  • The Internet of Things as an accelerator of advancement of broadband networks: A case of Thailand

    The advanced development of broadband access is an inevitable step toward supportive daily lives and sustainable economic growth. However, the decisive outcome of the development relies heavily on the demand side. Consumer choice among advanced Internet broadband technologies will determine the achievement of the development. This study aims to illustrate that consumer decisions on choices of advanced Internet access are influenced by the emergence of the Internet of Things (IoT) applications. A bivariate probit model is applied to examine the effects of IoT, consumer's individual characteristics, and their current use of networks on their decision pertaining to the choice of advanced Internet access. Using Thailand as a case study, the result indicates that the emergence of IoT applications accelerates the adoption of both advanced mobile broadband (5G) and advanced fixed broadband (FTTH). This finding may help policy makers to optimize the future direction of the Internet infrastructure development in Thailand, and also countries in a similar stage.

  • Effects of media information on collective resilience in a disaster—A case study of the crisis of stranded commuters in Tokyo during the 2011 Great East Japan earthquake

    This article examines the relations between media information and collective resilience—collective solidarity behaviours that emerge from a crowd—in a disaster. It uses the crisis of stranded commuters in Tokyo during the 2011 Great East Japan Earthquake as a case study with data collected from an original survey. Using a cluster analysis and a multinomial logistic regression, it is found that media information is positively related to the characteristics of collective resilience, such as shared identity and mutual help. Specifically, among those who felt threatened by the disaster, people who had received more information from media, particularly from social media and mobile telephones, were more likely to display higher levels of these characteristics. It is contended that this is because media information can help people to feel more empowered and, thus, more willing to interact with and help others.

    Smart wearable devices offer much potential to assist citizens in disasters. To the general public, however, using these devices for disaster applications is still a novel concept. In disasters, most people are reluctant to rely on unfamiliar technologies. Thus, for these devices to become truly useful in disasters, it is important to understand factors that affect their acceptance by the public. Previous studies show that perceived usefulness is a clear antecedent of people's acceptance of smart wearable devices. However, the underlying factors that affect perceived usefulness itself are not clearly known. Thus, the aim of this study is to fill this gap, and by doing so, to derive some practical implications for solution developers and governments.
    This study used structural equation modelling to analyse survey data collected from 647 respondents in Japan. We found that the respondents' perceived usefulness of the current applications of smart wearable devices was a strong predictor of their perceived usefulness of using these devices for disaster applications. Although indirect factors such as the ownership of ICT gadgets and the usage of social media also had some influences, most of their.effects were mediated through increasing the respondents' perceived usefulness of the current applications. In other words, through appreciating the functions of the current applications of smart wearable devices, people can visualise the usefulness of these devices in disaster situations. That being said, we found that in parallel, people also had concerns on the privacy issues of these devices. These findings shed light on the promotion and development of this fast growing technology for disaster applications. (C) 2016 Elsevier Ltd. All rights reserved.

    © 2015 Elsevier Ltd. Prior research has found that both mass and social media can play an influential role in post-disaster recovery. In particular, media information has been found to encourage people to support the recovery efforts. However, the mechanisms underlying this process have not been thoroughly investigated. Such knowledge is essential for both governments and non-governmental organisations so that they may apply these findings in post-disaster recovery. Thus, the purpose of this paper is to conduct an in-depth investigation on how mass and social media can influence people's perceptions of a disaster and their behavioural intentions with respect to post-disaster recovery activities. This study uses the 2011 Great East Japan Earthquake as a case study, and employs structural equation modelling with a data set of 2047 samples collected from an original Internet survey. Through the lens of cultivation theory, we find that mass and social media can play different roles and exert different influences on people's perceptions of the disaster. Mass media, specifically television is found to be the most influential, especially on those not directly affected by the disaster. Social media, on the other hand, although with a much weaker effect, can resonate more with those who were directly affected. Further, a positive perception of strong bonds in families and society as a result of media exposure is found to be the most effective in increasing the intention to participate in activities related to recovery such as boosting civic communications, taking altruistic actions and preparing for future disasters. The findings have implications for post-disaster recovery, in that they can provide a roadmap on how information via mass and social media can be used to motivate and connect the general public and the disaster victims.

