の両方を増やす(iii)全ての国で厚生を高める．これらの理論的予測は実証的証拠と定性的に一致している．この論文はJournal of International Economicsに近刊予定である．