    本論文では、地域情報化に内在する諸課題の解決を目指した、ユニバーサルサービス提供のための新しい枠組みを提案するともに、そのメリット・デメリットを考察し、実行可能性を検討する。条件不利地域においては、通信をあまねく利用可能とするため、ユニバーサルサービス基金制度に基づき適格通信事業者の費用を一部補填することにより、現状、アナログ固定電話を対象としてユニバーサルサービス制度が維持されている。光ネットワーク網の進展に伴い、光 IP 電話もユニバーサルサービスの対象に含まれたが、他方、携帯電話が普及し利便性も高いため、固定電話への依存度は下がっている。さらにブロードバンドの世帯カバー率も 100%に近づくなど、技術的な側面からも制度の抜本的な検討が迫られている。また、番号ユーザに全額転嫁されるというユニバーサルサービス基金への拠出の在り方にも消費者団体を中心に抵抗感が根強いため、費用負担の在り方にも再検討が必要である。一方、地域におけるブロードバンドの提供のため、2.5GHz 地域 BWA 帯が用意されているが、利用度は低く、その活用が喫緊の課題となっている。本発表では、これらの課題に総合的に対処し、地域情報化の維持発展のための枠組みを提案する。

  • インターネットのながら利用に関する経済分析

    近年、インターネットを利用すると同時に、テレビやラジオも視聴する、あるいは音楽も聞く、といった他の消費行動も同時に行う「インターネットのながら利用」が増加している。このようなインターネットのながら利用は、時間を多重的に使っている点に特徴があり、予算制約式に時間を含めて効用最大化行動を分析する枠組みでは、その便益を推計することは困難である。本研究では、その推計の1つの手法として、技術の進歩によってインターネットのながら利用ができるようになった点を新サービスの市場への投入と捉え、新サービスの登場による消費者便益の増加を推計する手法を援用して、インターネットのながら利用による便益の推計を試みた（推計の対象は「ながら利用ができること（機能）」ではなく、「インターネットをながら利用すること（利用実績）」）。推計の結果、インターネットのながら利用による消費者余剰は平均的な利用者において約3,500円/日程度となっており、こうした新サービスは相応の便益を生じていることが示唆される。また、本研究では利用できるデータの制約上スマホ普及前の時点でのインターネットのながら利用の便益を推計したが、現在のスマホの利用環境下ではさらに大きな便益が生じていることが推測される。

    The aim of this paper is to investigate the effects of the use of new and traditional media in post-disaster recovery after the Great East Japan Earthquake using data collected from the disaster area in March 2013. This study found that the use of both new (Web 2.0 applications) and traditional (informative television programmes) media can create some positive but indirect effects on the development of social capital elements that are critical for post-disaster recovery such as bonding trust, bridging networks and civic participation. These effects are mediated by online civic participation, which itself can be encouraged by the complementary use of television and Web 2.0 applications. By showing the effects and the mechanisms of the use of media on social capital development, the findings have some important implications for researchers as well as authorities and NGOs that are working on post-disaster recovery.

    This paper aims to review the process of mobile phone operators agreeing to introduce mobile number portability (MNP) in Japan. A study group formed by the Ministry of Internal Affairs and Communications estimated the proportion of MNP users and analyzed the user benefits and associated costs to introduce MNP. Owing to the particular market structure and technology available, MNP was expected to yield a larger benefit in the Japanese mobile market than that seen in other countries. Based on the results of the research reviewed with respect to the market situation one year after introducing MNP, the increased competition in the mobile phone market was onfirmed by decreasing call charges and a reduction in the share of the dominant operator.     本研究は、モバイル版SNSの典型的なサービスであるモバイルツイッターの主たる利用者である大学生に焦点を当て、その利用がユーザー間の関係性と社会に与える影響の実証的分析を行うことを目的とする。対象として、モバイルインターネットが世界で最も高度に利用されている日本と韓国を選び、両国の大学生において、人間関係や社会的な影響にいかなる効果を及ぼすかを実証的に検証する。分析の結果、モバイルツイッター利用によるユーザー間のコミュニケーションの頻度数は増えたが、実質的な人間関係の変化に与える影響は限られることがわかった。また、フォロワーが多い政治家や有名人などの影響力より、良質の情報を提供するユーザーの影響力の方が大きいという結果となった。このことから、今後提供される情報の内容は、さらに詳細に細分化された専門的なものになる可能性があることが示唆される。

    Universal service is governed by a regulatory framework that guarantees nationwide access to basic telephone service over the public switched telephone network (PSTN). The ongoing network migration to IP networks, however, poses the question of how the existing framework Would accommodate this change.
    Taking the case of Japan, this paper presents an overview of Japan's universal service system under the network migration and argues the importance of assessing consumer preference for universal service in adapting the system to this new environment. After describing the existing system including the universal service fund and the impacts of the transition to IP networks, the government's responses to cope with the change are reviewed. A system of universal access is proposed which is designed to ensure access rather than a specific service. To realize a new regulatory framework for universal access, studies will be necessary on issues such as the scope of universal access and ensuring sufficient compensation. Emphasizing the importance to evaluate consumer preference or willingness-to-pay for universal access, an empirical analysis in an experimental framework is conducted, which examines whether consumers are willing to accept the additional burden of sustaining universal access if they are well informed about the issue.     デジタル化や放送・通信の融合という時代の波に晒されている放送局に関して、放送局間の資本連携を難しくしているマスメディア集中排除原則の見直し議論が、地方局の経営基盤の脆弱さを理由に活発になっている。わが国の民間放送局は免許状で指定された放送区域内でのみ放送することが認められているが、経営の厳しい地方局は大型化で経営の効率化を図るべきという議論である。放送産業の場合、規模の経済性を追求するためには、良質の番組提供により広告収入(事業規模)を拡大する方法の他に、放送区域の拡大により視聴世帯数を増やす方法がある。視聴世帯数を大きくするためには、隣接県の放送局と統合して空間的拡大を図り多くの視聴世帯に対して番組を同時放送する必要がある。放送区域の拡大によりローカリズムの喪失を懸念する向きもある一方、視聴できるチャンネル数が限られ他地域の人が享受している情報・楽しみを得られない地域住民に対する情報リテラシーの地域格差の解消も期待される。

    In this paper, we analyze the impact of information and communications technology (ICT) on the lives of consumers as well as the cause for differences in ICT usage between e-commerce and physical stores. One characteristic of ICT is the small marginal cost of distance and data space. It connects people at a uniform cost to and from any area around the world and makes it possible to use mega digital data at a minimal cost. The quantity of merchandise and information of shops are different between e-commerce and physical stores.<br> Thus in this study, we analyzed the characteristics of e-commerce, user/reader in terms of personal and business, and the impact of information acquired from websites on e-commerce. For this purpose, we used a covariance structure analysis to determine the relationship of latent factors affecting the purchase of books from e-commerce and physical shops.<br> As a result, we found that obtaining information about e-commerce shops does not increase the usage of e-commerce. Moreover, the latent factor of essential information that is obtained from choosing books increases the purchase of goods in the real stores. On the other hand, information about reputation increases purchase of goods through the e-commerce.<br><br>JEL Classification: D12

    This paper explores similarities and differences in mobile phone usage between subscribers from five major metropolitan cities across East Asia. Technological advances have been widely adopted by consumers throughout this region, most recognizably via the mobile platform with mobile Internet, email, video-conferencing, e-commerce, and other types of mobile phone-related services becoming critical factors in the daily lives of East Asian consumers. Those living in urban areas have benefited most from these new technologies and services, and more specifically, younger generations have adopted mobile phone-related services far faster than their older counterparts. However little research to date has explored the similarities and differences between mobile phone usage behavior of younger, urban consumers across this region. This paper presents the results of a comparative study of mobile consumer behavior of university students across five major cities including Beijing, Hong Kong, Seoul, Taipei and Tokyo. We found that the dependency of young people on mobile phone services was similar among the cities surveyed, however the specific factors influencing their usage and the communications technologies that they used varied significantly across markets. © 2007, JAPAN SECTION OF THE REGIONAL SCIENCE ASSOCIATION INTERNATIONAL.     個人情報保護法が2005年4月に全面施行されたものの、その後も個人情報流出事故は後を絶たない。セキュリティを高めることによって相当程度対処が可能であるものの、対策の費用対効果を斟酌すべきである。また、「うっかり」｢悪意｣といったヒューマンファクターの存在を考慮すれば、事故の発生を前提とした追跡システムを導入することが、事後的な対応を可能にするために重要である。

    地上デジタル放送においては、データ放送がデジタルテレビ端末の双方向機能や容易な操作性(リモコンによる簡単な操作で行政情報や地域情報入手)から、広く地域住民に対して行政サービスを提供する手段として期待される。地方自治体も電子自治体化を進めており、地域情報、公共施設案内・予約、健康相談、防災情報など行政情報を住民へ送る手段として、データ放送を活用する意向がある。インターネットでは100%普及は困難であるがテレビ受像機はほぼ全世帯に普及するため、データ放送は、住民に広く伝える情報、特に災害情報など安全・安心に関する情報を伝える手段として有用であり、デジタル・デバイド(情報格差)の解消にも効果がある。地方局が地上波デジタル放送を始める2006年には、地方自治体は電子武装を実現してインターネットで豊富な情報を発信していることが予想されるため、テレビでも見られるようにしておくことは重要である。しかし、一斉同報性を特徴とする放送では、コンテンツ制作に専門性が必要であり、いくつかの放送局が共同運営する「地域情報センター」の形態が好ましい。インターネットとは異なる放送であるマスメディア性・公共性を意識したコンテンツ開発が必要であるためである。前提として、放送業界が地域ブロック単位で共同運営を行なうことで果たして効率が高まる業種であるか否かを検証しておきたい。

    This paper is based on a questionnaire survey that was conducted on senior high school students (both in urban and rural areas) in the State of Kelantan, Malaysia. Our objective is to present the causal relationship using Covariance Structural Analysis of the factors that are perceived to encourage the teenagers to use the Internet service. Based on the data collected from the survey, we can also make a comparison on the levels and patterns of the Internet usage between the urban and rural teenagers in Kelantan.     本研究は、地球環境問題を軽減するための方策として、情報通信ネットワークの活用の可能性への着目し、その方向性を見出すことを目的とする。直接的な規制や経済学的な方法に加え、情報を適切に提供することによって人々を啓蒙し、より環境にやさしい行動をとることが可能となる。他方、これによって環境問題を認知するものの、行動に移らない可能性も指摘される。本研究では以下の3つのプロセスを通じて、かかる課題の解決を試みた:(1)情報通信の普及効果を把握するための評価モデルの確立;(2)情報通信の普及段階に応じた環境対応型産業政策とそれに呼応した企業戦略の明示;(3)従来の経済理論分析の下では十分に探索されてこなかった問題の検討

    本研究の目的は、わが国企業の情報化投資が当該企業あるいは産業のみならず、市場メカニズムを通じて消費者に対して及ぼす影響を理論的に解明し、併せて実証的統計的に分析することにある。平成17年度～19年度の研究期間を通じて、内外の研究動向の把握、専門家との意見交換、分析のための仮説モデルの構築、実証分析に用いるためのデータ収集、実証分析による仮説の検証、実証研究からのインプリケーションの抽出を遂行した。研究の遂行に当たっては、具体的には以下のようなテーマを取り上げた。(1)情報化が企業に与える便益のメカニズムの解明に関する研究の総括(2)情報化が消費者に与える便益のメカニズムの解明に関する実証研究(3)情報化と消費者保護に関する研究(4)通信と放送の融合にともなう市場メカニズムの変化に関する研究(1)については、企業部門における情報化投資メカニズムに関する研究の成果のまとめと総括を行い、情報化が消費者に与える影響の研究との関連を明らかにした。(2)については、情報化が消費者に与える便益のメカニズムの解明について、特に行動経済学から得られる知見を用いてこれまでの伝統的なミクロ経済学では分析しえなかった消費者行動(たとえば定額料金制度に対する選好など)に関する分析を行った。(3)については、情報化時代における消費者保護の問題について、主として個人情報保護法下における情報通信技術の活用とセキュリティ対策について研究を行った。(4)については、2011年に実施されるアナログ放送の停波とそれに伴うデジタルテレビへの移行に関して、企業並びに消費者に与える影響について研究を行った

    本研究計画は、わが国企業および産業のIT化を統計的に分析することを基礎として、(a)その特徴と効果の発現に関する促進・制約要因を明らかにし、(b)ITがわが国経済に与える影響を推定し、(c)既存のGeneral Purpose Technologyの普及プロセス等を参考に、その将来の予測が可能であるかどうかを理論的・実証的に分析し、(d)それらの目的に援用可能な大規模データベースを構築するとともに、(e)情報化を支援する適切な政策手段の議論に必要な基礎的知見を得ることを目指すものであった。研究遂行にあたっては、内外の研究動向の把握、わが国企業のIT化に関する実証分析を行うとともに、得られた中間的成果については、適宜、内外の学会等の場で発表し、有識者との意見交換を行うことにより、成果水準の改善・向上を図った。その結果、本研究計画においては、以下の3つの分野において有益な知見を生み出した。1.個別企業のIT化の効果発揮に関する分析(1)わが国大企業が行っているIT化は生産性に対してプラスの貢献を実現している。(2)IT化とともに導入されることが多い補完的経営施策はわが国の場合、十分な成果を生んでいない。(3)IT投資に対する潜在的意欲は他の一般投資財と有意な差がない。2.IT化の消費者行動へのインパクト(1)IT化は情報検索費用の低下を通じて、物理的移動手段交通を用いない購入手段を選択する可能性を増大させる。(2)マレーシアにおける若年層のインターネットリテラシー改善のためには"parent factor"に着目する必要がある。3.放送産業におけるIT化の影響(1)放送産業においては規模の経済性が存在する一方、番組製作と伝送サービスに関する垂直統合のメリットは見出せない

    デジタル技術革新による情報通信・放送の融合が、ネットワーク,プラットフォーム、コンテンツの3つのレベルで進行している。特にインターネットの利用の増大が情報通信と放送の境目を消滅させつつある。こうした激しい環境変化の中で、情報通信ならびに放送部門において市場機構が有効に働くように規制あるいは競争政策の在り方が問われている。本研究は、日本と欧米との国際共同研究を通じて、デジタル融合の情報通信放送部門への経済的な影響ならびに市場の健全な育成を促す政策的課題についての解明を目的として行われた。
    1)平成13年度は、日本側の研究者を中心としてワークショップ(平成13年12月22日・早稲田大学)を開催すると共に、英国のマーチン・ケイブ教授を招聘して共同研究(平成14年1月14日・大阪大学・1月15日・早稲田大学)の深化を図った。特に周波数帯域の経済価値に応じた利用を促す規制政策を中心に研究を行った。
    2)平成14年度は、日欧米の共同研究者による研究成果の発表と意見交換のために国際共同研究学会(平成14年11月3日・4日・英国ウォーイック大学・規制産業研究センター)で開催した。マーチン・ケイブ教授、ロバート・クランドール博士、アーノルド・ピコ教授など欧米諸国の研究者約40名が参加し、熱心な討議を行った。研究テーマとしては、スペクトラム、コンテンツ市場、ブロードバンドの発展を取り上げ、借地権概念によるスペクトラム配分、スペクトラム売買制度、モデルバル事業への参入戦略、著作権制度、インターネットのネットワーク外部性、インターネットとその競争政策、事業用電話需要の計量分析、日本・米国のブロードバンド化とネットワーク競争、放送における競争政策、ブロードバンドのアクセス競争などを中心に議論した。
    3)2年間の研究成果は英国より出版予定である。

    平成11年より始められた「通信と放送の融合に関する政策」に関する研究は、平成12年度をもって研究の第一段階を終了する。本研究は、ディジタル技術による市場の融合とそれに対する公共政策のあり方について国際的な視点から研究することを目的としてきた。1対1の情報交換を基本とする情報通信部門と1対Nというマスを対象とする放送部門は、ディジタル技術革新と双方向性によって急速に融合しつつある。こうした通信と放送のディジタル融合は様々な市場融合を引き起こし、新しいビジネスを誕生させ、その経済的・社会的な影響力は日々高まっている。従って、こうした融合市場をいかに健全に育成するかは日本経済の将来にとって重要な政策課題となっている。こうした問題意識の下に、平成11年度には、日本、英国、ドイツの共同研究者による「通信と放送の融合に関する公共政策」に関する中間研究発表会を開催した。ディジタル融合の中で各国が現実にどのような構造変化に直面し、またいかにして問題を克服しようとしているかについて研究成果を交換した。そこで得られた研究成果を踏まえて、その深化を図るために、平成12年度にはドイツ・ボンにおいてワークショップを開催した。特に欧州各国と日本におけるディジタル融合に対する競争政策や法制度の整備の方向性について意見を交換した。英国とドイツは通信と放送の融合という技術進歩の中で、欧州統合のための競争政策と国内政策との調整という困難な課題に直面している。2000年7月のEC委員会による通信と放送の融合に関するパッケージ案は、欧州経済の活性化と競争力の向上のためにディジタル融合の促進と通信・放送部門における競争政策への転換を促している。その壮大な社会的実験は一国内の利害調整に追われる日本にとっても多くの教訓を含んでいる。2年間の研究成果は著書Convergence of Telecommunications and Broadcasting in Japan,United Kingdom and Germany:として英国のCurzon Press(2001年4月)として出版される。

  • 自動運転普及の法・経済学研究：選好とリスク

    本研究の最終的な目的は、自動運転について、経済学の観点から分析し、法制度の検討と統合することにより、自動運転普及に資する政策を提言することにある。　研究全体では、１．自動運転の技術レベルと利用者選好の関係性、２．自動運転普及に資する法制度的対応、３．自動運転プラットフォームにおける競争と独占性の3テーマに分けて考究するが、本特定課題では、3番目のプラットフォーム競争と独占に焦点を当て、析を行った。　開発段階では競争状態にあるが、社会的には1つのプラットフォームの上にサービスが提供されることが最も効率的である。経済学的インセンティブの視点からプラットフォームにおける競争と独占の問題を解明した。

  • IoT利用の効果発現メカニズムの解明と普及促進政策策定に関する研究

    IoT利用に資するネットワークインフラの整備を中心に研究を行った。IoTの普及はアジア経済においても社会変革のツールとして活用が期待されており、普及が期待されるIoTサービスの利用とネットワーク整備の必要性との関連を評価する必要がある。そこでIoTサービスへの利用意向が、無線および有線のブロードバンドの利用意向にどのように影響を与えるかを推計した。タイのバンコクのICTに親和度の高い人々を対象に、データを収集した。タイではモバイルブロードバンドが主で固定系の整備が遅れていたが、結果によれば、IoTサービスの利用によって、固定系のニーズも移動系と同様に高まることが示された。論文は国際論文誌に投稿中である。

  • デジタル・ファブリケーションの産業政策に関する研究：オープンデザインの経済学

    情報通信技術（ICT）が地域にいかなる変化をもたらすかを明らかにし、効果の発現に結びつくための政策的処方箋を導出する。デジタル・ファブリケーションのみによって地域活性化を目指すことは尚早であるが、他方、現状の利用方策では、地域の情報ネットワーク基盤が十分に利活用されていないという指摘もある。地域経済および社会の活性化を早急に達成するという喫緊の政策課題のために、ネットワーク活用型の新しい技術によりオープン・イノベーションを地域社会にもたらすことが求められている。基礎的な研究として、地域に導入が始まっている教育ICTを検証事例とし、また地域を支援するための補助スキームに関する制度的な検討を行った。

  • ＩＣＴライフライン構築のための政策研究―経済効率性と持続可能性―

    本研究では、災害時に機能し、国民の安全・安心に貢献しうるライフラインとしてのICT(Information and Communications Technology)サービスについて、利用者便益と費用負担の視点から、その構築および継続的提供に資する政策的処方箋を導出し、新しいユニバーサルサービス実現に向けた提言を行うことを目的とした。ライフラインとして機能するICT サービスが、平時におけるサービスを前提としたユニバーサルサービスと比較し、どのように異なるかについて分析したところ、災害時に機能しうるICTライフラインの構成要件として以下の2 点が重要であった。① 頑健性 代替手段の確保可能性においてインフラに求められる水準② 有用性 災害時の救助及び支援、災害後の生活において求められるサービス内容そのため、本助成費による研究では、これらのうち、後者について重点的に研究を行った。より具体的には、2011年3月11日に起きた東日本大震災後の復旧・復興活動において、テレビを中心とするメディアと情報通信技術（ICT）とがどのような役割を果たしたかについて、民間放送連盟研究所との共同調査に基づきデータを収集し統計的な解析を行った結果、以下の2点が明らかとなった。1)オンラインによる市民参加が、メディアおよびICTと、ソーシャル・キャピタルと呼ばれる無形の人間関係資本との間の関係から惹起されていることが示される。すなわち、メディアによって人々の震災に対する関心が引き出されると同時に、ICTがその関心を表現するための有効な手段を提供し、オンラインによる市民参加の水準を上げ、結果的にオフラインのソーシャル・キャピタルの形成に正の効果をもたらす。統計的な分析を通じて、SNSのようなICTおよびテレビを代表とするメディアはオンラインによる市民参加を促進し、その結果、ボランティアなどのオフラインの市民参加に正の効果を与えることが示された。伝統的なメディアであるTVと、新しいコミュニケーション手段であるSNSなどの活用の重要性が示唆された。2)メディア情報が人々に如何に受容されて実際の行動に影響を与えたか、更に今後の行動意図に如何に影響を与えるかについて、特にこれらの相関関係を分析モデルに、メディア利用度やメディア信頼度、震災ダメージといった要因を加えて、メディア情報の培養効果に焦点を当てて検討する。分析の結果、メディア利用度、メディア信頼度、震災ダメージは、メディア情報に培養効果をもたらす要因であることがわかった。メディア利用度は主流効果で、震災ダメージは共鳴効果で、メディア情報が培養されて人々に影響を与えていると考えられる。なお、共分散構造分析の結果から、復興時に人々が認知したメディア情報は「絆」、「心配」、「不安」で構成されており、このメディア情報は実際行動と今後の行動意図に正の関係で影響を与えることがわかった。研究成果については、すでに国内外の学会で報告を行っており、関連学術誌に投稿している。今後は、先進的な自治体と共同で、災害時の安心・安全の確保に高い効果があるビッグデータを用いたICT サービスの活用を念頭に、個人情報保護などの法的側面についても問題点を検討し、合意形成に向けた政策提言を行いたい。

  • ポスト「ガラパゴス化論」の情報通信政策－技術革新とグローバル競争への対応－

    グローバルネットワーク時代におけるわが国の情報通信産業について、技術革新および市場構造変化が著しい産業の特質をあきらかにすることにより、公正競争のあり方、さらには産業発展を通じた国際競争力の強化を達成するための政策の方向性を提示することを目的とする。市場環境が急速に変化するなかで、当初の予定通り、以下の3点について研究を進めたが、特に、2.について重点的に研究を進めた。また、これと並行して、災害等において、情報通信の有効活用に向けた政策支援の枠組みについて検討を加え、新たな研究の方向性を見出した。1. 利用者の選好からみた携帯電話サービス市場の特質の解明 情報通信市場においては、スマートフォンをはじめとした新たなサービスが台頭しており、固定および移動といった従来の分類が急速に変化し、技術の融合が生じている。その変化は携帯電話サービス市場において顕著であるため、まずサービスの利用面における分析をおこない、利用者の選好からみた市場の特質をあきらかにした。2. 供給者のビジネスモデル等の分析を通じた市場構造の検討 供給者においては、技術の急速な変化に対応した新しいサービスの提供によって市場への影響力を維持するとともに、消費者の選好の変化にも対応しなければならない。端末、通信ネットワーク、プラットフォーム、コンテンツ等、携帯電話サービスに関するすべてのレイヤーにおける供給者のビジネスモデルを精査することによって、今後の企業戦略等を精査し、供給側からみた情報通信市場の構造変化をあきらかにした。3.携帯電話サービス市場における競争政策の妥当性の検証　把握された市場構造をもとに現在の競争政策の妥当性を検証し、ガラパゴスと揶揄された我が国携帯電話サービス市場を主たる対象に、国際競争力確保に向けた、技術融合時代における望ましい情報通信政策の在り方について提言を行う。　研究成果については、すでに国内外の学会で報告を行っており、関連学術誌に投稿している。

  • 情報通信サービス供給における定額料金制と従量料金制の経済効率性に関する研究

    　情報通信サービスの提供において、導入の要請が高まりつつある定額料金制を経済効率性の観点から評価した。定額料金制は、経済学的な観点からは必ずしも効率的とはいえないが、利用者から好まれていることは事実である。本論文ではまず、利用者が定額料金制を好む一般的な理由を、４つのバイアス（偏向）すなわち、（1）低廉化バイアス；（2）リスク回避バイアス；（3）料金徴収抵抗バイアス；（4）自由財バイアス、として考察した。これら以外に、より本源的に定額料金制が好まれる理由が潜んでいる。それは、余剰（便益）の分配的側面である。そこで、これらのバイアスを含まない情報通信市場モデルに基づき、定額料金制の導入が当該通信市場にどのような影響を与えるかを考察した。独占的供給者が提供する対話型の通信サービスにおいて、利潤最大化および総余剰最大化における最適二部料金をもとに、定額料金制を導入したときの料金水準、および総通信量、企業利潤、消費者余剰、総余剰への影響を数値例によって示した。得られた知見を要約すると以下の通りとなる。・ 定額制の導入は消費者の厚生を大幅に改善し、通信量も増加する。・ 反面、企業の収支は悪化するため、フィージビリティは低い。・ 総余剰には大きな変化はないが、その構成は大きく異なり、最適二部料金の場合に比べ、圧倒的に消費者余剰は増大する。・ 料金の最適性を維持して定額制を導入する場合には、加入者数の減少は免れえない。・ 可変費用と固定費用からなる費用構造のもとでは、利潤最大化を達成する安定な加入者集合が存在しない場合がある。すなわち企業が利潤最大化行動をとっている場合には、定額制導入の負の影響は企業にとって顕著である。・ 規制等によって総余剰最大化規準に従っている場合には、経済学的な効率性の低下はそれほど大きくない。すなわち総余剰最大化のもとでは、定額制を導入しても大きな影響はない。・ 定額料金制に対するバイアスがなくても、利用者の定額料金制志向は不変である。
